In the evening a panel discussion on “Women, Violent extremism and the Internet: Empowering Prevention” was organised with the following prominent speakers Dr. Sanam Naraghi-Anderlini, Dr. Sheema Khan, Ms. Naureen Chowdhury Fink. The discussion included inter alia the following points: “Women can help prevent violent extremism. Women also commit violent extremist acts. Women can be cheerleaders, and women are often victims. These truths are made more complex as more and more women across the globe leapfrog onto the internet. Now more than ever, there is great potential for women to amplify their outreach and impact in preventing violent extremism. Digital security trainingand social mediaadvocacy in Afghanistan

Sanjana Hattotuwa, a Special Advisor atthe ICT4Peace Foundation, has visitedand trained activists and leading

ICT4Peace Workshop forthe UN GGE Experts:Existing and FutureNorms on InternationalICT Infrastructure andData Integrity

On 20 February 2017 ICT4Peaceorganised a workshop at the Palais desNations in Geneva in support of the UNGroup of Governmental Experts (UNGGE) on Developments in the field ofInformation and Telecommunications inthe context of International Security.

The workshop covered the followingpoints:

In addition to the national CriticalInfrastructure (CI), which has been wellacknowledged as an area and priority ofnational cyber security efforts,international cyber security concernscomprise international infrastructure(such as the Internet infrastructure orshared (trans-national and global)networks). As these issues have notreceived wide-spread attention in theinternational cyber policy discourse, thepanel seeks to bring this topic in moredetail to the attention of the GGEexperts and the internationalcommunity.

journalists in Afghanistan since 2015.Having visited the country over sixtimes, Sanjana has worked with media todevelop their capacity to report in atimely, accurate and impartial mannerespecially over social media. Sanjana hasworked with Pajhwok, the NAI network,CSOs and NGOs from across the countryas well as academics, journalists andactivists from many Provinces.

Violent ExtremismOnline: ICT4Peacecontinues work with UNCounter-TerrorismExecutive Directorate

On 31st January 2017, ICT4Peace wasinvited by the United Nations in Genevaand DCAF to discuss our continuing workwith the United Nations Counter-Terrorism Executive Directorate (UNCTED) regarding supporting effectivepublic-private capacity building withrespect to countering the use of theInternet and technology for terroristpurposes.

The UNOG seminar focussed on “ViolentExtremism Online – a Challenge to Peaceand Security.” Adam Hadley from

The value of ICT infrastructure, as wellas the risks to it, relate to data that isresident on and transmitted throughnetworks. Many States haveacknowledged and emphasized theimportance of national levelinformation, data and network securityin achieving international cyber security.Recently, authors have pointed out therelevance of data integrity for thefunctioning of the State and society andrelated risks to national andinternational security. The panel willelaborate on data integrity guaranteesand imperatives at international andnational level and discuss what could beadditionally proposed as responsiblesteps to protect the community value ofdata.

The panel discussed also how to bringexisting and new norms and guidelines tothe awareness of States, networkoperators and other stakeholders.

The ICT4Peace Foundation, whichcelebrated in March 2016 its 10 YearAnniversary, continued this year its coremission – in cooperation with its many

During the seminar in Geneva weemphasised the importance of buildingupon existing efforts that have alreadybeen made regarding developingeffective public-private partnerships incountering the terrorist use oftechnology. We also outlined theeffectiveness of the emerging public-private voluntary framework anddiscussed a number of challenges to beconsidered.

partners – to promote peace andsecurity in cyberspace, through inter aliaefforts to promote norms of responsiblebehaviour and confidence buildingmeasures as well as capacity building, to respond to the use of the internet forterrorist purposes, to prevent violentextremism online, to verify social mediacontent, and to promote better use ofICTs in the domains of refugees andprotection of civilians as well aspeacekeeping and peace buildingoperation.

Workshop onInternational CyberSecurity Policy andDiplomacy for OSCE FieldStaff

ICT4Peace was invited by theOrganisation for Security and Co-operation in Europe (OSCE) in Vienna toconduct a workshop on 14 and 15December 2016 for OSCE field staff onInformation and CommunicationTechnologies (ICTs) in the context ofregional and international security.

The objective of the training was forOSCE cyber focal points to have a betterunderstanding about: (1)international/regional discussions,efforts and tools to counter the misuseof ICTs as part of promoting internationalpeace and security; (2) the application

Cyberspace

ICT4Peace’s Dr. Daniel Stauffacher wasinvited to give a lecture atthe University of St. Gallen’s ContextualStudies Master’s Level Course.

As part of the programme ‘Geopoliticslive: Ambassadors tell it all’ DanielStauffacher on 9 December 2016lectured on “ Building an InternationalGovernance for Peace and Security inCyberspace.” In particular he highlightedthe emerging governance frameworks inthe two interlinked areas:

1. Peace and Security in theCyberspace (Maintaining an open,free and peaceful cyberspace;

2. Supporting peace andhumanitarian operations by theinternational community throughthe use of ICTs and new media.

In his lecture he also reported on thework of ICT4Peace in the area of Peaceand Security in the Cyberspace.

Thailand had invited ICT4Peace tocontribute to the Regional Workshop onCybersecurity: Norms in Cyberspace forASEAN Countries on 19 and 20 December2016 in Bangkok.

The objective of the two day workshopwas to bring brought discussions aboutnorms in cyberspace and both editions ofthe Tallinn Manual on the InternationalLaw Applicable to Cyber Warfare to theregional context, and to explore possibleimplications on the region and howASEAN Member States can contribute tothe efforts to develop internationallyaccepted norms in Cyberspace.
