    Dear YAAEYC Members,

    I hope this edition of the York Area Association for the Educationof Young Children finds you enjoying your summer and keepingcool! As always we have lots of exciting events in our future!

    Funding for early childhood education needs our help again thisyear within the state budget. The state budget was passed, butthere is $850 million in federal funding (FMAP funding) that Con-gress has not yet approved. For more information about how thiscould affect early childhood programs please visitwww.pennaeyc.com/actionalerts, and take a moment to send amessage to congress!

    As you may have heard (or will read in this edition of our newslet-ter) the YAAEYC Conference has been moved to October 23,2010. I hope you will still be able to join us for this professional de-velopment event and understand our need to move the date to ob-serve the Jewish holiday Yom Kippur. Our conference committeeis working very hard to make all of the changes and will have theconference registrations posted as soon as possible. Conferenceregistration materials will be available on our websitewww.yaaeyc.org; there will be no bulk mailing done this year.

    2010 YAAEYC Conference - DATE CHANGEIt has come to the attention of the YAAEYC Conference Committee, that we have inadvertently scheduled

    this years conference on Yom Kippur. Because of this, it is necessary that we change the date of this yearsconference to Saturday, October 23rd, 2010.

    The conference will still be held at the Penn State York campus. We will be sending out brochures viaemail and posting it on our YAAEYC website at www.yaaeyc.org . Please check for online registration on the

    website coming soon.

    We realize this is short notice and apologize for any inconvenience this may cause. We appreciate yourpatience and understanding.     Did you know if you have a local AND national AEYC membership, you also have a state AEYCmembership? Pennsylvania Association for the Education of Young Children is the state chapter ofYAAEYC. PennAEYCs goals include:

    build and participate in collaborations and connections across the state

    promote and practice advocacy for funding high quality children's programs and services represent members and early care and education providers on various committees & task forces

    publish online and print newsletters

    provide technical assistance, leadership support, and networking for our local affiliate chapters

    PennAEYC promises to give members the latest early childhood information on what is happeningnationally, statewide and in your local community. They offer up-to-date information on the latestbest practices in the early care and education field. They can also help find ways to develop yourprograms, leadership and advocacy skills and professionalism through links to a network of profes-sionals. PennAEYC is going through an exciting strategic planning process to strengthen the organi-zation and its connection to its members (YOU).     Pennsylvania Association for the Education of Young Children

    Pennsylvania's FY 10-11 budget is based on $850 million in federal funding that Congress has notapproved. If there is no movement in Congress before the end of July, the Governor and legislativeleaders will start makings cuts. This means cuts to our programs! If Congress does not extendFMAP, this could mean massive cuts to programs like Pre-K Counts, the Head Start SupplementalAssistance Program, Child Care Works, Keystone STARS, and Nurse Family Partnerships. All of ourearly childhood programs are either entirely funded or partially funded by state dollars. While policy-makers support these programs, none of them are required to be funded under state and federal

    laws. So, they can be cut. Other programs cannot be cut. If Pennsylvania has to fill an $850 milliongap it will have to come from programs like early childhood education. Many members of Congresswould like to delay this until after the election but that will be too late for states like ours!

    *Here in Pennsylvania our economy has not recovered. Without an extension of enhanced FMAP, vital but discretionaryservices offered by the state will be targets for reductions in order to pay for mandatory services. This will mean cuts tochild care, pre-K, education and more.

    *For working families, safe and affordable child care is not a discretionary program. Safe, reliable child care enables par-ents to gain and sustain employment. In this economy, it is imperative that we keep working families working.

    *The majority of Pennsylvania's 8,500 regulated child care providers are small businesses. Nearly 130,000 children are

    served by the subsidized child care system in these programs. If funding is cut, enrollments will drop, programs will layoff staff, and ultimately close their doors - leaving working families unable to access care for their children.

    *Investing in early childhood education programs generates economic development for communities in the short run inthe form of jobs, the purchase of goods and services, and a more efficient workforce. In a recent national study research-ers at Cornell University found that increased direct spending for early childhood education services generates more to-tal sales and employment than increases in any other major sector in Pennsylvania.

    Back to School Pedestrian Safety

    Never let children under the age of 10 cross the street alone.

    Instruct children to look left-right-left when crossing the street. Keep looking in all directions as you cross.

    Teach children to walk facing traffic, as far to the left as possible, when sidewalks are not available.

    Require children to wear retroreflective materials at dawn and dusk.

    Teach children to obey traffic signs and signals. Always cross at crosswalks or intersections.

    Streets are for vehicles. Sidewalks are for walkers.

    Always model and teach proper pedestrian behavior.
