The loan scheme:Small loans for purchase of construction material for finalization of the construction and improvement of housing conditions of partly constructed family houses of refugees and other low-income population

The loan beneficiaries are:• refugees, former refugees • local population• Live as tenants • Live in own house that has inadequate living conditions

Two typical cases will be eligible to the beneficiaries that have started construction:• Legally, with a proper building permit, • Without building permit, but have entered in the process of legalization of their house.

Application will comprise the following pre-requisites:• Submission of valid documentations, regarding land use, building permissions, and

planning conditions. • The construction material will be granted in the cases that these means could finalize

the minimal housing unit that is required, considering the number of family members.

Eligible works• net area of a housing unit should not exceed 20 m2 per household member• overall construction cost must have a value lower than 520 USD/m2. • application of standard non-luxurious materials and equipment.

The loan scheme:• The loan beneficiaries will benefit from attractive financial schemes to complete

unfinished individual houses• The direct beneficiaries will be tenants, under low-profit rental conditions, of individual

homeowners• The house will be shared in two units, the 1st one for self-occupation and the 2nd to

be rented to the direct beneficiaries.

The loan beneficiaries are:• Owners of an unfinished family house

The direct beneficiaries are• refugees, former refugees • IDPs• local population • Live as tenants

Criteria for selection• legal pre-conditions include formal proof of property or leasehold on land• non-possession of other housing property at territory of Serbia• a building permit or an official note that the house could be legalized • household income limit - a upper income limit per household member

Eligible works:• net area of a housing unit should not exceed 20 m2 per household member• overall construction cost must have a value lower than 650 USD/m2

• Application of standard and non-luxurious materials and equipment

The small grant scheme is a part of the pilot exercise of upgrading and regularization of the Roma settlement in Kraljevo. The exercise is programmed through improvement of infrastructure, preparation of the urban plan, and self-help construction based on active participation of local community, professionals and municipal technicians and officials.

The grant scheme:• The grant beneficiaries will poor Roma

construction material for building baths and toilets as additional units to existing house

• The grant will include: technical assistance to families and executive project design

• Professional assistants to families – builders, plumbers, electrical craftsman

• Contribution of families in labour• The loan beneficiaries are:• Poor Roma families inhabitants of

“Grdicka kosa 2” settlement

Criteria for selection• Based of the results of the survey in the settlement and other criteria• Existing living conditions and economic status of the family• Numbers of children, etc• Representatives from local Roma community and MHA will select

families, based on the criteria

Eligible works:• overall construction cost must have a value of 2000 USD. • Application of standard and non-luxurious materials and equipment

UH-HABITAT SIRP is implementing microcredit schemes through • building the capacities of local authorities, and • local communities (beneficiaries)

to organize themselves and start working on housing and infrastructure for vulnerable population

The process includes:• Needs assessment• Standardised selection procedure including a legal and technical application

model• Processing, ranking and decision on awarding loans• Loan contracting• Monitoring of the process • Collection of repayments • Repayment to the national housing finance institution
