Shelter-in-placemeanstoseekimmediateshelterinsideabuilding.Thisactionmaybetakenduringareleaseofhazardousmaterialstotheoutsideair,atsunamiorotheremergency.Forshelter-in-placeduetoviolenceinprogress,seethetab“Violence/CrimeinProgress/ActiveShooter.”

Ifyouareeveradvisedtoshelter-in-place:

1. Isolateyourselfasmuchaspossiblefromtheexternalenvironment.

2. Shutalldoorsandwindows.

3. Sealcracksarounddoorsandwindowsasbestaspossible(e.g.,withducttape).

Staff and Faculty Work Related Injuries • Itisimportantthatallworkrelatedinjuriesbereportedimmediately.Duringregularbusinesshours,

contactWorkers’Compensationat893-8050toreportinjuriesandtoobtainanauthorizationforinitialmedicaltreatment.Ifawork-relatedinjuryoccursoutsideofnormalworkhours,contacttheWorkers’Compensationofficeat893-8050withinonebusinessday.

• Ifanemployeeishospitalizedfor24hoursormore(otherthanforobservation),orhasaninjurythat

resultsinapartialorfulllossoflimb(amputation),orlossoflife,contactEH&Sat893-3194(24hrphoneline)immediately.ThecampusmustreporttheseinjuriestoOSHAwithin8hoursoftheevent.

Student Injuries • Undergraduatesandgraduatestudents(notstaff/faculty)canbeseenatStudentHealthServices(SHS)at

Characteristics of suspicious letters and packages:

3. Balance-Theletterislopsided,unusuallythick,hasanunusualamountoftape,hasanirregularshape,softspotsorbulges,ortheletterorpackageseemsheavyforitssize.

4. Contents - Stiffness or springiness of contents; protruding wires or components; oily outer wrapping orenvelope;feelslikeitcontainspowderysubstance;isbuzzing,ticking,orhasasloshingsound.

5. Smell-Particularlyalmondorothersuspiciousodors.

6. Writing-Handwritingofsenderisnotfamiliarorindicatesaforeignstylenotnormallyreceivedbyrecipient,orcut-and-pasteorrub-on-blocklettersareused.Commonwords,names,ortitlesaremisspelled,orspecialinstructionslike“fragile,”“confidential,”or“donotdelay”arepresent.

8. ReporttoyourDepartmentSafetyRepresentatives(DSR).TheDSRwillcompleteadepartmentstatusreportandtransmitittothecampusEmergencyOperationsCenter(EOC).

9. Donotre-enterthebuildinguntilauthorizedtodosobyemergencyresponsepersonnel.

TSUNAMIIfyoufeelastrongearthquake,keepcalmandquicklymovetohighergroundawayfromthecoast.MostoftheUCSBcampusshouldnotbeaffectedbytsunamis,exceptforthebeachandlagoonareas.

Astrongearthquakecangenerateatsunamiwithinminutes.However,mosttsunamisareformedbyearthquakesthathaveoccurredhundredsoreventhousandsofmilesaway.Theseearthquakesarenotfeltlocallyandthusprovidenoadvancedwarningtoresidents.“Tsunamiwaves”cantravelthroughthewateratspeedsofupto500mph,andaresometimesprecededbyanoticeableriseorfallofcoastalwaters.

EVACUATIONOFCAMPUS/BUILDINGS/PERSONSWITHDISABILITIES

CAMPUS EVACUATION

Evacuationof the entire campuswouldbe an extremelyunlikely event. A staggered releaseof the campuspopulationafteramajorevent,suchasamajorearthquake,wouldbethemostlikelysituationtorequireindividualstoleavethecampus.EventhoughUCSBcouldbesubjectedtoatsunami,mostofthecampusishighenoughabovesealevelthatashelter-in-placeplanwouldgointoeffect.Localizedevents,suchasasinglebuildingfireorachemicalrelease,wouldrequireevacuationoftheimmediatearea.Fireorpolicepersonnelinthiscasewoulddirecttheevacuation.Duringanevacuation,ParkingServicesandpolicepersonnelwilldirecttrafficatmajorintersectionstomaintainasmoothflowofvehicles.Ifresidencehallscannotbeoccupiedafteradisaster,studentswillbedirectedtoemergencyshelters.

BUILDING EVACUATION

Ifabuildingevacuationisnecessary,thefollowingstepsshouldbeobserved:1. EmergencyproceduresandStatelawrequirethateveryoneexitabuildingwhenthefirealarmisactivated.2. Evacuationproceduresshouldbefollowedaccordingtoyourdepartment’splan.3, Donotuseelevatorsforfire/earthquakeevacuationbecausetheymaybedamagedandunreliable.

4. Proceedtowardthenearestsafeexit.

5. AfterexitingyourbuildinggodirectlytoyourbuildingEmergencyAssemblyPoint.Ifthatareaisnolongersafe, determine the safest place away from imminent danger.View http://ehs.ucsb.edu/eap for themostrecentlistofEmergencyAssemblyPoints.

6. Waitforinstructionsfromemergencypersonnel.DONOTreturntoyourbuildinguntilnotifiedbyemergencypersonnel.

EVACUATION OF PERSONS WITH DISABILITIES

Duringemergencieswhenanelevatorisnotavailableforuse,thefollowingprocedureshavebeendevelopedtohandlesituationsinmultistorybuildingsforthoseunabletousethestairs:

1. When the fire alarm is activated, designated personnel should assist/escort individuals with mobilitydisabilitiestoasafelocation(enclosedstairwelllandingthatleadstoanexteriorexitatthegroundlevel).

2. Someoneshouldremainwiththeindividualwhileanotherpersonnotifiesarrivingemergencypersonnelof

thelocationofanyonewhoneedsassistance.

3. Theinstructionsoftheemergencyrespondershouldbefollowed,andnoattemptshouldbemadetomovetheindividual toanotherbuildinglevelunless there is imminentdanger in thesaferefuge,e.g., there isheavysmokeinthestairwell.

4. Individualsunabletoutilizethestairsandworkingaloneshouldcall911(or9-911fromacampusphone)andreportthelocationoftheirplannedrefuge(stairwelllanding).

5. Anyoneunabletoreachastairwell(forinstanceduetosmoke),shouldclosealldoorsintotheirarea,call911(or9-911fromacampusphone)andwaitforemergencypersonneltoarrive.

POWER OUTAGES IN LABORATORIES

Prepare for a Power Outage:1. Be sure the contact information on your lab door placard is up-to-date. Ideally, contacts should be

knowledgeableaboutallofthelab’ssensitiveoperations.2. Putessentialequipmentonemergencypowercircuits,ifavailable.3. Hazardousprocessesthatoperateunattendedshouldbeprogrammedtoshutdownsafelyduringapower

failureandnotrestartautomaticallywhenpowerreturns.4. Identifyanemergencysourceofdryiceforitemsthatmustbekeptcold.Donotusedryiceinsmallenclosed

andoccupiedareasbecausehazardousconcentrationsofCO2canaccumulate.Unopenedrefrigerators/freezerswillmaintaintemperatureforseveralhours.

During Power Outage: 1. Shut down experiments that involve hazardous materials or equipment that automatically restart when

powerisavailable.2. Makesurethatexperimentsarestable.Capallchemicalcontainersthataresafetocap,andthenclosefume

hoodsashes.3. Checkequipmentonemergencypower.Insomecases,itmaytake20to30secondsfortheemergency

powertoactivateafterapowerfailure.4. Disconnectunattendedequipmentandturnoffunnecessaryequipment.5. Whenpowerreturns,reset/restart/checkequipment.Checktheairflowofyourfumehood.Often,hoodswill

notautomaticallyrestart.
