Message From The President:
On behalf of the Board of Directors, I wish to extend belated Holiday Greetings to all of our members and their families. January 1 marks the beginning of the FBCA fiscal year and notice for 2018 dues. Dues remain as $30 per member including a portion of which is dedicated to the legal defense fund. Kindly mail dues to FBCA PO Box 482 Corolla, NC 27927. Dues will be accepted at this time or with annual meeting notice in the Spring.
Please note change in meeting day due to 2nd Annual Barbecue, Beer and Band Fundraiser for Swan Beach Station. The Board of Directors have approved Saturday May 26, 2018 for the Annual Board of Directors and General Membership Meetings. The meeting will be held in the Carova Beach Volunteer Fire Dept. South Bay as noted: Board of Directors 11am-12pm followed by General Membership meeting 12:45pm-2;15pm.
It is that time of year to begin preparations for the Annual election of officers and Board Members-At-Large. Positions to be elected for the 2018-2020 term are President, Secretary, and two (2) Board Members-At-Large. In accordance with By Law Article V Section 3, only active dues paying members who have been active for a minimum of two (2) years prior to and including the election year shall be eligible to serve in any of its elective or appointive positions. News Updates Swan Beach Corolla, LLC vs County of Currituck
The Friedman lawsuit, claiming the right to develop the Friedman property in Swan Beach for nonresidential uses, has now reached the Supreme Court of North Carolina, and FBCA (working jointly with NCOBA) has filed an amicus brief in support of the County. The County won the last round—at the Court of Appeals. In October 2017, that Court set aside a $39 million default judgment that had been entered against the County by the trial Court. The Friedmans are now appealing to the North Carolina Supreme Court, and on February 7 the Supreme Court issued an Order accepting our brief in support of the appellate court’s decision. Oral arguments in the North Carolina Supreme Court will be heard later this year.
New Beach Driving Rules We want to remind everyone about the new daily beach driving ordinance in the four-wheel drive area passed last November by the Currituck County Board of Commissioners despite verbal protest from the community and letters submitted by the FBCA and one written collectively by several civic associations (North Swan Beach Property Owners Association, Swan Beach Property Owners Association, Northern Currituck Outer Banks Association, and the Fruitville Beach Civic Association). The ordinance restricts driving to within 50 feet along the dune line between milepost 13 (the ramp) to milepost 17 (Albatross Rd) between the hours of 9:00 AM - 5:00 PM beginning the Friday before Memorial Day through Labor Day. The ordinance change exempts emergency and public safety vehicles. Driving along the foreshore (hard packed sand at the waterline) is permitted beyond the 17 mile marker. The ordinance has been referred to as a "living" document in that it can be modified as the need arises. For more information please see the 11/15/17 Daily Advance article

Possible Homeowner Rate Increase The NC Rate Bureau submitted a filing to the NC Department of Insurance (NCDOI) in November 2017 to increase Homeowners Insurance rates as much as 25% in eastern NC areas to include coastal Dare and Currituck Counties. Currituck to impose beach-parking fee May 1
By William F. West Staff Writer Monday, February 5, 2018 CURRITUCK — If you drive on Currituck County’s northern beaches and want to park, get ready to begin paying for the privilege starting May 1.
Currituck commissioners recently directed county staff to set up a fee schedule that charges motorists $50 for a 10-day beach-parking pass and $150 for an annual beach-parking pass.Scanlon: Property owners, residents exempt from fee.

Scanlon: Property owners, residents exempt from fee
By William F. West Staff Writer Tuesday, February 6, 2018 CURRITUCK — Currituck County residents and property owners will be exempt from beach-parking fees the county plans to impose in the county’s off-road area, the county manager says.
County Manager Dan Scanlon clarified Monday that if someone either has a vehicle registered in the county or owns property in Currituck, they'll be exempt from paying a fee to park on the county’s northern beaches.

Corolla Wild Horse Fund The Corolla Wild Horse Fund is seeking a new leader in 2018 as the previous executive director resigned after six months of service (May 29 through November 10, 2017). The position being filled will have a change in title to Chief Executive Officer. In the interim, Jo Langone, with the WHF since April 2014, has been promoted to Chief Operating Officer and will oversee WHF operations until the new CEO is hired.
