2g: UK Competitiveness Index (2010): Technical Note Produced by the Centre for International Competitiveness, the aim of the UK Competitiveness Index (UKCI) 2010 is to assess the relative economic competitiveness of regions and localities in the UK by constructing a single index that reflects, as fully as possible, the measurable criteria constituting place competitiveness. The index is based on three key components: inputs, outputs and resulting outcomes. Inputs are extremely important and together can be used as an indicator of competitiveness sustainability of a locality. Outputs are an indicator of an area’s ability to effectively utilise its competiveness ‘inputs’ and are therefore a measure of its productive capabilities. Outcome factors are used as a measure of ‘standard of living’. Inputs:

• economic activity rates • business start-up rates per 1,000 population • number of businesses per 1,000 inhabitants • proportion of working age population with NVQ level 4 or higher • proportion of knowledge-based business.

 Outputs:

• gross value added (GVA)1 per head at current basic prices • productivity – Output per hour worked • employment rates.

 Outcomes:

• gross weekly pay • unemployment rates.

                                                            1 District and Borough GVA estimates are produced by assuming the productivity within the corresponding NUTS 3 area (i.e. county) is the same as for the smaller local areas. Output per head = (NUTS 3 productivity x District Employment) ÷ District Population.

2i: Additional Competitiveness Indices Produced by the Centre for International Competitiveness The UK Competitiveness Index (UKCI) ranks the 12 UK regions (latest data from 2010). The key findings of note are that:

• The South East has, for the first time, moved into first place in the ranking (gaining one place since 2008) and pushed London into second place.

• The East of England has risen through the ranks and actually scores higher than all other regions on 'input' measures (i.e. economic activity rates; business start-up rates per 1,000 inhabitants; number of businesses per 1,000 inhabitants; proportion of working age population with NVQ level 4 or higher; and proportion of knowledge-based businesses).

• While the South East is now outperforming London, there is no room for complacency. The East of England is clearly gaining ground and, as the second and third set of competitiveness indices show, the South East’s relative position internationally continues to slip.

The European Competitiveness Index ranks 118 regions (latest data from 2006/ 07) and finds the following:

• Brussels in Belgium tops the list of most competitive regions in Europe. • London ranked 9th place (dropping one place since 2004). • South East ranked 16th (dropping four places since 2004).

The World Knowledge Competitiveness Index ranks 145 regions against 19 knowledge economy benchmarks (latest data from 2008) and finds:

• The top 10 regions in the world are all either in the US (first place being held by San Jose-Sunnyvale-Santa Clara) or Sweden (Stockholm = 6th) and Japan (Tokyo = 9th).

• The South East ranks 74th (it was 55th in 2005 and 40th in 2004). • London ranked 102nd in 2008 (it was 56th in 2005 and 46th in 2004).

2j: International Case Studies Val d’Oise, France Val d’Oise is a department (county) located in the Île-de-France region, which is composed mainly of the Paris metropolitan area. It is a dynamic economy with a high quality of life and an attractive natural environment. Like Surrey, Val d’Oise has a strong economic relationship with the capital city. It sees itself as an extension of Greater Paris; a significant number of its residents commute to Paris, but proximity to the capital is both an economic boon and contributor to a number of economic challenges. The business profile of Val d’Oise primarily constitutes small and medium sized enterprises, although the department is also home to many large multi-national companies, including British Airways and JCB. The Charles de Gaulle airport has a significant impact on the local economy in a similar way to Heathrow and Gatwick in Surrey.

Like Surrey, the Val d’Oise contains many clusters of high technology businesses; these include software and digital industries, health/ biotechnology and aeronautics. Val-d’Oise prides itself on unsurpassed infrastructure. The department has one of the fastest broadband networks in France. In terms of transport, the department includes 68 railway stations (including five multi-functional stations able to handle freight) and is served by the TGV (high speed rail) offering direct international travel. Charles de Gaulle airport is integrated into the high-speed TGV network providing quick connections to locations across France and internationally. It is also well connected to the capital; it is the only department around Paris with access to RER (Underground) stations. The Val d’Oise has a network of roads linking economic centres, and investment is planned to further improve connections within the department.

In Val d’Oise the public sector has an interventionist approach to economic development. The Val d’Oise is the first department in the Île-de-France region to take a common approach to development planning. To encourage business, 300 hectares have been set aside to accommodate 120 business parks and 1.6% of the department’s territory is classified as an ‘economic activity zone’. An Economic Expansion Committee has been established. This body works alongside local authorities and other partners, offering practical support to businesses including information on fiscal and financial assistance, support for exporters and assistance for companies seeking to invest locally. It seeks to promote the local economy, acting as a voice for the area regionally, nationally and internationally (with offices in China and Japan). The Committee has also established business incubators with attractive conditions for start-up enterprises.

Lüneburg, Germany Lüneburg is a district in Lower Saxony, south of Hamburg. It has a population of approximately 180,000 people; small relative to Surrey’s 1.1 million, but it shares many similarities with the county. Like Surrey, the district is ‘peri-urban’, having a close economic relationship with an adjacent large conurbation. The district lies on the fringes of the Hamburg Metropolitan Region, approximately 30 minutes away by train and, as such, faces familiar pressures to Surrey, including urban sprawl, environmental degradation and significant commuting. The district has more than 5000 businesses and small and medium-sized enterprises dominate the local economy. Leading sectors include environmental technologies, nutrition, information and communication technology and ‘mechatronics’. Tourism is also significant, taking advantage of Lüneburg town’s ‘chocolate box’ image.

The University of Lüneburg offers research and multi-faceted educational support to local enterprises. The presence of this university and other institutions in the Hamburg Metropolitan Region has enabled highly specialised and niche manufacturing to develop. Like the Val d’Oise, the public sector has taken an interventionist approach to economic development. An economic development company was established in 1993. The Wirtschaftsförderungs-GmbH assists local enterprises seeking to establish themselves in Lüneburg. It offers support to businesses in a number of areas, notably encouraging innovation and supporting business start-ups. In terms of innovation, the district is actively striving to encourage innovation. An initiative called ‘Information and Communication Management and Business in Lower Saxony’ aims to network IT enterprises with one another and facilitate entry into new high growth markets. State ‘promotion’ funds are used to support such activity; these funds match private sector finance to underwrite projects of significant value to the regional economy. Intensive assistance is also offered to support business start-ups, including links to credit

institutions and investors to encourage expansion. A ‘start-up studio’ is also available to coach emerging businesses.

3c: SEEDA Priority Sectors Financial and Professional services Seven of the 11 districts in the South East with the highest percentage share of financial and professional services businesses are in Surrey. Surrey is also home to a large number of the top 100 South East financial and professional services companies in this sector (by turnover). These are spread quite evenly across Surrey, but with particular clusters around Dorking, Epsom, Leatherhead, Guildford and Woking. They include the many financial headquarters that have moved to Surrey and have located themselves close to key hubs with good transport links, especially links into and out of London.

Pharmaceuticals, Life Sciences and Healthcare Although Surrey has a number of the largest companies in this sector, overall concentration of businesses in the pharmaceuticals, life sciences and healthcare sectors is low. Surrey has a small number of significant (i.e. top 100) players, concentrated particularly in the north of the county, around Egham.

Advanced Engineering and Marine While the location quotient is relatively low, Surrey has a good spread of top 100 companies, particularly in the north west of the county. These are found in Spelthorne (Staines) and Runnymede (Weybridge), as well as clusters in Mole Valley, particularly around Dorking.

Environment and Energy Tandridge stands out as having the largest concentration of environment and energy companies but no top 100 companies. This is probably because most companies in the sector are small and medium-sized. Top 100 companies in this sector are clustered in the northern part of Mole Valley (around Dorking).

Aerospace and Defence Unsurprisingly, Surrey has a large concentration of aerospace and defence businesses (including top 100 companies) based in the districts of Reigate and Banstead and Tandridge, due to the proximity of Gatwick Airport. There is also a concentration of aerospace and defence businesses in Spelthorne, although no presence of top 100 companies. A cluster of top 100 companies in the sector appears to the north of the county, in Elmbridge and Runnymede.

                                                            5 Data comes from the ONS using statistics gathered by the Population Estimates Unit and Migration Statistics Unit. They have been sourced from the ONS Migration Indicators Tool. They show the number of in-moving migrants to the area (international inflow) and out-moving migrants (international outflow) expressed as number per 1,000 resident population. ONS urge that the two figures should not be compared to get a composite figure for net gain/ loss. It should also be noted that these figures include students and it is suggested that the high figures for Cambridgeshire and Oxfordshire may be skewed by their international student population.
