VCE VET Health

IntroductionVCE VET programs are vocational training programs approved by the Victorian Curriculum and Assessment Authority (VCAA). VCE VET programs lead to nationally recognised qualifications, thereby offering students the opportunity to gain both the VCE and a nationally portable Vocational Education and Training (VET) certificate. VCE VET programs:

are fully recognised within the Units 1 to 4 structure of the Victorian Certificate of Education (VCE) and therefore may contribute towards satisfactory completion of the VCE. VCE VET units have equal status with other VCE studies.

may contribute to the satisfactory completion of the Victorian Certificate of Applied Learning (VCAL)

function within the National Training Framework.

Program developmentThis iteration of the VCE VET Health was implemented in 2015 and scored assessment was introduced for 2018. It must be used in conjunction with the training package qualifications HLT23215 Certificate II in Health Support Services (Release 1), HLT33015 Certificate III in Allied Health Assistance (Release 2) and HLT33115 Certificate III in Health Services Assistance (Release 2). This program replaces the VCE VET Health program published in in November 2011 and all subsequent program summaries. This revision to the VCE VET Health program is a consequence of relevant qualifications in the HLT07 Health Training Package being superseded by the Release 4.1 of the HLT Health Training Package in September 2018.

The VCE VET Health program provides students with the knowledge and skills to pursue further training or work in an entry-level role within a range of health related areas.

Program informationThis program booklet must be read in conjunction with the VCE VET Program Guide and nationally endorsed HLT Health Training Package. The training package provides details on each unit of competency, the qualification packaging rules and assessment requirements.

Industry overview

Training packageA Training Package is an integrated set of nationally endorsed competency standards, assessment guidelines and Australian Qualifications Framework (AQF) qualifications for a specific industry, industry sector or enterprise. The HLT Heath Training Package has been developed to meet the needs of industry. Delivery of training and assessment in a realistic operational environment using current industry tools, equipment, documents and other resources plays an essential role in skills development and produces graduates that should be immediately useful and competent in an industry environment.

The VCE VET Health program allows for credit in VCE and VCAL, and a nationally recognised qualification(s). These qualifications are drawn from the HLT Health (Release 4.1) which can be found at: http://training.gov.au/Training/Details/HLT

Qualifications / packaging rules

HLT23215 Certificate II in Health Services Support For the award of HLT23215 Certificate II in Health Services Support, students must achieve twelve units of competency:

four core units of competency

eight elective units of competency, consisting of:

at least 7 units from electives listed

up to 1 unit from the electives listed below, any endorsed Training Package or accredited course – this unit must be relevant to the work outcome.

A range of electives is available and can be packaged to provide a qualification with a specialisation. Specialisations may be grouped as follows:

Client Support specialisation: all Group electives must be selected

Health Administration specialisation: all Group electives must be selected

This qualification reflects the role of workers who provide support for the effective functioning of health services. At this level workers complete tasks under supervision involving known routines and procedures or complete routine but variable tasks in collaboration with others in a team environment.

Pathways may include employment into Health and Ancillary Services Assistance roles such as Food Services Assistant (Hospital), General Hand (Hospital), Ward Hand (Hospital) and others.

HLT33015 Certificate III in Allied Health Assistance For the award of HLT33015 Certificate III in Allied Health Assistance, students must achieve eleven units of competency:

eight core units of competency

three elective units of competency consisting of:

at least 2 units from the electives listed in the qualification

up to 1 unit from any endorsed Training Package or accredited course – the unit must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

To complete the qualification students must complete mandatory work placement of 80 hours.

This qualification reflects the role of allied health assistants who provide assistance to allied health professionals under predetermined guidelines. Depending on the setting, work may include following treatment plans for therapeutic interventions and/or conducting programs under the regular direct, indirect or remote supervision of an allied health professional.

Pathways may include employment into Allied Health Assistance roles such as: Allied Health Assistant, Medical Imaging Assistant, Occupational Therapy Assistant, Physiotherapist Assistant and Podiatrist Assistant.

HLT33115 Certificate III in Health Services AssistanceFor the award of HLT33115 Certificate III in Health Services Assistance, students must achieve fifteen units of competency:

seven core units of competency

eight elective units of competency consisting of:

at least 6 units from the electives listed in the qualification

up to 2 unit from any endorsed Training Package or accredited course – the unit must be relevant to the work outcome.

All electives chosen must contribute to a valid, industry-supported vocational outcome.

Any combination of electives that meets the rules above can be selected for the award of the Certificate III in Health Services Assistance. Where appropriate, electives may be packaged to provide a qualification with a specialisation. Refer to the qualification for further information.

Where students are undertaking the specialisation in Assisting in nursing work in acute care, a mandated 80 hours of work placement must be undertaken to complete the qualification.

This qualification reflects the role of a variety of workers who use a range of factual, technical and procedural knowledge to provide assistance to health professional staff for the care of clients. Health services assistance involves the worker in direct client contact under supervision.

Pathways may include employment in Health and Ancillary Services Assistance roles such as: Acute Care Assistant, Food Services Worker (Hospital) and Operating Theatre Technician.

Please note: HLT33115 Certificate III in Health Services Assistance is incorporated in the HLT33015 Certificate III in Allied Health Assistance on the VASS. Students must be enrolled in the HLT33015 Certificate III in Allied Health Assistance (VE1) on the VASS if undertaking HLT33115 Certificate III in Health Services Assistance.

VCE VET Program details

AimsThe VCE VET Health program aims to:

provide participants with the knowledge and skills to achieve competencies that will enhance their employment prospects in the health industry

enable participants to gain a recognised credential and to make an informed choice of vocation or career path.

Program structureThe VCE VET Health program offers two distinct options: a Certificate II with VCE credit at Units 1 and 2 level; a Certificate III with VCE credit at Units 1 to 4 level. Certificate II is typically completed over one year and Certificate III typically completed over two years.

The identified units of competency in the VCE VET Health program have been selected for recognition purposes and may vary from the qualification packaging rules.

HLT23215 Certificate II in Health Support Services Certificate II comprises 12 units of competency: four compulsory units and a minimum of eight elective units. Students may choose electives primarily from a specialised stream (Client Support or Health Administration), or from a mix of streams for a general qualification.

HLT33015 Certificate III in Allied Health Assistance (partial completion) (incorporating the HLT33115 Certificate III in Health Services Assistance)Certificate III comprises a minimum of 10 units of competency: 9 compulsory units and a minimum of 1 elective unit.

Enrolment advice: Students wishing to undertake or complete the HLT33115 Certificate III Health Services Assistance should be enrolled in the HLT33015 Certificate III Allied Health Assistance on VASS.

Scored assessmentScored assessment is available for the VCE VET Health program.

To gain a study score a student must:

be competent in the prescribed training

complete all scored VCE VET assessments

complete an end of year exam.

VCE VET CreditOn successful completion of certificate II students will be eligible for:

the award of HLT23215 Certificate II in Health Support Services

recognition of up to four VCE units at Units 1 and 2 level.

On successful completion of the certificate III program students will be eligible for:

a statement of attainment towards the completion of HLT33015 Certificate III in Allied Health Assistance or the HLT33115 Certificate III in Health Services Assistance

recognition of one unit at Units 1 and 2 level, and

a minimum of three units at Units 3 and 4 level.

Students who are able to undertake further training to complete the HLT33015 Certificate III in Allied Health Assistance or the HLT33115 Certificate III in Health Services Assistance may be eligible for further credit at Units 3 and 4 level.

Nominal hour durationNominal hours are determined by the Victorian State Training Authority (Department of Education and Training). They reflect the anticipated time taken to deliver and assess the outcomes of a unit of competency, excluding unsupervised delivery or the time taken for repeated practical application of skills.

Nominal hours are used to determine credit into the VCE or VCAL for VET units of competency.

DuplicationWhen a VCE VET program significantly duplicates other VCE studies or VET training in a student’s program, a reduced VCE VET unit entitlement may apply. Credit towards the VCAL may also be reduced due to duplication.

No significant duplication has been identified between the VCE VET Health program and VCE studies.

Students may not produce a piece of a work for assessment that has been used for assessment in another unit and/ or another VCE study or VCE VET program. This rule applies across school-based assessment and externally-assessed examinations.

Credit for a unit of competency will only be counted once towards the VCE or VCAL.

Note: A student may not be enrolled in both a VCE VET Health program and the same qualification as a Health School-based Apprenticeship or Traineeship at the same time.

Dual enrolmentsSome units of competency are duplicated in the VCE VET Health and VCE VET Community Services programs. For students with enrolments in both VCE VET Health and VCE VET Community Services programs, care needs to be taken to ensure students do not enroll in the same units of competency in both programs.

Where students are enrolled in Certificate II Health Services Support and Certificate III in Allied Health Assistant or Certificate III in Health Services Assistant, care needs to be taken to ensure students do not enroll in the same units of competency in both certificates. Credit for a unit of competency can only be counted once towards the VCE or VCAL. Schools are asked to ensure

that the same unit of competency is not enrolled in both programs on VASS. Where a unit of competency is completed in both programs it can only be used for one enrolment.

SequenceCertain units of competency will complement each other, lending to coordinated delivery that minimises content overlap. Units of competency have guidelines on the different situations and delivery contexts, and a range of delivery sequences are possible.

Schools are advised that the Unit 3 and 4 sequences are not designed as stand-alone studies. The intention of VCE VET programs is to provide students with a qualification that meets industry expectations. The strong advice and assumption of industry bodies is that the quality of the qualification is compromised when foundation training is neglected. This is particularly critical in the health sector where health and safety and an understanding of and ability to communicate in a health setting are essential.

This foundation training may be covered by undertaking either relevant units of competency in the Certificate III in Allied Health Assistance, at Units 1 and 2 level, or by completing the Certificate II in Health Services Support.

The VCE VET Units 3 and 4 sequence must be assessed in the same enrolment year to access a study score. Students may undertake both scored VCE VET Units 3 and 4 sequences and additional units of competency from the elective bank where time and resources allow.

Study scoreA study score is available for the VCE VET Health program. To be eligible for a study score, students must:

satisfactorily complete all the units of competency required in the scored Units 3 and 4 sequence

be assessed in accordance with the tools and procedures specified in the VCE VET Assessment Guide and program specific assessment plans templates published on the VCAA website

undertake an examination in the end-of-year examination period based on the underpinning knowledge and skills in the compulsory units of competency in the Units 3 and 4 sequence, and in accordance with the current examination specifications.

Units 3 and 4 of the VCE VET Health program must be delivered and assessed in a single enrolment year.

The study score for the VCE VET Health program is based on evidence from two sources: coursework tasks and an examination. The assessment of three VCE VET coursework tasks does not replace the qualification assessments, but both tend to be complementary and may be integrated. Tasks may be designed with both assessment purposes in mind.

For further information on scored assessment refer to the VCE VET Assessment Guide, which contains information relating to study scores for VCE VET programs. It includes an overview of study score assessment, advice regarding the development of coursework tasks, and integration of study scores with competency assessment.

ATAR ContributionStudents wishing to receive an ATAR contribution for the scored Units 3 and 4 sequence in VCE VET Health must undertake scored assessment for the purpose of achieving a study score. This study score can contribute directly to the ATAR, either as one of the student's best four studies (the primary four) or as a fifth or sixth study. Where a student elects not to receive a study score no contribution to the ATAR will be available for these units.

Students who receive a Units 3 and 4 sequence from electives outside the scored program may be eligible for an increment towards their ATAR. Increments for unscored VCE VET programs are calculated using 10% of the fourth study score of the primary four scaled studies. The increment is awarded by the Victorian Tertiary Admissions Centre (VTAC).

Structured workplace learningStructured workplace learning (SWL) is an appropriate and valuable component of all VCE VET programs. SWL involves on-the-job training in which students are required to master a designated set of skills and competencies related to VCE VET programs.

Schools/RTOs are also strongly encouraged to contact the Local Learning and Employment Network (LLEN) in their area. LLENs work with secondary schools, RTOs, Technical and Further Education (TAFE) institutes, Adult and Community Education (ACE) providers and local employers to coordinate work placements for school-based apprenticeships and traineeships, SWL and work experience.

SWL complements the training undertaken at the school/RTO. It provides the context for:

Enhancement of skills development

practical application of industry knowledge

assessment of units of competency, as determined by the RTO

increased employment opportunities.

The VCAA Reference Group endorsed a minimum of 80 hours SWL for the VCE VET Health program. SWL should be spread across the duration of the training program.

The school/provider should keep evidence of the student's SWL which may take place over the weekends and during school holidays as well as during the school week.

The SWL Manual outlines roles and responsibilities of the student, parent, employer and principal; procedures and guidelines for placing students in the workplace; and relevant policy and legislation. The manual also has a link to Ministerial Order 55 and the SWL Arrangement form.

Schools and providers should note that the HLT training package mandates placement for some units of competency and qualifications. Placement duration and/or conditions may be stipulated to gain competency for the unit or to complete the qualification. Where placement is not undertaken, and is required as part of the Assessment Requirements, competency cannot be deemed.

Where the training package requires work placement, this can be used to satisfy the VCAA SWL placement requirements for the program.

Gaining work placements in the Health industry is highly competitive and often difficult to achieve. Where students undertake work placement to satisfy the VCAA SWL requirement, a range of options can occur such as: hospital and health care services tours, time spent in a clinical simulation centre, school incursions from health professionals, attending Health expos or forums.

SWL RecognitionStructured workplace learning recognition (SWLR) involves the development and maintenance of the workplace learning record (WLR) by the student and is accessed at school. The completion of the WLR is a requirement for recognition by the VCAA for VCE and VCAL credit. The VCE VET Health program offers SWLR. Work health and safetySchools/RTOs must ensure that Work Health and Safety (WHS) issues are fully addressed in the training program.

The principal is responsible for ensuring the school meets its responsibilities for students in SWL arrangements.

Where the student will be employed under an SWL arrangement, the principal must be satisfied that the student is undertaking training in the WHS unit of competency before the arrangement can be entered into.

Students must be informed of the significance of work-related hazards. They must understand the need for, and the nature of, workplace risk controls such as safe working procedures and the use of personal protective clothing and equipment.

Schools must also be satisfied, through their review of the acknowledgment provided by employers on the SWL Arrangement form, that the workplace in question and the activities proposed will not expose a student to risk during their structured work placement.

Employers must view their duty of care towards students as essentially no different from that owed to their employees. They must understand that students cannot be expected to possess the judgment or maturity to undertake any task that presents potential risk. This means that no student may be exposed at any time to dangerous plant machinery, equipment, substances, work environments or work practices.

On the first morning of their placement, students should be introduced to their supervisor and provided with a formal induction to the workplace. This will include first aid, emergency and incident reporting arrangements.

The student should be given an orientation tour of the workplace and any excluded areas or activities should be pointed out. Students should be instructed to report without delay anything they feel may be unsafe. They should be encouraged to ask for help or further instruction if they are not sure of the correct way to carry out any task.

Close supervision of students undertaking SWL is essential. Supervisors nominated by the employer must understand all requirements for safely managing the student’s activities. Supervisors must understand that a student may not fully grasp information or instruction the first time they are told. They should encourage students to ask for help if they have forgotten or if they experience difficulty in putting information into practice.
