Extend cultivation of rubberplants of quality strains

Head of State Senior General Than Shwetoured Mon State on 26 December and inspectedregional development work.

In his guidance during his inspection tour,Head of State Senior General Than Shwe saidthat rubber plantations thrived well and therewere still vast stretches of land for extendedcultivation of rubber and that rubber was to begrown on an extensive scale in cooperationwith local people after finding out how muchcultivable area was available and how toincrease the rubber sown acreage in the longterm.

Rubber is an industrial raw material andrubber trade is becoming brisk in theinternational market. Nowadays, rubber is ingood demand because it is used together withchemicals to produce a wide variety of consumergoods.

Various kinds of crops grow well inMyanmar because of its good climatic and soilconditions. Rubber has been grown in MonState for many years. As the region gets a lot ofrain, it is the biggest producer of rubber in thenation. Now, rubber can be grown not only inMon State but also in Kayin State, TaninthayiDivision, Kachin State and Shan State. Therefore, rubber cultivation is being extendedon a commercial scale.

The government is providing plots ofland, rubber saplings of quality strains andmodern cultivation technology to rubbergrowers. It is also helping them replace oldrubber trees with rubber plants of qualitystrains and to produce finished wood productsfrom old rubber trees.

Rubber trees can be tapped, starting fromthe time when they are eight years old till theyare 30 years old. Neighbouring countries offergood prices for rubber produced by Myanmar. Therefore, we would like to call on farmers andnational entrepreneurs to extend growingrubber plants of quality strains on a commercialscale in order to serve national interests as wellas their own.

Let’s safeguard independence at risk to our livesPadaung Than Kywe

Myanmar managed to throw off the yoke of thecolonial rule and became an independent, sovereignnation again on 4 January 1948. The IndependenceDay enters the 62nd anniversary on 4 January 2010.

At 3rd century BC, Myanmar emerged with ownmonarchs and self-determination as city states suchas Vishnu, Hanlin, Thuwunnabumi, Tagaung, Vesali, and Srikestra.

King Anawrahta unified scattering regions intothe First Myanmar Empire. King Bayintnaungorganized disunited regions into the Second MyanmarEmpire with Toungoo in its centre. King AlaungPhaya established the Third Myanmar Empire withShwebo in its core.

In the course of Myanmar history, all nationalraces such as Kachin, Kayah, Kayin, Chin, Bamar,Mon, Rakhine and Shan have been living in unity withUnion Spirit and mutual understanding, sharing joysand sorrows. They have all safeguarded the motherlandat risk to their lives with fine traditions and nationalisticfervour for ensuring perpetuity of the State andsovereignty. Now, Myanmar has stood tall as anindependent, sovereign nation with self-determinationin the world throughout successive periods.

Being situated in Asian mainland with a wideaccess to the sea, Myanmar occupies a geographicallystrategic position. It is adjacent to interior Asianregions in the northwest and north. It shares theborder with heavily populated China and India and isclose to southeastern, southern, and eastern Asiancountries.

Myanmar has vast areas of farmlands with favourableclimate pattern to grow crops on a large scale. More thanhalf the nation’s total area is covered by resource-richforests. Myanmar is a source of crops and is rich in naturalresources including precious stones, teak and oil. Richnatural resources and strategic location of Myanmar drewthe covetousness from the colonialists.

After annexing India into its empire, the Britishcolonialists occupied Myanmar through threeaggressive wars in 19th century. The Britishcolonization of Myanmar led to loss of the monarchy, sovereignty and independence. Myanmars are a peoplewith such characteristics as the spirit of making self-sacrifices in the interest of their motherland and ownrace, cherishing own race, sovereignty, culture, traditions and customs, and being sensitive to nationalcause. So, Myanmar people bravely fought back thecolonialists, risking life and limb, and finally regainedindependence and sovereignty.

Sovereignty is the lifeblood of a country. If thethree sovereign powers namely legislative power, executive power and judicial power fall down directlyor indirectly to aliens or alien countries, the nationcomes under slavery according to neo-colonialism.

Some countries are under the occupation offoreign troops that have entered the countriesunivited. So, those countries are in no position totake measures for national security andreconstruction. They are leading an uneasy lifedue to sham independence and puppetgovernments. The peoples of those countries arenow at the mercy of alien invaders. Indiscriminatebomb attacks and firing arms cost lives of thousandsof civilians, from which good lessons can be taken.

Today, a nation may be broken into pieces onpurpose even if it does not split itself into parts.Certain military powers do not hesitate to threaten

and use force if they find it difficult to destroy theirtargeted countries. They are using the term of theWorld War III irresponsibly, thus showing disregardfor international law and the sovereignty of othercountries. The policy they stick to is might is right.

Only with a strong national force will it bepossible for a country to defend its independence onself-reliant basis. And only with a strong sense ofnationalistic spirit and consolidated unity will anation be able to build up its strength. For a nation, national unity is a driving force for it to be able tostand shoulder to shoulder with other globalpartners.

That is why the government has given top priorityto national reconsolidation, putting an end to internalarmed insurgency that made the nation lag behind othercountries in development for about 40 years. Now, theentire people are pursuing the national goal of buildinga peaceful, modern and developed discipline-flourishingdemocratic nation. In the process, State stability andpeace, the rule of law, economic growth of the nation

It is improving the transportationby upgrading old railroads and building new ones.Up to now, it has built a large quantity of bridgesincluding river-crossing ones. Now, the number ofabove-180-foot road bridges touches 233, and that ofabove-180-foot railroad bridges, 55. Moreover, it hasbeen constructing new airports and upgrading oldones. Now, the number of over-5000-foot runwayairports has risen to 37 from only 21 in 1988.

More than that, jetties that can deal withseagoing vessels has amounted to 28, up fromonly13 in 1988. During the period, the governmenthas established three container yards. In thecommunication sector, it has installed many moreauto telephone and mobile phone lines.

Previously, the nation could generate only 228megawatts of hydropower, but it now generates 1197megawatts of hydropower a year, a sharp rise that hasbrought the total output of electric power to 2255.9megawatts. When the 47 ongoing hydropower projects

and the people, and development of human resourcesare high on the list of main priorities the government setsup to achieve the lofty goal.

The government has been working hard day in, dayout for ensuring equitable development of all parts of thenation. In order to meet the goal of parallel developmentof the regions the length and breadth of the nation, it hasbeen implementing the 24 Special Regions DevelopmentProject, the Border Areas and National Races DevelopmentProject, and the Rural Development Project, which arenow yielding fruits in various sectors. The nation’s sownacreage increased from 19.9 million in 1988 to 29.32million in 2008-2009. The government has renovated andconstructed 228 dams, 322 river water pumping stations,7962 underground water tapping stations, and a largenumber of small-scale dams and lakes. As a result, thetotal acreage of farmlands is now 56.9 million, up from23.8 million in 1988. The same period, the paddy outputhas jumped from 631 million to 1561 million baskets; andthe sown acreage of beans and pulses, from 1.8 million to10.57 million. Now, Myanmar is the leading peas exportingcountry in Southeast Asia.

So far, the government has set up over 826,000acres of plantations of teak and other hardwood treesfor public housing. With the green light given by thegovernment, over 270,000 acres of private-ownedplantations of teak and other hardwood trees wereestablished. The government has also beenimplementing urbanizing projects and housing projects.

With the aim of ensuring industrial development, the government has established 18 industrial zones, thus bringing the number of State-run factories to 768from 624 in 1988; and that of private-run factories tomore than 118,000 from about 35,000.

In addition, the government has built inter-villageroads, rural-urban roads, inter-district roads, inter-state/division roads, and expressways into a nationwidenetwork of transport facility for ensuring secure andsmooth transport. The total length of roads now is more

are completed, the nation will be able to generate37,467.5 more megawatts of electric power. Now,the government is working hard to complete theconstruction of a network of grids with the aim ofdistributing electric power to many other regions.

Now, the number of basic education schoolsacross the nation has reached 40,679. So, theenrolment rate of children to primary school has goneup to 98.25 per cent, and adult literacy rate, to 94.89per cent. The number of universities and colleges hassurged from 32 to 159. In the health sector, thegovernment has built 253 hospitals and upgraded264 hospitals, thereby adding the number of hospitalsto 884. And 16 universities of paramedical sciencehave been set up. Therefore, the people have hadmore access to better health care and enjoyed betterlifespan.

On the whole, fruitful results of nation-buildingtasks are tangible everywhere across the nation.Disintegration of national unity, riots and conflictscan make no contribution towards thetransforming of the nation into a modern, developed one. The goal can be achieved onlythrough national unity, patriotism, self-sacrificingfervour, thrift, hard work, self-discipline, andsense of abiding by the law.

In order to ensure perpetuity of independence andsovereignty of the nation, it is required of the entirenational brethren to remain united and to uphold non-disintegration of the Union and non-disintegration ofnational solidarity. Besides, all are to do their bit inbuilding a modern, developed discipline-flourishingdemocratic nation in accordance with the constitutionthat has been approved with the vast majority of theballot. They are also exhorted to participate with heartand soul and a sense of Union Spirit and patriotism inthe drive for successful completion of the State’sseven-step Road Map.

Hailing the 62nd Anniversary Independence Day:

(from page 1)will soon create opportunities for production of quality andimproved natural resources, for development of humanresources with the use of modern technologies and man-agement, for gaining experiences in international trades, relations and banking services and for generating jobopportunities. The road networks will contribute much tocreating more economic and trade opportunities. So, theestablishment of road networks in advance is the right stepto cope with the opportunities that will soon emerge for thepeople.

Employing parallel development strategy, railroadsare being constructed across the nation. Railroads toBhamo of Kachin State, Kengtung of Shan State, Myeikof Taninthayi Division and Kyauktaw and Sittway ofRakhine State across Minbu and An are under construc-tion. For the development on the west bank of AyeyawadyRiver, Pathein-Kyangin railroad is being extended toPakokku. Pakokku-Kalay railroad will connect Pathein-Kyangin-Pakokku railroad. Kalay, gateway to Chin Stateis now accessible to Pathein of Ayeyawady Division bytrain. Trade of rice and foodstuff from Ayeyawady Divi-

Kanma-Thayet railroad contributes to development of regions on the western bank of Ayeyawady River.

The opening ceremony of Magway-Kanpya railroad section in progress.

Safeguard independence andsovereignty through might of patriotism

sion and tea and other products from Chin State will soonemerge.

Before 1988, Myanma Railways ran 243 passengertrains, 18 cargo trains and 293 engines. Now, MR runs 412passenger trains, 21 cargo trains and 319 engines. Before1988, there were 1976.35 miles of railroads and 2793.86miles of rail tracks. Up to the end of November 2009, thereemerged 3305.65 miles of railroads and 4404.22 miles ofrail tracks. There existed 487 railway stations and 5,650 railbridges before 1988 and now are 840 railway stations and10627 rail bridges. MR is constructing 1234.54 miles ofrailroads including Thayet-Kyunchaung rail road (183miles), Dawei-Myeik (132 miles), Mongnai-Kengtung(226 miles), Katha-Bhamo (98 miles), Yaychanpyin-An-Minbu (245.54 miles), Hinthada-Zalun-Danubyu-Nyaungdon (spanning Ayeyawady River) (48 miles)and Pathein (Begayet)-Nyaungdon-Yangon(Hlinethaya) (87 miles) in addition to Pyawbwe-Natmauk-Kanpya-Magway (95 miles) and Pyay (Shwe-daga)-Toungoo (Kyaetaw) (120 miles) railroads layingfrom east to west.

In order to replace easy-to-decay wooden sleeperswith reinforced concrete ones for convenience of traintravellers, three concrete sleeper plants have been estab-

(Shwenyaung) for railroad projects in Southern ShanState. Upon completion, these two projects will be able tosupply around 0.4 million units of sleepers a year.

With respect to transportation sector, MR just man-aged to transport 48.8 million of train travellers and 1.5tons of goods in 1988 but it has been able to transport 67million of train travelers and about 3 million tons of goodsthis year.

Observing the developments worldwide, there havebeen instances that once there emerged a transport corri-dor, trade activities developed along the corridor, whichled to better healthcare and education, and the transportcorridor would finally transform into economic corridordriven by economic growth as a result. Like these exam-ples, areas with better communication links includingrailroads will pass through regions with booming economyand thus will contribute to livelihood and improved socio-economic life of people.

Over 100 national brethren are residing in theUnion. Creeks, rivers and mountain ranges pose asbarriers, thus there was a limit in contacts amongnational brethren and national solidarity was weakin consequence. Playing upon these points, colonialists, with every tricks in the book, sowed discord among

lished in Myitnge, Pyuntanza and Mottama. Those facto-ries produce around 0.6 million units of sleepers annuallyand wooden old sleepers have been replaced with concreteones from those plants according to priority. Currently, atotal of 10,457,611 units of sleepers have been used in allthe railroads of MR and three more sleeper manufacturingplants, each of which can produce about 0.6 million ofsleepers on a yearly basis, are now under construction inOakshitpin (Bago Division), Pakokku and KhinU (SagaingDivision) for speedier improvement of railroads. Moreo-ver, plans are under way to construct reinforced concretesleeper plant (Minbu) for Minbu-An-Sittway railroad sec-tion and reinforced concrete sleeper manufacturing plant

national brethren and they endured the evil conse-quences of misunderstanding and doubt betweeneach other.

With the emergence of more and more transportationnetworks nationwide, social and economic relations amongnational brethren will increase, and thereby further strength-ening friendship, empathy and love towards each otherand all-round development including peace and stabilityand improved socio-economic status would as a result.

In accord with the guidance of the Head of State onimprovement in rail transportation sector and with hisfulfillments, ways and means have been sought for com-plete production of engines, coaches and carriages athome and so far 591 coaches and 373 carriages have beenbuilt from 1988 till now. Moreover, three engines havebeen built with related materials and three others havebeen built in search technology, totalling six. Now, sixnew engines are being assembled with, generators andmotors imported and home-made industrial materials, electronics, rubber materials, steel frame and framework. The first engine was completed in December and theremaining five will be completed before June, 2010. persons had hold severaldiscussions to help pri-vate entrepreneurs, fac-tories and workshops tobe able to produce sparemachine parts domesti-cally for repair and main-tenance of engine andcoaches. After orderplacements and trial-production, a total of 666kinds of spare parts andmachine parts could fi-nally be produced. Con-sequently, there has anincrease in income andjob opportunities of lo-

cal entrepreneurs. Fur-thermore, it has contrib-uted to use of locomo-tives and coaches at fullcapacity as MR now canpurchase spare machineparts at low price and thetime of waiting for spareparts has been reduced.

On 5 December,2009, an exhibition of418 kinds of machineparts and machine toolsthat are required for con-struction of engines, coaches and carriageswas held at Insein locoshed in which local en-

trepreneurs were invitedto manufacture theseitems and technicians andnine entrepreneurs wereawarded recognitionshield and cash awardsfor their effective inno-vations and pearls of wis-dom. Now, train parts-production industry isgrowing with a great paceand especially almost allrubber spare machineparts and machine toolsused by MR can be pro-duced. Production of do-mestically-made loco-motives will gain mo-

mentum soon with en-gines and related mate-rials manufactured byThagara multi-purposeengine plant, and ma-chine parts and machinetools by factories inSinte, Malun,Nyaungkyehtauk andMyaing, all of which areunder Ministry of Indus-try-2.

Now, No 29 Up andNo 30 Down expressesplying between Yangonand Mandalay have beenequipped with air-consleeper coaches since 5December and Nay PyiTaw-Mandalay round-trip express equippedwith air-con sleepercoaches will belaunched. With newly-bought airconditioner-equipped upper class, passengers can travelwith peace of mind.

In conformity withthe slogan of MR, “MRserving the interest of thepublic, linking regionsacross the nation as net-work”, MR has beenmaking endeavours in thenation-building tasks.

WASHINGTON, 28 Dec — US families— especially children — should spendmore time outdoors, the National Wild-life Federation recommends.

While previous generations ranaround in nature until called in for din-ner, modern children spend only four toseven minutes outdoors per day,” Coylesays in a statement.

PETN a dangerous terrorist weaponLONDON, 28 Dec—An explosives expert in London

says PETN, or pentaerythritol trinitrate, is an ideal ex-plosive for terrorists because it is powerful and hard todetect.

The same explosives compound was used by so-calledshoe bomber, Richard Reid, in his 2001 attemptedbombing of an American Airlines flight.

Hans Michels of London’s Imperial College said ifthe compound is transported in a sealed container, it isdifficult to detect. In addition, small amounts of PETNcan cause extensive damage.

“If you can lay your hands on a reliable source, itwould be the explosive of choice,” Michels said.
