The key point to note is that at the Annual Review point, we’re scoring the Output level. So the result of the AR will be to arrive at an overall Output score.

The Annual Review does not require a score at outcome level but rather a judgement on whether progress towards meeting outcome indicator milestones and targets are ‘on track’ or ‘off track’.

Please respect the overall structure. It combines free text fields with specified word limits and drop down menus, e.g. to select scores

Calculating word count – there are specified word limits included in each of the narrative fields. A formula and instructions are included within the excel sheet to help you calculate word counts narrative cells.

Inserting rows – you can insert rows if, for example, you have more indicators than are currently included in the template

Project summary: please provide brief narrative text

Beneficiaries reached: Provide best estimates for relevant age and population group categories. Disaggregated data is important as it will allow us to analyse which population groups the Fund is reaching/ not on a global level. If you don’t have the disaggregated data please select the ‘No’ option and explain any issues or plans you may have related to this.

Please begin at the output level as determining your individual output scores will help you to arrive at your overall output score. Use your judgement to reach the scores based on an assessment of all the indicators in the output. You can explain your judgement in the narrative box to the side.

OUTPUT LEVEL: 1.Starting with Output 1, please insert the text, impact weighting , if available a risk status (low. medium, high), and the Output-specific recommendations made in the last Annual Report. Do not yet select the overall output score.2.For each output indicator please a) insert the indicator text, b) insert your milestone target for the reporting year c) select an output indicator score from the drop-down menu; d) include narrative text to explain your score; e) include the Means of Verification (MoV) for your result and be as specific as possible. E.g. ‘field training reports and attendance records completed at the end of each wave of training’.3.Once you have scored all the output indicators, please select the Output level score from the drop down menu, and move on to complete the next Output.

Grant holders have asked how their performance may affect future DFID opportunities: Performance scores are used to monitor progress and address and respond to any issues during implementation. This doesn’t mean your scores at Annual Review stage will affect future funding opportunities. The Final evaluation will assess overall project and organisation performance.

Once all the outputs have been scored and completed, please move on the Output summary table which will calculate your overall Output level score.

The summary table is included to help calculate your overall project output performance and overall output risk status.

Please complete the impact weight, output performance and the risk status for each output. Blue cells will calculate automatically once you have entered data into the table columns so please don’t enter any data in these cells. Formula are included in the blue cells so please do not change these.

OUTCOME LEVEL:1. Starting with Outcome indicator 1, please a) insert the indicator text, b) insert your milestone target for the reporting year; c) select assessment status of ‘on track’ or ‘off track’

2.Once you have scored all the outcome indicators, please a) insert the Outcome text, and b) select the overall Outcome level assessment from the drop down menu. For example if there are 4 out of 6 indicators that are on track you would select ‘on track’ for the outcome level. If you have 3 ‘on’ and 3 ‘off track’ indicators then you will need to make a judgement as to the overall status. In this case please provide narrative text to explain your choice. As mentioned in slide 3, the Annual Review does not require a score at outcome level but rather a judgement on whether progress towards outcomes indicator milestone and targets are on or off track.

Where project scores are lower ,the feedback letters will often include action points to help address issues identified in the Annual Review to help get performance on track.

Changes to indicators or milestonesPlease document briefly whether any assumptions underpinning the project ‘s theory of change have come under challenge, or changed in any way during the course of the project. For example, if the outputs chosen for your project did not lead to the desired/ anticipated outcome, please share your thoughts and analysis of why this didn’t take place.
