How to Comment: NYSDEC is accepting written comments about the proposed plan for 30 days, from May 30 through June 28, 2018. The proposed plan is available for public review at the location(s) identified at left under "Where to Find Information." Please submit comments to the NYSDEC project manager listed under Project-Related Questions in the "Who to Contact" area at left. Proposed No Further Action Remedy: No further action, with the continued operation of an Air Sparge/Soil Vapor Extraction System (AS/SVES), is proposed as the final remedy. The operation of the system will be in accordance with the approved Site Management Plan (SMP) as described in the Proposed Decision Document. A description of previously completed actions is presented below: Several interim remedial measures (IRMs) have been completed at the site. An IRM was conducted in 2004 in which 11 tons of contaminated soil was excavated and disposed of at an appropriate off-site disposal facility. The remaining contamination, which could not be excavated due its proximity to the building foundation, is located north of the building near the former scrap metal loading dock. The area is covered by five feet of clean soil which acts as a cover system. Details of the IRM are included in the Proposed Decision Document, which is available for public review (see Document Repository information to the left). A second IRM was conducted in 2009. An AS/SVES was installed to address residual groundwater contamination, remediate remaining contaminated soils, and to create a negative pressure beneath the on-site building, to prevent soil vapor from entering the building to ensure soil vapor intrusion is not a concern. The system has been operating effectively since installation and system operation is currently being monitored as part of the requirements of the SMP. Next Steps: NYSDEC will consider public comments, make any necessary revisions and issue a final Decision Document. New York State Department of Health has concurred with the proposed remedy.

VOLUNTARY CLEANUP PROGRAM

Site Description: The site, which is in the NYSDEC’s Voluntary Cleanup Program (VCP), is located 41 Saxon Avenue in Bayshore, Suffolk County. The site is approximately 1.9 acres in size. The property is occupied by a 30,000 square foot building. The remainder of the site consists of an asphalt parking area with some limited area of grass cover. The property is currently zoned for commercial use. Historically, the property was used by the Staver Company, Inc. from 1950 to 1998. Staver was a metal stamping shop whose operations included cutting, stamping, buffing, tumbling, cleaning, and degreasing of small specialized metal parts that were sold, in part, to the defense industry. A portion of the site was also used by Signalex from the 1980's to May 2000 to assemble electromagnetic displays. The site was then vacant until approximately 2003 when it was sold to Dali Picasso Realty, Inc., who subdivided the building. Tenants have occupied the site since then. pageid=3 Summary of the Investigation: The site has been the subject of several investigations. The results of the investigations have indicated that the northern loading dock is the primary source of historical discharges. To address this, several IRMs have been completed, as discussed above. The IRMs have been effective in reducing the contamination present and, with the continued operation of the treatment

system, additional improvement is anticipated. The AS/SVES will continue to operate until remedial goals have been achieved. Voluntary Cleanup Program Overview: New York's Voluntary Cleanup Program (VCP) was developed to encourage private sector volunteers to investigate and clean up contaminated properties and return these sites to productive use. Once cleaned up, the properties may be redeveloped for commercial, industrial, residential, or public use.
