It is with deep regret that we report the death of our honorary member and di­rector I Stanley B. Ashbrook, at his home at Fort Thomas I Kentucky 1 on January 24 1 1958. So much has already been written about this world-wide distinguished philatelist and author 1 that whatever eulogy we could offer here would be merely repetitious of the many fine things said about him in other journals. He will be particularly missed by all of us for his untiring and unselfish help in research on western covers. To replace him on our directorate to fill the unexpired term your directors have appointed Dr. Sheldon H . Dike of Albuquerque I New Mexico. Wel­come to the Board Dr. Dike, we are certain you will be a worthy successor to Mr. Ashbrook.

Here is an important communication from our secretary: Through the kindness of our member I Earl Oakley L I am pleased to announce that the Western Cover Society was incorporated in the State of California on January 16, 1.958. We are incorporated as a "social welfare organization" and have re­ceived an opinion from the Franchise Tax Board of the State of California that we are exempt from Franchise Tax . As to our exemption from Federal income tax as a non-profit organization, I quote the following from a letter from Mr. Oakley, dated February 5, 1958:

"It is my understanding that a ruling cannot be obtained until the first reporting period· of the corporation has been completed. However, in my opinion, the dues paid by the members are properly allowed as a deduction for income tax purposes as being a contri­bution to a charitable or educational corporation. Further I I believe it proper for you to advise the members that this is the opinion of counse 1 for the corporation. "

Mr. Oakley has given our Society much of his time and knowledge in setting up this corporation and, in behalf of the membership, I wish to thank him sincerely.

Now more good news . Our member Edwin R. Payne, 1795 N. Capitol Street, Salem 1 Oregon, is preparing a listing of the territorial post offices of Oregon. He states, "this will be ready sometime in 1958 for publication and will con­tain 180 names." We hope he will have Western Express publish it . He further states, ·"I wish to include with the listing a check on all known different offi­ces that used a manuscript marking as evidenced by known covers. I believe I have a listing of all the known handstamped markings used on covers during the territorial period; but need membership help on listing the known manuscript markings in the possession of members . If anyone has an Oregon manuscript marking on an Oregon letter dated prior to Feb. 14, 1859 I PLEASE advise I so it may be included in my listing . " Ed has already received some information from local members on the Pacific Coast . If anyone else has information that would be helpful, send it to him at the above address without delay.

Am looking forward to seeing you personally in San Francisco , the city that knows how, in October. Do come, you will never regret it .

This is the second in a series presenting data on post offices and known postmarks of New Mexico Territory . Readers are again urged to report all covers not yet recorded in order to make this listing as complete as possible.

It is planned that each installment of this series begin with to corrections~ ad­ditions 1 and errata" to previous installments as a result of new finds and report­ings . Please make these corrections to previous issues so that your compilation of data will be kept up to date. It is also planned that each installment inc).ude miscellaneous notes of a geographical or historical nature . Comments will a l­ways be welcomed .

The prize new find since the last issue is APACHE in manuscript reported by J. R. Pemberton. This marking was previously unknown. The date of 28 November must be during the years 1878-81 . P. T. Manly has come up with ARCH for 28 December 1906 as a way marking. The author has discovered two new ALBUQUER­QUE markings. One to be known as Type 32 and the other a registry type to be known as Type 33 . The latter was in a dealerls stock and was passed up because of price and condition. (See descriptions given below.)

II. Additions, Corrections 1 and Errata

1. There is a serious error of omission in the previous installment . For some unaccountable reason 1 Fort Defiance was omitted from the list ofpost offices in what is now Arizona . The first paragraph on page 6 of the last in-stallment should be corrected to read: '

"There were 10 post offices in what is now Arizona . (Actually there were 11 under the listing rules, since Tucson is listed twice . ) These were Arizona 1 Casa Blanca, Colorapo City, Fort Buchanan, Fort Defiance, Gila City I Maricopa, Pima Village 1

Tubac I and Tucson. Markings are presently known from five of these post offices . Arizona was a name change from Colorado City . Tucson and Pima Village continued without official inter­ruption as post offices in Arizona Territory , 11

III. Post Offices in What is Now Arizona

D. C. Rosselot writes suggesting that some further explanation should be made of the s.tatement "Tucson and Pima Village continued without interruption as post offices in Arizona Territory," because some of the other .offices show discontinuance dates after 24 February 1863 when Arizona Territory wa~ formed. The official discontinuance date of Arizona is given as 8 June 1863. Fort Buchanan and Fort Defiance were officially discontinued in 21 October .1863.

These dates are not realistic and simply represent the delays in Washington under the pressure of Civil War and the resulting poor communications from these

localities. The records show that all post offices in what is now Arizona, except Tucson and Pima Village, were discontinued as New Mexico post offices and were not carried over to the Arizona records •

Arizona was wiped out by a flood in late 1861 or early 1862. According to Bancroft, the one or two buildings ·at Colorado City "were washed away in the flood of 1862. " '(1) Also we find the statement that the town was "mostly des.:.. troyed in the f~ood of 1861-62. "(2) Martin says that both the Gila ·and Colorado raged 11in such a flood that the river Qanks arid bottoms were covered by twenty feet of water. The current was so swift and the waters so deep that the settle­ments (Arizona City, Colorado City, and Jaegerville) were wiped out. Their adobe buildings were melted into mud, and the boat landings were swept away. Even Jaeger-'s big ferry was torn free and was recovered with much difficulty." (3) A few years later a settlement was re-established on the site of Arizona City and it was called Yuma. The first postmaster appointment records for Yuma County, Arizona, give the post office at Yuma as established 1 October 1866. (The name was changed to Arizona City on 28 October 1869, and was changed back to Yuma on 14 April 1873 .-) Hence despite the official discontinuance date given~ it is likely that post office activity at Arizona ceased no later than 186:2 and probably ceased earlier at the time the Butterfield route was discontinued through there.

Fort Defiance and Fort Buchanan were both abandoned in July 1861 and do not appear in the early Arizona records. ·with the fall of Fort Buchanan, the settlement at Tubac was also largely deserted, and it is likely that no post office actually operated there from 1861 until after the war, despite the official ciiscontinuance date of 14 February 1863. (The'Arizona records show Tubac as established 13 July 1865.)

Gila City was located at the present site of Dome I Arizona. One of the original Butterfield stage stations was located at the ranch home of one Jacob Snivelly. · In September 1858, · Snivelly discovered placer gold within a couple of miles of .his ranch and by November a bustling mining camp had sprung up called Gila City. (4) It had a population of more than 1000 when the post of­fice was established there in December 18q8. The mining boom didn't last long 1 however . Before 1862, the camp was deserted and "the city was destroyed by the flood." (5) (This was apparently the same flood that destroyed Arizona·.) . Snivelly evidently abandoned .his ral'}ch early in 1861, and was associated with a number of. other mining ventures in 1862 and afterward until killed by Apaches in 1871. It is reasonable to presume that post office activity at Gila City ceased when the Butterfield route was moved north in 1861. Hence the official discon-tinuance date of 14 February 1863 is a questionable one . ·

Since Pima Village was also on the early Overland Mail Route, it ts doubt­ful that much mail activity occurred there .after 1861, but the records show a continuous existence . It should of course be mentioned that U.S . post office operation at Tucson was certainly interrupted during at least the early part of 1862 when it was in Confederate hands .

This same date prob~em applies to a few other New Mexico post offices such as Fort Fillmore which, although officially discontinued on 14 July_ 1863, was actually abandoned in August 1861. It was occupied by the Confederate forces until July 1862, but was-not regarrisoned by Union troops as were most of the other formerly abandoned military posts .

Hence it is reasonably certain that except for Tucson and Pima Village t there was no post office operation in what is now Arizona during 1863 and during most , if not all, of 1862.

IV. Pre- Territorial Mail

Dispatches and letters travelled over the Santa Fe Trail between merchants. and traders in Santa Fe and Missouri from the early 1820 ~s when the Santa Fe trade was first opened . This was certainly an .. outside · the mails .. service until American occupancy in 184 6 . Mail pro'ce s sed by the Mexican post offices in

· New Mexico directed for the U • S. was 'undoubtedly sent prior to 1'846, but the author does not know of any existing ·pieces, except for the recollection of being once informed of a cover bearing a Santa Fe straightline .handstamp with an 1845 date . According to Horgan, the only Mexican post offices i'n the 182 O ... s were at

. Santa Fe and Albuquerque. (6) . But according to Vaughn, "Santa Fe. and Tome were the only post offices in all New Mexico . 11 (7) Also in a reference about Tome in 1834, "Tome had been one of the two post offices in New Mexico. 11 (8) · In 1844 the Mexican posf office in Santa Fe was near the center of the we.st side of the plaza . (9) The majority of mail was to and from Chihuahua. The population of Santa Fe in 1844 was about 3QOO, and Webb states that at. that time there were only three Americans and four foreigners residing permanently there . (1 _0)

Shortly after the c onquest of New Mexico by General Stephen W. Kearny and the 11Army of the West ... in Augul?t 184q, the military authorities established a military express post office in Santa Fe . Military and civilian mail was carried by military express post rider to Fort Leavenworth. Civilian mail was also car­ried by private -travellers and traders, and placed in the first post office encoun­tered . As far as is known all mail during this period was sent postage collect.

Many examples of thi s pre-territorial mail still exist. One -of the earliest known is· dat~d at Santa Fe on 13 September 1846 and bears Fort Leavenworth

postmark date of 17 October. (11) Another is datelined Santa Fe ~ 6 September 1846 with Fort leavenworth postmark dated 18 October. (11) And still another is dated at Santa Fe on 17 September 1846, bears "On Service 11 in manuscript, and has Fort Leavefiworth postmark dated 19 October . (12) This might indicate that almost daily service was available! ·

A pair of interesting folded letters are in the F . E. Risvold collection . One is datelined Santa· Fe 26 August 1848, postmarked Independence , Mo ., 28 Sep:... tember, and says in part "I have only time to write a few lines before a party of men leave for the States and by whom I send this . .. The second letter is dated 19 November 1848, bears mss. Santa Fe November 20 on the outside, and is postmarked Fort Leavenworth, Mo . I February 1 . It says in part , "The Express Mail leaves on tomorrow the 20th by a friend and acquaintance of mine (Mr. Newman) who offers to take myletters in his private packages and will probably reach Ft. Leavenworth in about 20 days . We had a considerable fall of snow here on the 16th and 17th ; . • " There are other existing examples of mail. to · and from Santa Fe during this military occupation period . Pre-territ<;>rial it.ems from· other towns are not known to the author .

The pro.blem of recording early contract mail service to and from New Mexico is not an easy one. References seem. to be few and many are contradictory . It is hoped that future research will reso1ve this sttuation and help on this problem is invited .

By the Act of March 3 , 1847, Congress established a post route from Inde­pendence via Bent's Fort to Santa Fe, an~ service was to be established upon it as soon as it could be done. Many authors agree that the Post Office De- · partment did not operate a mail service under this act until 1850 . Twitchell, for example , says_:

"Overland stages to Santa Fe from the Missouri river were not regularly es­tablished until 1S50 . During the military occupation period 1 however, a tpony express • was conducted by the military authorities in order to meet the demands for prompt communication between the military posts which had been established along the trail from Ft. Leavenworth to Fort Marcy , Santa Fe.

· urn 1850 the ·postmaster general ordered the establishment of a regular wagon mail between Independence and ·Santa Fe , and Waldo, Hall ,~ and Company were awarded the contract , The senior member of the firm was Dr . David Waldo ~ who had lorig been a freighter and merchant over the trail and a veteran of the Mexi-. can War . The contract calleq for a monthly mail each way . This was .the first regular mail acres s the great plains , " (13)

Gazette for July 26 1 1849 1 that Captain Buford left Santa Fe June 61 1849 "with Mr. Haywood the rre il contractor . II This statement is corroborated by the' diary of a William H. Chamberlin who 1 while travelling toward Santa Fe, records un­der date of June 7 I 1849 1 "Met the U .S . Mail on the way to Independence . "(15) A footnote in Reference 15 which was taken from "Marcy and the Gold Seekers, 11

by Grant Foreman states : "Captain Buford left Santa Fe on June 6 escorting the mail contractor Haywood and the Chihuahua merchants Mulliken, Hister, Hagen, and Lucas; they arrived at Fort Gibson 24 days late~. 11 (This would hardly be the way to go if the mail was to go to Independence!)

Frederick says that i n July 1849 a line had been started between Independence and Santa Fe .. (16) He gives no reference for this statement, but it is suspicious since he goes on to describe the coaches and guards 1 etc. 1 by paraphrasing an account in the Missouri Commonwealth which described the first mail run from Independence on July 1 1 1850. This description appears in several sources . (17), (18L (19), and also was partly given in the second issue of Western Express; (20)

Root and Connelly state that "the first stage line to start out with the mail from (Independence) was in May 1 1849. Now to make it more involved, the following appears in Vaughn: 11Until the close of the war I the service was irregular, each mail being carried under spec­ial contract at a cost of about $600 per- round trip to Ft . Leavenworth and back to Santa Fe . A similar special-contract mail service .to California was soon started. In March 1848 the government paid $1000 for a trip to the coast and back. In 1849 a regular stage line was established between Independence and Santa Fe making the round trip once a month and carrying the mail by yearly con-.tract. "(23) No sour'ce reference is given for these statements. ·

The author is ·presently of the opinion that the first mail contract with the Post Office Department was let in 1850 1 and that statements about earlier con­tracts refer to arrangements with the military occupation authorities. More on this subject in the next installment.

. . . NEVADA POST OFFICES IN NEW MEXICO AND ARIZONA

In "Western Express" of April 1957 was published an article by me on "Cali­fornia and Nevada Post Offices in Utah Records." Among such offices was Saint Thomas, located near the point where Meadow Valley Wash joined the Virgin River, now covered by the water of Lake Mead. It was reported that Saint Thomas was established in Utah, although the site was then in Nevada; and in the process of correcting the error, the office was first transferred to Arizona.

For the past several months, Edward W. Thrall and the writer have engaged in the preparation of "A Century of Nevada Post Offices" and therefore had occa­sion to look further into the history of Sa int Thomas. The lead proved to be true pay dirt, for we uncovered three Nevada offices established as if in Arizona, al­though the sites were then in Nevada; and one established while the site was in New Mexico. They were:

Bringhurst, on the present site of Las Vegas, Nevada. Callville, on the north bank of the Colorado River "at the

head of navigation," approximately 25 miles east of present Las Vegas. According to Bancroft's "History of Arizona," it was briefly the county seat of Pah Ute County, Arizona.

Overton, approximately 8 miles up Meadow Valley Wash from Saint Thomas, now a farming village.

Saint Joseph, near Overton.

All sites are now in Clark County, Nevada.

Following are the dates of establishment and discontinuance as furnished by the National Archives from original Post Office Department records:

Bringhurst, New Mexico, William Bringhurst appointed postmaster August 1, 1855. It was discontinued September 22, 1860. The "Register of Officers and Agents in the Service of the United States" reports that Bringhurst received $2. 2 5 for his service during one quarter of fiscal year 1856-57. He is mentioned in the "Register" of 1859, with the notation "No return." This seems to confirm there­port that the site was virtually abandoned in 185 7.

Callville, Pah Ute County, Arizona, Henry F. Dibblee appointed January 25, 1867, Octavious D. Gass October 1867; discontinued June 15, 18,69, The 1869 "Register" reports the office but "No returns."

Overton, Pah Ute County, Arizona, James Farmer appointed April 25, 1870, discontinued December 16, 1872. The 1871 "Register" reports that Farmer was paid $12.00 that fiscal year.

Saint Joseph, William Kartchner appointed August 26, 1867, Darius Clement July 2, 1869, R. S. Citler February 28, 1870, and Philander Brown April12, 1870; discontinued October 6, 1871. The "Register" reports that Kartchner received $56.00 in fiscal 1869 ( and Brown $44.00 in fiscal 1871.

Overton and Saint Joseph were re-established later and Overton is still active .

Saint Thomas ( it will be recalled I received its first postmaster July 231 1866 as if in Utah Territory I although the transfer of the site to Nevada had been made by Congress early in the previous May . It is reported in Utah by the 1867 "Reg­ister;" and in the 1869 Utah "Register" J . Leithead is allowed $9 . 00 "to Sept. 3 01" which would be September 1868. In the Arizona "Register" for 1869 J. Leithead is allowed $27.00 I exactly three times as much as for the July-Sept. quarter in Utah . This indicates that the transfer to Arizona was on October 1, 1868. There is no similar evidence to show when it was transferred to Nevada, but it se~ms to have been about July 1871 .

The erroneous introduction of Arizona into the history of Call ville, Overton, Saint Joseph and Saint Thomas is traceable to the refusal of the Arizona Legisla­ture to recognize the May 5 , 1866 Act of Congress. Pah Ute County, consisting principally of the transferred area , had been created in 1865 and Callville desig­nated county seat. It was much closer tied to Arizona by way of the Colorado River than to Nevada.~ represented by Carson City and Virginia City , Arizona op­posed the transfer, ignored it by continuing to legislate for the area I and appar­ently organized some sort of county government at Saint Thomas in 1867 . Finally, in 18711 the Legislature capitulated by abolishing Pah Ute County and attaching the fragments to Mojave County . (Bancroft}

It might still seem strange that the Post Office·Depgrtment. in Washington should accept these errors . Clearly it knew little of the facts and nothing of their significance. Apparently the fault lay with the field inspection service 1

assumably centered in Salt Lake City . From there it was a long, arduous and costly journey into this area . Man power and expense money were very limited, the total postal receipts were small, and it seems doubtful if supervisors made trips into such remote communities . Therefore I the statements of the petitioners and postmasters were accepted.~ and they reflected local knowledge and opinion.

In any event , ninety years later the comedy of errors furnishes a sidelight upon early territorial communications , and an interesting historical puzzle. Per­haps some of our readers can contribute to its full solution . Are any covers known of these post offices with Arizona postmarks? Or of Bringhurst, New Mexico?
