All-night church services in Parow aremaking life hell for sleep-deprivedneighbours.

The residents are complaining bitterlyabout beingunable to sleep due tonoise ema-nating until the early hours of the morning.

However, according to information fromone of these churches, they only have oneSunday service from 09:00 to 13:00, and du-ring the week they have Bible study andprayer until 19:30.

“Only onFridaynightswillwehave anall-night prayer, but even that is only untilmid-night, and then we will maybe just have one

song of worship,” said a member of the For-ward in Faith Church in Bedford Street.

“Someone complained about noise inApril and the police were here,” the pastorof Forward in Faith, who does not want tobe named, said.

“Then we bought equipment to sound-proof the building and we apologised to thecomplainant.We also explained to the policehowweworship,” the pastor said. “I was un-der the impression the matter was settled.”

But neighbours tell a different story.“My house is more than 200 meters from

the church and the noise still keeps me awa-ke,” said one home owner.

He claims some nights the singing conti-nues until 03:00, even on week nights.

He claims his complaints to themunicipa-lity and the police were referred to Law En-forcement.

“I have complained several times, but tono avail,” he says.

Early on a week day inside the Forwardin Faith Church, hundreds of chairs are pac-ked out, some broken and overturned.

On the stage a drum kit is set up.A car is parked inside the building, with

signage quoting a text from the book of Eze-kiel in the Bible: “Bringing bones back to li-fe”.

“Worship sometimes irritates people whohave other beliefs,” the pastor said, addingthat people might be negative about churchactivities “because we denounce certain be-

haviour”.The pastor also says the church is in a par-

ticularly noisy area.“There is a beer hall right next to us, but

they do not disturb us. When our service isdone, we just go home,” he said.

According to Subcouncil 4 chairpersonClive Justus, the building in which thechurch is situated is zoned for general busi-ness purposes, which permits a place ofworship as a primary land use right.

“If there is a change in use of the buildingor occupancy, the owners have to submitbuilding plans to council in order to applyfor approval for the change in use,” Justusexplained.

tend as Herbalife-agente te registreer.Die 24 Fitastic-groep onder leiding van

Marco Stassen bestaan al sedert Maart enoefen smiddae op die Hoërskool Tygerbergse rugbyveld.

“Aan die begin was die oefensessies ver-niet. Toeword onsmeegedeel dat dit R50 permaand gaan kos, en toe verander Marco ditna R500 per jaar, wat vooruit betaal moesword,” sê een van die ongelukkige lede.

Met betaling van hul ledegeld het kluble-de elk ’n Herbalife-gesondheidskommel en’n sak gekry.

Dievrou sê sy, haarman, dogter en skoon-seun het aangesluit by die gesinsgeoriën-teerde oefenprogram.

Stassen het skaars ’n maand lank vir hul-le klas gegee, voor hy een van die lede gevrahet om vir hom in te staan.

“Maar ons wou nie agente word nie; onswou by ’n oefengroep aansluit!” sê die vrou.

Sy sê sy, haar gesin en nog lede is bitterteleurgesteld omdat hulle onder valse voor-wendsels ledegeld betaal het.

“Die groep het baie goed vir ons gewerk:dit is binne stapafstand van die huis en ditis lekker oefening vir die hele gesin. Maareintlik wou Stassen ons net as werkerbyewerf!” sê sy.

Stassen is ’n verskaffer van Herbalife-produkte.

’n Ander lid sê Stassen het, toe die klubgestig is, melding gemaak dat hy ’n verskaf-fer is en alle bestellings van dié produktedeur hom moet geskied.

“Indien jy die produkte deur iemand an-ders sou bestel, mag jy nie meer aan die oe-fengroep behoort nie,” sê sy.

Stassen hou vol hy het aan klublede ver-duidelik wat met hulle ledegeld gaan ge-beur.

“Mense betaal nie ’nmaandelikse fooi omdeel te wees van die klub nie; ek het dit defi-nitief vir hulle uitgespel. Ek het niks gevatnie – vir jou geld kry jy afslag op Herbalife-

produkte, ’n shake en ’n sak. Jy kan self be-sluit of jy hul produkte wil verkoop. Nie-mandwordgeforseer omnahierdieklub toete kom nie,” sê hy.

Hy noemdie groep se reaksie “verregaan-de” en “opsweperig”.

Die erf hethoë mure met groot houthekke. Die windhet verskriklik gewaai en ek het gesukkelom die hekke oop te maak,” vertel Rista.“Daar het ’n man met sy skaaphond aan’n leiband in die pad geloop. Die man heteffens agter die hond geloop. Toe hol Mayasoontoe. Sy het geblaf en vorentoe en terug-gehardloop. Die man het haar ‘weggewaai’met sy loopstok – of dalk was dit ’n kierie– terwyl ek nog met die hek gesukkel het.Dit alles het binne sekondes gebeur. Toesien ek hoe slaan hy haar.”Rista sê Maya, ’n miniatuur-pincher, hetindie padgelê en “krioel vandie pyn”.Ristase motor-enjin het nog geluier in die pad –sy het nog nie eens kans gehad om dit inte trek nie, sê sy, so vinnig het alles gebeur.“Myhondweeg nie eens 3 kg nie. Diemanhet eenvoudig aangeloop. Toe sê hy: ‘Keepyour dog on a leash!’ en loop verder.”Rista het Maya dadelik na die Panorama-dierekliniek geneem, waar sy in die hoë-sorgeenheid geplaas is.Daar isRistameege-deel dat Maya se retina in die voorval ge-bars het. “Hulle kon die oog nie red nie.”Rista sê haar hart is stukkend.Tiger, haar anderhondekind, kanniever-staan hoekom Maya nie met hom wil speelnie. “My hond was buite, maar aan haarhals is haar naam en my nommer. Selfs diemense wat hier verbyloop op pad stasie toe,

Malcolm McCrae praat Afrikaanssoos ’n Swartlander, maar hy meendis maar net omdat hy in sy lewe so

baie gerook het. Eintlik is hy 67 jaar geledein Distrik 6 gebore, het hy Duitse voorva-ders en het hulle Engels in die huis gepraat.

Malcolm hou van gesels. Hy word niemaklik van stryk gebring as hy eers aan diepraat is nie, behalwe as iemand die voetoor-gang op die hoek van Rothschild- en Mal-mesburyweg wil oorsteek. Want dit is waarMalcolmal vir sewe jaar as verkeersbeamp-te gestasioneer is.

Die nuwe bestuurskomitee van dieJack Mullerpark in Bellville het Vry-dag vir die eerste keer in dié park ont-

moet.Dié groep gaan na die potensiële bemar-

kingsgeleenthede vir die park kyk, sê RuanBeneke, ’n stadsraadslid.

“Jack Mullerpark is die enigste distriks-park in die groter Bellville-area en dien omen by 300 000 nabygeleë inwoners. Die parkis bietjie groter as 13 ha, en sowat R11 mil-joen is reeds daarop gespandeer sedert2009,” sê Beneke.

“Daar word verdere kapitaalprojekte indie komende finansiële jare beplan; dit isdus belangrik dat ons die park so toegank-lik moontlik vir die breër gemeenskapmaak.”

Hy sê die nuwe komitee beoog ’n somer-en winterprogram vir die park, waarby tal-le leerders, inwoners en organisasies kanbaat. Enige inwoner “met passie” is wel-kom om op dié komitee te dien, of met idees

en bemarkingsgeleenthede vir die park vo-rendag te kom.

Die park het ’n groot biodiversiteitskom-ponent wat bewaar moet word, sê Beneke.

Met sy ondergrondse riviertjie wat tansontwikkel word sodat dit bogronds kanvloei, hoop die groep om voëllewe na diepark te lok.

Beneke sê daar word ook ’n klein restau-rant vir die park beplan.

One might think having a new tar sur-face laid on the pavement in front ofone’s home would be an improvement,

but work done by a con artist is proving tobe anything but.

Residents are being warned of a man who

poses as a City of Cape Town contractorand offers to lay leftover asphalt on the mu-nicipal property in front of their home fora small fee.

He reportedly carries out the work, butuses substandard material that soon was-hes off.

To add insult to injury, residents arewarned they could be liable for hiring the

scamster.Mayco member for trans-

port, Brett Herron, said his of-fice has been advised the mangoes by the name of Sergioand approaches residentswith the story that he has lef-tover tar and needs to use itup.

“He offers to surface thefootways in front of residents’homes for cash or goods.When they agree, he brings ina team wearing safety vestsand does the work. He has be-come threatening when resi-dents refused to pay,” Herronsays.

The material applied by thecon artist is a mixture of oldasphalt, slurry and charcoal.It is completely loose and soonstarts washing off the footwayinto the stormwater system,Herron says.

Ward councillor JacquesWeber says a resident contac-ted him six months ago sayingshe had paid for work donewhich had lasted only twoweeks.

The City then fixed the pa-vement where the damagehad been caused.

Four property owners havealready fallen prey to the

scam, leaving the City to repair the damagedsurfaces.

Herron says residents will now be held ac-countable should they hire this man.

“Residents should not employ this compa-

ny as they may be held liable for damage toCity property.

Herron reiterated that any work on pave-ments and roads requires a permit for resur-facing.

stone throwing at certain hot spots onthe N2 and the R300, but we almost neverhear of anyone being arrested for thecrime. Upon investigation, it turns outmany of these incidents, much like manyother crimes, were never reported.The police cannot act when they don’t

know a crime has been committed. Theycan’t arrest anyone on hearsay, and theycan’t investigate a crime they heard ofthrough the grapevine. Yet they are firstin line when the public starts handingout blame because nothing was done.The problem is there is still a percepti-

on among many that reporting a crimewon’t bear any fruit – just another docketto add to the unsolved pile.In too many communities people live in

After a four-year silence, BadApple are back to have somemore fun.

The local band, which originallyformed in the early ’70s was a well-known name in Cape Town coverline-ups before disbanding a fewyears ago.The music kept calling though, so

earlier this year members Oros Ko-tze and Johan de la Querra decidedit was time to get back on stage.At first theydecided toput theorig-

inal line-up back together, but in theend only keyboardist Bobby Forbeswas able to come on board.With the blessing of the rest of the

oldmembers, Bad Apple reformed asBad Apple Revival with the additionof bassistMariusDoubell and guitar-ist Richard Black.This new version has already

played to sold-out venues in thenorthern suburbs and has been

booked to play all over the WesternCape later this year.“We’re on our way,” Johan says,

we decided not to use it,” Mariusjokes.While their repertoire includes

standard favourites such as Creed-ence Clearwater Revival hits, theytry to focus on classic rock songswith a fewmodern hits thrown in forthe younger crowds.“Our music is across the board,”

AANSOEK OM TOELAEBEFONDSING VIR2015/16: MAATSKAPLIKE ONTWIKKELINGEN VROEËKINDONTWIKKELINGDie Stad Kaapstad se direktoraat maatskaplike ontwikkeling en vroeëkindontwikkeling(SDECD) nooi geregistreerde gemeenskapsorganisasies en organisasies sonder winsbejagom aansoek te doen om befondsing vir ontwikkelingsprojekte. Die aansoekers sekernbesigheid moet in pas wees met die SDECD se mandjie dienste hieronder. Hierdieversoek is in pas met die strategiese fokus in die Stad se geïntegreerde ontwikkelingsplanwat gerig is op die bou van ‘n omgee- en inklusiewe stad, en is verder daarop gemik om diedoelwitte van die Stad se strategie vir maatskaplike ontwikkeling te bevorder.

Doen op die amptelike aansoekvorm aansoek, tesame met die volgende gesertifiseerdestawende dokumente:

• ’n Afskrif van die jongste, geouditeerde finansiële state of ouditsertifikaat indien daar invorige boekjare toelaebefondsing van die Stad ontvang is. Die bedrag van die toelaeontvang moet aangedui word. Indien die bedrag minder as R25 000 was, is slegs ‘n afskrifvan die finale bestedingsverslag ten opsigte van die vorige toelae nodig.

• ’n Afskrif van die organisasie se grondwet.• ’n Afskrif van die organisasie se registrasiesertifikaat.• ’n Afskrif van die organisasie se jongste munisipale eiendomsbelasting-en-

diensterekening (indien van toepassing).• ’n Nulkoers-BTW-rekening indien die aansoeker ’n BTW-verskaffer is.• Die oorspronklike en jongste onvervalde SAID-belastingklaringsertifikaat Aansoeke sonder

‘n geldige belastingklaringsertifikaat sal nie aanvaar word nie.• Besonderhede van ander finansiering wat vir die huidige boekjaar van die Stad ontvang word.• Breedvoerige beskrywing van die projek wat met die finansiering en volgens die doel

van die toelae geïmplementeer sal word. Projekte moet in pas wees met die SDECD semandjie dienste, wat insluit:• Jeugontwikkeling (lewensvaardighede, entrepreneurs- en

werkgereedheidsvaardighede en organisatoriese vaardighede)• Bewustheids- en voorkomende intervensies vir middelmisbruik• Intervensies vir armoedeverligting• Programme vir die hantering van kwesbare groepe se behoeftes, in die besonder

bejaardes, vroue en kinders. Een van die direktoraat se kernfokusse is intervensies vir ‘ngesonde leefstyl vir bejaardes

• Programme ter ondersteuning van die direktoraat se doelwit om die getal mense watop straat leef, te verminder

• Programme ter ondersteuning van vroeëkindonderrig en -ontwikkeling• Programme met die doelwit om gemeenskapskohesie en -integrasie te kweek

• Gedetailleerde ontleding van projekkoste. ’n Minimum toekenning van R100 000 perprojekkoste sal oorweeg word.

• Die sakeplan wat saam met die toelae-aansoek ingedien word, moet ’n begin- eneinddatum vir die projek bevat.

• Eiendom wat vir die projek gebruik word, moet aan die Raad se beleide en verordeningevoldoen.

• Indien hierdie eiendom gehuur word, moet die huurkontrak as stawende dokumentasieingedien word.

Mieke Burger (13) van die HoërskoolDurbanville het vanjaar haar WP-kleure in biathle, triathle, vyfkamp

(“pentathlon”) en WP-Federasie-halwe-kleure in swem verower – sy is ook die WP,Boland en Wes-Kaap se kampioen in vyf-kamp vir 2015, en die afgelope twee jaarreeds die WP en Boland se vyfkamp-kampi-oen in haar ouderdomsgroep. Mieke is metdié puik prestasties gekies as dieTygerBur-ger se sportster van die maand.

Mieke het sedert 2012 elke jaar haar WP-Federasie-halwe-kleure vir swem ontvang.In biathle het sy in 2013 en 2015 haar provin-siale kleure ontvang, asook die afgelopetwee jaar in vyfkamp.

Triathle is vir die eerste keer in 2015 aan-gebied en hier het sy met die intrapslag ookhaar provinsiale kleure gekry.

Verder het sy die afgelope twee jaar ty-dens die nasionale SAvyfkamp-kampioen-skap twee bronsmedal-jes verower.

In 2015 het sy goudverower in biathle bydie WP-kampioenskapen silwer by die Wes-Kaap-kampioenskap.In triathle het sy van-jaar onderskeidelik sil-wer en goud gewen ty-dens die WP- en Wes-Kaap-kampioenskap.

Mieke het tydens diegekombineerde nasio-nale SA biathle- en tri-athle-kampioenskap inOos-London in die afge-

lope Junie-skoolvakansie ’n 16de plek uit 23deelnemers behaal in biathle, en ’n plek indie SA triathle-span later vanjaar in Sep-tember na Batumi in Georgië net-net misge-loop met ’n vyfde plek in haar ouderdoms-groep.

Tydens die onlangse Metro-Noordsone-streek-landloopkampioenskap, wat op 6 Au-gustus plaasgevind het, het sy gekwalifi-seer vir deelname aan die WP se skole-land-loopkampioenskap wat op 15 Augustusplaasvind.

Mieke ontvang ’n sonbril van haar keuseby Bosman, McNulty en Du Toit-oogkundi-ges in Durbanville, R1 000 by Shihan Hen-nieBosmanvandieWelgemoedKyokushin-kan-dojo en gratis sessies by dr. Costa Kap-nias van Ready Room.

Kuilsrivier is feitlik verseker van die titelin die B-afdeling van die WP se Super-rug-byliga ná sy wegholsege van 67-7 die afgelo-pe naweek oor Raithby Universals.

Nie alleen het die Kuile hul onoorwonnestatus behou nie, maar hul naaste teen-stander op die punteleer, Noordelikes/Northlink-kollege, het Saterdag ’n tweedenederlaag dié seisoen op die lyf geloop toePniël Villagers die Parowiete met 26-18 ge-klop het.

NNK en Kuilsrivier durf mekaar in dievolgende reeks wedstryde aan en indienNoordelikes nog enige seggenskap op diewennerstrofee wil hê, sal hy Kuilsrivieroortuigend moet klop, aangesien net tweereekse wedstryde ná Saterdag oorbly.

In die A-afdeling van die Superliga hetdie Universiteit van Wes-Kaapland verrasmet sy oorwinning van 19-13 oor Tyger-berg-klub, maar hy het sy sege verdiendanksy beter benutting van sy kanse.

Tygerberghetweliswaar diemeeste aan-valswerk gedoen, maar swak afronding enonakkurate stelskopwerk het dié spansuur bekom. Durbanville-Bellville se voor-hoede het deurentyd die spel gedikteer inhul wedstryd teen Villager en die agterlynhet die oormaat balbesit goed aangewendvir ’n sege van 41-12.
