"is handy booklet provides you with an understanding of the objectives, missions, activities, and achievements of UCLG ASPAC. It also gives you a glimpse on the pro!le of members and partners of UCLG ASPAC.

UCLG ASPAC is the largest local government organization in the Asia-Paci!c Region, a growing and diverse region in terms of political, social, economic and cultural contexts. In spite of the challenges, cities and local governments in Asia-Paci!c have enormous opportunities to create more liveable and ful!lling places to live that will stimulate positive changes around the world.

UCLG ASPAC, the voice of local government in the region, unites and supports cities and local decision makers in proactive ways. We promote the exchange of experience amongst our members and partners in key and emerging issues, such as sustainable development, social inclusion, resilience, good governance, as well as investment promotion strategies. We also implement practical and concrete activities that produce tangible results for our members, since after all local governments are the most e#ective players in bringing change to its citizens and communities.

It is our long time vision and dream to build a prosperous and vibrant Asia-Paci!c Region. I assure our best e#orts to foster close working relations among members of UCLG ASPAC, and with its extended network of partner organizations and international agencies.

UCLG ASPAC OVERVIEW

"e history of United Cities and Local Governments Asia Paci!c (UCLG ASPAC) goes back to the emergence of the International Union of Local Authorities (IULA). IULA was established in 1913 in Belgium with headquarters in "e Hague, while IULA ASPAC was set up in September 1989 during the 29th IULA World Congress in Perth with Jakarta as its headquarter.

UCLG ASPAC is one of the eight Regional Sections of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities, United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS), which began on 1 January 2004 with its headquarters in Barcelona, Spain.

UCLG ASPAC is the new entity of IULA ASPAC, established in Taipei on 14 April 2004 during the 28th IULA ASPAC Executive Committee and Extraordinary Council meetings, following the uni!cation of IULA and UTO at world level. UCLG ASPAC is the key knowledge management hub on local government issues in the region.

UCLG is a worldwide association and the only local government organization recognized by the United Nations, and nominates 10 out of 20 members of the United Nations Advisory Committee of Local Authorities (UNACLA), the !rst formal advisory body of local authorities a$liated with the UN.

"e Asia and Paci!c region is the biggest of the eight sections in UCLG with linkages to more than 7,000 local governments. It represents well over 3.76 billion people – more than half of the world population – and incorporates economically fast developing countries such as China, India and Indonesia.

UCLG ASPAC is the united voice and advocate of democratic local self-government, which promotes cooperation between governments and within the wider international communities in the Asia-Paci!c Region.

Based on the constitution of the organization, UCLG ASPAC consists of !ve principal organs:"e Regional General Assembly

"e Regional General Assembly is the supreme organ of the Section. It has responsibility for the overall policy, direction and oversight of the Section. "e Regional General Assembly comprises all members of UCLG in the region, through their duly appointed representatives.

"e Regional Council"e Regional Council is the principal policy-making body of the Section. It decides the Section’s policies in a collegial way and ensures that general policies decided by the Regional General Assembly are implemented.

"e Executive Bureau"e Executive Bureau is responsible for initiating proposals and carrying out the decisions of the Regional Council and for any other matter delegated to it by the Regional Council. It is in charge of the Section’s administrative and !nancial management. It prepares the meetings of the Regional Council and of the Regional General Assembly.

"e Presidency"e Presidency, comprising the President and six Co-Presidents, is elected by the Regional Council from among local government members representing the di#erent sub-regions, for a renewable term between two ordinary sessions of the Regional General Assembly. "e Presidency represents the four sub-regions as well as associate and international members and includes the Co-President (from the host city of the Secretariat) and the Founding President.

"e Secretary General"e Secretary General is the chief executive o$cer of the Section. He/she directs the daily activities of the Section and carries out the decisions of the Regional General Assembly, the Regional Council and the Executive Bureau. "e Secretary General manages the General Secretariat and the activities, programmes and !nances of the Section under the guidance of the Presidency and reporting to the Executive Bureau.

"e Regional Statutory Meetings consist of the General Assembly, Council and Executive Bureau Sessions. "e regular Statutory Meetings assure transparency and planning by consensus among members in running the organization. "ese meetings have been held in conjunction with other strategic events which aim to facilitate the exchange of knowledge between members.

"e Regional General Assembly shall be convened every two years normally at the time of the Regional Congress to which both the Section members and non-members are invited.

"e Regional Council shall meet at least once a year, as convened by the President or at the request of at least one third of its members.

"e Executive Bureau shall meet at least twice a year, as convened by the President or at the request of at least one third of its members.

"e UCLG ASPAC Secretariat in Jakarta consists of $ve divisions:

Member Services"e Member Services Division is responsible for assisting the Secretary General in dealing with statutory issues and preparing the statutory meetings such as the Executive Bureau, Council and General Assembly meetings. "e division also prepares business papers for meetings, reports to the President, and supports members on membership policy and membership fee issues.

Capacity Development"e Capacity Development Division is responsible for organizing various events related to skills development and knowledge sharing. "e division is also responsible for cooperation programmes with international/regional organizations and networks and implementing the international/regional programmes of UCLG ASPAC and UCLG ASPAC partners such as training, forums, congress, workshops, and regional courses on local government issues.

O%ce Administration and Finance"e main function of the O$ce Administration and Finance Division is to provide regular !nancial reports and manage membership subscriptions as well as o$ce matters. "e division is also supporting the Secretariat with the administration of personnel.

Communications and Information"e main function of the Communications and Information Division is to provide members and related stakeholders with information related to local government issues, events, best practices and members’ activities. Further responsibilities are to provide information materials such as newsletters, organization pro!le, brochures, annual report as well as to develop and maintain the website.

Strategic Services"e main task of the Strategic Services Division is to provide support to on-going operations ensuring high quality, accuracy and consistency of the organization’s work. "e division is also responsible for maintaining relationships with external organizations such as UN agencies, the European Union and the ASEAN Secretariat.

"e European Commission (EC) funded project SDDC in cooperation with UCLG ASPAC is designated to support the decentralization and local democracy process in developing countries in order to strengthen local development and good governance.

A Regional Study on Decentralization in Southeast Asia has been completed by the end of 2012. "is study was undertaken in seven countries in Southeast Asia, namely Cambodia, Indonesia, Laos, Malaysia, the Philippines, "ailand and Vietnam and it resulted in suggestions for decentralization issues including capacity development of Local Authorities (LAs) and Local Government Associations (LGAs).

"e EC extended the length of the project for an additional seven months until June 2013. "e collaboration with UCLG ASPAC mainly focuses on supporting the implementation of a survey on local authorities and the realization of regional workshops on decentralization and basic services.

GLOBAL OBSERVATORY OF LOCAL DEMOCRACY AND DECENTRALIZATION !GOLD"

"e GOLD programme was launched by UCLG World in 2006 as part of its objective to become a main source of information on the state of decentralization and its evolution, self-government and local governance across the world. Since then, three periodic Global Reports on Decentralisation and Local Democracy have been published:

GOLD I (2008) – Global Report on Decentralization and Local Democracy in the World

GOLD II (2010) – Global Report on Local Government Finance: "e Challenges of the 21st Century

GOLD III (2013) – Global Report on Decentralization and Local Democracy: Basic Services for All in an Urbanizing WorldGOLD III deals with governance, management and !nancing of basic local services by local and regional governments.

Activities in the Asia-Paci!c region are managed by UCLG ASPAC. At this moment, UCLG ASPAC is focusing on the research for the production of the new phase.

GOLD has also published the “Country Pro!les” since 2007. "e pro!les include updated information and data for 102 selected countries (13 from the Asia-Paci!c region) including speci!c facts on the state of local democracy and decentralized governance. "e pro!les have been produced by local experts in coordination with the Research Network on Local Government in Europe (GRALE), University of Paris. Data on decentralization and local governance are compiled by UCLG with the sponsorship of UN-HABITAT and the French Foreign Ministry.

UCLG ASPAC has been promoting and applying good governance principles in cities and local governments from ASEAN members under the framework of DELGOSEA. It has worked in 24 cities and local governments, by identifying good practices and transferring them elsewhere.

"e !rst phase of the DELGOSEA from 2010 to 2012 was funded by the European Commission and co-funded by Konrad-Adenauer-Stiftung (KAS) of Germany with funds originated from the Federal Ministry for Economic Cooperation and Development (BMZ). "e project has facilitated the establishment of a network of Local Government Associations, local authorities, non-governmental organizations and academic institutions in the Philippines, Indonesia, Vietnam, "ailand and Cambodia.

Starting from November 2012 onwards, DELGOSEA, co-!nanced by KAS Manila, continues its 2nd phase with the objective to further exchange knowledge at the local level among countries in Southeast Asia and to advocate and lobby with national governments for empowering cities and local governments.

In 2013, the framework has conducted several activities, including workshops for DELGOSEA Network, internal meetings of the Standing Committee and identi!cation as well as dissemination of new good practices.

PLATFORMA has been the voice of local and regional authorities for development in relation to the EU since its creation in 2008. Its activities are supported in the framework of the ‘Non-State Actors and Local Authorities in Development’ (NSA/LA) thematic programme, launched in 2007.

PLATFORMA obtained the support of the European Commission from 2012 to 2015 for the project “Dialogue and Capacity Building of Local and Regional Authorities (LRAs) in EU Partner Countries in the Development and Local Governance Fields”. For these three years, UCLG ASPAC and its members are implementing this project in the Asia-Paci!c region. One of the activities is to conduct a survey on members for an assessment of the state of play of Local Government Associations in the Asia-Paci!c region.

ENHANCE WOMEN IN LOCAL GOVERNMENTS

"e need for the enhancement of women in Local Government is critical. As a product of partnership between the United Nations Development Programme (UNDP), the United Nations Development Fund for Women (UNIFEM, part of UN Women), UCLG ASPAC and the Commonwealth Local Government Forum (CLGF), the Women’s Representation in Local Government in Asia-Paci!c Status Report 2010 forms a baseline measure of women’s representation in Local Governments in Asia-Paci!c on a country-by-country basis. UNDP and UCLG ASPAC have reviewed the status of Women’s Participation and Leadership in Governments at the Local Level for Asia-Paci!c 2013.

Based on the survey and in cooperation with relevant partners, UCLG ASPAC will focus on tangible programmes to raise the number of women in local governments, promote South-South cooperation, and so on. UCLG ASPAC has made a concrete action of appointing its !rst female Secretary General in July 2013. Further actions include the formation of a Standing Committee on Women in Local Government and the new Co-Presidency on Women in Local Governments.

ZERO WASTE IS POSSIBLE IN OUR PLACE

As the worldwide representatives of local and regional authorities, the International Council for Local Environmental Inittiatives (ICLEI) and UCLG have joined their e#orts in tackling climate change. "ey have also persistently called for the recognition of the role of local governments in the implementation of the National Climate Change Strategy. UCLG ASPAC supported the establishment of the program in the Asia-Paci!c region and it has been implemented in Indonesia, China, and India.www.iclei.org/climate-roadmap

A research on “Zero Waste Is Possible in Our Place” has been conducted with support of interns. "ese activities are performed as part of knowledge management of the Secretariat.

UCLG ASPAC assists its members to implement recycling and explore the possibilities of the recycling industry by building their capacity to minimize waste as well as changing our society’s mentality that “Trash Is Cash’.

"e Low Carbon Society Project has been initiated in 2014 by the Wakatobi Regency Government in an e#ort to develop an ecological developing model for small island territories. UCLG ASPAC is at the fronr row in the movement. It in fact created a platform for collaboration between Yokohama City University and the Cleansing Agency of Wakatobi, with the research on policy strategies and the ecologically sound practices ongoing in parallel.

DISASTER RISK REDUCTION !DRR"

"e DRR is a systematic approach at the core of the mission of the UNISDR. As UNISDR’s strategic partner, UCLG ASPAC plays actively in engaging local governments to implement the Hyogo Framework for Action 2005-2015 (HFA) – Building the Resilience of Nations and Communities to Disasters. In formulating the successor framework of DRR, UCLG ASPAC has agreed to be the coordinator of the Stakeholder Group of Mayors and Local Governments for DRR in Asia.

In November 2013, the “Regional Consultation with Local Governments: Towards a Post-2015 Framework for Disaster Risk Reduction” was organized in Colombo, Sri Lanka. "e session has discussed and delivered inputs from local governments for further framework of DRR in HFA2.

LOCAL OFFICIALS PROFESSIONAL EXCHANGE PROGRAMME (Peer-to-Peer learning mechanism since 2013)

"e “Local O$cial Professional Exchange Programme” is a Peer-to-Peer learning mechanism created by UCLG ASPAC Secretariat, aiming to increase the performance of services to its members. "e programme is also intended to enhance the cooperation between members and UCLG ASPAC.Upon completion of duties and a satisfactory conclusion, dispatched o$cials will receive a Certi!cate of Service signed by the President and Secretary General of UCLG ASPAC.

INTERNSHIP PROGRAMME

In an attempt to enhance the performance of UCLG ASPAC Secretariat, the internship programme was established in 2013. "e programme features on-the-job capacity building at the Secretariat and it provides university students or fresh graduates with professional involvement in di#erent programmes and activities.

Upon satisfactory completion, the interns will receive a Certi!cate of Service signed by the Secretary General of UCLG ASPAC.

UCLG ASPAC’s major source of !nance for operational activities is subscriptions which are paid by members on an annual basis. Other income sources are related to external funded projects and activities though cooperation with international organizations and partners.

A major challenge for UCLG ASPAC is to achieve !nancial sustainability by means of diversi!cation of funding sources and mobilising internal potentials in an optimal way.

Members’ contributions reached 73% during the period of 2013. "is achievement is promising and encourages the continuation of the organization’s vision and mission while improving the quality and outreach of its services.

Strategies to mobilize human and $nancial resources include:Increasing income from subscriptions, in particular by expanding the membership basis;Improving service delivery and communication to members as well as strengthening advocacy at the regional level;Further developing cooperation with potential donors, partners and the private sector which share UCLG ASPAC’ vision and mission;Creating higher senses of ownership by optimizing demand-oriented program components; andDeveloping service packages generating additional income for UCLG ASPAC.
