Training Objective
Quinn recently purchased Johnson Machinery and will be taking on its 400 employees. Training will be provided to these employees along with employees who haven’t participated in previous ETP-funded trainings and 10 newly-hired (Job Creation) employees. Training will focus on products, services, procedures and business operations to increase sales, improve products and efficiencies across all facilities, and position the Company to compete.
Training is summarized below. Additional details are provided in Attachment 1 - Group and Job Title Details of this Panel Proposal.

PROPOSED TRAINING PROJECT DETAILS
Provided here are the details on the proposed Training Project.
1. Company Background
Founded in 1919 and headquartered in the City of Industry, Quinn manufactures and services electrical power generators, irrigation pumps, truck engines, and air handling equipment. In addition, the Company offers industrial, construction, and agriculture equipment sales and servicing. Quinn has 24 California facilities that service 13 counties throughout Central and Southern California as well as Arizona.
2. Current Training Project Details
Provided here are details on the purpose of the training, a summary of the marketing plan and support costs.
Purpose of Training
This will be Quinn’s fifth proposal and fourth in the last five years. In the previous proposal incumbent workers were trained on basic manufacturing and technical equipment procedures. For this proposal, Quinn will provide new product skills, equipment operation and internal software training for its new employees, and more complex manufacturing and technical equipment skills for incumbent workers.
As its business and workforce grow, Quinn must train its employees to accommodate various business needs and services. This involves extensive training to put new technology, processes, and practices into place quickly and efficiently, while maintaining superior quality standards. Training is intended to support the introduction of new products and services, upgrade workforce skills, and keep up with technological advances. Workers will gain new skill sets and the experience needed for optimal job performance. Workers will also enhance necessary technical skills required to meet customer demand, provide quality products and services and become more efficient.
To support business growth, Quinn is expanding business capacity by adding newly hired employees. The Company has committed to hiring 10 new Support Staff at its Bakersfield and Riverside locations over the next two years.
This training proposal consists of Classroom/Laboratory, Videoconference and Productive Lab Training. Training will be delivered by in-house subject matter experts and vendors to be identified during the contract term. Training will be conducted at 25 facilities located throughout California.
Training Infrastructure and Administrative Plan
Quinn has designated a Training and Development Manager to oversee ETP training and administrative responsibilities including managing and scheduling the training delivery and documentation. Quinn has a designated coordinator at each location to manage and collect all training data. Coordinators will report to the Training and Development Manager. The Company has also retained National Training Company, Inc. to assist with administrative processes for enrollment, data tracking, and invoicing.
Substantial Contribution Description
Quinn is a repeat contractor with payment earned in excess of $250,000 for all California facilities within the past five years. However, no single facility has earnings in excess of $250,000; therefore, the substantial contribution requirements do not apply.

4. Additional Company or Training Project Details
SET Managers/Supervisors
Per SET guidelines, trainees must be frontline workers. However, Quinn’s Managers/Supervisors do not hire, fire, nor participate in setting company policy and they spend more than half of their time producing or delivery goods and services. Thus, they meet the Panel’s definition of frontline workers, eligible for ETP-funded training.
Productive Lab
Productive Lab (PL) trainees may produce goods for profits as part of the training in the courses identified under the Curriculum. The instructor must be dedicated to training delivery during all hours of training.
PL training is the most effective way for employees to fully comprehend the highly detailed and precise production processes and complex heavy equipment services. Training will include the use of various heavy equipment such as the control valve, the electronic and hydraulic system, engine, fork lift, motor, transmission and pump. PL offers an optimal learning environment for the Company’s complex proprietary equipment to achieve competencies needed to perform at high-levels safely and efficiently. Quinn requests up to 40 PL hours per trainee for Equipment Specialist, Technician and Support Staff. Training will be provided by subject matter experts with knowledge and expertise in Quinn’s manufacturing processes and equipment. The trainer-to-trainee ratio will be 1:1.

Waivers/Justification Type Summary
Modified Statewide Average Wage (SET)
Trainees in Group Numbers 1 and 2 work in an industry sector designated for priority funding by the Panel. These trainees qualify for a wage modification of up to 25% below the SET wage. The Company is requesting a wage modification from $29.38 per hour to $22.04 per hour for some trainees in Group Number 1.
Reduced Standard Wage (HUA) One hundred thirty-one trainees in Group Number 1 work in Fresno, Kern, Monterey and Tulare Counties, which are High Unemployment Areas (HUA) with unemployment exceeding the state average by 25%. For these trainees, the Panel may modify the ETP Minimum Wage by up to 25% if post-retention wages exceed the start-of-training wages. Quinn is requesting a wage modification to $12.12 per hour for some trainees.

Notes *ET13-0296: Quinn reported that due to its new re-manufacturing facility, which was the focus of the training, was not completed when this contract started as originally planned. The new facility became fully operational in 2014, but there was not enough time in the contract term to complete all training. In addition, due to a late start, several trainees did not complete the required minimum 24 hours during the term resulting in a low completion rate. Quinn has since requested a smaller funding amount with a more modest training plan and has demonstrated greater program success under its subsequent Agreement (ET15-0472).

PL Justification and Details
Explain the need for productive laboratory (PL) training.
Classroom Instruction is not sufficient because trainees must learn how to operate proprietary equipment that requires hands-on experience. The equipment is too large to bring into a classroom. Trainees who are proficient on one type of equipment will be cross-trained in other equipment.
Describe the Equipment/Processes to be used in delivering PL training
Trainees will receive Equipment Assembly Procedures, Control Valve Equipment, Electronic System Equipment, Engine and Transmission Dynamoneter Operation, and Engine Service Equipment.
Describe Trainer Qualifications:
Trainers will be proficient in their jobs and be dedicated solely to the trainees.

Characteristic Program Summary
High Unemployment Area (HUA) and HUA Wage Waiver
Some trainees work in a High Unemployment Area (HUA), a region with unemployment exceeding the state average by 25%. For these trainees the post retention wage may be modified by up to 25% below the New Hire ETP minimum wage.
Retrainee - Job Creation Retrainee Program
The Panel incentivizes job creation. Training for newly-hired employees is reimbursed at a higher rate, and trainees are subject to a lower post-retention wage. The date of hire for trainees is within the three-month period before contract approval, or within the term of the contract. Trainees are hired into “net new jobs” as a condition of contract. Substantial Contribution and Turnover Rate penalty requirements do not apply.
Employer must demonstrate expanded or new facilities, new equipment or machinery, expanded business capacity or other measureable investment in hiring workers and expanding their California workforce.
SET Wage Waiver The participating employer is in an industry sector designated for “priority funding” by the panel. These trainees qualify for a wage modification of up to 25% below the SET wage.
