ence, the property of Michael ~1:cDev-in, was stolen from him on the date mentioned, and has been recovereel by Detective Smyth, and traced to the pos­session of a man, name unknown, about 26 years old, about 5ft. 7in. or 8in. high, fair hair and small fair moustache only, fun red race, wearing white suit and dark soft felt hat, having the appearance of a spieler. Special inquiry is requested by Fremantle police to trace this offender; also for the whereabouts of the owner of the watch, Michael lIfcDevin, whose de­scription is HoS follows :-stout, age 40 years, height about 5ft. 7in., dark brO"iVll hair, dark moustache and short side whiskers, round visage, dark complexion, a laboUl'cr, native of Ireland, married (wife in Mel­bourne) ; was last heard of at Fremantle on or about the 22nd March last, when he stated his intention of going to the goldfields, probably to the Murchison. -C.I. Officers are instructed that in future a Warrant Book will be I,ept at every Police SI<1tion. The Warrant Book at each station is to contai n the full particulars of every warraut that passes through t he hands of polite at that station, frum whom received, time and date received, and sucb remarks as are necessary to explain the action taken thereon, or, as to the disposal of the warrant.

Every wa,rrant issued f01" any person suspected of being about to quit t he Colony, and whi<:h police

"'", have failed to execute, should he forwarded to the Officer in Charge of Detectives at Perth, to be filed in his office, from which it can .be easily obtained when required.

Every other warrant should, as a rulf', be filed in the office of t he Officer in Ch,t rge of tll(' District in which it issued, and should never be allowed to remain in another district or at any other station in

the same district, unless with t he prospect of its early execution. or for some other special reason.

All warrants issued in Perth Police District should, failing early executioll , be deposited and filed in the office of the Officer in Ch<1rge of Detectives, P erth, whence they can be obtained at any time.

In t he event of an arrest requiring t he production of the walTant application shonld be made to the offi(~er of th e district in which it issued, or to the officer in charge of detectives, Perth .

In criminal ma.tters so much may depend upon the production of a, warrant t hat t he greatest care must be exercised by police in the t ransmission, registra­t ion. and filing of all warrants that come into thei r hands.
