Five Key Changes Now in Effect with WIOA 1. It’s personalized and customer-focused. WIOA emphasizes

on personalized, customer-focused service to help job seekers meet their specific career goals.

2. No service sequence – WIOA authorizes “career services” for adults and DW, rather than “Core” & “intensive” services. Career services can be provided in any order to best meet the needs of the participant.

3. Three types of career services - basic, individualized and follow-up.

4. Individual Employment Plans (IEPs) – Job seekers and one-stop center staff work together to develop IEPs that identify employment goals and services needed to reach the goals.

5. One-on-one, career counseling emphasis – One-stop centers must provide individual career counseling when needed, including job search assistance, in-depth interviews to identify employment barriers and more.

• 1. Special disabled and disabled veterans are those: • who are entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or, • were discharged or released from active duty because of a service-connected disability

• 2. Homeless;• 3. A recently-separated service member, who has been unemployed for 27 or more

weeks in the previous 12 months, i.e. the term of unemployment over the previous 12 months remains 27 weeks; however, the requirement of 27 consecutive weeks is eliminated;

• 4. An offender, who is currently incarcerated or who has been released from incarceration. Any eligible veteran or eligible spouse who is currently or was formerly incarcerated by removing the within the last 12 months requirement;

Basic Skills DeficientSec. 3(5) Basic skills deficient.--The term ``basic skills deficient'' means, with respect to an individual— • who is an adult (18 or

older), • unable to compute or • solve problems, or • read, write, or speak English, at a level necessary to function on the job, in the individual's family, or in society.- WIO Act says 8th grade level or

below = basic skills - We may use TABE score of 8.9- When, Where & Who will do the

testing is undetermined at this point.

- For now, make a person Adult eligible using another eligibility, if possible, until we have more direction

WIOA Section 3 (15) defines “dislocated worker” is at least an 18 years old individual who meets the criteria in one of the following 5 categories:

compensation (UC) OR has demonstrated attachment to the workforce, but is not eligible for UC due to insufficient earnings or having uncovered employment; (which means can’t be fired from job) AND

Those persons who score five (5) or more points on this scale shall be given top priority for these services. They shall be given top priority and immediately moved to the front of any waiting lists that may exist at the time.

Those persons who score at least three (3) points but less than five (5) shall be immediately placed on any waiting lists that may exist at the time after those persons who have been given top priority but ahead of all persons having been assigned no priority.

All placements for priority will be made on a “first-come, first-served” for those persons receiving equal points. If no waiting list exists, those persons who receive any points on the rating scale must immediately receive appropriate WIOA

As described and required in the Workforce Development Act’s regulations and preamble to the regulations, The Delta Workforce Development Area has developed guidelines to prioritize WIOA Title I adult funds. The Department of Labor assumes, as we agree, that adult funding is generally limited because there are not enough adult funds available to provide services to all of the adults who could benefit from such services. Most importantly, it is the intent of our workforce area to implement these guidelines so as not to preclude providing career and training services to other individuals who are not recipients of public assistance, low-income adults or individual with basic skills deficiencies. This system, designed for use in the fourteen Delta Workforce Development Area counties, consists of a simple rating scale where those individuals who seek career or training services under WIOA Title I adult funding are required to sign this form.

This determination is to be made at the date and time that career or training level services are requested. If necessary, a new determination may be made on behalf of the participant if characteristics or circumstances change. This rating will follow the individual throughout this program participation.

Each one-stop operator will be responsible for completing this form for all persons requesting WIOA Title I adult funded career or training level services within their counties of service. A copy of all completed forms must be placed in the appropriate individual’s file and be available for monitoring review. 1st - Veterans and eligible spouses must be given priority over non-covered individuals for the receipt of services provided under ETA employment and training programs; 2nd – Non-covered person (no-veterans or eligible spouses); 3rd – veterans and eligible spouses who are not included in priority groups listed below; and lastly to non-covered persons outside the groups given priority.

Employment Status Clarification ~ Individuals are “Underemployed” if they are:

1. employed part-time and are seeking full-time employment; OR

2. employed in a position that is inadequate with respect to their skills and training; OR

• Developing an IEP is an Individualized Career Service. We will do an IEP on everyone!• Roadmap for the participant taking them from unemployed or underemployed to their

desired position of a job or a better job. • Will be developed jointly with the participant and staff, will be continuously reviewed

and modified as needed. • The plan will include an ongoing strategy to identify employment goals and methods to

achieve set objectives. • It will also include an appropriate combination of services designed to help the

As described and required in the Workforce Development Act’s regulations and preamble to the regulations, The Delta Workforce Development Area has developed guidelines to prioritize WIOA Title I adult funds. The Department of Labor assumes, and we agree, that adult funding is generally limited because there are not enough adult funds available to provide services to all of the adults who could benefit from such services. Most importantly, it is the intent of our workforce area to implement these guidelines so as not to preclude providing career and training services to other individuals who are not recipients of public assistance, low-income adults or individual with basic skills deficiencies. This system, designed for use in the fourteen Delta Workforce Development Area counties, consists of a simple rating scale where those individuals who seek career or training services under WIOA Title I adult funding are required to sign this form.

This determination is to be made at the date and time that career or training level services are requested. If necessary, a new determination may be made on behalf of the participant if characteristics or circumstances change. This rating will follow the individual throughout this program participation.

WIN Job Center staff will be responsible for completing this form for all persons requesting WIOA Title I adult funded career or training level services within their counties of service. Average Earnings vs Median Income

• WIA – Average Earnings – If 7 participants had earnings in the 2nd and 3rd QAE. We would average the earnings of all those participants to determine if we met performance. Currently, the 6 month average income must be $12,372 for adult

and $13,310 for dislocated workers.• WIOA - Median Earnings – the performance will be negotiated at a later date.

• If 7 participants show earnings during the 2nd QAE of $4,000; $5,200; $6,001; $6,012; $8,700; $9,900; $32,500 - the Median Earnings would be $6,012. Because $6,012 is the middle wage (or middle number) of the 7 wages reported.

~ The Delta’s WIOA Median Earnings would not be met in this example because the median earnings are $6,186 per quarter for adult. The dislocated worker performance would not be met either since the dislocated worker earnings are $6,655.

• If there is an even number of participants then the average wage of the middle two participants would be the median earnings.

Example: $4,000; $5,200; $6,001; $6,012; $8,700; $9700; $9,900; $32,500 In this example the median wage would be $6,012 + $8,700 = $14,712/2= $7,356. ~ The Delta’s WIOA Median Earnings would be met in this example because the median earnings are $6,186 per quarter for adult. There’s really no way to “strategically exit” participants to ensure we meet WIOA performance as we have in the past with WIA participants.• In the past, after a participant completed training, we had 90 days to make

sure the participant was working. • If the participant was not working we would simply give the participant

another service that would restart the 90 day clock. • If the participant was working we would not give another service to

extend the 90 day clock, the participant would exit and we would get our “Employed 1QAE”.

Example: In the past, if a participant completed training on June 30th we had until September 22nd to follow-up (to make sure he was working). If not working, we would backdate a service to restart the 90 day clock. If he was working, we would not provide a backdated service so he would exit OESS. We would get credit for EE 1QAE. That’s still good for now under WIA. Everyone that’s exited in the 3rd quarter of 2015 will also count in at least two of our WIOA performance measures.

We would have to be able to backdate 180 days out…………………………………..but the 90 day clock stops that.

A 5% sanction of the Governor’s reserve is applied if a state fails to meet performance for 2 consecutive program years.

• Customer Choice – WJC give information so student can make an informed choice based on performance, location, cost of training

• Job-Driven Training – must lead to a job

• Provider Performance – must meet performance to be on the ETPL – must provide proof the course is a demand occupation.

• Continuous improvement - Future requirements will include performance reporting beyond the first year of implementation that will be addressed in separate guidance in the future.
