1. PROJECT SUMMARY

1.1. Background and Project Need The purpose of this Facilities Study is to determine the availability of transfer capability across Entergy’s transmission system from Entergy (EES) to Entergy (EES) to evaluate the Entergy Services (SPO) request for 9 MW of yearly network transmission service. The time period for this transfer is from 1/1/2013 until 1/1/2033. The direction of the transaction is EES to EES. The study was performed on the latest available January 2013 – May 2014 monthly models, 2014-2023 winter and 2014-2023 summer peak seasonal models using PSS/E and MUST software by Power Technologies Incorporated (PTI). The Facilities Study identifies any transmission constraints resulting from the requested power transfer. The Facilities Study also includes cost estimates to correct any transmission constraints.

1.2. Scope Summary

The Facilities Study has identified some transmission constraints.

Rollover rights are available.

The following project is required to be in-service prior to 1/1/2019 for ATC to be available.

1.2.1. Construct a new China – Amelia 230 kV line

The China – Amelia 230 kV transmission line overloads for the loss of the China – Amelia 230 kV transmission line. Also, the China – Amelia 230 kV transmission line overloads for the loss of the China-Amelia 230 kV transmission line. A second 230 kV transmission line from China to Amelia will alleviate these constraints. This project is proposed in the 2012-2016 Entergy Construction Plan with an expected ISD of Summer 2016.

1.3. Cost Summary

The estimated total project cost is $36,642,178. This includes AFUDC and does not include Tax Gross Up which may apply if and where applicable (Tax Gross Up rate at this time is 24.85%). The estimate includes AFUDC and it will be waived should customer elect to make prepayment The ICT has assigned $36,642,178 as Base Plan upgrades and $0 as Supplemental Upgrade based on Attachment T of Entergy’s Open Access Transmission Tariff (“OATT”).

1.4. Schedule Summary The requested date for the start of network transfer is 1/1/2013. Construction of all constraints would be completed by 5/30/2016.

2. SAFETY REQUIREMENTS

Safety is a priority with Entergy. Safety will be designed into substations and lines. The designs will be done with the utmost safety for personnel in mind for construction, operation, and maintenance of the equipment. All employees working directly or indirectly for Entergy shall adhere to all rules and regulations outlined within the Entergy Safety manual. Entergy requires safety to be the highest priority for all projects. All Entergy and Contract employees must follow all applicable safe work procedures.

3. GENERAL ASSUMPTIONS

• Sufficient time will be allowed in approving the project enabling Entergy to prepare a

Project Execution Plan and be able to complete the project as per outlined in the schedule described below.

• Assumptions have been made in developing estimates without performing site visits, surveys, and soil borings. During Project Execution Plan these tasks will be completed and could have an impact on estimates and schedule.

• All costs above represent good faith estimates in 2012 dollars and are based on existing data and could change considerably after development of a detailed project execution plan. Price escalation for work in future years has not been included.

• Relay settings and RTU configurations Details need to be specified during Project Execution (PEP) Plan stage, such as equipment and schemes for pilot protections.

• System changes will be modeled in ASPEN. Relay Impact Analysis will be performed by a settings engineer during PEP stage to identify requirements for relay/CT replacement and settings revisions at the local and remote stations in the area..

• Communicate the project and protection coordination with nuclear, generation plants, load customers and other interconnected utilities as appropriate.

• Comply with PRC-001, PRC-023 and relevant procedures, standards and guidelines as appropriate.

• New RTU configurations or revisions will be necessary for stations where new equipment is installed or equipment replacement takes place. For example, there may be a need to map the additional points from a new or different relay.

4. SCOPE OF WORK 4.1. China Substation

General • Line and line equipment at terminal would need to be rated at a minimum of 2000

amps (797 MVA). • 230kv IPO breakers are assumed.

Site No site work is required. Foundations All foundation work shall be performed in accordance with current Entergy Standards. All new structures will be tied to the existing grid with 19#9 copperweld conductor as per Entergy grounding standards. Foundation Work will include installation of the following: • Install 3-230kv breaker foundation • Install 1-230kv full tension dead end foundations • Install 6-230kv CVT equipment pedestal foundations • Install 3-230kv Arrester equipment pedestal foundations • Install 12-230kv, 1phase (low bus) bus support foundations • Install 2-230kv, 3 phase (low bus) bus support foundations • Install 2-230kv, 3 phase (high bus) bus support foundations • Install 2-230kv, switch support (low bus) pedestal foundation • Install 2- substation yard light foundations • Install 2,000’ of ground grid 4/0 copper conductor • Install 1,000’ of pigtails for equipment, structures and dead end grounding to

ground grid • Install approximately 600’ of conduits to new breakers, CVTs and cable trough • Install approximately 600’ of precast cable trough • Install 2 pull boxes • Install 1,200 tons of crushed rock in disturbed areas

Electrical All electrical work shall be performed in accordance with current Entergy Standards. Electrical Work will include installation of the following:

Relays Control House General Equipment • It is assumed that all control house equipment will fit within the existing control

house. • The existing RTU will be expanded, if required. • A redundant DC system is required. Size, purchase and install one (1) 125VDC

Lead Acid Battery sets including two-step rack rated for a seismic zone 1, per Entergy Standard PM0203, latest revision. It is estimated that a 200Ah set will be required.

• Size, purchase and install one (1) 130V battery charger. Reference Entergy Standard PM0302, latest revision, for sizing guidelines. It is estimated that a 25A battery charger will be needed.

• Purchase, design and install one (1) battery switch panel per Entergy Standard PN0103, latest revision. It is estimated that a 200A panel will be needed.

• Purchase, design and install one (1) stand alone DC panel per Entergy Standard PM0101, latest revision.

• Install two (2) fiber optic patch panels for communications with Amelia 230kV substation. Purchase and install additional fiber equipment as dictated by the Telecom group needed to interface with fiber optic cables and relaying circuits.

• Entergy will install ADSS fiber optic cable from the final line splice box on the line termination tower and the fiber optic termination panel in the control house for the new 230kV line.

• Purchase, design, and install one (1) Breaker Control Panel referencing Entergy standard PM0501, latest revision. This panel will be used for protection and control of the center bay new 230kV circuit breaker.

• Purchase and install two (2) three-phase bus potential distribution boxes per Entergy Standard for internal control house distribution of bus potential.

230kV Bus Protection • Purchase, design and install three (3) Bus Differential Panels referencing Entergy

standard PM0602, latest revision. This panel uses a Schweitzer Engineering Lab model. The bus protection will be configured in a primary and backup scheme and is required due to the rearrangement of the substation from a ring bus

configuration to a breaker and a half configuration. New 230kV busses shall be referenced as “North” and “South” busses. The existing PVD bus differential protecting the north bus will be modified to accept current input from the new north bay breaker. The system oneline shows a mix of 3000A and 2000A breakers associated with this bus. 3000:5 Slipover CTs are in use for PVD relaying on breaker 5965.

Substation Yard General Equipment • Install six (6) 230kV CVTs with carrier accessories per Entergy standard PN0201,

latest revision. These CVTs will be used for hot 230kV line or bus indication, breaker sync, and reclosing.

• Purchase and install two (2) three-phase CVT junction boxes per Entergy Standard PM2402, latest revision.

230kV New Amelia Line

• Purchase, design and install one (1) new line relay/breaker control panel

referencing Entergy standard PM1803, option B, latest revision. The panel will interface with the new 230kV line/breaker control or line relay panel at Amelia 230kV.

Setting & RTU configuration • Develop (3) Bus Diff protection for North and South busses and modify the

existing PVD bus diff. • Develop (1) new line settings for Amelia 230kV line • Revise Relay settings for • Jacinto – China 230kV • Porter – China 230kV • Sabine – China 230kV

Construction methodology • Right of Way along line 6 needs to be confirmed for easement. • All work to be contracted out through procurement process up to and including

Relay if grid personnel resources are not available. • Build new foundations and all electrical install up to north bus tie and L822

interconnect prior to outages • North bus outage for connection to new line bay and install of new bus panel. • Dayton L822 outage for breaker replacements and switch upgrades. • End to end satellite test between China and Porter will be required. • South bus for new L822 line side switch and bus protection panel install.

Outage Planning No detail identification work done at this time – extensive sub and line outages depending on final scope to be submitted into AORS. To include New North and South bus protection panel install outages. • Dayton L822 outage for breaker replacement should be 7 to 10 days. Depending

on state of new breakers and north bus tie, possible to shorten outage and work each side of SW23046 (switch not being replaced) with only limited outage to line for connection to north bus.

• South bus outage for 5 to 7 days for SW upgrade and bus protection panel install. • Cap bank/North bus outage to be approximately 1-2 days for bus tie and possibly

5 days for bus panel install.

Outage for each line with settings upgrade will be approximately one (1) day each.

Safety consideration during construction

Live substation work and proximity of other circuits to be addressed. Clearances, grounding and work zone flagging should be discussed and enforced.

4.2. Amelia Substation

General

All foundation work shall be performed in accordance with current Entergy Standards. All new structures will be tied to the existing grid with 19#9 copperweld conductor as per Entergy grounding standards. Arresters, CVT and switches will be mounted on existing foundations and no foundations are required for this equipment. New breaker will be installed on an existing foundation. Foundation Work will include installation of the following: • Install 300’ of ground grid pigtails for equipment, structures and dead end

grounding to existing ground grid • Install approximately 200’ of conduits to new breaker, CVT and existing cable

trough • Install 50 tons of crushed rock in disturbed areas

Electrical

All electrical work shall be performed in accordance with current Entergy Standards. Electrical Work will include installation of the following:

• Install 1-230kv CVT equipment pedestal • Install 3-230kv Arrester equipment pedestal • Install 1-W truss to existing bay for switch • Install 2-N trusses for additional strung bus • Install 1-230kv,3000A, 63kA, IPO breaker • Install 1-230kv, 2000A, Center side break switch, man op on existing steel (6

230kV Bus Protection

The bus protection will be configured in a primary and backup scheme. The existing PVD bus differential protecting the bus #1will be modified to accept current input from the new China line breaker. The system oneline shows a mix of 3000A and 2000A breakers associated with this bus with all CTs tapped at 2000:5. This issue must be resolved with a retrofit bus diff solution, slipover CTs, or a new bus diff panel. For the purposes of this facility study, a new bus diff panel has been estimated.

Substation Yard General Equipment

• Install one (1) 230kV CVT with carrier accessories per Entergy standard PN0201, latest revision. This CVT will be used for hot 230kV line indication, breaker sync, and reclosing.

• Purchase and install one (1) CVT junction boxes per Entergy Standard.

230kV New China Line

• Purchase, design and install one (1) new line relay/breaker control panel referencing Entergy standard PM1803, option B, latest revision. The panel will interface with the new 230kV line/breaker control or line relay panel at China 230kV.

Construction methodology

• Right of Way along line 6 needs to be confirmed for easement. • All work to be contracted out through procurement process up to and including

Relay if AM (Asset Maintenance) resources are not available. • Build new foundations and all electrical install up to bus tie prior to outages • Bus outage for connection to new line bay and install of new bus panel. This

outage disables T1 and T3, distribution must field tie or request mobile sub for 34.5kv system support.

• China L599 outage for movement to new bay to coincide with bus outage. This move will prevent new line crossing underneath existing on entry to Amelia.

• Remote settings changes to take approximately one (1) day per line affected.

Outage Planning No detail identification work done at this time – extensive sub and line outages depending on final scope to be submitted into AORS. To include new bus protection panel install outages. • Bus outage for breaker/new node connection should be 3 to 5 days.

• L162 and L6 possibly require outages for crossings.

Outage for each line with settings upgrade will be approximately one (1) day each.

4.3. New 230 kV Line between China to Amelia

Affected line length 11 miles

Build a new 230 kV line, approximately 11 miles long with a proposed route north from China along existing China – Jacinto 230 kV line 568 for approximately 2.5 miles, then east to Amelia. ROW

Approximately 11 miles of 100’ wide new Right of Way, or approximately 133 acres, would be required. It would take approximately 12-18 months to acquire this Right of Way. Three (3) permits would be required to cross LNVA (Lower Neches Valley Authority) freshwater canals. It will take an estimated 1-3 months to finalize the permits once the crossing permit drawings are finalized. One (1) railroad crossing permit will be required. It will take an estimated three (3) months to finalize the permit once the crossing permit drawing is finalized. No state or federal highway crossing permits are anticipated. Environmental

Line route The proposed line route runs north from China Substation along existing 230kV L-568 (China – Jacinto) for approximately 2.5 miles, then runs east to Amelia for a total run of approximately 11 miles.

Structures and Foundations It is estimated that this project will require eight (8) single-pole baseplated steel dead end structures in drilled pier foundations, 35 single-pole socket steel tangent structures in vibratory pile foundations, and 35 single-pole direct embedded steel tangent structures. A topographic survey and geotechnical studies would be required in order to perform a detailed design of structures and foundations. Conductor and Insulators 1272 ACSS “Bittern” conductor has been used to develop this estimate. This conductor can supply 1957 Amps at 347ºF. Approximately 261,621 lbs of conductor would be required to complete the 22 mile job. OPGW Entergy standard 48-fiber -0.528” Alumacore OPGW will be installed as the primary shield wire for this project. Approximately 61,000’ of cable and three (3) splice boxes would be required. Shield Wire 7#7 Alumoweld would be used as the secondary shield wire in areas where it is required, such as the last span into the substations on each end of the line.
