In the absence of the regular teacher, a substitute teacher will maintain a classroom environment that is conducive to learning, follow the classroom teacher’s lesson plans and directions; maintain quality instruction and educational continuity for our students. The district substitute handbook provides general information regarding expectations, responsibilities, compensation and procedures. EMPLOYMENT Substitute teachers qualify as exempt under the Fair Labor Standards Act and are at-will employees. As such, substitute teachers may have assignments restricted or be terminated by the district at any time and for any reason. The following list outlines the process for becoming a substitute teacher. 1. Complete and submit district substitute application or EdZapp application. 2. Hold a valid Oregon Teaching License has to be registered with the Substitute Coordinator 3. Complete an Employment Eligibility Verification (Form I-9) and documents which establish

identity and employment eligibility 4. Complete and pass a Criminal History and Background check 5. Complete a W-4 Form 6. Complete Direct Deposit form 7. Complete all District mandated trainings DISTRICT & BUILDING RESPONSIBILITIES To assist the substitute teacher the district or buildings will: 1. Provide a folder for each assignment with teacher lessons plans,

including instructional activities and objectives, seating charts, emergency information, duty responsibilities, behavioral information (if necessary), a Substitute Feedback Form, and a Key. Along with this folder, a building substitute handbook may be provided, which gives specific information regarding the school, including bell schedule, discipline policies, special activities, assigned duties, emergency procedures, building protocols, and any other school related procedures;

2. Notify the substitutes of an assignment, as soon as possible; 3. Assignments may include multiple buildings, if arranged in advance as part of the daily

assignment; 4. Answer questions that are relevant to the assignment; 5. Provide a warm and friendly working environment; SUBSTITUTE RESPONSIBILITIES 1. Accept assignments only through SADIE, a head secretary or from the district office. 2. Expected to stay in the building for their entire designated work assignment. 3. Arrive to work on time and stay until the end of the scheduled work day. 4. Demonstrate appropriate professional standards of dress. 5. Demonstrate high professional and ethical standards.

6. Follow the teacher’s written lesson plans unless you have received the prior permission of the building principal.

7. Ask questions if plans or other information are not clear. 8. Follow all directives from administrators, teachers or secretarial staff. 9. Assume all duties of the teacher, including supervision. 10. Ask for assistance of a building administrator, if needed, in order to maintain a

positive learning environment. 11. Hold students to high standards of behavior and accomplishment. 12. Provide feedback to the teacher regarding student learning and student behavior. See sample

feedback form on page 8. 13. Close windows, turn off all lights, and lock doors when leaving for lunch or at the end of the day. 14. Return room key to office and checkout. Subs need to sign in at the start of the day and check out

at the end of the day. The site secretary will review your timesheet monthly. See sample timesheet on page 9.

BEST PRACTICES

1. Use the time prior to class to review lesson plans, classroom rules, procedures for attendance, lunch counts, and discipline.

2. Start the day out quickly, firmly, and concisely. Be pleasant. Appear confident. Let the students know that you are aware of the classroom rules and expectations and will be following the teacher’s lessons. Assure students that you will try to follow the regular schedule and routines.

3. Scan the seating chart and identify 2 or 3 students as anchors for name association. In an elementary school have the students write their names on heavy paper that can be folded to stand on their desks. It is important to call each student by his/her name.

4. Carry out lesson plans and any disciplinary actions according to the teacher’s direction and district policy.

5. Building positive relationships is important. Be firm, but friendly. Provide positive reinforcement when students are doing what you’ve asked.

6. When behavioral corrections need to be made, deal with individual students, not the group. Be sure you have all the facts before acting.

7. Don’t issue ultimatums. Give students choices. (Example: “You may join the group for the activity if you can keep your hands to yourself or you can sit in your chair while the class participates.”) Give the students one chance, but if he/she makes the wrong choice or cannot follow instructions, then follow through with the appropriate steps. DO NOT PHYSICALLY TOUCH OR MOVE A STUDENT, unless the student is about to harm self or others. Contact the office or send another student for help if needed.

SCHEDULE 1. Substitutes will be scheduled or assigned at the direction of the district.

This may include changes in the accepted assignment before it begins or within the course of the day.

2. Assignments may include multiple buildings. 3. Substitutes may or may not have a “prep period” depending on assignment and school/district

needs. 4. A 30 minute duty free lunch period will be provided when subbing more than a half-day.

5. For assignments of 10 consecutive days or longer in the same position, which also includes all conference responsibilities, a substitute teacher will be compensated with an additional half day of pay.

PERFORMANCE The District recognizes that substitute teaching plays a significant role in the instructional program. To that end, it is imperative that each substitute demonstrate a high level of skill and performance. While in the vast majority of cases this level of performance occurs, there may be occasions in which teachers and administrators feel that performance is not satisfactory or perhaps conduct is not acceptable. In these instances, a Substitute Report Form (see page 11) will be completed, signed by the building administrator, and submitted to Human Resources of the district office. In many cases, the recommended action will be to remove the substitute from the teacher’s list, or perhaps the school substitute list. For more serious incidents or for cumulative reports, the substitute may be removed from all district substitute lists. Should this occur, the substitute will be notified in writing by the Human Resources Department. Substitute Report Forms will be kept on file at the district office and can be inspected by the substitute with a 24 hour advance request. TRAINING Upon hire and annually thereafter, you will be required to complete all mandatory training through the Woodburn SafeSchools website at http://www.woodburn.or.safeschools.com The district may require additional trainings as deemed necessary. COMPENSATION

For the 2013-2014 school year the daily rate of pay for substitute teachers is $170.76 (full day). The daily rate of pay for a temporary teacher or retiree, who worked for the district for more than 135 days during the previous school year, will begin the subsequent year at the maximum rate for substitutes, $183.82(full day).

Substitute teachers employed for more than 10 consecutive days in any one assignment for the same teacher shall not be paid, after the 10th day of the assignment, less per day than 100 percent of 1/190thof the statewide average salary. For this school year, that daily rate is$183.82.When the consecutive day assignment ends, the daily rate will revert to $170.76per full day. If a substitute becomes inactive and at a later date would like to be reactivated, they must re-apply. (Inactivity is achieved by notifying the district you will no longer be available or by not accepting assignments for a prolonged period of time.) The district will designate the schedule for a half-day and a full day. Schedules may vary by site and can be modified at any time.

A substitute who has been requested to work any part of a half-day will be paid for a half day. If a substitute is requested to work any time beyond half-day, he/she will be paid for a whole day. Therefore, it is expected that the substitute will work the complete half-day or full day. If you are in need of work to complete your day, please contact the building secretary. A substitute who is called to an assignment in error will be paid for a minimum of one-half day. However, he/she may be asked to remain at that school, may be assigned elsewhere or may be dismissed for the remainder of the day. Substitutes are covered by Workers Compensation and district liability insurance. If a substitute has an accident or is injured on the job, an Incident (Near Miss)/Injury Report must be filed, and an 801 Worker Comp. form may be required. If you are a retired teacher who needs to limit the number of hours you work, it is your responsibility to track your hours.

PAYROLL SCHEDULE & DIRECT DEPOSIT

Each pay period begins on the 11th of each month and extends until the 10th of the following month. Substitutes are paid on or before the 25th of each month. If you are subbing in the district on payday, your paystub will go to the school where you are working. All others will be mailed. Copies of your time sheets will be included with your paystub. Please review it each month to confirm that your pay is accurate. TECHNOLOGY (COMPUTER) USE Substitutes are reminded that the district policy on appropriate computer use is applicable, and any illegal or inappropriate access or use of information is strictly prohibited. See policy IIBGA on page 11. TOBACCO/ALCOHOL/CONTROLLED SUBSTANCES The use of tobacco on district property or at school sponsored events is prohibited by district policy. Possession, use or being under the influence of alcohol or controlled substances at work or District sponsored events is strictly prohibited for all district employees. See policy GBCBA on page 13.

Electronic Communications System The Board is committed to the development and establishment of a quality, equitable and cost-effective electronic communications system. The system’s sole purpose shall be for the advancement and promotion of learning and teaching. The district’s system will be used to provide statewide, national and global communications opportunities for staff and students. The superintendent will establish administrative regulations for the use of the district’s system including compliance with the following provisions of the Children’s Internet Protection Act: 1. Technology protection measures, installed and in continuous operation, that protect against

Internet access by both adults and minors to visual depictions that are obscene, child pornography or, with respect to the use of the computers by minors, harmful to minors;

2. Educating minors about appropriate online behavior, including cyberbullying awareness and response, and how to interact with other individuals on social networking sites and in chat rooms;

3. Monitoring the online activities of minors; 4. Denying access by minors to inappropriate matter on the Internet and World Wide Web; 5. Ensuring the safety and security of minors when using electronic mail, chat rooms and other

forms of direct electronic communications; 6. Prohibiting unauthorized access, including so-called “hacking” and other unlawful activities by

minors on-line; 7. Prohibiting unauthorized disclosure, use and dissemination of personal information regarding

minors; 8. Installing measures designed to restrict minors’ access to materials harmful to minors. The administrative regulations will be consistent with sound guidelines as may be provided by the education service district, the Oregon Department of Education and/or the Oregon Government Ethics Commission and will include a complaint procedure for reporting violations. The superintendent or designee will also establish administrative regulations for use of the district’s electronic communications system to comply with copyright law. Failure to abide by district policy and administrative regulations governing use of the district’s system may result in the suspension and/or revocation of system access. Alcohol/Controlled Substance Use In order to protect the health of students, staff and the general public, provide a healthy working environment and promote good health for students, use of alcohol or other controlled substances shall be prohibited in all district buildings, in district-owned vehicles and in areas where students are present. The following conduct is strictly prohibited and will subject an employee to immediate discipline, up to and including termination: 1. The buying, selling, transportation, possession, provision or use of intoxicants, including

alcohol or any controlled substance as defined by law, while on district property, during working hours (including meal periods), while assigned to extra duty or special projects, including those held after or in addition to regular school hours and while driving between work sites during the work day in either a district supplied vehicle or a vehicle supplied by the employee;

2. Reporting to work under the influence of alcohol, intoxicants or any controlled substance. An individual is considered to be “under the influence of alcohol, intoxicants and/or a controlled substance” when, in the district’s determination based upon testing conducted by and interpreted by trained medical personnel, the controlled substance, alcohol or intoxicant is at a level that it may impair the individual’s ability to safely and/or efficiently perform assigned work OR prevent the employee from presenting a positive role model to students.

If the district has reasonable suspicion to believe that an employee is under the influence of intoxicants, including alcohol or any controlled substance, the district may require the employee to submit to immediate testing by trained medical personnel. Refusal to submit immediately to such tests may result in disciplinary action, up to and including dismissal. “Reasonable suspicions” may include, but are not limited to, such things as slurred speech, dilated pupils, peculiar odors and unsteady balance. SCHOOL DIRECTORY & SUBSTITUTE WORK SCHEDULE The District will designate the schedule for a half-day and a full day, which may vary by site and can be modified at any time. Please pay careful attention to the half day work times when SADIE calls you. Each school will have unique half day start and end times. Licensed substitute hours at all schools for a full day are 7:30 to 4:00, with a half hour lunch. Lunch time will be determined by the work assignment for the day. The school may assign other tasks to licensed substitutes during non-student contact times. Licensed substitutes start time on Wednesdays will be 7:30 AM. During the non-student contact time the building will assign you to assist support staff in the office, assist in campus supervision or other duties as needed.
