B. AttheSummerMeetings,participateincommitteework and bring names of honorary membershipfornomination.BeavailabletohelpwithwhateverneedstobedonetomaketheMHSFCAAll-StarGamesuccessful.

C. AttheFallmeeting,comepreparedwithCoachoftheYearresponsibilitiescompleted.

1. ContactanycoachfromyourregionreceivingaRegionalCoachoftheYearaward.

2. MakesureeachhonoredcoachisinattendanceattheJanuaryclinicforhispresentation.

D. PriortoJanuaryelections,ifrunningforre-election,besureyournamehasbeenproperlyplacedonthe

ballot.Ifnotseekingre-election,encourageatleasttwocoachesfromyourregiontorun.

E. Attend theMHSFCAWinners Circle Clinic and bepreparedtoassumeatleastoneClinicresponsibility.Bringagiftforadoorprize.

IV. ServeasanactivememberofwhatevercommitteeyouwereappointedtobythePresident.

V. Reporttoyourregionallurgentbusinesstransactedordiscussedassoonaspossible.Keeparecordofallexpensesincurredinsuchcasesofnecessarycom-municationandsubmittotheExecutiveDirectorforreimbursement.

VI. Beethicalinallyourfootballrelationshipssoastobeamodeltothecoachesinyourregion.

Starting at about 6:30 a total (for the eight“Nights”)of over 400 student athletes, severalwith theirparents, spentanother hour and more meeting with college and university

coachesandgettingafeelforwhateachinstitutionofferedandhowandwheretheymightfit.Manynewandunanticipatedop-portunitieswerediscoveredbybothhighschoolcoachesandstudent-athletes.To aman, both high school coaches and college coaches ex-pressedtheirappreciationforthechancetomeet,withoutwor-ryingaboutgettingoutoftheirclassroom,findingtheirathletes,gettingthemoutofclass-andthetimerestrictionsplacedonin-schoolrecruiting. 2013 Football Task Force Practice ProposalFromMHSAA

During2013,aFootballTaskForcehasfocusedonthefollowingtopics: 1. Reviewpracticepoliciestoimproveacclimatizationofplayersandreduceheadtrauma. 2. Reviewcompetitionrulestoreduceheadtraumaandthefrequencyofthesport’smostinjuriousgamesituations. 3. Developpromotionsthatextolthevalueoffootballtostudents,schoolsandcommunitiesandthesafetyrecordofschool-

basedfootball.

Thepromotionaleffortshavebeguntoberolledout;gamerulemodificationsarebeinginvestigated;andthefollow-ingproposalsforchangingfootballpracticepolicieshavebeenprepared:1.During the firstweek of practice of the season, only

helmetsareallowedthefirsttwodays,onlyshoulderpadsmaybeaddedonthethirdandfourthdays,andfullpadsmaynotbewornuntilthefifthdayofteampractice.

2.Beforethefirstregularseasongame,schoolsmaynotschedulemorethanone“collision”practiceinaday.• A“collision” practice is one inwhich there is live,

game-speed,player-vs-playercontactinpads(notwalk-throughs) involving any number of players.Thisincludespracticeswithscrimmages,drillsandsimulationswhereactionislive,game-speed,play-er-vs-player.

• If any part of a drill or scrimmage involves livegame-speedplayer-vs-playercontactinpads,itisacollisionpracticeevenifplayersdonotexecutefulltacklesatacompetitivepacethattakesplayerstotheground.

• During any additional practice sessions that day,playersmaywearhelmetsandotherpads(neitheris mandatory). Blocking and tackling techniquemaybetaughtandpracticed.How¬ever,full-speedcontact is limitedtoplayer-vs:pads, shields, sledsordummies.

3.After the first regular season game, teams mayconduct nomore than two collisionpractice days inanyweek,MondaythroughSunday.Duringotherdaysofpractice,playersmaywearhelmetsandotherpro-tectivepads(neitherismandatory).Blockingandtack-lingtechniquemaybetaughtandpracticed.However,full-speedcontactislimitedtoplayer-vs:pads,shields,sledsordummies.

4.No single practicemay exceed three hours, and thetotalpracticetimefordayswithmultiplepracticeses-sionsmaynotexceedfivehours.• Warm-up, stretching, speed and agility drills and

cooldownareallconsideredpartofpractice.Nei-ther strength/weight trainingactivitiesnorvideo/classroomsessionsareconsideredpracticeforthepurposesofthethree-orfive-hourlimits.

seachfallseasonwindsdown,thereareanumberofdetailsthatcoachesmustcompletetowrapuptheirseason.Onetaskthatcanoftenseemlikearealchoreisratingeachofficialthatworkedforyourschoolduringtheseason.Whilesomemayseethisdutyasapainintheneck,thisprocessiscriticalwhenitcomestimeforofficialstobeassignedduringtheMHSAAFootballtournament.

Let’sstartfirstwiththeregulationitself.MHSAAHandbook,RegulationII,Section7(B)requiresschoolstorateofficialswhoofficiatecontestsinvolvingtheirteamsinsportsforwhichratingsaremaintained.Rat-ingsmustbesubmittedonlineatMHSAA.com.Thefollowingguidelinesanddefinitionsareprovidedtoassistmemberschoolathleticdirectorsandcoachesinratingofficials.

Varsity Rating Definitions“1” Excellent—Verygood,firstclass,surpassesallothers.

Typically,thequalityofperformancerequiredtooffici-atetournamentcontestsintheadvancedrounds.

“2” AboveAverage—Betterthanthemean,highquality,better thantheaccepted levelofperformance.Typi-cally,thequalityofperformancerequiredtoofficiatemidandlowerleveltournamentcontests.

“3” Satisfactory — Adequate, average, a solid perfor-mance.Typically,thequalityofperformancerequiredtoofficiateseasonalandlowerleveltournamentcon-tests.

“4” BelowAverage—Deficient, lackingtheskillsand/orknowledgetoearnahigherrating.Typically,anofficialwhowouldbenefitfromtrainingandeducation.

“5” unsatisfactory—Notdesirable,definiteimprovementrequired.Typically,aperformancethatlacksacceptedmechanics,haslimitedknowledgeoftherules,dem-onstratesweakpeople skills. Requireswrittennarra-tivefromtheschoolthatissharedwiththeofficialtofacilitate a professional exchange of information forimprovement.

What Information Does the Official Receive?Following each season, theMHSAA tabulates the ratingaverageforeachofficial.Anofficialcanseehowmanyrat-ingsineachcategoryhasbeensubmitted(thenumberof1ratings,2ratings,etc)alongwithasummaryofanyar-easforimprovementsubmittedbyschools.Whenaschoolsubmitsa ratingof1-4, those ratings remaincompletelyanonymousandconfidential.Inotherwords,officialscanseea listofschools inalphabeticalorder thatsubmitteda rating during that season, but they are not toldwhatschool submittedwhich particular rating.The only timethe informationprovidedbyaschoolvia the ratingpro-cessissharedwiththeofficialiswhena“5”ratingissub-mitted. Fortournamentselectionpurposes,officialsandcrews

are considered for tournament assignments based ontheiroverall ratingaverageover thepast threeseasons.Thisallowstheselectioncommitteetogetanideaofthelevelofworkfromanofficialorcrewoverasignificantpe-riodoftime,notjustafewgamesfromthepreviousyear.

Tips for CoachesWhenacoachsitsdowntobegintheprocess,wesuggestthateachofficialshouldstartoutwitha“2”ratingasthegamebegins.Hisorherworkduringthegamecouldei-thermovethatratingup(excellenthustle,peopleskillsorcriticalcorrectcall)ordown(lackofhustle,poorpeopleskills,inconsistentjudgment,etc.).Ifthegamehasnorealissuesofanykind,theofficialmostlikelydeservestostayat the“2” rating levelwhere he/she started.When ana-lyzingall football ratingscurrentlysubmitted,this isthemostoftengivenratingbycoaches. Anotherkeyreminder is toNOTrateofficials imme-diatelyfollowingtheevent.Allowtimeto“cooldown”af-terthegame,andallowothergamestobeplayedbeforeratingthoseofficialssoyouhaveameansofcomparisonbeforesubmittingthoseratings.Videoreviewcanoftenbringobjectivityinassessingthetrueperformanceoftheofficials.Ratingsarethestartingpointforalltournamentofficiat-ing selection committees; ratings submitted by schoolsare critically important for officials when decidingwhodoes,andwhodoesnot,receiveofficiatinginvitationsforMHSAAtournamentevents.Ratingsneed toobjectivelysubmittedbyschoolsaftersteppingbackandconsider-ingwheretheofficialbeingrated“fits”whenbeingcom-paredwithallotherofficialsobservedinthatsport. Knowthatshouldacoachthreatenanofficialwith

theratingprocessorapoorratingduringagameorcon-test, that coach should expect to be penalized immedi-ately.Threatsofthisnature,evenintheheatofthebattle,are unacceptable and inappropriate. Ratings should beanexchangebetweentwoprofessionals;notameansofvindictiveness toattempt togetbackat someonewhendisagreements appear. It is also important that coachesdon’trateanofficialbasedononecallorgamesituation.Aratingshouldbesubmittedforeachofficialbasedonhisorherbodyofworkfortheentirecontest.Ifonecrewmem-berhashadapoorgameinyouropinion,ratethatofficialaccordinglybutdonotpunishothercrewmembersiftheyhadnothingtodowiththosenegativesituations.
