Treasurer’supdate
Mr. Geistfeld reviewed the five-year forecast approved in May to set the stage for discussions later in themeeting.Mr.GeistfeldreviewedtwooftherevenuerevisionsthatoccurredinMayforecast:
• State Revenue Basic-aid was decreased by $1.8million (53%) in fiscal year 2019-20 related to statebudgetreductionsmadetohelpreducetheimpactofthepoorstateeconomyduetothepandemic.Thedistrictreducedstaterevenuethroughfiscalyear2023-24bythe$1.8million,asfewbelievestatefundingfordistrictslikeUpperArlingtonwillreturntopreviousamounts.Thedistrict’sforecastofthecasinoallocationwasalsoreducedsincecasinoswereclosedforseveralmonths.

• OtherRevenuealsodecreasedasfacilityrentalsandextracurricularfeesthatwereforecastedwillnolongerbecollectedthisspringasthedistrict’sbuildingswereclosedduetothepandemic.
The five year forecast approved inMay showeda cashdeficit of approximately$9.2million in fiscal year (FY)2023-24 and unreserved fund balance deficits (after taking into consideration the budget reserve) ofapproximately$145,000inFY2021-22,$17.8millioninFY2022-23and$39.1millioninFY2023-24.As was discussed at a previous meeting, property taxes is an area of concern. Property taxes impactapproximately 92% of general fund revenue. The Franklin County Auditor has delayed the due date of thesecondhalfpropertytaxsettlementbyapproximately2months.Thischangewillnotaffectyear-endforecastedrevenue balances butwill affectmonthly cash flow. Additionally, the County Auditor proposed delaying thetriennialupdatebyoneyear. Thischangewoulddelaytheincreaseinpropertyvalues,whichwoulddecreaseforecastedrevenuetiedtoinsidemillageinfiscalyear2020-21.Thetaxcommissionerruledagainsttherequesttodelay the triennialupdate. This rulingwill increase the forecastedproperty tax revenue for calendaryear2021byapproximately$800,000;however,thisincreaseisoffsetbya1%increaseinforecasteddelinquenttaxpaymentsresultinginadecreaseofpropertytaxrevenueof$800,000.Mr.Geistfeldshared thedistrictwill receiveapproximately$250,000 (net)ofCareAct funds fromthe federalgovernment. These funds will be used to purchase personal protective equipment (PPE) and other safetysuppliesassociatedwiththepandemic.

FINANCIALREVIEW
Mr.Geistfeldsharedthatheexpectsthecurrentfiscalyear(2019-20)toendapproximately$1.8millionbetterthanforecasted.Alargeportionofthisvarianceistheresultofthedistrict’sbuildingsbeingclosedduringthepandemicresultinginlowerthanforecastedexpensesinstaffovertime,substitutecosts,utilities,professionaldevelopmentandinstructionalsupplies.However,evenwiththeseadditionalfundsthedistrictisinachallengingfinancialtime.Unreservedfundbalances(aftertheadditionofthe$1.8million)showadeficitof$16millioninFY2022-23and$37.3millioninFY2023-24.Thereare3waystoimpacttheunreservedfundbalance:1)increaseforecastedrevenue,2)decreaseforecastedexpenditures,and3)useaportionofthebudgetreserve.Thesecanbeconsidered3differentleversthatcanbeusedindividuallyortogethertoaffectthefundbalance.

IncreaseforecastedrevenuePropertytaxesaffectapproximately92%ofallrevenue.Thisdistricthasahistoryofanadditionaloperatinglevyevery3years.DuringthepassageoftheNovember2017levy,thedistrictsharedwiththecommunitythenextlevywouldoccurinNovember2020.Thequestioninfrontoftheboard-Hasthepandemicimpactedtheboard’splanforanoperatinglevy?ShouldtheoperatinglevyoccurinNovember2020orbedelayedtoNovember2021?Theanswertothisquestionaffectstherelianceontheother2levers.DecreaseforecastedexpendituresTypically,toimpactthisarea,asinthepast,abudgetreduction/efficiencygoalwouldbeimplementedfor“x”amountofdollarsoveraspecificamountoftime.Since85%ofdistrictexpendituresrelatetopersonnel(payrollandbenefits)sometypeofhiringfreezeofadditionalFTEwouldbeassociatedwiththistypeofgoal.BudgetreserveTheboardplannedaheadmanyyearsagoandformalizedthisprocessin2016,tofollowtheprivatesector’sleadandcreateabudgetreservetohelpduringfinancialchallengingtimes.Thedistrict’sbudgetreserveis25%ofannualexpendituresor3monthsofexpenditures.Thedistrict’sreservepolicyhelpedthedistrictobtainaAAAbondratingin2017.Budgetreservesaremeanttobeusedduringchallengingtimes(i.e.delayofrevenue,pandemic,etc.).Thequestionishowmuchofthereservefunddoestheboardusetooffsetafuturelevyandalsowhatistheplantoreplenishthereserveforfuturefinancialchallenges?
Theboardaskedquestionsregardingthehistoryofthebudgetreserveandtheimplicationofdelayingalevy.Boardmembersdiscussedthechallengingfinancialtimesinthecommunity.Boardmemberssharedtheybelievethedistrictshouldcontinuingtighteningitsbeltandusereservefundstodelayanoperatinglevy,ifpossible.TheboardaskedadministrationtobringbackaplanthatdelaystheoperatinglevytoNovember2021,createabudgetreductionplanthatincludesahiringfreeze,andtouseaportionofthebudgetreserveforaperiodoftimebutalsoincludeaplantoreplenishthebudgetreserve.Asalways,theplanshouldprotecttheclassroomandstudentsasmuchaspossible.

InMay, our district receivedword of a funding cut from the state ofOhio for the 2019-2020 school year.Additionalcutsinstatefundingforourschoolsarepossibleinthefuture.
Wehavebeenworkingalongsidethedistricttodevelopasensibleandsoundfinancialplanthatworksforourcommunitymembers and for the future of our schools. After thoughtful consideration,we havemade thedecisiontopostponeourplansforanoperatinglevyuntilNovemberof2021.Withthispostponementofthelevy, we must take several necessary and difficult steps to be responsible stewards of our residents’investmentinourschools.
Inordertomaintaindistrictoperationsoverthenextyearandcontinueprovidingahigh-qualityeducationtothestudentsofUpperArlington,wewilldecreaseforecastedexpendituresanddipintothedistrict’sbudgetreservefund.Thiswillenableustocoverforoneyeartherevenuegapthatwascreatedbythedecreaseinstatefundsandthelackofa2020ballotissue.
We are grateful for the district’s history of sound financial planning and the long-standing practice ofmaintaining a conservative budget reserve in case of a future crisis. We feel the economic challengespresentedbythepandemiccertainlymeetthestandardsfortappingintothisreserve.
Wearealready takingsteps todecreaseexpenditures,mostnotablyby implementinga three-yearstaffingfreeze. While we will fill necessary vacated positions, we will not be expanding our staff despite oursignificantandcontinuedenrollmentgrowth.
There will be two exceptions to this: our planned implementation of districtwide all-day kindergartenbeginninginthefallof2021andthehiringofanexecutivedirectorfordiversity,equityandinclusionforthefall of2020.Weare committed tomoving forwardwith this vitalwork so thatweensureevery student iswelcomed,respected,supportedandcelebrated.

30,2024by$4.6million(May2020five-yearforecastisthebasefortracking);• Thebudgetreductionplanwillincludeathree-yearhiringfreeze(schoolyears2020-21,2021-22and

MEMORANDUM OF UNDERSTANDING between EASTLAND-FAIRFIELD CAREER & TECHNICAL SCHOOLS
and UPPER ARLINGTON CITY SCHOOL BOARD OF EDUCATION
This Memorandum of Understanding is by and between the Upper Arlington City School Board of Education ("UA") and the Eastland-Fairfield Career & Technical Schools Board of Education ("EFCTS") related to the provision of Career-Technical Programs ("Programs") to Upper Arlington City School District students who may not be able to access programs at UA or UA’s contracted Career-Technical Planning District (CTPD), Columbus Public, or the access may be inappropriate due to the nature of the student’s Individual Education Plan (IEP). The parties agree as follows:
1. EFCTS agrees to enroll UA students ("Students") who have applied and have been accepted into the EFCTS Programs, so long as EFCTS has capacity in its existing programs.
2. Enrollment of such Students shall be pursuant to an Individualized Education Plan ("IEP") or 504 Plan ("504") and EFCTS' policy on Open Enrollment (5113).
3. During enrollment at EFCTS, UA will maintain responsibility with respect to federal and state obligations related to IEP or 504. EFCTS agrees to provide instruction in the EFCTS programs consistent with the requirements of the IEP or 504.
4. UA will pay EFCTS for enrollment of the Students on a pro-rated basis for any portion of a school year a student is enrolled. This will be processed via ODE SFPR Transfers In and Out — Open Enrollment. Accordingly, EFCTS will received the base cost funding and CTE weighted funding, but no the special education funding.
5. UA will pay the cost of any aides, supports, or other additional costs required and pursuant to the IEP or 504.
6. UA will provide transportation for the Students to and from the EFCTS program location. 7. Students enrolled at EFCTS will be required to comply with the EFCTS Policies and
Student Code of Conduct. 8. UA will honor any disciplinary recommendations made by EFCTS.
This MOU is in effect through the 2022 school year, and may be renewed by the parties for future school years. 8450.01 FACE COVERINGS
The Board adopts this policy requiring face coverings to comply with state requirements and recommendations to prevent and slow the spread of COVID-19. The current consensus among public health experts is that face coverings are a preventative measure that can reduce the spread of COVID-19, when used along with other preventative measures, including social distancing, frequent handwashing, and cleaning and disinfecting frequently touched surfaces.
Staff and Volunteers
All school employees and volunteers (including contractors) shall wear a face covering while working or present in any school building, facility or other area of a school campus, or while operating or present in any school owned vehicle with more than one person in the vehicle (including, but not limited to, buses and vans).
Exceptions include when:
(1) Face coverings in the school setting are prohibited by law or regulation; (2) Face coverings are in violation of documented industry standards; (3) Face coverings are not advisable for health reasons; (4) Face coverings are in violation of the school’s documented safety policies; (5) Face coverings are not required when the staff works alone in an assigned work area; (6) There is a functional (practical) reason for a staff member or volunteer to not to wear a
face covering in the workplace.
Schools must provide written justification to local health officials, upon request, explaining why a staff member is not required to wear a face covering. Requests for accommodations must be directed to a building administrator or the human resources department and exemptions must be in writing.
School nurses or staff who care for individuals with symptoms must use appropriate personal protective equipment (PPE), provided by the school.
Students
All students must wear a face covering while attending school or a school function in any school building, facility or other area of a school campus, and when riding in school-provided transportation, as directed by the Superintendent/designee. The Superintendent will publish expectations for wearing face coverings that are consistent with local, state, and federal guidance and requirements. This policy applies to students waiting outside school buildings before and after school, and to students waiting at bus stops.
Students required to wear a face covering who refuse to follow this policy may be required to leave the school campus and are subject to appropriate disciplinary action in accordance with the student code of conduct.

School Visitors
School visitors must wear a face covering in any school building or facility, including waiting outside school buildings before and after school. Face coverings are not required for:
(1) Children younger than 2 years old; (2) Anyone with a documented medical condition that prevents them from wearing a face
covering; (3) Anyone who has trouble breathing; (4) Anyone who is unconscious, incapacitated, or otherwise unable to remove the cloth face
covering without assistance. General Rules for Face Coverings
(1) Staff and students are required to have a face covering with them at all times. Staff and students are responsible for their own face covering.
(2) Individuals may remove their face covering when eating or drinking. (3) Face coverings should be cloth/fabric and cannot be made of mesh or cloth/fabric that is
transparent (with the exception of plastic components of a cloth/fabric face covering that allow for viewing a person’s mouth and face shields). Face coverings must cover an individual’s nose, mouth, and chin.
(4) Face coverings are not required outside when individuals are able to maintain a social distance of six feet or more from individuals who are not members of their household.
(5) Individuals should wash their hands before putting on a face covering, if possible. The face covering should fit snuggly against the side of an individual’s face. Face coverings should not create any difficulty breathing while worn and should be secured by a tie or elastic to prevent movement.
(6) All face coverings must be appropriate for the school setting and comply with applicable dress codes. Face coverings that contain offensive words or images or that may substantially disrupt the educational process are prohibited. Face coverings that are part of costumes or cover the entire face are not appropriate, with the exception of face shields. Face coverings for staff shall be professional and appropriate for the school setting and comply with any applicable dress code. Face coverings for students shall comply with any applicable dress code.
(7) Face shields that wrap around the face and extend below the chin may be considered as an alternative where cloth face coverings would hinder the learning process.
Training
The District will provide training to staff and students on this policy and the use and care of face coverings along with other preventative measures, including social distancing, frequent handwashing, and disinfecting frequently touched surfaces.
Duration of Policy
This policy is adopted on an interim and temporary basis consistent with current legal requirements and recommendations. In the event legal requirements and/or recommendations
change, the Superintendent is authorized to align the requirements in this policy to those changes, pending further Board action.
