Executive Summary
This report is a synopsis of the Leadership Empowerment to Advocate for Development (U LEAD)
training carried out by Young African Leaders Initiative (YALI) Uganda in the five regions of
Uganda. This report summarizes the overall organization of the leadership workshop, materials
and methods, participation, key learning areas and strategy for follow up.
Supported by the United States Mission Uganda, this program was implemented in five regions
of Uganda at central locations of Busitema University in the East, American Space Fort Portal in
the West, Churchill Hostel and Conference facilities in Mbarara, South West, Gulu University in
the North and Uganda Christian University Arua in the West Nile from June 27th 2015 – July 25th
2015.
The U LEAD program reached to a total of 386 youth with 266 males and 120 females (69% and
31% respectively) with Arua workshop having the greatest participation closely followed by
Busitema University Workshop.
Mandela Washington Fellows 2014 were the facilitators at the workshops and the rich diversity of
experience of this group made all the workshops unique giving participants a chance to learn
from different disciplines that are relevant to their career and success.
The major outcomes include reaching and empowering 386 youths spreading the YALI message,
and initiating four YALI Clubs (YALI EAST, YALI WEST, YALI NORTH and YALI WESTNILE) designed
to act as vehicles through which we continually engage young people in leadership development.
50 young people participated in #StartTheSpark Pitch competitions and had five winners from
the five regions.
Over ninty organizations and companies participated in the workshops represented by youth that
attended and we established working relationships with three universities (Busitema, Gulu and
Uganda Christian University Arua)
One challenge we faced was the gender imbalance. Male participation outweighed that of their
female counterparts. To mitigate this, we are planning to start a girl’s leadership program called
YALI GIRLS. We also experienced some issues with time management, for we often had planned
to cover more material than time allowed since it was a one day workshop.
Moving forward, we aim to have more sustained and practical engagement our youth
participants through the YALI clubs which will have the potential to become regional hubs of
excellence in youth leadership development under YALI Uganda mentoring and guidance.
1.0 Introduction
The Young African Leaders Initiative Uganda is an affiliate of President Obama’s Young African
Leaders Initiative, a signature effort by the United States Government to invest in Africa’s young

people. YALI Uganda was formed as an umbrella youth-led development organization of the first
cohort of 19 Mandela Washington Fellows in September 2014.
The Mandela Washington Fellowship is the flagship program of the President’s Young African
Leaders Initiative (YALI) and embodies President Obama’s commitment to invest in the future of
Africa. The first class of Mandela Washington Fellows arrived in June 2014 for six weeks of
intensive executive leadership training, networking, and skills building, followed by a Presidential
Summit in Washington, DC.
Through this initiative, young African leaders are gaining the skills and connections they need to
accelerate their own career trajectories and contribute more robustly to strengthening
democratic institutions, spurring economic growth, and enhancing peace and security in Africa.
The fellows are now using this platform to pay it forward by sharing their skills, experiences and
networks with young people especially in the hard to reach areas of the country.
On returning home, the Mandela Washington fellows realized the need of creating awareness in
all political, economic and social aspects of life and hence proposed the U LEAD workshop, a
Leadership Empowerment to Advocate for Development workshop targeted at awakening
young people and reminding them their candid role in their own development.
“Leadership Empowerment to Advocate for Development (U LEAD)” is therefore a leadership
development and motivation program targeting brilliant young people involved in community
service, civic engagement and public leadership in Uganda. Such youth also have a lot of
potential to apply for YALI and other U.S exchange programs in the coming years.
These one day workshops were tailored to sensitize young people on the role they have to play
on taking up leadership positions in their communities, knowing their rights, making their voice
heard, participation in elections, enterprise development, behavioral change and sexual
reproductive health information. These participatory based workshops involved the Mandela
Washington Fellows using their experiences as center stage for motivation, awakening and
empowerment.
The U LEAD workshop was implemented in five regions of Eastern (Busia), South Western
(Mbarara), Western (Fort Portal), North (Gulu) and West Nile (Arua) reaching to 120 (31%) female
youths and 266 (69%) male youth, totaling to 386 young people.
2.0 Purpose of the Workshops The Uganda Demographics Profile 2014 reveals an estimated 78% of Uganda’s population below the age of 30. Half of Uganda’s population is below 15 years! The implication of this youthful population is that Uganda is poised to benefit from the demographic dividend, if the country invests in improving the quality of its human capital. The youth however suffer from very high unemployment rates. According to the 2012/13 UNHS report, total unemployment stood at 9.4 percent in 2012. Youth unemployment (18-30 years) was

estimated at 11.2 percent and adult unemployment (31-64) was at 7.1 during the same period. In terms of total labor force, a significant portion of Uganda’s labor force is youthful with 78 percent of the population below 30 years of age. The inadequate education infrastructure, biting poverty that exposes young people to risky behaviors like drug abuse and unprotected sex, poor policies and governance systems have largely hampered the potential of youth to rise and soar through their career trajectories. The purpose of these workshops was therefore to train young people on taking on leadership positions, grow entrepreneurism and inspire positive youth development through life skills building.
3.0 Organization
The YALI Uganda alumni were the lead project implementer. Partnering with several grass root
non-profits, schools and universities in each region, U LEAD workshops took a shared leadership
organization style for purposes of youth mobilization, venue preparation and event
management.
At program development, five alumni showed interest in coordinating in each of the regions
(referred to as hosting/coordinating fellows) and hence carried out venue development and
mobilization on behalf of YALI Uganda. The workshop was also planned in a way that every YALI
Uganda alumni gets a chance to travel to one of the regions and give his/her experiences being a
Mandela Washington fellow and at the same time share his/her life story and skills to empower
young people.

Five workshops were therefore organized targeting 70-80 participants of ages 18-34 at each
workshop in rural parts of northern, eastern, west Nile, western and southwestern Uganda.
4.0 Participation The youth overwhelmingly turned up for workshops registering overall total of 386 youth with
266 males and 120 females with Arua workshop having the biggest turn up and closely followed
by Busitema University Workshop.

The workshop youth participation still confirmed that the highest percentage of Uganda’s
population is below the age of 30. The overall statistics registered 88% participants below the age
of 30 years with 46% under 24 years as shown in the figure below.

As per organizational planning, there was a relatively distribution in each of the regions as
regards to youth turn up. West Nile region (ARUA) had the highest turn up of 104 (27%)
participants and South western region (Mbarara) had the lowest 52 (17%) turn up of participants.
5.0 Methods, Materials and Content
The U LEAD Workshop took the art of experiential and strength-based learning approaches
through use of arts, PowerPoint presentations, and games. We had yoga and dancing sessions to

online sessions like job searching and resume writing. All these learning methods were used
because youth are energetic and vibrant and at the same time learn through different ways.
The materials issued out to the participants included handouts of different sessions, an
information brief about YALI and the Mandela Washington fellowship, and branding materials
like YALI Uganda branded pens, wrist bands and paper folders.
U LEAD Workshop content was designed on strength-based background of the fellows. The
sessions therefore differed in the different regions because of the diversity of expertise of the
facilitators. However, all the content for the sessions was designed around five workshop
themes.
The Workshop Themes
The U LEAD workshop programmatic development was centered around five themes that were
designed with a needs assessment on the situation of youth in Uganda and the expertise of
different YALI Uganda alumni who would facilitate the workshops. The themes include;
Civic participation: This was to sensitize the youth the on right to define the public good, determine the policies by which they will seek the good, and reform or replace institutions that do not serve that good.
Youth and women empowerment: This is an attitudinal, structural, and cultural process whereby young people gained the ability, authority, and agency to make decisions and implement change in their own lives and the lives of other people
Democracy and human rights: This focused on sensitizing youth on a democratic society where eligible citizens should be able to actively participate in politics and civic life.
Business and Enterprise development: Young people leant how to grow and sustain business enterprises by fellows sharing their experiences on doing business, elevator pitch development and creating partnerships.
Sexual Reproductive health and rights: This included information dissemination on sexual health, sexual rights, reproductive health and reproductive rights.
Media tools for social advocacy: We looked at film, photography and design as tools for
development, social advocacy, monitoring and evaluation.
6.0 Key Outcomes, Findings, Challenges and Key Learning Points
The key findings and outcomes are based on participation and empowerment, ability to pay it
forward through youth groups/clubs established, community partnerships and the employability
levels.
Overall, 386 youth were trained and empowered in the five workshop themes, and
exposed to opportunities of the United States Government and opened up networking
within each other.
Four youth clubs/groups were created and these include; Busitema YALI Club, Fort Portal
American Space YALI Club, Gulu University YALI Club and Uganda Christian University
Arua YALI Club. At establishment, the clubs registered over 200 members and are now

registering more members. We are already supporting them with institutional
development.
U LEAD focused on selling the model of building social enterprise business amongst
youth as need to solve community problems but at the same time creating employment
for the youth which is widely needed.
YALI Uganda through the U LEAD workshops was able to reach out to 93 non-profit
organizations, companies, schools and tertiary institutions from which the participating
youth came from. Some of these organizations are now YALI Uganda potential partners
for implementation of future projects. A summary of the organizations is the annex.
Youth Employability
Youth unemployment is a major challenge in this country with over 80% of young people not in
formal employment. During this workshop, 46% of the participants were students in universities,
schools and tertiary institutions followed by 32% participants in formal employment.

The survey however revealed that of the 32% in formal employment, almost 70% were employed
as teachers and the remaining percentage comprised of other sectors. A deeper analysis through
interviews found out that most of youth (90%) in formal employment run a small business on the
side since they are underemployed. Most of the participants were therefore entrepreneurs
engaged in all sorts of small scale enterprises.
Education and Employment
Of the 386 youth that attended the workshop, 67% were at a university level of education. The
high level of education among Ugandan youth is critical for workforce development but when
compared with the employment analysis in this report, only 32% were formally employed!

Workspace Transition
Of the students (46%) that attended the workshops, 80% of them were in their final year of study
are concerned about the unemployment situation. They also feel that they have not gained
enough skills and experience that the workspace requires.
Monitoring and Evaluation
A monitoring tool was developed and given out to all participants to evaluate workshop
dynamics (relevancy, speed, content, etc), workshop environment, length and level of the
workshop. From the results collected
The participants reported that the workshop was relevant for them, they enjoyed the diverse
nature of the fellows and the rich content they disseminated and the convenient venues that we
chose for they were all public places. Participants however noted that the one day workshop was
so short and needed more time to learn more from the fellows. As shown in the figure below,
participants are interested in attending more of these practical and inspirational workshops.

As shown in the figure below, the participants felt that the level of the workshop was
introductory, curving out basic leadership, financial and technical skills. This fulfilled our objective
of enabling all participants easily understand simple practices that they can apply in their life
practices.

7.0 Strategy for Follow-up
On establishment of YALI Clubs, we are already supporting them through disseminating more
information and resources in the different technical areas by use of social media and a
newsletter. These range from YALI Network resources, information, news and updates, other
YALI Uganda projects, etc. We are also helping them formalize their clubs by electing leaders. We
plan to have them organize more youth and offer the leadership and technical talks to them. This
will be a pay it forward approach and sustainability scheme.
Through these clubs, we want engage youths in more practical work. We are looking at
developing agribusiness projects and work with them to teach more youth on the importance of
investing their energy in agriculture. We are also planning on setting up demonstration farms and
creating and linking markets through IT infrastructure for agriculture.
Since the majority of the youth were interested in business and entrepreneurship, we plan to
create business mentoring opportunities using an example of programs like the Youth At Work
Initiative All Stars Mentoring Academy, we can identify local mentors that can work with the
youth in these areas and achieve their career goals in business.
The youth were so much interested in leadership information, skills and advocacy. We are
therefore planning to work with the youth that we reached to spark conversations on civic
education, electoral democracy and human rights.
We are also planning to have a YALI Uganda national summit, a demo day for all youth that have
participated YALI programs. This would bring hundreds and thousands of them to showcase
what they are doing, hold mentoring clinics and celebrate leadership and entrepreneurship
through pitch competitions. This will also create more awareness to Ugandan youth as they strive
to grow and succeed.
One of the challenges we faced during the workshop was a low turn-up for girls. Through the
girls we reached to, we want to establish a YALI Uganda girl’s chapter called YALI GIRLS. This
initiative will work to create more awareness about YALI, Mandela Washington Fellowship and

our programs to girls. YALI GIRLS will also engage girls in agribusiness, STEM and leadership
programs to bring out their creativity and innovation.
Capitalizing on the diverse professionals and experiences of the Mandela Washington Fellows,
we would like to start engaging youth in diverse conversations through meet-ups. We are
planning to have clubs organize meet-ups and have one or two fellows facilitate. We are also
planning to engage them dignitary by recording experiences of different fellows and sharing
those clips online.
Engaging young people online will require us have a dedicated and highly responsive website. We
are therefore planning to amplify our online presence by creating a website that will be a one-
stop center for all information, resources and opportunities for young people.
8.0 Conclusions and Recommendations
The YALI U LEAD workshops reached and touched 386 youths in over 7 districts of Uganda. All
the youth were yearning to learn and challenge them, had immense potential if presented with
opportunities, and were doing a lot of amazing things for themselves and their communities.
We therefore have the opportunity to engage such youth in productive conversations that will
change mindset and bolster leadership development, peace and security and economic
development.
To engage more youth means working with the youth we have so far reached to spread the
message. It is through clubs and associations that we established (YALI West Nile; YALI East, YALI
North and YALI West) that we can spread the message of empowerment, innovation and hence
development.

BUSITEMA WORKSHOP
1. The project should continue to extend both material and financial support to the
youth led projects so as the youth can accomplish their visions.
2. Should continue reminding them of being innovative.
3. Should be extended to other communities.
4. Enjoyed more the entrepreneurial and leadership skills.
5. Better time management needed and more time for the workshop.
6. Engage more community members.
7. More publicity of the workshops like on radios and involve more youth.
8. More practical examples are needed.
9. More gender sensitive on the side of the facilitators.
10. More support should be given to the youth in terms of connections, finances and
market and more facilitators should be involved.
