Human resource development,factor for industrial development

The government focuses strenuous effortson the industrial sector for industrial developmentin its bid to shape the nation into an industrializedone.

In order to achieve the lofty goal, thegovernment is establishing industrial zones toimprove the private industrial sector. The industrialsector is of two types: State-owned and private-owned industries. The State undertakes particularindustries that are beyond the capacity of private-owned industries. The government is trying tosatisfy the demand of electric power and fuel thatare fundamental for industrial development.

Now, more and more technologicaluniversities, technological colleges, governmenttechnical institutes and government technical highschools are being opened as part of the programmeto scale up the improvement of the education sectorfor development of human resources in thetechnological sphere.

Import-substitute product factories are beingfounded extensively by erecting new industrialregions and industrial zones in states and divisions,inclusive of Kyaukse, Thagara and Pakokkuindustrial regions.

In Kyaukse Industrial Region, for instance,cement plant, vest factory, candy factory, shoefactory, bicycle factory, high heat duty fire brickfactory, and plastic factory have been established.And Thagara Industrial Region now producestrucks, bulldozers, excavators, machinery andmachine tools, control systems for electricalapparatuses, and heavy machinery for constructionprojects on a large scale.

The Government Technical Training School(Pakokku) is under construction in PakokkuIndustrial Region, and upon completion, theinstitute will conduct courses with courseinstructors who have completed the coursesconcerned abroad.

Machinery and Machine Tools Factory(Myaing) uses advanced machines inmanufacturing goods, and it is working hard tomeet the targets on production lines.

Technical experts on their part are thereforeto do their bit in the drive the government isimplementing for industrial development, andnurture younger generations for greater humanresource development.

Shiekh Adnan Waheed Mohammed, a Sunni clericwas killed when an explosive-charge planted in hiscar detonated in Bagdad southern district of Doura,the source told Xinhua on condition of anonymity.

The blast also killed another man and wounded athird who were in the car with Mohammed during theattack, the source said.

COTONOU, 25 Nov—Pirates attacked an oil tankeroff the coast of west Africa, killing a Ukrainian of-ficer before escaping with the contents of the ship’ssafe, the ship’s owners and Benin’s navy commandersaid on Tuesday.

Commander Maxime Ahoyo said the officer on theMonrovia-flagged Cancale Star was shot dead whenhe confronted the pirates after they boarded the vesselin darkness 18 nautical miles (33 kilometres) off thecoast of Benin.

The tanker’s Latvian captain, Jaroslavs Semeno-vics, said around six or seven pirates had approachedthe tanker in a speed boat.

“They came on deck, pointed a pistol to the headof one of the sailors, marched him to the cabin,”Semenovics told AFP.

“They asked me to open the safe and they collectedall the cash,” he added. He did not say how much wasstolen.

The 230-metre (750-foot) Cancale Star was carry-ing 89,000 cubic metres of crude from Nigeria’s NigerDelta, the captain said.

Today, the Tatmadaw government is working hard

to democratize the nation in compliance with the

aspiration of the people. In the meantime, it is improving

all the infrastructures for State stability and regional

development that are fundamental for shaping the

nation into a democratic one. The government’s earnest

efforts have begun to yield important results to a certain

degree and the nation is enjoying all-round development,

which is tangible evidence to all.

At the core of such significant milestones is thedrive the Tatmadaw government has been carryingout for long for achieving national reconsolidation.For more than 40 years, the people had been in astate of panic and withstood all trials and tribulationstriggered by mushrooming multicolouredinsurgencies and racial violence. Successivegovernments tried in vain for many times to buildpeace with armed groups. Taking lesson fromhistoric events, the Tatmadaw government hasexercised the way of dialogues since 1989 for nationalreconsolidation.

In consistence with the concept and conviction it

has formed since its assumption of State duties that

peace and consolidated unity of national races are

necessary for development of a nation, the Tatmadaw

government applies three methods for internal peace—

(1) adoption of an alternative policy, (2) figuring out

political issues through discussions at the National

Convention, and (3) opening into negotiation in

accordance with the new constitution for everlasting

peace.

So far, 17 major and over 20 small national race

armed groups have returned to the legal fold. The last

of the national race armed groups is the group led by

Captain Saw Nay Soe Mya, son of late KNU/KNLA

chairman Saw Bo Mya. These groups were able to

enjoy rights to express their political opinions and

hold discussions through compromises till majority-

acceptable answers were obtained in accord with

democracy.

Now, the new constitution has been approved with

92.48 per cent of the vote. So, the government keeps on

pursuing the steps smoothly as agreed by all so as to

guarantee lasting peace. National race peace groups are

found to have extended wholehearted and active

cooperation in the process for smooth transition in line

with the principles of the constitution for lasting peace.

On 8 November, NDAK forces of Special Region

(1) in Kachin State were transformed into border guard

forces at the ceremonies held in Gangwin, Lupi and

Sinkyaing regions in Kachin State, and Ka-La-La-Ta

forces in Special Region (2) in Kayah State, in Pantein

and Sutpaing regions in Kayah State. It is learnt that

other national race peace groups will also transform

themselves into border guard forces.

National race peace groups have transformed

themselves into border guard forces responsible for

ensuring “Our Three Main National Causes” which is

the national goal or the national policy. Such an

encouraging achievement is a giant step for expediting

the whole process for regional development. If all

national race peace groups have been part of the

Tatmadaw and they throw themselves to national defence

duties, surely, the nation will enjoy perfect security,

stability and peace. If so, the nation will be able to

withstand all forms of threats designed to undermine

national unity.

National race peace groups have been entrusted

with noble duties of defending the nation and the people

against dangers in cooperation with the Tatmadaw.

They used to hold arms just for security of their own

region, own national races and peace groups. Now, they

have the rights to safeguard the whole Union, all the

national races, independence and sovereignty apart

from their own regions, own races and peace groups.

Indeed, the Tatmadaw is the sole and thestrongest force with rich historic experience in thenation that has stood firmly by and guarded thepeople against dangers in the course of the nation’shistory. Moreover, it has established friendlyrelations with national races, while dischargingnational defence duties covering the whole borderareas in order to keep the map of Myanmar intact.It is safe to say that the Tatmadaw government hasrealized the political, economic and securityrequirements of national race armed groups.

Therefore, it has generated a large range of duerights and opportunities for their better future.

It is common knowledge that in thedemocratization of the nation in accordance withthe constitution, the government does not putpressure and coercion, but it organizes the people tosecure their willing participation in conformity withthe commitments and provisions of the law, in otherwords to gain results that are acceptable to all. Onthe ground of national race peace groups’ attachmentto their communities and honesty, the Tatmadawformed national race peace groups that want tocontinue to protect their regions legally holdingarms into border guard forces. That is beneficial toall, and represents a watershed in the nation’spolitics because that will bear fruits to the nationand the people.

Entrusting national defence duties upon national

race armed groups is, in fact, generating win-win

situation. Of members of national race armed groups,

those wishing to enter into politics can form political

parties and take part in the democratization process in

accordance with the future laws.

Regarding the incidents about Kokang Special

Region (1) in a few months, anti-government radio

stations aired many broadcasts with the intention of

driving a wedge among national brethren. In reality, the

incidents did not concern at all with the transforming

processes national race peace groups have put into

action in line with the constitution. Kokang national

race leaders stuck to dictatorship and warlord system

and showed total disregard for the law by manufacturing

illegal arms and ammunition and trafficking narcotic

drugs on a large scale. So, the government had no

choice but to take action against the offenders in

accordance with the law. Now, both Kokang Region

and Kokang troops have returned to normal. The Kokang

Special Region (1) group members are conducting

transition processes according to the law.

The government has reminded so many times that

it has kept the peace door open to the national race

armed groups that are still active underground.

Therefore, the people believe that the process of national

reconsolidation will achieve success in the near future.

Overall, national race peace groups’transforming themselves into border guard forcesis a driving force for national reconsolidation andperpetuation of the Union, that are essential for thenew nation. So, their being part of the Tatmadawguarantees stability, development, and prosperousfuture of the Union and enables the nation to catchup with the global family. There is a saying that goes“Unity is strength”. If we remain united andharmonious, we will be able to enjoy fruitful resultsfar more than ever.

50 US banks fail in third quarterWASHINGTON, 25 Nov—

Fifty US banks failed inthe third quarter, the larg-est number of nearly 20years, reported the Fed-eral Deposit InsuranceCorp (FDIC) on Tuesday.

The FDIC, a US regu-lator who provides insur-ance fund to the bankingsector, said that banksmade 2.8 billion US dol-lars of profit in the thirdquarter after a 4.3-billion-dollar loss in the previousquarter, but the number offailed banks reached therecord since the second

quarter of 1990.Economists said that

despite the overalleconomy is on recovery,the banking system, espe-cially medium and smallsized banks are still inwater. The number ofbanks on the FDIC’s“problem list” rose to 552from 416 on 30 June, thehighest level in 16 years.

French customs seizes over 500 kgof marijuana

PARIS, 25 Nov—France’s General Administration of Customs said on Tuesdaythat customs agents in Bordeaux seized 557kg of marijuana last Friday.

The drug, with a street value of over 1 million euros, was contained in 19 pack-ages dumped from a truck.

The truck aroused the suspicion of customs agents when its driver refused toaccept their examination at a freeway toll station in northern Bordeaux and ranaway after knocking over two cars of the agents.

Customs agents then chased the truck with the help of local police and soonfound it empty in a forest zone. The drug was later seized a few miles away fromthe truck.

ST LOUIS, 25 Nov — Many older people say they have memory problemsafter surgery but US researchers said they found no post-surgical issues inolder patients.

First author Dr Michael Avidan and Dr Alex Evers of Washington Univer-sity School of Medicine in St Louis said their study findings, published inAnesthesiology, did not support the widespread belief patients with early Alzhe-imer’s disease may worsen as a consequence of surgery.

“There’s a perception that people go in for surgery, and they aren’t quitethe same afterward,” Avidan said in a statement.

Avidan and Evers said they did not feel it was reasonable to comparepeople having surgery to those who were healthy so they studied 575 patientswho were tested annually for Alzheimer’s-type dementia, and then dividedthe 361 people who had mild to moderate dementia and the 214 who weredementia-free into three groups — those who had surgery, those with illnessand a third group with neither.—Internet

Researchers of TheHospital for Sick Chil-dren in Toronto looked atthe medical charts of 58children admitted to thehospital from 8 May to22 July and comparedthem to 200 children ad-mitted with seasonal in-fluenza between 2004-2009.

Every year, the hospi-

tal admits about 40 chil-dren under 18 years of agewith seasonal influenza,the researchers said.

Twenty-two per centof children admitted withH1N1 had asthma com-pared with 6 percent ofthose admitted with sea-sonal influenza.

The study foundasthma was determined asa prior diagnosis ofasthma or reactive air-ways disease, or a historyof wheeze with the use ofinhalers.

The study, published inthe Canadian Medical As-sociation Journal, foundalmost half of all admis-sions to the intensive careunit for H1N1 influenzawere children withasthma. The children withH1N1 influenza wereolder than those admittedfor seasonal flu, with sig-nificantly more over theage of 5.

Eighty-four percent ofthe children arrived at thehospital with fever andcough, with or withoutadditional symptoms, but37 percent had gastroint-estinal symptoms such asvomiting and/or diarrhea,the researchers said.

While in Bhamo Township, we, news crew ofMyanma Alin daily, with the help of Kachin StatePeace and Development Council, had witnessed thetownship making progress in every aspect.

There are four districts in Kachin State,Myitkyina District, Putao District, Mohnyin Districtand Bhamo District. Bhamo District is sharing bor-

der with China in the east. Thus, Bhamo District iswell-known as a gate for border trade betweenMyanmar and People’s Republic of China. BhamoDistrict lacked peace in the past. But after nationalreconsolidation, peace and stability has prevailed inthe district and consequently, development can beseen here and there in Bhamo.

We, media crew of Myanma Alin daily, recentlymade a trip to Bhamo Township. We left Myitkyinain an express bus and reached Waingmaw Townshipwhich is seven miles from Myitkyina, through BalaMin Htin bridge. As roads are international standardones, we reached Waingmaw in a short time.
