District Roundtable – No July Roundtable

Once a month, the White Oak District holds a Roundtable for the units in its boundaries. Information is passed out about upcoming events, camporees, and opportunities for training, service, and learning for scouts and adults. Troop 264 asks that one adult from the designated patrol (patrols are assigned in rotation) attend and report at the Troop Adult Meeting on what transpired. There is no Roundtable for July, the next one is in August. White Oak District Roundtables are held the second Wednesday of each month, at 7:30 PM at The Peoples Community Baptist Church, 31 Norwood Rd. Silver Spring MD about 1/4 mile WEST of New Hampshire Ave.

Good morning Scouts ! I am addressing this to my favorite Scout Troops in the Olney Area: T264, T759, T96, and their associated Venture Crews. The Annual Hospital Picnic and Bazaar is coming up. This is a BIG community event, it has been here, on the last Tuesday in July, since 1920 (you do the math)! https://www.medstarmontgomery.org/ways-to-give/the-womens-board/annual-picnic-and-bazaar/ ! Fried chicken, corn on the cob, lemonade, friends and relations, folks you haven't seen for awhile... games, music, books to buy to read the coming year, knick-knacks (look it up)... We will have the famous SCOUTERHORN climbing wall in place, and WE NEED YOU -- SCOUTS and ADULT SCOUTERS.... Troop 433 is our "usual" staff, but we need MORE Scouts. It is fun and easy, SSL hours ? Scout service hours. ? Leadership credit? Practice for "REAL" rock climbing? Promote YOUR Troop ? PLEASE come on out, early on the day, 8am would be good, we will TRAIN YOU and then SCHEDULE YOU so you need not stay the whole day (won't deny you the chance). Family Camping at Solomons Island – August 11-13

Troop 264 is extending you an invitation to join the Troop for Tent Camping at FAMILY CAMP so update your calendar for Friday-Saturday-Sunday August 11-12-13. The Point of Contact and Sponsor for this event are Rick and Helen Justus; please contact us (and not the Naval Recreation Center, Solomons) with any questions for this event. This is our 5th time to sponsor this event and as the sponsor, we have the U. S. Military ID Card and can and will answer all questions. SIGN UP: It is now time to sign up your Family so we can complete the Reservation Process. We ask that each Family that would like to attend Family Camp to please send an email to [email protected] by Saturday 8 July titled Troop 264 Family Camp and list the first and last name of each person attending in your Family Group.

List Adult for those over 21 (please add one cell phone number per family) and the AGE for each Youth or Child. We need this information to make an official list of ALL participants and to determine total Group Size and the number of Leisure Passes to purchase. Each person 5 and older will pay $7 per night for Camp Registration which includes a Leisure Pass. Although there is no fee for younger children aged 0-4, we still need their names and age to determine total group size. If you (and your Family Members) have an Active or Retired Department of Defense or Military ID Card, please indicate on your email. You will not be required to submit the Form SECNAV 5512 below. VERY IMPORTANT: Each and Every Family Member attending age 16 and older must fill out and sign an individual Form SECNAV 5512. This completed form is required to obtain access to the NRC and Camp Site. NOT COMPLETED and SIGNED, sorry NO ACCESS. This is a Navy Security requirement. There is also a Troop permission slip (see the back pages of this Signaler) but bring the permission slip when you come. Line 25 should state RICK JUSTUS and Phone 301-787-5648. Lines 26, 27 and 28 concerning Employment Activity are not required for any Family Member. Please open the file [sent in the e-mail to the troop and Venturing Crew] and save a copy for each person needing to submit the form. Then open and enable edit to fill them in. Print and SIGN, then Scan and Email pages 1 & 2 to [email protected]. Must have them by July 31 at the very latest. Do not send the Instructions page, it’s not needed. COST: The cost is $7.00 per person per night (one or two nights) for those 5 and older. This fee includes use of the Large Group Campsite and a Leisure Pass which allows FREE Admittance to the life-guarded beach and three swimming pools, the Adventure Zone with lots of games and activities, the miniature golf course and much more. Rest Rooms open 24 hours with showers are located about 300 feet from our campsite. You can also use other showers/rest rooms when visiting the pools. PAYMENT: Checks for payment should be made out to Troop 264 with a note in the memo spot stating 2017 Family Camp and list number of Adult and Youth this payment covers. Mr. Barth will accept payment starting Monday Troop Meeting on 17 July with a final date of Monday 7 August. DIRECTIONS: 13855 Solomons Island Road, Solomons, MD. Our Camp Site is located on Navy Recreation Center (NRC), Solomons Island, which is one hour and a half (82 miles) down the East Side of the I-495 Maryland Beltway South towards Andrews Air Force Base, and then East and South on MD-4 passing on the northern side of Andrews Air Force Base, passing Upper Marlboro, Prince Leonard, and Calvert Cliffs State Park. Continuing on MD 4 for the last few miles you will pass the intersection for Lusby to the Left, the local Food Lion Grocery Store on the Left, Patuxent Point Parkway on the Right, True Value Hardware on the Right, and then turn Right into the Navy Rec Center Solomons parking lot. If you drive past the NRC, please make a legal left hand turn and reverse course to the Front Gate. If you cross the big Thomas Johnson Bridge over the Patuxent River and wind up in California, Pasadena or Lexington Park, MD, have a nice trip so please turn around as you have gone toooooo far. CHECK IN: Friday 11 August from 2:30-11 pm, Helen or Rick will be inside the Office to confirm and check in Attendees and provide your Leisure Pass. Driver’s should insure they have CURRENT and VALID Driver’s License, Vehicle Registration and Vehicle Insurance in their possession, if requested. You can be refused admittance if you don’t have your insurance card showing current coverage. Please call or inform us if you have a late arrival after 11 pm on Friday.

Food and Meals: All Scouts and Families will be responsible for their own meals. We will have propane stoves and barbecue grills available for cooking. This is a great time for a Scout to plan, prepare and complete their First Class Cooking requirement, so notify a patrol adult of your intention before making the trip. If scouts want to organize as a Patrol for Food, they should do so with a Patrol Adult. Otherwise there are many fast food restaurants just outside the gate, to include the Food Lion grocery store. Activities: You choose and organize: Bring your bicycles, roller blades, skate boards with helmets to ride on the asphalt trails and streets. Helmets are required to ride on the NRC. Philmont ! July 2-16, 2018 One year away – an installment of $800 will be collected in September.

Troop 264 was successful in getting slots for 2 crews to Philmont in 2018, dates July 4-16. As T264 generally files out to Denver/Colorado Springs a couple of days before, in part to allow time to sort out any airline snafus and to allow a couple of days to acclimatize to the mile high elevation (above mean sea level), add 2 days at the front. Crews are up to 12 members in size, with no more than 4 in each crew being adults. Youth are considered “scouts” up through age 20, at the High Adventure bases. Presently both crews are at maximum. We have collected checks and forwarded the payment to Philmont to hold the reservation for 2 crews. In fairness to everyone else, no refunds unless we can replace you. The next installment – a half payment in the

amount of $800 -- will be collected in September 2017. The remaining payment will be due in February. Airline and ground travel arrangements will be made early next year. Here is a draft list of crews, based on who requested first, relative strengths, and the need to separate into 2 crews

New Patrols – Coming in September

It has become readily apparent that the current three permanent patrols – Eagles, Vikings, and Hawks – are too large in size. This was first pointed out at a Troop Adult Committee meeting, with the determination being made to break each current patrol into two. That will form 6 permanent patrols with about 6 to 8 scouts in each, which is considered to be the ideal size for a patrol. And it will provide an ample number of choices for the very large Warriors new scout patrol, whose members will be choosing a place in a permanent patrol in February 2018. The scout Troop Leadership Committee (TLC), led by SPL Jake Weinberger, will be taking a lead role in making the transition. The undesirable effects of too-large patrols is showing up in many ways. For example, leadership opportunities needed for growth and advancement are limited, and there are not enough opportunities for all the scouts seeking them. Patrol leaders and Assistant Patrol Leaders are not able to keep track of all the scouts in the patrol, and scouts themselves do not know who the patrol leader is. And how many times have you seen scouts at meetings on the outer edge of a patrol discussion but unable to hear well? Making arrangements for patrol cooking and other outings is more difficult by the need to transport a larger amounts of patrol gear. Arranging a merit badge for a patrol is hard because many members may already have a particular badge or aren’t interested in it. The TLC presently has too few patrol leaders to represent the range of interests in the troop. The list goes on… . We recognize that many scouts have an attachment to their current patrol and may be reluctant to change. But don’t let that blind you to the opportunities of being in a new patrol. The most successful people are those who can embrace change and make it work for them. Will that be you? Tell It to Mr. Matyas!

Mr. Gary Matyas is the troop’s Advancement Chair, which is a fancy (and understated) way of saying that he keeps track of all the rank advancements, merit badges, and other awards that all the scouts earn. Plus completed training for the adults, that isn’t done online by registered scouters at http://myscouting.scouting.org . This is a big job, as you can imagine, particularly in the weeks and days before a Court of Honor. You can help. Just drop an e-mail to Mr. Matyas at [email protected] for any of the following. Include the scout’s name, what the e-mail is relating to, and the date(s): Rank advancements that may not go through the 3 person Board of Review (BOR). Generally, this applies to Scout rank, most other BORs are administered by Mr. Greenspon. Service project hours outside the troop, that a scout wants to use to meet a rank advancement or merit badge requirement. This might include, for example, an event outside of scouting where the hours are not being applied to some other purpose, whether inside or outside of scouts. Even if you mark the hours in your Scout Handbook, they aren’t entered into the troop database if you don’t say something. Report them early, well before your Scoutmaster conference. Include a short description of the project(s) along with the date(s) and hours. Eagle project accounting. At the end of each Eagle project, the scout assembles a table of who worked how many hours. Please provide a copy to Mr. Matyas so that he can credit project hours to each scout in the list. Events not in the Signaler. Mr. Matyas uses the Signaler record to establish scouts’ participation record, so he won’t know of anything not published there. The best solution for that is to put an article in the Signaler, and give public credit to those who participated. Your attention to these small matters will improve the function of the troop, and thank you in advance for your assistance!

Color Guard at Community School of Maryland – June 23

CSAAC’s Community School of Maryland, which serves autistic children regionally from a center on Zion Road

just west of Olney, asked for Troop 264 scouts to conduct a color guard presentation at the beginning of the

school’s annual graduation ceremony. On short notice, Atticus pulled together a color guard consisting of

Eagle scouts Atticus Meehan and Brian Hersey, along with James Fitzgerald who is actively working toward

Eagle. They presented the colors at the beginning of the graduation ceremony. Thanks, scouts!

2017 Leave No Trace Master Educator Courses (“Train the Trainer”)

Greetings! We hope this message finds you doing well, enjoying the summer, and finding some time to be outdoors and enjoy Scouting. Two BSA sponsored Leave No Trace Master Educator courses will be conducted in the Northeast Region this fall. While registrations are coming in nicely, we thought we would reach out to you for assistance in promoting. Of course, if you have not yet taken a ME course here is your opportunity! Please share this information widely within your councils, districts, and training teams. All adult Scouters and Venturers ages 18+ who are interested in learning how to promote and instruct Leave No Trace within the BSA and the broader outdoor recreation community are encouraged to attend. Prior completion of a Leave No Trace Trainer course is definitely not required, but encouraged, and familiarity with Leave No Trace and BSA's EDGE method for instruction is recommended. 1) Camp Mattatuck, Plymouth, Connecticut & the Appalachian Trail, hosted by the Connecticut Rivers Council, BSA. Two weekend course: Oct 13-15 and Oct 27-30. The camp is just off Route 8 north of Waterbury and I-84, and is easily reached from New England, eastern New York, New Jersey, and northeastern Pennsylvania.

2) Broad Creek Memorial Scout Reservation, hosted by the Baltimore Area Council, BSA. Two weekend course: Oct 20-22 and Nov 10-13. The camp is just west of the Susquehanna River and in Maryland just south of the Pennsylvania border, easily reachable for attendees from Pennsylvania, New Jersey, Delaware, DC, and northern Virginia to attend. If you are promoting within your council, here is some text you can use to encourage people to attend a Master Educator course:

From the Leave No Trace Center for Outdoor Ethics web site: ”The Master Educator Course provides participants with a comprehensive training in Leave No Trace skills and ethics, through practical application in a field-based

setting. Successful graduates of the Master Educator course have the ability to train others in Leave No Trace skills

and ethics. This valuable training is recognized throughout the world.”

And from Charlie Thorpe, BSA Outdoor Ethics Task Force: "The BSA LNT Master Educator Course includes the full core Leave No Trace Master Educator curriculum, plus Scouting-specific curriculum. Much of the curriculum added into a BSA LNT ME course is to help graduates become a top-level Leave No Trace resource for their unit, district, and council. A major goal for our BSA LNT ME courses is to graduate effective and active LNT Masters who will return to their home council and conduct the key LNT Trainer courses needed to support their unit, district and council outdoor programs."

In addition to these two Northeast Region courses described above, there are several other Master Educator courses scheduled for 2017, including week-long courses for those willing to travel further and who are seeking an opportunity to visit one of the national high adventure bases. The Northern Tier course is scheduled for August 6-12, and the Philmont course is scheduled for Sept 24-29. Troop Activity Policy

Please be reminded that it is troop policy (and common courtesy) for a scout or scouter to pay the costs associated with an event he or she has signed up for but did not attend, without being asked. No-shows increase the costs to the troop and the participants, require the troop to reserve unneeded space and transport excess equipment, and results in wasted food and materials. We realize that situations inevitably will occur that prevent a scout from attending events, and ask that the scout or scouter contact the person organizing the event right away. If the conflict is raised early enough, adjustments can often be made where food has not yet been purchased or reservations have not been finalized.

Getting Credit for Troop Activities

It’s important that everyone who participates in Troop 264 campouts, trips, and community service activities gets credit for their hard work. The Signaler provides the permanent record of everyone who attends these events. Patrol leaders need to take responsibility for collecting the names of participants in their patrols and send those lists, preferably by e-mail, to the Signaler staff by the monthly deadline (25th of the month). Attention: Board of Review (BOR) Procedures

Board of Review (BOR) Any scout needing a Board of Review should call Mr. Walt Greenspon @ (301) 774-5394

no later than two Sundays (8 days) before the scheduled Board of Review.

Failure to give proper notification will delay your BOR until the next month. Get

your Scoutmaster Conference prior to calling Mr. Greenspon. If your scout is scheduled for

the BOR, he MUST bring an adult with him. That adult is needed to sit on a BOR for another

scout. This way we can accommodate all scouts striving for advancement.

Scout dress code for BOR will include Class “A” shirt, neckerchief, slide, and scout pants (khaki or black pants can be substituted). Merit badge sash is recommended. A scout hat is preferred.

Scout Spirit for Advancement

We all recognize that Scout Spirit is hard to

evaluate. We know Scout Spirit includes being helpful

and cheerful, but it is more than that…it’s giving back.

In an effort to assist Patrol Dads in recognizing Scout

Spirit, the following guidelines are offered.

Our troop believes that prior to each advancement, participation in the following activities

exemplify the essences of Scout Spirit:

• A minimum of 1 nursing home visit

• Participation in at least 1 fundraiser

• At least 4 overnight outings per year

• Good deeds done outside of scouts

While ropes and compasses are provided for younger ranks, by the time you are ready for Star and Life

advancement, you should be responsible enough to bring your own knot rope and compass for your BOR.

BOR.
