PCL conducts terminal and inaugural meetings

The Philippine Councilors League scheduled the National Board’s terminal meeting for the term 2014-2016 called by the outgoing PCL Interim National Chairman Atty. Elmer Datuin of Baguio City

and the Inaugural Meeting of newly elected PCL National Executive Officers and National Board Members called by the incoming PCL National Chairman Danilo Dayanghirang of Davao City at the I’m Hotel, Makati City

Metro Manila on 30 March 2017 to 1 April 2017.

Matters pertaining to the recently concluded National Congress were discussed while the newly installed National Officers headed by National Chairman

Dayanghirang and National President Singson unveiled their priorities for the next few years of administration.

Hon. Giovanni Señar of Camariñes Norte was confirmed as the National Board Secretary.

PCL Committees were likewise organized with the members of the National Board as Chairpersons.

Director Manuel Gotis of the Department of Interior and Local Government was invited as the guest of honor.

PCL Officers join the Strategic Planning Workshop and Special Joint NEO-NB Meeting

In order to unite the officers into single direction, the Philippine Councilors League (PCL) conducted a Strategic Planning Workshop with Team Building of the newly elected National Officers with the Island Officers, Regional Chairpersons, Provincial Federation

Presidents and City Chapter Presidents at the Bethel House, Dumaguete City, Negros Occidental on May 4 to 6, 2017.

The Philippine Councilors League Legislative Academy headed by Dr. Helario Caminero with the assistance of Dean Ederson Tapia of University of Makati

spearheaded the workshop. The officers were divided

into groups/committees to prepare specific programs and activities.

A joint NEO-NB Meeting was called by National Chairman Danilo Dayanghirang of Davao City and National Executive Vice President Benito Brizuela of

Lucena City. The group discussed

concerns on PCL IDs, finance, standing/special committees and the upcoming second quarterly event in June 2017.

The PCL National Board convened for a special meeting and approved the 2nd Quarterly NEO NB CLLEP to be held in Bacolod City on

June 14-16, 2017. Among those being

adopted are: Chairmanships and memberships of PCL Committees, confirmation of appointments to deputy and special positions, MOU with United Architects Association of the Philippines and other pending matters.

PCL and OMBUDSMAN unite against anti-corruptionIntegrity, Transparency

and Accountability in Public Service (ITAPS) is a free one-day program designed for all government officials and employees.

The course deals with norms of conduct for public servants, anti-corruption laws and integrity.

It intends to remind the participants to perform their duties with the highest level

of integrity, transparency and accountability daily and consistently.

The program is a key offering of the Office of the Ombudsman through the National Integrity Center (NIC) which provides four (4) modules on understanding corruption, accountability of public officers, penalties and public expectations.

The PCL National Board,

through the Anti-Corruption Committee chaired by National Executive Vice President Benny Brizuela, realizes the need to protect its members from potential threats of harassment cases and violation through proper training and information dissemination.

Thus, during the Special Meeting of the Joint National Officers and National Board

on 10 August 2017, the proposal was unanimously approved.

According to NEVP Brizuela, “In the near future, we shall assist in cascading this vital program to the PCL Members in islands of Luzon, Visayas and Mindanao,” he said.

The PCL and Office of the Ombudsman shall jointly organize a Training

of Trainers (TOT), composed of maximum fifteen (15) potential lecturers like lawyers, educators and seasoned legislators in Metro Manila all fully funded by PCL.

National Chairman Danny Dayanghirang emphasized that Anti-Corruption is one of the priorities of the current PCL leadership.

PCL unites to help MarawiThe Philippine Councilors League (PCL), together with the Office of the Presidential Adviser on the Peace Process (OPPAP) and the Department of the Interior and Local Government (DILG), visited and gave assistance to the affected citizens in Marawi City last June 24, 2017, in support to President Rodrigo Duterte’s Peace Corridor.

PCL supports PRRD’s extension of Martial Law

in MindanaoDavao City, July 20 – The

Philippine Councilors League (PCL) strongly supports President Rodrigo Duterte’s extension of martial law in Mindanao.

On May 23, President Duterte declared the entire Mindanao Island under the state of martial law following clashes between government troops and members of the Maute group in Marawi City.

The proclamation, which is effective for 60 days as prescribed in the Constitution, is supposed to end on July 22 but on July 18, the President called on Congress to extend martial law in Mindanao until December 31 of this year.

PCL National Chairman Danilo Dayanghirang stresses that he and the League support the martial law extension, especially if its purpose is to stop the continuous threats of terrorism.

“Mindanao has been suffering for this violence for quite a long time and Filipino people are hoping that under the President Duterte administration, this violence will be minimized or totally eradicated,” he said.

Parallel to this is to pave a way for massive infrastructure development of the region which is lag behind compared

to other islands.

“Based on the current situation in Marawi City in Mindanao, the extension of the law is a need. It will help the government troops finish their job of flushing Islamic State-inspired terrorists out of the city,” Dayanghirang said.

Based on the survey conducted by the Social Weather Stations (SWS) in its second quarter 2017 survey, concurrence with President Duterte’s declaration, majority of Filipinos said that the decision to declare military rule in Mindanao was the right decision.

“The results of the survey shows positive acknowledgement of the Filipinos,” he added.

Dayanghirang and the League also commend the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) for their “professionalism” amid the ongoing clashes against the Maute terrorist group in Marawi City.

“There has been no complaint of rights violations since martial law was declared in Mindanao. There have been no military and police abuses,” Dayanghirang added.

The relief goods given to the affected citizens in Marawi City, Lanao Del Sur.

PCL enters partnership with SM E-PLUS for IDsJune 15, 2017 - Philippine

Councilors League (PCL) National Board unanimously approved a resolution sponsored by National Executive Vice President Benny Brizuela duly endorsed by National President Chavit Singson to enter a partnership with SM E-PLus for the identification cards of the PCL members.

Councilor Brizuela, with the aspiration to provide more services to the members, has proposed to convert the PCL ID to be multi-purpose in

nature, serving beyond mere identification.

In the year 2014, as one of his projects as the National Secretary General, SM E-Plus submitted letter to PCL.

However, due to other priorities, the proposed project did not push through.

According to NP Singson, “It is significant to offer the PCL members a better service through this unique feature of IDs. The price of the present PCL identification card costs Php200 per piece while the proposal of SM

is only Php120 per card bearing the individual face of the members and PCL’s own design. For 16,500 members of the League, they can save an amount of approximately Php1.3 Million and the said amount can be allocated to other projects like the proposed PCL Directory by National Chairman Danny Dayanghirang, as an example,” he said.

PCL discusses PCL Credit Cooperative operationsThe Philippine Councilors

League (PCL) officials met to discuss urgent matters concerning operations of the PCL Credit Cooperative in Cebu City on 10 July 2017 at 6.30 in the evening.

Those who attended were PCL National Chairman Danilo Dayanghirang, PCL General Legal Counsel Atty. Rey Oliver Alejandrino, Region 7 Chairman Hon. Earl Tidy Oyas, NIR Chairman Hon. Dan Mark Aurelia, PCL Visayas Island Treasurer Atty. Jocelyn Pesquera, PCL Executive Director Engineer Wilson Paclibar and PCL Credit Cooperative Chairperson Ivy Durano Meca.

The primary concern of the said meeting was the continuation of the PCL Credit Cooperative operations.

Chairperson Meca dissented on the idea unless the current set up will be converted into a multi-purpose cooperative.

She disclosed that most of the time, the PCL Credit Cooperative cannot officially hold meetings due to lack of quorum.

“The PCL Credit Cooperative can be doable should there be offices per Island,” she added that

The PCL Credit Cooperative Board agreed to cease operations at the Cebu Waterfront Hotel, Cebu City in September 2016.

However, if the PCL Credit Cooperative will be dissolved, the question on where the current funds will be legally kept or utilized was brought up.

It was raised that should the current PCL Leadership decide for the dissolution of the PCL Credit Cooperative,

the Board of Directors need to pass a Resolution to be ratified by the General Assembly.

Chairperson Meca recommended the dissolution of the PCL Credit Cooperative and emphasized the transparency to where the funds will eventually be utilized.

She likewise recommended that payables to CDA should be settled prior to the dissolution.

Meca reported that during her term, they have complied with all the permits and community service duly required by the Cooperative Development Authority (CDA).

As to the Audited Financial Report, Meca said that the fiscal year should end before the said report can be generated; noting that in September 2016, they have ceased operations.

After September 2016, where the PCL Credit Cooperative Board of Directors decided to cease operations, no funds were used.

She also said that the amount of Coop funds is Php 8 Million+. When she started as the Chairperson, former Chairman Hon. Bong Suntay turned over Php 10 Million in two bank accounts.

National Chairman Danilo Dayanghirang was sensitive to the issues on corruption and negligence.

“I cannot allow their names to be dragged on the PCL Credit Cooperative issues. PCL General Legal Counsel Atty. Rey Oliver Alejandrino suggested that the PCL Credit Cooperative funds be placed on a Trust Fund pending the solution,” he said.

League, the nationwide association of the 16,000-strong city and municipal councilors, expressed its full support, through its Chairman, Hon. Danilo C. Dayanghirang to the United Architects of the Philippines last June 30, 2017, in conjunction with the Padayon: The 2017 Inaugural.

The PCL and UAP sealed their partnership through a Memorandum of Agreement as both of the parties espouse a common commitment and objective to promote local economic development (and protect the rights and good welfare of the community including all its inhabitants, developers, and home and building owners, as well as all professionals, especially registered and licensed architects) through the

implementation of the laws on architecture as provided for by the Local Government Code and the Republic Act No. 9266 otherwise known as the Architecture Act of 2004.

As the local legislators play a key and powerful role in the enactment of laws and ordinances to promote the common good, social order and economic development of the community, the PCL committed to launch and spearhead an advocacy campaign among all its members for the passage of a resolution enforcing and implementing fully the pertinent provisions of RA 926 and its implementing rules and regulations.

PCL holds 2nd NEO-NB Meeting/CLLEP in Bacolod City

Post-Activity Report

The Philippine Councilors League 2nd National Executive Officers/ National Board Meeting and First Series of Continuing Local Legislative Program Opening Plenary started at 10 in the morning of June 14, 2017 with the lecture on Quasi-Judicial Functions of Sanggunian by former PCL General Legal Counsel Atty. Alfredo Busico.

This was followed by a short discussion about the importance of higher education learning to the local legislators by PCL Vice-Chairman for Mindanao Atty. Oliver Owen Garcia who likewise talked about the programs of PCL Legislative Academy.

The Opening salvo brought a fiesta atmosphere with the presence of Bacolod Masskara Festival grandslam champion from Barangay Granada performers to officially welcome the delegates. The Philippine National Anthem and

Doxology was performed by Bacolod City College Philharmonic Voices Chorale. The PCL Hymn was sung in unison by the attendees while the PCL Creed was lead by Councilor Beethoven Bermejo, National PRO/ Provincial Federation President of Samar.

Councilor Em Legaspi Ang welcomed the delegates. Assistant Secretary Maria Teresa M. Habitan of the Department of Finance presented the Comprehensive Tax Reform Package. The open forum was facilitated by NPRO Beethoven Bermejo. After the discussions, the PCL National Officers awarded the Plaque of Appreciation to ASec Habitan with the notation being read by NEVP Brizuela.

The delegates were instructed to proceed to their respective hotels for check-in. Masters of Ceremony for the Opening Plenary and technical sessions under Continuing Local Legislative

Education Program (CLLEP) were Hon. Myra Paz Abubakar, Regional Chairperson from Zamboanga City and Hon. Miguel Dungog, Provincial Federation President from Negros Oriental.

After the activity, the members of the National Executive Officers attended the NEO Meeting at Room 4 SMX Convention Center.

The PCL NEO passed a resolution endorsing the PCL Program Designs on Anti-Drugs, Federalism, Anti-Drugs, Economic Investment and Media Bureau to the National Board.

PCL Pahayagang Pederal- the official newsletter of the League, was passed.

The PCL NEO approved a motion setting the 3rd Quarter NEO/NB/CLLEP in Davao City on September 18-20, 2017 and 4th Quarter NEO/NB/CLLEP in Vigan City on December 6-8, 2017. Invitations will be mailed ahead of time to help the members in scheduling an advance booking of their flights as well as have pre-paid registrations.

The motion establishing the 24/7 emergency hotline was approved by the body.

On other matters, the PCL Credit Cooperative will be given two months for them to report to the PCL National, if the current officers cannot comply, the said Cooperative will be proposed for dissolution by the PCL National Assembly.

PCL NEO approved a motion supporting the request of the Department of Tourism (DOT) to require the accreditation of

tourism enterprises prior to issuance of local business permits.

PCL NEO passed a resolution supporting the Tax Reform Law of the Government.

The PCL NEO passed a resolution authorizing the National President and National Chairman to sign for and in behalf of the PCL for a Memorandum of Understanding with the United Architects of the Philippines (UAP) as reviewed by the General Legal Counsel.

The PCL NEO passed a resolution requesting the Department of Information Communication and Technology (DICT) for the conduct of Data Privacy Act training for the PCL officers.

A resolution requesting the PCL National Board to immediately implement the resolutions previously approved by the PCL General Assembly to schedule the billeting of participants

in PCL activities a day before the first activity was adopted.

In relation to the invitation for the Asian Council’s Forum in Taiwan on August 25-28, the PCL NEO approved a motion to request the PCL National to facilitate the request authority for travel from the concerned agencies/offices.

With no other matters, the meeting was adjourned at 6:15 in the evening.

At past 6 in the evening, National Chairman Danilo Dayanghirang opened the plenary with his remarks on the current status and programs of the League. The delegates had dinner while the famous Electric Masskara performed. The Philippine National Anthem and Doxology was performed by Bacolod City College Philharmonic Voices Chorale. The PCL Hymn was sung in unison by the attendees while the PCL Creed was lead by Councilor Dan Mark Aurelia, NIR Regional Chairperson.

Bacolod City Chapter President Em Legaspi-Ang officially welcomed the delegates to the Masskara Night. On behalf of the Hon. Luis Singson, National Executive Vice President Benito Brizuela, delivered the National President’s Report. Hon. Mitch Patricio, Visayas Vice-Chairman introduced the Guest of Honor from Department of Interior and Local Government. Assistant Secretary Hon. Ricojudge Echiverri discussed the features of Federalism and why this form of government is appropriate to the Philippines. Lead by PCL General Legal Counsel Atty. Rey Alejandrino from Lucena City, the PCL National Officers awarded the Plaque of Appreciation to the DILG Assistant Secretary.

Hon. Gloria Gementiza, Visayas Vice President and Provincial Federation President of Bohol introduced the Keynote Speaker- Representative Karlo Alexei Nograles, Chairman of Committee on Appropriations. Rep. Nograles discussed the importance of a sound fiscal management to address the needs of the Filipinos. He stressed the common responsibility of national and local legislators in the budget process. Each should decide on the sustainability, availability and long term benefit of the project. He likewise discussed portions of the General Appropriations Act under the administration of President Rodrigo Duterte. As an example, the local government support fund worth Php 19B, conditional matching grant for provinces worth Php 18B, financial assistance to LGUS Php 2.3B, health facilities enhancement Php 24B, special shares on excise tax/VAT and the Internal Revenue Allotment of Php 486.9B. These funds help in realizing more roads, water systems, health, disaster, evacuation facilities, among others. After the speech, PCL National Liaison Officer Atty. Jesus Cruz read the notation of the award as the PCL National Officers handed over the Plaque of Appreciation to Congressman Nograles.

Congressman Greg Gasataya of

the Lone District of Bacolod, delivered a short message while the Honorable Mayor Evelio Leonardia of Bacolod City expressed his appreciation for the conduct of the assembly in his area. He likewise took pride of several recognitions they received as a model city. The PCL National Officers awarded a Plaque of Appreciation to Mayor Leonardia. PCL Luzon Island Vice President Atty. Darwin Icay read the notation of the award while the National Officers handed over the plaque to the local chief executive.

The first day ended with intermissions from talented councilors from Samar and Palawan, entertainment by Vocsonidos Band from Bacolod and raffle draws from PCL Bacolod City Chapter.

At 9 in the morning of June 15, the CLLEP (technical sessions part 2) commenced. NLO Atty. Jesus Cruz from Mandaluyong lead the prayer while RCC Shiela Gange, PFP of Guimaras lead the PCL Creed. Agent Thessa B. Albano of the Philippine Drug Enforcement Agency NIR Office discussed the role of PDEA and its current programs on fighting illegal drugs. Several councilors participated in the open forum facilitated by PCL General Legal Counsel Atty. Rey Oliver Alejandrino. The discussion about anti-illegal drugs continued with the presentation from Dr. Gene Gulanes of Davao City Drug Rehabilitation Center.

Senator Sherwin Gatchalian was warmly welcomed as the Keynote Speaker of the day’s event. His talk focused on his current legislative proposals and accomplishments such as (1) Sitio Electrification Program, which aspires to develop remote areas without electricity. He called on the councilors for their assistance. A Resolution stating the number of households can suffice which he can submit to the National Power Corporation and Department of Energy. (2) Electric Cooperatives Economic Refund which provides financial assistance to Cooperatives when being stricken by calamities. (3) One Province, One Economic Zone, which aims to uplift the local economy through promotion of local products. This program will likewise assist in generating employment for the community. NEVP Benito Brizuela lead the awarding of Plaque of Appreciation. At that time, Mayor Leonardia arrived and joined the PCL delegates.

National Chairman Danilo Dayanghirang of Davao City introduced Secretary Silvestre Bello III, Secretary of the Department of Labor and Employment, concurrently Presidential Adviser on the Peace Process. The Secretary reported that as of 10 in the morning on that day, he lifted the suspension of OFW employment in Qatar as the situation now went back to normal. He gave updates on the peace process and narrated several of his personal experiences. Secretary Bello emphasized that peace talks are necessary to eradicate internal armed conflict. Haydee Yorac, there are three main causes of internal conflict: (1) Extreme Poverty, (2) Government cannot give Justice and (3) Corruption. He ended by expressing his gratitude as an invited guest. After the speech, once again NEVP Brizuela initiated the awarding of Plaque of Appreciation.

The last speaker was from the Department of Tourism (DOT). Director Maria Rica Bueno of the Office of Tourism Standards and Regulations presented the program on accreditation of tourism establishments. She appealed for the support of the attendees. The notation of the plaque was read by Councilor Eduardo Piano, member of the PCL Special Committee on Arts, Culture and Tourism while the Plaque of Appreciation was handed over by Hon. Myra Paz Abubakar, Vice-Chair of PCL Special Committee on Arts, Culture and Tourism, PCL National Officers and Coun. Em Ang City Chapter President of Bacolod City.

The following public servants were also recognized as guests: Atty. Dino Yulo, former Vice Governor, Hon. Manman Ko, 3rd District Provincial Board Member, Hon. Lorie Borja, Vice Mayor of Valenzuela City and Hon. Mark Golez, Silay City Mayor.

At 1 in the afternoon, the delegates proceeded to their benchmarking activity. Several batches were created to alternate different areas in Bacolod City like: San Sebastian Cathedral, Bacolod Public Plaza, Negros Occidental Provincial Building and Lagoon, Pasalubong Shopping Center, Panaad Park and Stadium, New Government Center. Ancestral House Tour: Balay Negrense/Hofilena/Pink House/Tana Dicang and The Ruins: Don Mariano Ledesma Lacson Mansion.

The National Board members, composed of Regional Chairpersons headed by National Chairman Danilo Dayanghirang and National Vice-Chairman Atty. Elmer Datuin, attended their NB Meeting at Rooms1-2 SMX Convention Center. After the deliberations, the PCL National Board approved the following:• NB Resolution Requesting the Bureau

of Local Government Supervision (BLGS) to issue Authority to Travel for the PCL Delegates who are intending to attend the Asian Council Forum in Taiwan;

• NB Resolution Approving the National Board House Rules (subject to amendments on the next NB meeting);

• National Board Authorizing the National President, National Chairman and the Secretary General for and on

behalf of the PCL (or anyone who will represent the National President) in signing of the MOA between the United Architects of the Philippines and PCL;

• Resolution Approving the SM E-Plus ID worth P120.00 each for the PCL members;

• NB Resolution approving 3rd Quarter NEO/NB/CLLEP on September 18-20, 2017 in Davao City.

• NB Resolution approving in principle the 4th Quarter NEO/NB/CLLEP on December 6-8, 2017 in Vigan. Details of the event will be further discussed with the National President. It was suggested that the 4th Quarter Assembly in Vigan City will be piloted by strictly prepaid delegates only.

• The PCL NB approved to issue a joint memorandum circular for the Davao City and Vigan City quarterly events.

• PCL NB Resolution approving in principle the purchase of new Coaster subject to the presentation of the three kinds of model with canvass, cost, design and specifications also subject for the approval of the National Board.

• The PCL National Board approved a Resolution approving the Proposed PCL Program Designs on Anti-Drugs, Federalism, Anti-Corruption and Media Bureau except the proposal on Economic Investment. • The NB approved a Resolution authorizing the National Chairman to secure the services of an External Auditor subject for the approval of the cost in the next NB Meeting.

• The NB approved a Resolution authorizing the General Legal Counsel Atty. Rey Oliver Alejandrino to send demand letter to the Councilors listed in the PCL Accounts Receivable.

• The NB Resolution requesting the Metrobank branch of Cebu Province to freeze any transactions of PCL Credit Cooperative savings/checking account. Noting that on Whereas clause it is also the desire of the Cooperative Board to freeze the account.

• The NB agreed to maintain the current website by the previous term and continue the services of the web developer. There will be a training of staff with the developer which will allow PCL to directly upload and download information to the site. An amount of P4,000 per month as maintenance fee for the PCL website was approved.

• On the status of PCL Legislative

Academy – VC-Mindanao Oliver Owen Garcia reported that the training program of the LA for Baccalaureate, Masteral and Doctoral already started. He said that LA conducted orientation in Davao, Cebu, Benguet and Abra. Cagayan De Oro and CARAGA Region classes shall be scheduled in July as requested by CCP Plaza of Butuan City. Classes in Davao already started and second meeting will be on June 23-24, 2017. Classes are ongoing in Makati for Metro Manila. Mindoro councilors also want to attend classes in Metro Manila.

• The PCL National Board approved a Resolution donating Php 200,000 to Marawi City, Lanao Del Norte and Lanao Del Sur and Php 5,000 each for 50 Councilors amounting to Php 250,000 all will be charged to the PCL Calamity Assistance Program.

• The PCL NB passed a Resolution exempting the Marawi City incident in the rules that it should be councilors to be granted with calamity assistance.

NC Danilo Dayanghirang spearheaded the following Resolutions:a. Resolution requesting

President Rodrigo Duterte to donate the presently occupied area of the PRA located in Brgy Daniel Fajardo Coastal Road, Las Piñas City.

b. Resolution Requesting Senate Pres. Aquilino Pimentel and Speaker of the House Cong. Pantaleon Alvarez through the Committee on Finance/Appropriations to provide financial assistance for the repair of the PCL Hostel in Brgy. Daniel Fajardo in the amount of Php 10 million.

c. Resolution Requesting Senate Pres. Aquilino Pimentel and Speaker of the House Cong. Pantaleon Alvarez to appropriate Php 10 million each to the 18 Regional Councils in establishing regional council building of the PCL for purposes of meetings, research and classes of the regional officers/members.

d. Resolution requesting President Rodrigo Duterte to provide scholarship to the PCL members to colleges and universities on their baccalaureate, masteral and doctoral degree programs.

e. Resolution supporting the Tax Reform Bill pending in the house of Congress and

Senate.f. Resolution encouraging Secretary

Piñol to increase the Department of Agriculture budget under the organic farming program of the General Appropriations Act for the benefit of organic farmers in the country.

g. Resolution thanking the Province of Negros Occidental, Bacolod City and NIR for the job well done especially to PFP Alonso, Councilor Em Ang and RCC Dan Mark Aurelia.

With no other matters to discuss the meeting adjourned at 6:20 in the evening.

The Panaad Night (Closing Dinner) started at 6:30 in the evening. National Chairman Danilo Dayanghirang presented the program direction of the Philippine Councilors League. Negros Occidental PFP Hon. Miguel Alonso welcomed the delegates. Ms. Angelica Esther Portugaleza, Lin Ay Sang Negros 2017 graced the evening event and promoted about tourism in the province.

NEVP Hon. Benito Brizuela thanked the delegates and chapter hosts for successful conduct of the said event. On behalf of Governor Maranon, his assistant arrived and delivered his message. The national officers handed over to Mr. Angel Verdeflor, Provincial Sports Coordinator, the Plaque of Appreciation for the Governor. The night was ended with the performance of Leandro and the Patiqueros, Mr. Andrey Magada- the local talents who rendered song and dance numbers. Raffle items prepared by the Bacolod Chapter were likewise given away. Councilor Em Ang was assisted by National Secretary General Emmanuel Joaquin Pimentel and National PRO Beethoven Bermejo.

The three day event ended on 16 of June 2017 where the delegates checked out from the hotels and headed back to their respective local government units by land, sea and air.

PCL Northern Samar Chapter gathers in Vigan

The Philippine Councilors League Northern Samar Chapter, under the leadership of Provincial Federation President Kathleen Cinco-Bandal of Lope de Vega, conducted its 3rd Provincial Assembly in Vigan City, Ilocos Sur on August 31- September 2, 2017.

PCL National President Luis “Chavit” Singson warmly welcomed the delegates to Vigan.

Hall, Plaza Maestro Convention Center, NP Singson explained about the waste to energy program which can solve the country’s pressing environmental problems.

The former Ilocos Sur Governor for thirty years offered his assistance to the local government units in establishing the said power plants on their respective areas.

On the other hand, National Executive Vice President Benito Brizuela reported the current programs and projects of the Philippine Councilors League.

The new Philippine Councilors League set of officers for term the 2016-2019 of Region IX Chapter conducted its 1st PCL Region IX Assembly in D’Hotel and Suites, City of Dipolog, Province of Zamboanga del Norte on February 16-18, 2017.

There were 191 participants from the Provinces of Zamboanga del

Norte, Zamboanga del Sur, Zamboanga Sibugay and Zamboanga City.

The theme, “Innovating Public Governance for Sustainable Development”, aimed to further the thinking of the participants on how to promote innovations and transformation in the public sector and strengthen public administration capacities for effective, efficient, responsive,

equitable and accountable delivery of public services for sustainable development.

Part of the activity is the Seminar on Government Strategies in Empowering the Local Government Units which had explore the emerging issues, challenges and approaches to innovating public service delivery by local governments which have been successful in

providing valuable services. The participants were

given useful options to better understand the challenges associated with public service.

Also, the Department of the Interior and Local Government (DILG)- Region IX conducted a Briefing and Consultation Forum about Federalism as the most approved agenda of

President Rodrigo R. Duterte, stepping up its awareness drive bringing the campaign to LGUs.

The PCL supports Federalism at the war against corruption, crime and violence.

It is vital in order to gain achievements in the programs and projects of the present administration.

PCL holds 2nd Regional Assembly in Palawan The Philippine

Councilors League (PCL) of Region IX conducted its first out of town assembly in Citystate Asturias Hotel, Puerto Princesa, Palawan last June 2-4, 2017 with the theme “Building Tourism together for a Competitive Philippines.”

The objective of this assembly is to experience, learn and create knowledge and disseminate it to the respective local government units.

The activities were participatory especially on the strategies and practical approaches to engage local communities in the tourism development and promotion process, and how to encourage sustainable and equitable

Legislative Academy. The key theme of the

2nd Asian Councils Forum (ACF) Conference is Local Governance and Social Innovation in 4C Era.

There will be sessions on tourism, transportation, budgeting, constructive conflict, problem-oriented

communication, best practices and cross region cooperation. Delegates were requested to prepare for the sharing of best practices as part of the international experience exchange.

On 23 June 2017, National Chairman Danilo Dayanghirang, National

President Luis Singson and National Secretary General Emmanuel Joaquin Pimentel issued a memo extending invitation to the PCL Officers.

In 2010, TCF was founded in Taipei, Taiwan as a forum for politicians, scholars and experts to exchange ideas.

Forty Officers and Members of the Philippine Councilors League (PCL) participated in the 2nd Asian Council Forum and 2017 Global Councils Forum in Taipei, Taiwan on 25-28 August 2017.

With the theme “Local Governance and Societal innovations in 4C Era’, the event opened a venue for nations to share experiences, promote local democratic structures, connect local talents to the world, cultivate public representatives, and create an alternative diplomatic channel.

Technical discussions on four key ideas: Positive and Effective Check, Constructive Conflict, Problem-Oriented Communication and Cross-Region Cooperation were spearheaded as they are critical to local governance

and for implementing societal innovations.

The PCL Delegation was welcomed on August 25, 2017 at the Grand Hotel in Taipei where the delegates met the Asian council leaders and other delegates.

The forum on Saturday 26 August 2017, started with the remarks from Chair Lin Chin-chang. Professor Chao Yung-mau and Professor Lee Hong-yuan presented lectures on local governance and social innovation.

During the International Experience Exchange, representatives from Global Legislative Alliances were given maximum of ten minutes to present. The main topic was “Best Practice of Collaboration Between Local Councils and Civil Society Organizations”.

The speakers were Yoshiaki Matsuda from

Japan, Danilo Dayanghirang from Philippines, Kam Man-fung from Sri Lanka, Siliga Atiake Kofe from Tuvalu, Kim myung gi from Korea, Law Choo Kiang from Malaysia, B.Tsolmon from Mongolia and Lin Chin-chang of Taiwan.

PCL National Chairman Dayanghirang’s lectures focused on tourism, business, investment and strength of governance in Davao City, Philippines.

On his second presentation, he showed the roles of Sanggunian and how it encourages public participation through meetings and consultations.

He likewise talked about local taxation and revenue practices thus contributing to the country’s economic growth.

In the afternoon, there were break-out

sessions on the following topics: Local Demand and Social Innovation, Local Tourism and Transport Infrastructures, Participatory Budgeting and Local Councils and Best Practice in Local Council.

Participants in the said activities were local legislators from Taiwan.

Professors from various universities joined the discussion on “Positive and Effective Check” which entails the main function of parliaments in the separation of powers in a democratic government; “Constructively Conflict” which centered on scenarios and strategies in the process of local democratic development; “Problem-Oriented Communication” which talked about avoiding achieving successful local democracy development;

“Cross-Region Cooperation” a discussion on cultural exchange and investment. This aspired to create a forum for cross-border cooperation and sister-city relationships.

The Philippines showed a strong force being the biggest delegation.

Carrying their flaglets, the PCL members handed over tokens to all delegates as a sign of the warm Filipino hospitality.

The first Asian Councils Forum was organized on December 2016 in Manila, Philippines hosted by the Philippine Councilors League.

During the meeting in Marriot Hotel Manila, it was agreed that the 2017 ACF will be in Taipei, Taiwan and the 2018 ACF will be in Tokyo, Japan.

Highlights of the Agreement:

• The PCL shall launch and spearhead an advocacy

campaign among all its members for the passage of a resolution enforcing and implementing fully the pertinent provisions of RA 9266 and its implementing rules and regulations;

• since the appointment

of the city and municipal architect is optional under the Local Government Code, the PCL shall enjoin all its members to enact an ordinance creating the Office of the Architect and/or pass a resolution requesting the local chief executive to

appoint a qualified city or municipal architect, as the case may be;

• The PCL shall initiate concrete steps, in coordination with their respective local chief executives, in establishing clear LGU policies on the

illegal practice of architecture pursuant to the provisions of RA 9266 and its IRR, and other pertinent laws;

Elected PCL Officers take Oath of Office in Malacañan

President Rodrigo Roa Duterte administered Oath of Office to the Philippine Councilors League (PCL) and other newly appointed Government Officials at the Heroes Hall in Malacañan on 30 March 2017.

The PCL National Officers were joined by the Island Officers, Regional Chairpersons, Provincial Federation Presidents and City Chapter Presidents.

The said activity is a prelude to the administration of Dayanghirang-Singson team as the new pillars of PCL for the next three years.

PCL holds 10th PCL National Congress and Election of National and Island Officers

The Philippine Councilors League (PCL) officers and members gathered for the 10th PCL National Congress at the World Trade Center in Pasay City, Metro Manila on March 8-10, 2017.

More than 10,000 local legislators from all corners of the country attended the national event.

The first day was highlighted with the participation of President Rodrigo Duterte who arrived

around six in the evening and was welcomed by the National, Regional and Provincial Officers of the League.

President Duterte talked about the current priorities of his administration and appealed to the members’ support on his anti-drug campaign.

PCL conducted its National Elections on the second day.

Most of the positions

in the national and island posts were unopposed including the position filed by the former Governor of Ilocos Sur Chavit Singson for National President, Danilo Dayanghirang from Davao City for National Chairman, Benito Brizuela from Lucena City for National Executive Vice President and Elmer Datuin from Baguio City for National Vice Chairman.

The said leaders expressed their advocacy for

a clean government and gave full support to the current programs of the Duterte Administration.

The National and Island Officers took their oath of office with senate President Aquilino Pimentel, witnessed by Senators Manny Pacquiao, JV Ejercito and Cynthia Villar.

During the program, the senators discussed to the local legislators their projects and on-going legislative measures which can be of

relevance to the needs of the councilors’ respective jurisdiction.

The National Congress is conducted every three years while the quarterly events are held in Luzon, Visayas and Mindanao every quarter of each year.

PCL provides assistance to medical, death, accommodation, transportation, and training needs of the councilor-members since 1989.

League participated in the consultation/meeting initiated by the Department of Transportation (DOTr) on the proposed PUV Modernization and LGU Capacity Building held on 24 July 2017 at the 3rd floor, Mini Conference Room LTFRB Building, East Avenue, QC.

The attendees from DILG, DOTr and Leagues agreed to the following: DOTr to request for the additional budgetary requirements for the Capacity Building from Congress as the LGUs may not be able to shoulder the said training expenses; DOTr to provide a copy of the draft LPTRP Manual to the DILG and the

Leagues for their comments; The Comments to LPTRP Manual will be submitted to the DOTr in a month; DOTr to draft a letter to the League of Provinces and Councilors’ League requesting for participation in one of their General Assemblies to discuss the PUV Modernization Program and the DOTR-DILG JMC No. 001 Series of 2017; The DILG and the Leagues to provide comments on the prioritization of LGUs for the Capacity Building; and the League of Provinces and Councilors’ League to help the DOTr and the DILG in the information dissemination of the OFG and the JMC. To our beloved Colleagues in the Philippine Councilors League:

With only five months since April 2017, after we were installed as your new leaders in this strong organization of local leaders in the country, we are humble nevertheless so proud of several accomplishments we all achieved together.

Our recently concluded event in Bacolod City on June 14-16, 2017 generated a net of Php11.5 million pesos through the help of 2,700 delegates who participated in the said activity. This is the first in the history of Philippine Councilors League, since 1989. Transparency, strict control measures and adherence to “Public Service Above Self” serve as the guiding principles in our administration.

We were able to immediately purchase a brand new coaster which can serve bigger groups of councilors travelling to Metro Manila and other parts of Luzon. Our next priority is to acquire and renovate the PCL Hostel, as we passionately believe, this is a laudable project which we can pass on to the next generations to come. The Hostel provides a very affordable yet decent home to PCL Members who are temporarily staying in Metro Manila for official, business or personal reasons.

Not just for personal identification as bona fide members of this League, but this time, with an added feature as a multi-purpose ID. The PCL IDs-made exclusively in Hongkong shall be initially distributed on September 18-20, 2017. The new PCL IDs are encrypted with a system to efficiently serve your entertainment and shopping requirements. As we have more than 16,000 members from Luzon, Visayas and Mindanao, the last batch of IDs will be given during our last quarter event in Vigan City this December.

Utilizing the mass media as effective means of communication, we are active in Facebook, Viber furthermore, our website is regularly updated. We shall launch the first official PCL Newsletter which contains major write-ups of activities that happened from the National down to Local Chapters. Once again, for transparency. You will eventually observe that many local chapters from all corners of the country are enthusiastically engaged in promoting the advocacies of Philippine Councilors League.

It is our covenant to promote the general welfare of our constituency. The PCL Legislative Academy is actively moving to assist you in attaining higher education and additional learning. We likewise have partnered with United Architects of the Philippines and very soon with the Philippine Drug Enforcement Agency and Office of the Ombudsman to fight drugs, corruption along with criminality. This will make us extra worthy of the mandate given to us by the people.
