1.0 EXECUTIVE SUMMARY

This report presents the results of implementation of the Spent Potliner Removal Plan (Plan) dated March

3, 2006 (approved by the USEPA in a letter dated April 26, 2006) at the North Alcoa Site (the "Site") in

East St. Louis, Dlinois. Project activities occurred between September 5, 2006 and October 6, 2006. A

total of 1,458 tons of material classified as Spent Potliner (SPL) were removed from the Site and taken to

the Clean Harbors Lone Mountain Facility near Waynoka, Oklahoma facility for disposal. Following

removal activities, the work area was covered with approximately 2,500 cubic yards of soil placed at a

minimum thickness of 6 inches and vegetated. Periodic and final inspections were performed.

2.0 INTRODUCTION

The Spent Potliner Removal Plan (Plan) was prepared as a supplement to the RI/FS work plan pursuant to

paragraphs 36 and 38 of the Administrative Order on Consent (AOC) and Statement of Work for the

North Alcoa Site (the "Site"), East St. Louis (Figure 1). The Site included an area that contained visible

remnants of residual spent potliner (SPL) referred to as the former SPL Stockpiling Area shown on Figure

2. The purpose of the project was to remove visible remnants of the SPL for subsequent off-site final

disposition. Locations of identified SPL piles are shown on Figure 3.

3.0 SPL REMOVAL

The following sections provide information regarding the removal, management, transportation and

disposal of SPL waste. Environmental and safety controls that were implemented are also described.

3.1 Site Preparation

Site preparation activities included mobilization and set-up. Decontamination and equipment staging

areas were established during site preparation activities. Existing roads were used for mobilizing

equipment and establishing equipment routes. Minimal clearing of vegetation was performed, primarily

to allow access to several of the SPL piles.

3.1.1 Stormwater Pollution Prevention Plan

Prior to commencing SPL removal activities, a storm water pollution prevention plan (SWPPP) was

developed and implemented on Site to help personnel reduce the potential for discharge of Chemicals of

Potential Concem (COPCs) in storm water. Specifically, the SWPPP contained best management

practices (BMPs), including the use of diversion and silt fencing, to reduce the risk of discharge of

COPCs associated with constmction activities performed in the SPL Stockpiling Area.

The SWPPP included the following:

• Identification of the primary and altemate SWPPP coordinators;

• Site description, including details regarding constmction activity;

• Types of controls or BMPs to be implemented, including, erosion and sediment controls and storm water management;

e Maintenance of controls and BMPs;

e Inspection frequency and reporting requirements;

e Identification of non-storm water discharges; and

e Compliance and provision for amendment of the plan.

3.1.2 Health and Safety Plan (HASP)

The Contractor (TtEC, Inc.) that was selected to perform the SPL removal prepared a project-specific

HASP that included, general site information, site and task hazards, site control, personnel protection, site

monitoring, emergency response plan, spill prevention and containment, injury and incident reporting,

safety statistics, accident reporting, incident investigation, environmental incident reporting, and auditing.

The Contractor had a Health and Safety Officer on-site at all times during constmction.

The local emergency response coordinator was notified prior to implementing the field work described in

the HASP.

3.1.3 Site Security

Two access gates to the Site were maintained during the project. At the end of each work day the gates

were closed and locked. Flagging was used to delineate the work area. Barricades, warning tape, and/or

equipment was placed in areas to prevent slip, trip, and fall hazards. All personnel were accounted for

while working at the Site.

3.2 Removal Methods

The objective was to remove surficial, visibly identifiable SPL material that was greater than two inches

in diameter, although additional smaller diameter SPL material was also removed during this work as

determined necessary to remedy the area. The general performance criteria for removal of SPL material

was follows:

e Removal activities were limited to the discrete areas of SPL identified in Technical

Memorandum 4 (and reproduced herein as Figure 3) which were delineated on the ground

prior to removal activities.

e Within these discrete areas, removal of SPL was accomplished by various methods using

combinations of mechanized equipment including; a bobcat with bucket, an excavator, and

dozer, and manual labor (e.g., placing a chunk of SPL in a container), or a combination

thereof (lift or rolling SPL material into an excavator bucket) to remove SPL material with

the defined area to a level grade.

• Based on observations of the area during excavation, areas were expanded laterally or

downward in order to remove identifiable chunks and residual SPL.

Once removed, the SPL material was consolidated to facilitate subsequent loading for off-site transport

and disposal. Under US EPA's Area of Contamination (AC) policy, consolidation of hazardous waste

within the AC did not create a new point of hazardous waste generation for purposes of RCRA.

During the removal process, used PPE was placed in the containers on a daily basis. Once complete, all

equipment used to remove the SPL materials was decontaminated. Decontamination residuals and all

materials at the staging area were also placed in the containers.

Photographs of removal activities are included in Appendix A.

3.3 SPL Management

Once the SPL was placed into a container, it was managed as a K088 listed hazardous waste. Containers

of K088 were managed in a manner that controlled minimized or eliminated escape of hazardous

constituents. Ml containers were inspected upon entering the Site and were:

• Maintained in good condition to prevent leaks and spills;

• Compatible with SPL;

• Kept closed except when adding or removing SPL; and,

• Labeled "Hazardous Waste".

No containers remained on Site for more than 2 days.

3.4 Off-Site Transportation and Disposal

The SPL materials were transported off-site as a RCRA hazardous waste (K088) by a licensed hazardous

waste hauler with the appropriate manifests, permits, training, equipment, insurance and financial

responsibility, and in accordance with United States Department of Transportation (USDOT) regulations.

All transporter procedures, equipment inspection and maintenance, record keeping standards, and past

performance were reviewed against such regulations. The USDOT shipping name used for the K088

materials was:

Waste aluminum processing by-products, 4.3, VN 3170, PB II, RQ, (K088), DOT-E 11602.

Containers used for transportation of K088 waste were designed specific for that propose. Each was

inspected upon arrival at the Site and considered to be in good conditions so to prevent failure that may

cause a release of K088 to the environment. A hazardous waste manifest accompanied all shipments of

SPL and included a 24-hour contact telephone number for emergency response, generator information,

transporter, destination, and description and quality of K088 material.

Once containerized, the K088 material removed from the SPL stockpiling area was transported to the

Clean Harbors Lone Mountain hazardous waste disposal facility, located near Waynoka, Oklahoma. The

Disposal Facility's Approval Documentation along with a summary of the waste manifest report is

included in Appendix B. Prior analytical results and waste profiles (also presented in Appendix B)

allowed for direct disposal at the landfill since the SPL material constituent concentrations did not exceed

the Land Disposal Restrictions for K088.

3.5 Inspections, Site Stabilization and Demobilization

As the SPL materials were excavated, an inspection of the areas was performed to assess conditions and

document that actions were performed according to the Plan and that no further removal of any chunks of

SPL as well as residual, finer grained SPL materials was necessary or practical.

On September 20, 2006 Mr. Dion Novak of USEPA and Mr. Tom Miller of lEPA visited the Site and

observed the project activities. Mr. Miller returned on September 27 and again on September 28 for

additional inspections.

Although not specified in the Plan, a geotextile filter material was placed on the graded surface prior to

placing the layer of clean soil so as to provide for additional stabilization of the area. Both the limits of

the SPL removal and of the geotextile are shown on the as-built drawing provided as Figure 3.

Approximately 2,500 cubic yards of clean soil was brought onsite to cover the work area. It was spread

and graded to achieve a minimum six-inch thick layer and to allow positive drainage. A subsequent

survey was performed to assure that the area was properly graded with respect to adjacent grades. The

soil was then fertilized and seeded to provide for a vegetative cover over the area to preclude erosion.

Final grades are shown on Figure 4. At completion of the grading work, all erosion control materials

were removed from the Site. By October 6, 2006 all equipment was removed from the Site.

A final inspection of the Site was performed by Ron Morosky of Alcoa Inc., Biff Cummings, P.E. of

MFG, Inc. (Engineer) and Ray Mangmm of Tetra Tech, Inc. (Contractor) on October 25, 2006. There

were no issues identified that required further work at the Site.
