LUCKY 13As the Evermore CID enters its 13th year in operation, the Board of Directors and Staff wish to thank the property owners, as well as the community, for their continued support of the CID and its efforts. Every six years, voters are asked to reaffirm the existence of a CID. Overwhelmingly voters elected to renew another six year term for the CID in 2015. Formed in 2003, Evermore is the County’s oldest CID and continues to make it’s mark in transportation, infrastructure and economic development.

Please join us in celebrating this “lucky 13th” year of operation for the CID. We certainly look forward to working alongside all of our great partners and property owners of the Evermore Community Improvement District.

RON HARRISON“The landscape improvements made to the Gateway into South Gwinnett County are some of the many initiatives the CID promotes to maintain a vibrant, attractive place to live, work, shop and play. In maintenance and improvements the CID has contributed over $2 million to the beautification and maintenance of landscape of the corridor .”

The Georgia Department of Transportation awarded the CID with GateWay grant funds which were used to make improvements to the fly-over at West Park Place Boulevard. As the gateway to South Gwinnett County, theseimprovements showcase the CID’s continued investment into beautification of the corridor.

Russell Landscape Group was selected to complete the GateWay improvements. RLG completed the project on time and under budget. Theywere also awarded the contract to provide maintenance services for all of the right of way and median areas within the CID for 2016-2017 season.

With the significant progress of Phase I, commuters along Highway 78, will soon be able to travel Evermore North Boulevard westward to Hewatt Road. Subsequent phases II & III of the new roadway are currently in right of way acquisition and are slated for construction in 2018. The collector road will create 4.5 miles of new road complete with roundabouts, sidewalks, and sound deflector walls. A primary objective of this project is to provide more accessibility for commercial properties by utilizing rear driveways for ingress and egress. Similarly, commuters along Highway 78 will have access to the collector, providing an alternate to the heavily traveled Highway, which sees approximately 95,000 vehicles per day.

Phases II & III Evermore North Boulevard

An Early Vision Sees ResultsIn 2005, the CID Board commissioned a Livable Centers Initiative (LCI) study in partnership with the Atlanta Regional Commission. LCI studies are intended to assist organizations in long range planning, assessment and implementation of enhancements of existing centers and corridors consistent with regional development policies. A primary recommendation of the 2005 study focused on the lack of new housing options within the corridor. Some 10 years later, new housing starts in 2015 topped 250. Over 100 of those newly constructed homes are located in the area of Evermore North Boulevard (Walton Court realignment). Slated for expansion in 2016, Evermore North Boulevard will provide a new roadway, complete with sidewalks and roundabouts to an area which previously lacked pedestrian accessibility and resources. With more new homes planned for the area, a critical component to the success of new housing growth are the transportation initiatives completed by the CID.

Heatcraft Refrigeration wins 2nd Movers & Makers awardHeatcraft Refrigeration was recently honored with its second Movers & Makers award for 2016 Medium Manufacturer of the Year. Heatcraft is the world’s leading producer of refrigeration products.

“We are honored to be the recipient of the 2016 Medium Manufacturer of the Year Award and grateful to have our operation recognized with a Movers and Makers award by Partnership Gwinnett,” said Larry Golen, Vice President and General Manager of Heatcraft Worldwide Refrigeration for North America. “We greatly appreciate the support and value that the Gwinnett County community provides which has been and continues to be a key ingredient to our success.”

The Movers & Makers Awards are the County’s annual recognition of exceptional Gwinnett-based companies involved in the manufacturing, processing or distribution of tangible products. Partnership Gwinnett, in collaboration with Gwinnett Technical College, hosted the awards which were presented by Jackson EMC. The event is the largest of its kind in Georgia.

“Evermore is turning the plans for the North Collector Road into reality. Not only will businesses have enhanced access, the road will expand choices for drivers while making for a more safe commute. While not as visible, Evermore, along with the Gwinnett Department of Water Resources is expanding and improving the sanitary sewer access in the corridor. This infrastructure component will allow existing businesses to grow and will draw new businesses to the corridor.”

New & Improved Businesses in Evermore

The former Waffle House at East Park Place has been purchased and remodeled into Marco’s Pizza. This marks the second time that Waffle House has worked to transform a vacated space along the corridor.

Family Dollar will begin a new presence within the corridor at the Highpoint and Highway 78 intersection. Construction is currently underway, with an anticipated opening in late 2016.

Doo’s Seafood and Deli has purchased the former Ruby Tuesday’s space in Snellville. With two current metro locations, Doo’s serves a variety of Cajun influenced dishes as well as deli and side items.

Five Star Ford, located near Hewatt Road has recently made updates to its exterior. Additionally, improvements were made to the service and used car areas.

Vibrant and growing, The South Campus of Eastside Medical Center plays a vital role as part of Eastside Medical Center’s comprehensive, multi-campus network of healthcare services, proudly serving both the communities of Snellville and Gwinnett County. In serving the region as such, Eastside Medical Center is committed to the vitality and future of The South Campus and continues to make substantial improvements and enhancements to the appearance of the facilities both inside and out, as well as the quality of care we offer across a myriad of specialties, most notably our comprehensive Inpatient Rehabilitation and Behavioral Health programs.

Eastside Medical Center is proud of our ongoing partnership with the organizations and businesses of this community, outstandingly so with the Evermore Community

Improvement District and the City of Snellville. Together, we are aligned in our commitment to the continuous

Lighting District Approved by Evermore Property OwnersDuring the annual elections, Evermore property owners were asked to approve a measure which would create a lighting district for the corridor. Once complete, this project will illuminate the entire 7.5 mile roadway with LED fixtures providing much needed support to safety and security along Highway 78.

Comprehensive Transportation Plan is UnderwayA Request for Proposals (RFP) has recently been issued in order to select a transportation engineering firm to prepare a Comprehensive Transportation Plan for the corridor. The CTP is being developed to guide actions that will contribute to some larger objectives such as higher levels of mobility, safety and mode choice, less congestion, higher quality of life, attractive business climate, or an efficient freight system. A qualified firm will be selected in June and work will begin immediately. The project is expected to last 10 months.

Park Springs Breaks Ground on ExpansionA vacant corner of West Park Place Boulevard iscurrently in transition to become Pebblebrook at Park Springs. Located on a 6.75 acre parcel adjacent to Park Springs’ Stone Mountain campus, it will offer a new Skilled Nursing Facility (SNF) and Alzheimer’s Care (ALZ) community to replace those functions in Park Springs’ existing health center, Cobblestone. Cobblestone, in turn, will be converted to 100% assisted living suites for a total of 52 suites. The new Pebblebrook facility will include two courtyards on two different levels, to enjoy Georgia’s mild seasons in a lovely landscaped setting. Also, there will be a Lobby Café, something that is not very common in a healthcare setting.

Relieving traffic congestion on Highway 78

The funding for the Evermore Community Improvement District’s (CID) plans and programs comes from a variety of sources. Commercial Property owners within the Evermore corridor have committed to pay an annual additional tax of 5 mils for the CID’s operations and a proportionate share of planned capital projects. Each year, approximately half of the CID’s millage receipts are set aside for the five-year capital program and approved GITB loans to support on-going capital projects.

Additional funding comes via grants from county, federal and state agencies. These funding sources are primarily for specified capital projects, as requested by the CID and awarded by the grantor, which supports the long and short-term work program. The combination of these funds, along with the local CID match, allows for making the corridor safer and more efficient in an ongoing effort for the traveling public. This is done through engineering practices, construction, maintenance, and related services.

On April 20th, property owners within the district came together to elect new board members to posts 1 & 4, each with a three-year term. Long serving Board Member Tommy Carraway left Post 1 in January and Diann Baker has been elected to fill the post. Ron Harrison, first elected to the Board in 2011, was reelected and will

continue his service to the CID in post 4. Additionally, voters were asked to cast their approval for a petition and lighting design, which will be submitted to Gwinnett County for creation of a lighting district for the corridor. This measure was passed by a majority of property owners and will now move to the County for consideration.

During this meeting, Board leadership elected the Chairman and Vice Chairman for the term. Chris Garner was elected to remain Chairman, while Ron Harrison was re-elected as Board Vice Chairman.

In recent months, Tommy Carraway and City of Snellville appointee Callie Andrews were honored with proclamations for their dedication and service to the CID. The City recently appointed Council Member Dave Emanuel to fill the seat previously held by Ms. Andrews.

Serving in Post 5, founding Board Member Dwight Harrison rejoined the Evermore Board in 2014, after a brief absence. During that time, Mr. Harrison began a new business venture in Loganville with his son Ron. He is engaged in property development within the corridor, where he has lived and worked for over 25 years, and his continued involvement has been instrumental in shaping the CID. He divides his free between being an active grandparent to his three grandsons, and serving his community through various charities and activities.
