Admission to Local Universities in
2012-13Some Basic Facts• The total number of First Year First Degree (FYFD)
places in the 8 UGC-funded institutions is about 15,000
• The number of places for each program were published in the JUPAS Guide
• The places are open for competition between
1) local students taking the HKDSE (JUPAS); and
2) applicants holding other acceptable academic qualifications applying directly to the universities (non-JUPAS)
The quota distribution between JUPAS/non-JUPAS varies with institutions
• Admission is by study programme or to
Faculties / Schools (broad-based admissions)
• For JUPAS applications, selection is based on
HKDSE results and other factors such as
interview performance, OEA and
rating/assessment by school, etc.
• For non-JUPAS applications, selection is based
on academic and interview performance
Competition from non-local students
• For internationalization purposes, institutions
admit non-local students.
• To do this, they are allowed to over-admit by
a certain percentage (currently at 16%)
• Students admitted from the Mainland are
amongst the top 3% of students there taking
the 高考 (approx 10 million each year)

• Access to :
1.all government-funded full-time or sandwich
bachelor's degree programmes offered by the 8
JUPAS participating-institutions
2.government-funded full-time or sandwich sub-
degree (associate degree, higher diploma)
programmes offered by CityU, HKIEd and PolyU
3.non-government-funded full-time bachelor's
degree programmes offered by OUHK
JUPAS Application
Programme Choices:
• Each applicants may apply for 20 programmes,
to be listed in order of preference
• The programme choices are divided into 5
bands (A=3, B=3, C=4, D=5, E=5)
• The institutions only know the banding but
not the actual priority of a student’s choice.
• Reprioritization is allowed after the
announcement of HKDSE results – replace up
to a maximum of 5 programme choices
and/or delete programmes
Information to be submitted by School:
• Reference Report – rating the applicant in 12
areas + overall evaluation
• Academic performance in school at S6 (G12) –
percentile position & overall rating in class in
the core and elective subjects taken
• Supplementary information from Principal
• Student Learning Profile (SLP) – Optional

Public Examination Results
• HKDSE results will be provided by HKEAA
directly to JUPAS and the institutions
JUPAS Sub-systems
• School Principal’s Nomination (SPN) – 5 to 10 nominations based on OLE, students may not change programme choices if given conditional offers
• Disability – Students with disabilities will neither be positively nor negatively discriminated. Reported disabilities need to be certified. The purpose is to alert institutions to give proper advice and make necessary preparations if the student is admitted.
JUPAS Iteration Process
• Applicants of a programme will be ranked in a merit order list (to be used for the computer matching) based on their admission score.
• The computer system will match (the "iteration process") the order of preference a student has assigned to the study programmes of his/her choice with the student’s position in each merit order list of these programmes.
• The student will then be made an offer of the highest priority on his/her programme list for which he/she has the required rating (see flash demo).
Main Round Offer Results
• Main Round offer results will be announced
on the JUPAS and institution websites
• Each successful applicant will only get one
offer
• If the offer is declined, no other offers will be
made in the same year
• No appeal mechanism
Clearing Round
• Applicants who did not receive any offer in
the Main Round will be automatically
considered in the subsequent Clearing Round
• Applicants who receive more than one offer in
the Clearing Round will be given an offer of
the highest priority
Subsequent “free-for-all” Rounds
• Applicants may receive more than one offer and
may be outside their selected programme
choices
• Allowed to accept only one offer
• Once accepted, will not be reconsidered for
admission to any programmes in the same year
• If the offer is declined, the applicant may be
reconsidered for admission to programmes only
if vacancies are available
