สภาพปัญหา - ปริมาณรถมาก จากสถิติปี 50 มีรถยนต์ส่วนบุคคลประมาณ 3 ล้านคัน และรถจักรยานยนต์ประมาณ 2.4 ล้านคัน - จำนวนประชากรเพิ่มขึ้นเรื่อย ๆ จากสถิติปี 51 จำนวนประชากรตามทะเบียนบ้านประมาณ 5 ล้านคน และจำนวนประชากรแฝงประมาณ 5 ล้านคน คิดเฉลี่ยต่อพื้นที่ประมาณ 4,000 คน/ตารางกิโลเมตร (พื้นที่กทม.ทั้งหมด 1,568 ตารางกิโลเมตร) - ขีดจำกัดในการสร้างถนน เนื่องจาก กทม.มีพื้นที่จำกัดเมื่อเทียบกับปริมาณประชากร จึงไม่สามารถสร้างถนนรองรับประชากรที่มีจำนวนมากได้ ซึ่งในกรุงเทพมหานครมีความยาวถนนทั้งหมดประมาณ 8,000 ก.ม (2 ช่องจราจร) ขยายเส้นทางได้ประมาณ 4% ของพื้นที่ทั้งหมด หรือประมาณ 1-2 เส้นทางเท่านั้น - ในอดีตขาดการวางผังเมืองเพื่อรองรับจำนวนประชากรที่เพิ่มขึ้นอย่างต่อเนื่อง - ระบบขนส่งมวลชนไม่เพียงพอต่อการให้บริการประชาชนจำนวนมาก
