The information in this section is drawn from a much bigger document called ‘Information for People New to Manchester’. While the resource is aimed at all new people coming to Manchester, it is particularly intended for people from abroad such as refugees, asylum seekers and migrants.

It aims to help people to settle and integrate into the city. The purpose of this guide is to provide the main areas of information that will assist people new to Manchester to find basic essential information that is relevant to their daily needs – a guide to settling into Manchester.

Computer and Internet AccessE-mails and the Internet are a good way of finding information and keeping in touch with people. Computer skills are also a common requirement for employment in the UK, so getting some computer training may help you to find work. Libraries can provide free access to computers and the internet.

Local NewsWythenshawe has a free local newspaper – The Wythenshawe World, and a community radio station Wythenshawe FM, as well as a community website www.wythit.com. Manchester has local daily papers like the Manchester Evening News and the Metro News. Libraries have a daily selection of newspapers, which you can read for free.

TelephonesThere are public telephones in streets, stations, hotels, cafes, pubs and shopping centres. To pay for a call you need coins or a BT phone-card, which can be bought from a newsagent or grocery store. It is also possible to buy phone cards to make international calls. Most of these cards are good value and can be used either from a home telephone or from a public telephone. Mobile phones are either ‘pay as you go’ where you buy credit in advance for the calls you make, or ‘contract’ where you pay a monthly fee.

Television And RadioIf you have a television (TV) in your home, you must have a television licence. You do not need a licence to listen to the radio.

Your TV will give access to the 5 main TV channels: BBC1, BBC2, ITV1, Channel 4 and Channel 5. You will also be able to watch Channel M, the local Manchester TV station which provides local news and information. To get more channels you can buy a digital TV receiver or Freeview box. These can be very cheap - as little as £25. They give you over 40 free channels and a number of radio stations. You can also buy Satellite and Cable TV, which may give you access to channels in other languages.

DrivingIf you want to drive a car you must have:

• A valid Driving Licence

• Insurance with the correct details about yourself and your car

• Road Tax

• An MOT certificate for all vehicles over 3 years old.

If you drive a car and do not have a valid licence, an MOT or road tax your insurance will not be valid. Driving without insurance is unlawful. The Police have regular campaigns to reduce the number of people driving without insurance or tax. UK law allows police to take your vehicle away and keep it or crush it if you are driving unlawfully.


Getting a Driving LicenceIn order to get a full UK driving licence you must first apply for a Provisional Licence. Until you have passed a driving test, you must only drive when accompanied by an experienced driver. The driving test includes a “theory test” and a “practical test”; you must pass the theory test before you can take the practical test.

The theory test can be taken in over 20 languages, and you should request your preferred language at the time of booking. Forms to apply for your provisional licence are available at the Post Office.

If you have a foreign driving licence, you can use this to drive a car in the UK for up to 12 months. After this you need to get a UK licence.

Gas, Electricity and Water SupplyWhen you move into new accommodation always inform the people who provide the services - gas, electricity, water, telephone and council tax straight away before you use them. This is to make sure that you only pay for these services from when you moved in.

You should take a note of the meter reading with your landlord when you move in. When your first bills arrive check that the reading starts from when you moved in.

If you are not sure who supplies your utilities, check with your landlord. You can also find out who is supplying your Gas (call 0870 608 1524) and Electricity (call 0870 608 1524). Your water is supplied by United Utilities (on 0845 050 0108).

Home RepairsIf you live in a property run by a housing association like Parkway Green, or Willow Park you should talk to them if you have a problem with your house. If you are renting your own private accommodation, your landlord should be responsible for repairs to and maintenance of gas, electricity and water appliances.

Waste Manchester City Council collects and disposes of all waste generated by the residents of Manchester. You can reduce the amount of waste you put into your rubbish bin by up to �0% by using the recycling services provided. Ensure your wheeled bin is out by 7am on your collection day. Ensure that the bin lid shuts properly. Return it to your property within 24 hours. Please make sure that your wheeled bin is presented in a safe place and not causing an obstruction. Please place your bin at the kerbside outside your home.

by 5:30pm, if you would like to arrange a bulky collection, if you want to report fly tipping or an abandoned bin, if you need a recycling container, leaflet or collection calendar. Environment on Call (954 9000 or www.manchester.gov.uk)

It is illegal to drop litter in the street. You can be fined £80.

Health And Well BeingThe National Health Service (NHS) operates hospitals, walk-in centres and specialist centres, as well as employing doctors, dentists, opticians, pharmacists and other practitioners.

Anyone who is a resident of the UK, or who has lived legally here for the 12 months before treatment does not have to pay.

Anyone coming to work in the UK either as an employee or self-employed can have free NHS treatment. Students from overseas can also receive free treatment, as long as the course lasts longer than six months, or is substantially funded by the UK Government.

If you are seeking asylum in the UK, you will be entitled to free NHS treatment while your application is being processed. You will not have to pay for any hospital treatment, and you can register with a local doctor. Even if you are entitled to free treatment, you may still have to pay for some things, for example, prescriptions and dental treatment. If your application for asylum has been refused you are not generally allowed free NHS treatment, unless it is an emergency.

Certain treatment is always free of charge, including any treatment for accidents and emergencies in a hospital or at a local Walk-in Centre. It also includes treatment for certain diseases, including food poisoning, heart disease, tuberculosis, malaria, cholera and meningitis, plus family planning services.

NHS Direct 0845 4647 This is a telephone service providing confidential health advice and information 24 hours a day. You can talk to NHS staff who can tell you what to do if you’re feeling ill. They can also tell you where to find local health services and self-help/support groups. They can connect you to an interpreter if you need one.

Child SafetyChildren can be vulnerable in a new country where

they are not used to the way people behave. So you should:

• Try to take young children to and from school.

• Always know where your children are.

• Tell your children not to accept stranger’s presents or go anywhere with them.

Never leave children under 11 alone at home. You may be prosecuted for neglect if the child is harmed. If you need to leave your home urgently and you are not able to take your children with you, ask a friend or a neighbour to look after the child for you.

EducationAll children (both boys and girls) aged 5 to 1� must go to school. Education is free for children under the age of 18. To register your child for school, either phone or visit the school of your choice with your child.

All state schools follow The National Curriculum which sets out what children should be taught each year in a number of different subjects.

Children under 5 do not have to go to school but can attend nurseries and Children’s Centres. See the Children section of this directory for more information.

Primary School (5-11 Years Old)Children must go to primary school when they are 5 years old, but you may have to register your child long before that if you want them to get a place at your local school.

Most primary schools teach boys and girls together. Children go into a class according to their age, not their previous learning. Wythenshawe primary schools are listed in the Education & Learning section of this directory.

Secondary School (11-16 Years Old)Children of all abilities go to secondary schools at age 11. Most schools take boys and girls, but a few are single-sex. Churches or other religious groups run some secondary schools and grammar schools select children of higher ability based on tests. All secondary schools teach the national curriculum, a range of academic subjects in which the children are periodically tested. Before leaving secondary school at 1�, children take national examinations called GCSEs in a number of subjects. Wythenshawe secondary schools are listed in the Education & Learning section of this directory.

Problems at SchoolChildren may have problems at some time during their school life. If you feel your child is unhappy or having problems, speak to your child’s teacher or make an appointment to see the head teacher or other staff. Alternatively, contact an Education Welfare Officer or Connexions.

Education after 16 Years of AgeChildren are allowed to leave school at age 1�. They can continue to study for free until they are 19.

Between 1� and 18, children can study for AS and A Level examinations, which are usually needed to get a place at university. They could also study NVQs, which are more related to particular jobs.

Some secondary schools have ‘sixth forms‘, which take students until they are 18.

Other young people go to Further Education colleges to study for these examinations.

English Language Classes for Adults (ESOL)Classes for second language speakers are usually called ESOL (English for Speakers of Other Languages)

There are special courses combining English language with IT, job seeking and foundation courses for further education. Contact your local library or Forum Learning for more information


Adult Education and TrainingThere are lots of free education and training courses for adults. Some courses only charge a small fee or are free if you are claiming welfare benefits. Other courses can be expensive. Colleges, universities and community groups arrange different courses.

There are many different courses you can take, for example:

• Access courses (to help people without formal or recognised qualifications to enter higher education)

• Adult literacy and numeracy (understanding words and numbers)

• University diplomas, certificates or degrees (full or part-time study)

• Vocational training (preparing for a job or learning while you are in the job)

Many people also attend adult education courses to learn a new skill or hobby and there are classes in a whole range of subjects from Art to Zoology! The training providers are listed in the Education & Learning section of this directory.

Vocational Training Courses (Preparing for a Job)Community organisations and colleges run courses to train people in job skills that are useful in finding employment. The main types of qualification are:

• National Vocational Qualifications (NVQ’s)

• City and Guilds certificates (C&G)

• Open College Network certificates (OCN)

Looking for a JobThe Job Centre Plus is the best place to get help to look for a job. The offices have details of jobs and advisors who can help you apply for them. The Job Centre Plus also has many projects that help people with things like interview skills, completing application forms and creating a CV. If you tell your Job Centre Plus advisor about your skills, education and work experience they will try to find support that is right for you. See the Employment section of this directory for details of local support agencies.

• National newspapers – different days of the week tend to focus on different service sectors

• Local Libraries– in addition to accessing the internet for on-line job search, libraries will also have information relating to training and support that is available in your area

WagesThe minimum wage: It is illegal to pay someone over 22 years old less than £5.35 per hour. The minimum is different for younger workers. It may also change and you should check it at DirectGov.

National insurance: Both you and your employer must pay national insurance (NI) contributions. These payments will be used towards paying you a pension when you retire and are used for sick/maternity pay. NI contributions are usually taken out of your wages before you receive them.

Tax: You will be taxed on the money you earn from your employer: usually the tax is taken from your wage before it is paid to you. All workers are entitled to certain tax allowances and some people are also entitled to tax credits. Ask at the Citizens Advice Bureau for up to date information.

Health and safetyYour employer is required by law to provide a safe and healthy workplace for you, and to make sure that you are trained in using all of the equipment that is necessary for your job.

Race/gender discriminationYour employer is not allowed to treat you or pay you differently to other workers because of your race or your gender (male/female).

Working as a VolunteerMany people work as volunteers. A volunteer works without pay but is rewarded in other ways.

For example they may:

• Gain experience which will help them get paid work

• Meet people and make friends

• Improve their English

• Work with people who can later give them references

• Learn about the way businesses and organisations in the UK work

• Find out more about the kind of work they want to do

• Feel rewarded by helping others

MARIM supports agencies to improve their services for Refugees and Asylum Seekers, mainly by organising Multi-Agency Forums (MAF) which promote awareness on issues relevant to the agencies and facilitate networking, information sharing and good practice.

The City-wide MAFs are held on a quarterly basis at Friends Meeting House, while local forums are held in North and East Manchester and in Wythenshawe.

Lorna Lodge is a supported housing project for Teenage Parents. The scheme aims to assist women who are pregnant and women with young children develop skills to manage a tenancy. People can stay at the project for up to two years.

To apply you must be female, have a Manchester connection, single aged 1�-25 years, be pregnant or have a child under the age of 5 and be able to demonstrate housing and support need.

All residents will be allocated a support worker and will have an individual support plan written to meet their needs. Staff are available 24 hours per day to provide advice and support on a wide range of issues such as budgeting, access to education and developing independent living skills.

Referrals made to Lorna Lodge can be made from any agencies; we also accept self-referrals.

Using the LibraryManchester’s public libraries are free. You will need a library card, which you can get from the Issue Desk at any library. If you would like to borrow talking books, CDs, Videos or DVDs, you will need to provide one form of proof of your name and address eg. a recent utility bill, Home Office letter, medical card.
