(in an administrative unit)
- without people absent for at least 3 months
(temporarily registered in another administrative unit of the country)
+ people who arrived from another administrative unit (there registered for permanent stay) staying temporarily for at least 3 months
People staying abroad regardless of the length of stay are included
in the number of permanent population and population de facto, too.

The category of P de facto allows us to present the influence
of internal migrations on the population number, assuming
that these migrations are registered.

• Failures in correct registering internal migrations disturb the
information concerning the population number in individual
administrative units, but they don’t have any influence on the
total population number of the whole country.
• Failures in registering international migration disturb the
information concerning the population number in individual
administrative units as well as in the whole country.

regardless of the place of stay in the country or abroad,
+ people who arrived (from the country or from abroad)
staying for at least 12 months

• In Poland for country and local needs is counted and
published the number of de facto population.
• Poland as a EU country is obliged to calculate the resident
population which is recommended in international
comparisons in order to avoid double counting in EU
members.

This year on the website of GUS was published
information concerning the number of resident population
on 31 December in the years 2009 - 2013,
the number for 2011 was
38,063,792 people

According to the results of 2002 and 2011
censuses and elements of vital statistics one can
say that there are no grounds for the number
of resident population in Poland
above 38 million people

The number of resident population in Poland
in 2011, in my opinion, was rather about 37 million
people than above 38 million people

• In the years between the censuses all together natural change and
net international migration were generating population
decrease.
• The amount of Polish citizens temporarily staying abroad (at least
12 months) has increased from 626 thousand people to 1 million
565 thousand people.
• The number of long-term immigrants has increased from 23
thousand people to 27 thousand people only.
• The number of long term immigrants is too small to
compensate for the number of Polish citizens staying abroad!

Category of „de facto” population is not proper to illustrate
population size in Poland.
A significant amount of Polish citizens is temporarily
staying abroad.
Category of „de facto” population includes all of them.
The majority of them are residents of destination country.
„De facto” population size in Poland is overestimated to
veritable population size.
Resident population size published by GUS is questionable.
