WORK OF THE DEPARTMENT
Sargassum Symposium
On Monday 17th
August, 2015 CERMES coordinated the regional
Sargassum Symposium at the 3Ws Pavilion, on behalf of The Cave
Hill Campus of The University of the West Indies. The Symposium
brought together natural and social scientists from across the
University with key stakeholders in the Caribbean’s tourism, business
and fisheries sectors to discuss the Sargassum seaweed phenomenon
invading our region’s beaches and threatening key economic sectors.
Vice-Chancellor’s Award for Excellence
The Department received the Vice-Chancellor’s Award for Excellence
in October 2015.
Coral Reef Monitoring
Maria Pena co-organised the first integrated coral reef monitoring
workshop of the Caribbean node of the Global Coral Reef Monitoring
Network (GCRMN-Caribbean) – GCRMN-Caribbean Guidelines
Capacity Building Workshop: Towards Comprehensive Coral Reef
Monitoring. The workshop was held under the framework of the
UNEP-Caribbean Environment Programme (UNEP-CEP) in
collaboration with the SPAW Regional Activity Centre (SPAW-RAC)
at the Discovery Bay Marine Lab, UWI, Jamaica, 18-22 April 2016.
The objective of this five-day training workshop was to increase
capacity for effective integrated coral reef monitoring among
GCRMN-Caribbean countries through the use of bio-physical and
socio-economic data in coastal management decision-making for
improved standardized and strategic reporting at the regional level.
MSc Renewable Energy Management
The Department took over the delivery of the MSc Renewable Energy
Management Programme.
RESEARCH IN PROGRESS
Department Research
CERMES started a project entitled “Activities to sustain dialogue,
partnership and organizational strengthening among fisherfolk
organizations” with grant funding of 50,000 USD from FAO Rome for
the period January-December 2016. It is being implemented in
partnership with CANARI, CNFO and CRFM.
CERMES started a project for provision of an assessment study of
opportunities and development of project concept notes for the
“Enhancement of the Fisheries Sector contribution to Blue Growth in
the Caribbean region” with grant funding of 78,000 BBD from FAO
Barbados for the period December 2015 to June 2016.
CERMES has been contracted by The Nature Conservancy’s (TNC)
Climate Resilient Eastern Caribbean Marine Managed Areas Network
(ECMMAN) project to build additional capacity in socio-economic
monitoring and implement socio-economic assessments using the
SocMon methodology at five ECMMAN project sites – The Northeast
Marine Managed Area (NEMMA, Antigua); Cabrits National Park,
Dominica; Grand Anse Marine Management Area, Grenada; The
Narrows, St. Kitts and Nevis; and Praslin, St. Lucia. Training and
assessments will be conducted by Maria Pena and Jehroum Wood
from September 2016 through to January 2017. (Contract value: USD
37,000).
The consultancy for the GEF Small Grants Programme Barbados to
develop the Country Programme Strategy under Operational Phase 6
was completed.
The project “Activities to Initiate Dialogue, Partnership and
Organizational Strengthening among Fisherfolk Organizations’ with
FAO, Rome, was completed.
The project “Implementation of the Project Development Phase of the
GEF SCCP Adaptation Project- Climate Change Adaptation in the
Eastern Caribbean Fisheries Sector” with the FAO Sub-regional office
was completed.
The three-month internship of Elsa Tokunaga with CERMES SocMon
programme was completed.
The contracted collaboration with CANARI on its project “Enhancing
Food Security from the Fisheries Sector in the Caribbean: Building the
Capacity of Regional and National Fisherfolk Organisation Networks
to Participate in Fisheries Governance and Management” entered its
third year with another contract.
The CERMES contract for the “Baseline Survey and Monitoring of
National Intersectoral Committees (NICs) in CLME+ Countries
and Dependent Territories” was started.
The project for “Coordination of a Global Socioeconomic Monitoring
Initiative for Coastal Management” with grant funding from the
National Fish and Wildlife Foundation passed its mid-term in June.
The Water-aCCSIS research project continued with good progress
being made in the two work packages under CERMES control. The
project was granted a no cost extension of a further year.
The CERMES-IRI Columbia University Partnership officially came to
an end in June. However, work is still continuing on two fronts. Three
CERMES student research projects are being funded through the
partnership and a short-term research project looking at information
sharing networks is being conducted by a former CERMES student,
Ms Jamilla Sealy.
In respect of the AusAID Grant, contact has been made with Griffiths
University with a view to establishing an exchange under the terms of
the grant. The position of Post-doctoral Fellow has been filled to
replace Dr. Aladenola, for a period of 2 years and a Researcher also
funded under the grant will be joining CERMES for one year.
CERMES continues to host and collaborate with the International
Union for the Conservation of Nature (IUCN) Regional Observatory
for Protected Areas and Biodiversity for the Caribbean under the
Biodiversity and Protected Areas Management Programme
(BIOPAMA).
Staff Research
Dr. Adrian Cashman
Director & Senior Lecturer – Water Resources Management
Dr. Cashman’s research focuses on the impact of climate change on
Caribbean water resources and on water availability in conjunction
with colleagues at the Mona and St Augustine Campuses, development
of water policy and institutional governance in Caribbean SIDS, the
governance of community rainwater harvesting, leakage and non-
revenue water studies, and water consumption patterns.
Dr. Janice Cumberbatch
Lecturer in Social and Environmental Management
Dr. Cumberbatch continues to focus on participatory processes in
policy, project and programme development and implementation.
Dr. Patrick McConney
Senior Lecturer in Marine Resource Management Planning
Dr. McConney focused on ecosystem stewardship, socio-economic
monitoring and governance aspects of coastal and marine resource
management planning through research and outreach in fisheries and
marine protected areas.
Dr. Leonard Nurse
Senior Lecturer in Coastal Zone Management
Dr. Nurse‘s ongoing research focuses on human impact on coastal
dynamics, integrated coastal management and the impact of climate
change on small island environments. His current work focuses on the
identification of vulnerability reduction and climate change adaptation
strategies suitable to the needs of small islands, based on the outputs of
downscaled global and regional climate models. He is also working on
an ongoing analysis of downscaled global climate models in
collaboration with Dr. John Charlery of the Department of Computer
Science, Mathematics and Physics, UWI.
Dr. Hazel Oxenford
Professor of Marine Ecology and Fisheries
Professor Oxenford continues to focus on applied research in fisheries
and coral associated communities of small island developing states.
Current research includes assisted restoration of corals, coral responses
to successive bleaching stress and examining simple indicators of
fishing pressure.

CERMES continued to offer the MPhil/PhD (Environmental Studies).

International Links
CERMES continued to collaborate with the CARICOM Caribbean
Regional Fisheries Mechanism (CRFM) under an MOU between
CRFM and UWI for which CERMES is liaison.
CERMES continued extensive collaboration with the Caribbean
Community Climate Change Centre under an MOU. This included
serving as the Chair of the Board of Governors.
CERMES continued to contribute to the work of the Association of
Caribbean States in establishing the Caribbean Sea Commission and
pursuing the Caribbean Sea Initiative. CERMES is liaison with the
ACS under a MOU signed between the ACS and UWI in 2011.
