Global Workforce

Nepal is the example that comes to mind. The majority of Nepalese youth (3.5million out of 29 million population) are out of their country on work visas. 30% of the national GDP comes from remittances.

The contrast between First and Third World countries is highlighted by the behaviour of the young. Young expatriates from Third World countries send money home. Young people going overseas from First World countries commonly ask for more money from home.

The burden of my submission to you is for us to lead by example with the granting of work visas to get the whole world working, including displaced persons in refugee camps/detention centres.

New Countries - Functional Countries

STEP 1

Leasing land.

The rise of new countries leads to self government of displaced persons. The idea is relevant to the majority of refugee/asylum seekers where immigration placements or return to native country is not realistic. However UNHCR registration in a refugee camp does leads to identification of each individual with options for an appropriate passport and work visa.

The concept involves working with UNHCR on appropriate management for new functional countries under the umbrella of United Nations. The way Australia could show the way would be to lease land where there are Australian managed Detention Centres to UNHCR. If and when camps/centres are closed, the lease ends. Monies consistent with what we currently spend at the present time on these camps/centres would be made available by the Australian Government to UNHCR.

STEP 2

Eligibility for work visas.

Through UNHCR channels employers world wide would offer jobs under work visa schemes to individuals within the refugee camp/detention centres. You remember New Zealand offering to take refugees? What is wrong with New Zealand sending recruitment teams to detention centres/refugee camps and offering work visas - which can be cancelled if not honoured? New Zealand currently sends recruiting teams around the world offering jobs for those willing to emigrate.

The concept has already started.

Biography

Dr David Evans OAM is a retired Medical Practitioner having specialized in Pathology and Sexual Health Medicine, working in Tasmania, Australia. He was Chairman of the HIV/AIDS Committee, President of the Tasmanian Branch of the Australian Medical Association, and undertook voluntary Pathology work in Nepal and East Timor.

In retirement, Dr Evans studied Humanities with the University of New England (UNE), Armidale, Australia, completing a Ph D in 2013 entitled Romance Tragedy of ‘Romeo and Juliet Style’: A study in Qualitative Research with special focus on India and Nepal in the time period 1993-2013; a social emergence study of domestic violence towards eloping couples. He has presented papers at the APPRA Conference in Kathmandu, the IPRA Conference in Ahmedabad, and the UNE Rethinking Peace, Conflict and Governance Conference in Sydney.
