Ten fingers and ten toes. Perfectly formed, he lies on the table as if he were sleeping …

But he is not sleeping. He is dead, hav-ing taken four hours to die after an illegal abortion.

On Monday, a resident from Uganda, the 26-year-old Juko Moses, appeared in the Louis Trichardt Regional Court in connection with the baby’s death. He was charged with the illegal termination of a pregnancy.

According to information available, Moses was charged after the Makhado police had arrested him in July last year. His arrest followed after a 29-year-old woman, who wanted to terminate her fi ve-month pregnancy, had put the police on Moses’s trail.

The woman, who cannot be identifi ed without her informed consent, responded to one of the many illegal abortion ad-vertisements that are plastered all over Makhado (Louis Trichardt). She allegedly paid R1 000 for fi ve Cytotex tablets, used to terminate pregnancies.

After suffering major complications, she was rushed to the Louis Trichardt Memorial Hospital, where doctors quickly realized that they were dealing with an illegal abortion. The police were noti-fi ed and the woman claimed that she had bought the tablets from Moses.

Police found Moses busy consulting with other “patients”. He was arrested on the spot and several different illegal

posters, as well as Cytotex tablets, were seized. The posters advertised the services of Drs Moses, Vickey and Ivan, as well as a fortuneteller named Mama Sali.

Over the past few years, residents have become increasingly frustrated with the escalating number of illegal abortion post-ers plastered on every available surface in town, advertising “safe, pain-free” and “same-day” abortions.

With no visible law enforcement taking place to curb the problem of these illegal posters, the youth group of the Dutch Reformed Church’s Soutpansberg con-gregation initiated a cleaning campaign in June this year. The campaign was so suc-

cessful that a second one was organized, which was supported by the mayor of the Makhado Municipality, Cllr David Mutavhatsindi.

Although the project sparked growing public contempt for these illegal posters, it remained troublesome that the people behind these advertisements were still of little concern to the authorities. It was therefore no wonder that news of Mo-ses’s arrest came as good news for one the church group’s members, Mr Frans van der Merwe. For years, he has been fi ghting the illegal poster war in town singlehandedly.

BUSINESS talk is a column focus sing on new developments in the local business arena.

To enable us to keep the column running on a weekly basis, readers and businesses are invited to contact the newspaper and let us know of new developments regarding new businesses or services less than a year old.

Any new development will be highlighted through a once-off short write-up in the col-umn free of charge. Further advertisement in the Zoutpansberger can be done at normal advertising rates.

For more information, phone Andries van Zyl at the offi ce of the Zoutpansberger at Tel 015 516 4996/7.

Leach Printers in Makhado (Louis Trichardt) has ac-quired the latest technology to fi nish off digital printing superbly.

Their new UV varnishing machine provides deeper and more vibrant colour tones and sharper graphics to digital printing. “We offer this service to printers who do not have this facility, as well as to the

end user,” says Greg Leach, partner in the business.

This is the only machine of its kind and make in Limpopo. The people who import and install these machines told Leach that they had installed machines in Gauteng and KwaZulu-Natal. That was at the beginning of August. Print-ers in Polokwane have already sent their prints to Leach Print-

ers to be UV varnished. The UV varnishing process is ideal for business cards, brochures, photo prints, photo albums, book covers and the like.

“The fi nished products are enhanced at a fraction of the total cost; that’s the beauty of it. This is unique - it is the fi rst type of varnishing equipment for digital printing. Previously, it was only available for prints done on the litho machine,” says Greg. The process is ex-tremely affordable, compared to laminating. The print is not encapsulated but varnished.

The process works with in-fra-red heating and exposure to ultra-violet light, where photo initiators within the varnish react immediately and the end result is a super gloss cover-age on the digital print, adding quality. “The UV varnishing gives it a prestige look,” says Vezmé Boshoff, estimator for Leach Printers.

After the UV varnishing, the product is workable immedi-ately and any kind of fi nishing can proceed, such as folding or cutting.

Leach Printers can be con-tacted on 015 516 5221.

(Contd from P1)“But at what cost did the arrest come?” he asked.

Van der Merwe has been removing posters for almost fi ve years and at one stage even managed to catch one of the culprits putting up posters in the vicinity of the police station. The culprit was not charged.

Countrywide, it would seem that backstreet abor-tionists fall into a grey area. Where communities have questioned the police, it was stated that this is a matter of misleading advertising and that the police could only make an arrest after someone had attempted to perform an abortion.

In South Africa, the Choice on Termination of Pregnancy Act governs the conditions under which an abortion may be provided. It stipulates that any person who is not a medical practitioner

or registered midwife with special training who performs abortions is guilty of an offence. The Act also makes provision for women to access legal abortions on request at state or private facilities, up to 12 weeks into their pregnancy. The newspaper was able to determine that, in a case of an illegal abortion where it can be proven that a child could have survived, the person who performed the abor-tion could be charged with murder.

In the meantime, Moses, who failed to appear in court, was re-arrested last week. He was expected to plead guilty in terms of a plea bargain with the State. His case had to be postponed, however, when he informed the court that there were still some details of his case that he wished to discuss with his attorney. He will remain in custody until 1 October, when he is expected to fi nalize his plea.

What does the Termination of Pregnancy Act say?

A pregnancy may be terminated-(a) Upon request of a woman during the fi rst 12

weeks of the gestation period of her pregnancy;(b) From the 13th up

to and including the 20th week of the gestation period if a medcal prac-titioner, after consulta-tion with the pregnant woman, is of the opinion that – (i) The continued pregnancy would pose a risk of injury to the woman’s physical or mental health; or

(ii) The pregnancy resulted from rape or in-cest; or

(iii) The continued pregnancy would signifi -cantly affect the social or economic circumstances

of the woman.(c) After the 20th week of the gestation period

if a medical practitioner, after consultation with another medical practitioner or a registered midwife, is of the opinion that the continued

pregnancy:(i) Would endanger

the woman’s life;(ii) Would result in a

severe malformation of the fetus; or

(iii) Would pose a risk of injure to the fetus.

The termination of a pregnancy may only be carried out by a medi-

cal practitioner, except for a pregnancy that is still in the fi rst 12 weeks of gestation, which may also be carried out by a registered midwife who has completed the prescribed training course.

Samples of some of the posters that were seized by the Makhado police. A local youth group from the Dutch Reformed Church in Makhado (Louis Trichardt) have started an initiative to rid the town´s streets of these damaging posters. A 29-year-old lady, who suspectedly responded to one of these misleading advertisements, suffered complications when she tried to end her fi ve-month pregnancy.

What does the law say about abortion?

The acting CEO of the Louis Trichardt Memorial Hospital opted to threaten the Zoutpansberger with legal action, rather than answer pertinent questions relating to the damning findings of a recent hospital board report regarding the apparent sad state of affairs at this state hospital.

On 31 August, the Zoutpansberger featured an article regarding the hospital board’s report, following their inspection visit to the hospital on 17 July. The report highlighted several serious shortcomings on the hospital management’s side re-garding poor hygiene, control, safety and severe shortages in medicine and cleaning materials. The report concluded by stating that the board was of the opinion that the acting CEO of the hospital, Mrs Connie Raulinga, was not capable of running the hospital.

Immediately following the publication

Hospital CEO threatens newspaper with legal actionof this article, Louis Trichardt Memorial Hospital spokesperson Mr Kutelani Sigidi responded by launching a scathing attack on the “faceless” board member who had leaked the report to the media. This was done by means of a media statement. In their statement, the hospital further contested the actual existence of such a hospital board report, even quoting the hospital board’s chairman, Mr Percy Sinthumule, as having gone on record as saying “the alleged report has never been commissioned by the hospital board [and] as such is deemed to be non-existent.” This despite the fact that Sinthumule was part of the four board members who visited the hospital on 17 July and despite the fact that the provincial spokesperson for the Department of Health and Social Development, Mr Sinenhlanhla Gumede, had confirmed that the findings of the report were a true and honest reflection of the situation at the hospital. The crux of the hospital management’s statement was that the findings of the board’s re-port were all lies aimed at “misleading the community”. Sigidi challenged the Zoutpansberger to expose these lies “if responsible reporting is still the backbone of responsible journalism.”

In accepting the challenge to expose the “lies”, the Zoutpansberger submitted several follow-up questions regarding the “actual” situation at the hospital to Mr Sigidi. The newspaper asked the hospital, among other things, whether it denied receiving an inspection by hospital board members and whether it denied that a re-port had been compiled after this visit. The newspaper also asked the hospital whether they would permit an unmonitored in loco visit by the press to verify the actual situ-ation at the hospital.

Sagidi acknowledged receipt of the

follow-up questions, but maintained that they were unaware of such a board report. “Until such copy is brought to our atten-tion and its authenticity confirmed by all board members, in particular the chairper-son and the secretary of the hospital board, its existence will remain suspect,” Sagidi said. None of the Zoutpansberger’s ques-tions was answered. The newspaper then requested Sagidi once again to answer the questions, but no reply was received.

The silence from the hospital’s side was broken last Wednesday afternoon when the Zoutpansberger received a faxed copy of an attorney’s letter, stating: “Our client [Mrs Raulinga] is not at this stage, responding to all the allegations contained in the said article but reserve the right to do so at a later stage and before the ap-propriate forum should the need arise. Our client’s failure to respond to each and every allegation contained in the said article should not be construed as an admission thereof.”

The attorney’s letter further states that the Zoutpansberger’s article con-tains defamatory allegations concerning Raulinga “that were understood by the readers of your newspaper that our client is incompetent and incapable of running the hospital ...” The letter then states that Raulinga had instructed her attorneys to inform the newspaper that, unless an apol-ogy is published on the front page of the newspaper, “legal action will be instituted against you [the Zoutpansberger].”

The Zoutpansberger has since respond-ed by informing Raulinga’s attorneys that an apology will not be published, argu-ing that Raulinga never pointed out any inaccuracies in the report that warrant an apology. The newspaper had also invited Raulinga to reply to the allegations and questions, but she opted not to do so.

Acting CEO of the Louis Trichardt Me-morial Hospital, Mrs Connie Raulinga.

The past week, pipe bursts causing the loss of thousands of litres of clean drinking water were spotted all across Makhado (Louis Trichardt). One could be found on the corner of Kruger and Breda Street, one on the corner of Joubert and Munnik Street (photo above) and one in Grobler Street (photo below), between Rissik and Joubert Street. In all instances, it took the municipality days to fix the problems. One would assume that these have been fixed, because the municipality has signed off on them by means of their post-fix signature – a muddy topping, with a couple of warning cones and sticks to warn motorists of possible danger.

This Saturday, 22 September, is World Rhino Day, when the continued need for rhino con-servation will be highlighted.

World Rhino Day, which is an international team effort, is co-organized by Lisa Jane Campbell of Zimbabwe and Rhisja Cota-Larson of America. This day involves the celebration of the five rhino species. The motto for this year’s celebrations is “Five Rhino Species Forever” and celebrates both the African and Asian rhino species.

Additionally, the day will also highlight the efforts to debunk the myths and diminish the

demand for rhino horn – which is believed to have medicinal properties, especially in the Asian countries.

Various conservation organi-sations have planned differ-ent events to raise funds to be donated to anti-poaching and conservation groups. A good example is the first ever Rocking for Rhinos festival that will be held from 22 to 23 September at Hoedspruit.

Since the beginning of the year, 43 rhinos have already been poached in the Limpopo Province alone. Nationally, a staggering 381 rhinos have been poached

since 1 January 2012.For more information about

World Rhino Day, Campbell and Cota-Lorson’s website can be accessed at www.worldrhi-noday.org. On their site, useful links to national and interna-tional conservation groups can be found, which in turn link to articles, posters and videos about rhino poaching and conserva-tion. From these websites, even the people in the most remote parts of the world are afforded the opportunity to join in the conservation process, whether it is by spreading the message or buying a T-shirt.

onderwerp belang sedert 1958 toe hy in standerd nege was. In 1958 was die honderdjarige vier-ing van Darwin se boek, On the Origin of Species (1858).

The South African Social Se-curity Agency (SASSA) is cur-rently embarking on a process to register social grants benefi-ciaries biometrically, with the aim of rooting out fraud and corruption within the system.

In order to complete this pro-cess, all recipients of social grants are therefore expected to report to one of the registration sites within the next six months.

In doing so, however, the Min-ister of Social Development, Bathabile Dlamini, urges all parents and primary care givers in receipt of child support grants and foster child grants to ensure that their children do not absent themselves from school for re-registration purposes.

In order to cater for learners, SASSA has made it possible for all registration sites throughout

the country to continue to func-tion well after school hours. Communities will be constantly informed of the various sites and actual dates and times at which they can present themselves for the re-registration process.

Ms Dlamini earlier pointed out that “parents of learners who receive child grants should not panic as their grants will not be stopped.” (Article: SASSA)

Municipal News

The South African Municipal Workers Union (SAMWU) in Limpopo did not beat around the bush in a report about local municipalities.

This report, “detailing the gloomy state of municipalities and the tripartite alliance in the province”, was released by SAMWU’s provincial secretary, Mr Simon Mathe, last Friday. Eleven municipalities across the Limpopo Province were labelled

SAMWU not happy with municipalitiesas “rotten.”

According to the report, SAM-WU has come to the realisation that corruption is rife in various municipalities. “It seems that corruption is normal in our mu-nicipalities,” said Mathe.

Details of the “shenanigans” that take place behind the closed doors of the Blouberg, Fetakgomo, Aganang, Mopani, Mole-Mole, Polokwane, Musina, Bela-Bela, Vhembe and Greater

Giyani Municipality were high-lighted in the report.

As far as the Musina Munici-pality was concerned, SAMWU could not hide their excitement regarding the recent resignation of the municipal manger, Mr Abram Luruli. “We hope that he will never fi nd any space in any municipality or provincial department,” said Mathe. “This is one person who should answer many questions. He must go well and we will never miss him.”

According to SAMWU, Luruli contributed a great deal towards the bad state of affairs at the Musina municipality.

When it came to the Vhembe District Municipality, the report was a bit on the vague side in terms of details. A major concern for SAMWU was, however, the fact that people are appointed in ghost positions. They claim that the municipality recently appointed a technical manager, even though the current organi-sational structure makes no pro-vision for such a position within the municipality.

Given all their concerns, SAMWU said that they were obliged to obtain legal advice. They have indicated intent to lay criminal charges against several politicians and offi cials from the various municipalities early in October. Municipalities that are implicated include Mopanie, Ba-Phalaborwa, Lephalale, Be-la-Bela, Sekhukhune District, Greater Tzaneen, Blouberg and Makhado.

Na weke se klagtes en tal-le ongelukke by die nou-berugte Munnik- en Bre da-straat-krui sing in Makhado (Louis Trichardt) , het die munisipaliteit hierdie week waarskuwingslyne op die padoppervlakte by dié omstrede kruising aangebring. Mnr.

Five businesswomen from Makhado (Louis Trichardt) are on their way to represent the town at the gala Woman of the Year ceremony, hosted by the South African Cham-ber of Commerce & Industry (SACCI).

This event, according to the chairperson of the Soutpansberg Chamber of Commerce, Ms Lize Strauss, is designed to re-ward a special businesswoman who has shown integrity, cre-ativity, a deep understanding

of business, decisiveness and an inspirational and entrepre-neurial spirit.

The announcement was made during a gala evening held at the Mountain Inn Hotel last Thursday. The five local nomi-nees will compete on a national level with other women from around the country. They are Dawn Smit of Pest Control, Louise Smit of Salon Lu-iz, Andél Greyling of Anhetico Eiendomme, Bev Leach of Leach Printers and Elmien van

der Goot (physiotherapist). The criteria according to

which these women will be judged include, among others, the initiative and foresight they show in their day-to-day op-erations, evident achievements after January 2004, changes that they have brought about and the positive difference they have made to the lives of their community.

Wishing them well was Gretha Wiid, who was the guest speaker during the gala.

These ladies were nominated to represent Makhado (Louis Trichardt) at the SACCI Business Woman of the Year award. In the front is Andél Greyling. In the middle row, from left to right, are Louise Smit, Dawn Smit and Elmien van der Goot.

The Southern African Macadamia Growers Association (SAMAC) board recently elected Mr Carl Henning (photo) as its new chairperson and Mr Peter Spangenberg as vice-chairman. Henning is a grower in the Levubu/Soutpansberg region, and Spangenberg in White River. The outgoing chairman, Mr Duncan Macgregor, remains on the board as past chairman to ensure that there is continuity of leadership. SAMAC’s constitution provides the channels for growers to ensure that their association operates to their benefit. Area representatives are elected to the SAMAC board by growers in the major production regions, namely Limpopo Province (4), Mpumalanga (4), and Kwa-Zulu Natal (2), giving growers a majority on the board. Photo supplied.

For many years, Limpopo was known to many of the “home of rain”, mainly due to the presence of the legendary Rain Queen.

Things have now changed and a scarcity of water has hit the province. The Greater Giyani Municipality recently partnered with the religious community during a ceremony to pray for rain. “The shortage of rain has contributed towards water scar-

city and is affecting the entire municipality. Our two main sources of water, the Nsami and Middle Letaba Dams are at low levels of 0,9% and 22% respec-tively,” said the Greater Giyani Municipality’s spokesperson, Mr Sizeka Mabunda.

He also quoted from the Bible to emphasize the power of prayer and said the community should humble themselves before God.

Thousands of people attended

the prayer session, which was conducted by internationally re-nowned pastor Irine Tshifhiwa of Christian Worship Centre, based at Manini.

Many communities who were getting water from the Middle Letaba Dam are no longer get-ting any. Villages like Nkurhi, Shihosani, Nhombelani, and Du-mela are forced to hire vehicles to travel to places like Malamulele and Vuwani, looking for water.

What two of our founding students say about the College

A teacher at Ridgeway College told me to attend her Art class. I thought she was nuts and I knew I couldn't draw. Somehow by the end of that year, I ended up getting a distinction in Art. This helped me get into the AAA School of Advertising. I was able to win a few awards: Loeries, Cannes and Clios. I have also been able to travel to New York and Paris. Currently I am freelancing, and grateful that Ridgeway College catered for someone like me.

Joanne Morrison (nee Van Der Linde) Ð Diploma in Visual Communication and specialised in Art Direction, AAA Advertising School

Shonisani Raphalalani Ð Bachelor of Medicine and Bachelor of Surgery (MBChB), UCT

Ridgeway College not only prepared me for university, but equipped me with a holistic approach to life from academics to my social life. I learned to interact with people from different cultures & backgrounds to myself. I am currently working in Mokopane Hospital as a medical officer in the department of psychiatry. Last year I wrote and passed my Diploma in psychiatry with the Colleges of Medicine of South Africa. One of my future plans is to become a psychiatrist.

The police in Thohoyandou have arrested two people who were found in possession of illegal cigarettes. According to the police spokesperson, Const Avhafarei Tshiovhe, a man and a woman were arrested during a road block on the Makonde-Shadani public road last Monday morning. During the operation, police stopped a white taxi with occupants and conducted a search. They found 483 cartons of illegal cigarettes to the value of R54 477 which were hidden in bags. “The suspects will appear in the Thohoyandou Magistrate’s Court soon. We are sending a stern warning to all dealers in this illegal trade to regard Thohoyandou as a no-go area, as they will be arrested and be brought to book,” said Tshiovhe.

Members of the police have arrested three people believed to be members of a cigarette-smuggling syndicate operating from Musina.

The suspects were using ex-pensive vehicles to transport the illegal cigarettes from Zimbabwe to South Africa.

According to the police spokes-

person, W/O Seth Magadzi, they executed the arrests with the as-sistance of members of the pub-lic. The smugglers were arrested between Ndzumeri and Ndhambi.

“The suspects were traveling in a BMW sedan, a Mercedes Benz and a Camry Cub. We have also discovered a BMW used to transport fuel for the other

vehicles, so that it would not be necessary for them to go to any filing station for fuel,” said Magadzi. The three suspects are between the ages of 30 and 40. The value of the cigarettes is near half-a-million rand.

The suspects will appear in the Giyani Magistrate’s Court soon.

Two of five Vuwani escapees still at largeTwo of the five trial-awaiting suspects who escaped from the Vuwani police station’s holding cells are still at large.

They are Moses Siganya Tshishonga (28) and Mushe Nemudzivhadi (23).

The escape took place on 3 June, when Vhutshilo Rambau (22), Thanyani Nevondo (28), Ashley Makumbe (28), Tshis-honga and Nemudzivhadi alleg-

edly escaped through a hole they had cut in the roof of the veranda.

The Vuwani police launched a manhunt for the escapees and Nevondo, Rambau and Makumbe were later re-arrested. They have already appeared in the Vuwani Magistrate’s Court on a charge of escaping from lawful custody.

In court they alleged that they had had no intention of escaping and argued that Mushe

Nemudzivhadi had threatened to kill them if they refused to es-cape along with him. They were acquitted on a charge of escaping from lawful custody.

The police are currently still searching for Tshishonga and Nemudzivhadi. Anyone with the information regarding the two suspects can contact W/O Elijah Malatjie at 079 573 1947.

(Jakobus 1:18).

Own up and face the consequences

John decided to go skiing with his buddy, Keith. So they loaded up John’s minivan and headed north.

After driving for a few hours, they got caught in a terrible blizzard. So they pulled into a nearby farm and asked the attractive lady who answered the door if they could spend the night.

“I realize it’s terrible weather out there and I have this huge house all to myself, but I’m recently widowed,” she explained.

“I’m afraid the neighbours will talk if I let you stay in my house.”

“Don’t worry,” John said. ‘We’ll be happy to sleep in the barn. And if the weather breaks, we’ll be gone at fi rst light.”

The lady agreed, and the two men found their way to the barn and settled in for the night. Come morning, the weather had cleared, and they got on their way. They enjoyed a

great weekend of skiing.About nine months later,

John got an unexpected letter from an attorney. It took him a few minutes to fi gure it out, but he fi nally determined that it was from the attorney of that attractive widow he had met on the ski weekend.

He dropped in on his friend Keith and asked, “Keith, do you remember that good-look-ing widow from the farm we stayed at on our ski holiday up north about 9 months ago?”

“Yes, I do,” said Keith.“Did you, er, happen to get

up in the middle of the night, go up to the house and pay her a visit?”

“Well, um, yes!,” Keith said, a little embarrassed about be-ing found out, “I have to admit that I did.”

“And did you happen to give her my name instead of telling her your name?”

Keith’s face turned beet red and he said, “Yeah, look, I’m sorry, buddy. I’m afraid I did.”

“Why do you ask?”“She just died and left me

everything.”

Weereens, hoe beskerm jy dan jou kind teen subtiele viktimisering?

Juffrou, jy wat my kind so foeter, weet jy hoe beangs en vreesagtig maak jy haar?

Different toys for different boys

A guy is 72 years old and loves to fi sh. He was sitting in his boat the other day when he heard a voice say, ‘Pick me up.’

He looked around and couldn’t see anyone. He thought he was dreaming when he heard the voice say again, ‘Pick me up.’

He looked in the water and there, fl oating on the top, was a frog. The man said, ‘Are you talk-ing to me?’

The frog said, ‘Yes, I’m talking to you.’ Pick me up then, kiss me and I’ll turn into the most beauti-ful woman you have ever seen. I’ll make sure that all your friends are envious and jealous because I will be your bride!’

The man looked at the frog for a short time, reached over, picked it up carefully, and placed it in his front pocket.

The frog said, ‘What, are you crazy? Didn’t you hear what I said? I said kiss me and I will be your beautiful bride.’

He opened his pocket, looked at the frog and said, ‘Nah, at my age I’d rather have a talking frog.’

It is once again time for the Zoutpansberger and Limpopo Mirror’s very popular calendar photo competition.

The region’s photographers will have until 31 October to submit their entries. Prize money totalling R6 000 is up for grabs, with 12 winning pictures to be chosen for each of the year’s months. Winning entries will be published in an A2-format 2013 calendar, which will be used by the Zout-pansberger and Limpopo Mirror for marketing purposes. The calendars will also be sold to the public at a minimal fee.

Only high-resolution photos of subjects unique to the Soutpansberg and surrounding areas will be considered for the competition. Wildlife photos are welcome, although the newspaper group would like to see more entries depicting the region’s cultural heritage, its people and landscape. The competi-tion is limited to five en-tries per photographer, which should preferably be submitted in digital format. Cellphone or postcard-size photos will not be considered for the competition.

Al l en t r ies mus t clearly indicate who the photographer is, their

contact details, where and when the photo was taken and what camera was used. Although techni-cal aspects such as the quality and sharpness of the photo will be taken into account, the photo should, however, only make for a nice picture.

Each of the 12 winning photographs will be bought from the photographer at a price of R500 per photo. Entries can be handed in at the office of the Zoutpansberger at 16B Joubert Street, Louis Trichardt.

Pupils from the Rivoni School for the Blind received school uniforms from the mayor of the Makhado Municipality, Cllr David Mutavhatsindi, during a ceremony at Elim on Sa turday.

Mutavhatsindi also gave uni-forms to several pupils from Ma-sungulo Primary, Elim Primary, Xihlobyeni Primary and Elim High School. He also presented 60 blankets to the Rivoni School for the Blind. Mutvhatsindi said children needed to be nurtured to become future responsible leaders.

He told the pupils that the

acquisition of the uniforms had to encourage them to study hard. “Education brings light, joy and wealth. We understand the chal-lenges that our education system is facing and we cannot just sit down and watch. We spend more on the education of our children, because we know that they are the future of our country,” he added.

Mutavhatsindi said that Ri-voni had proved that, given the necessary skills and opportuni-ties, blind and partially sighted people could make a valuable contribution to the well-being of

their communities. He mentioned that many of the people who were once admitted at the centre had gained freedom of movement and access to education. Some have been able to enter into main-stream educational lives, while others are gainfully employed in both the private and public sector.

A jubilant administrator of the Rivoni School, Mr Matim ba Shikava, told the pupils to count themselves lucky as pupils of several other schools were at-tending school in tattered uni-forms.

The African Farmers Associa-tion of South Africa (AFASA) Limpopo has welcomed the rains that fell in most parts of the province during the past three weeks.

The provincial chairperson of the organisation, Mr Tshi-aneo Mathidi, said the rains could not have come at a bet-ter time, because the farmers were stranded as a result of the drought. Mathidi said several stock farmers were forced to sell some of their stock, while crop farmers lost a lot in terms

of income. He said the price of fodder

rocketed because of the drought. “We really suffered. Most of us are emerging farmers who can-not even access funds. The little we get from government cannot help in the long term. Most of us are so poor that we cannot buy fodder from suppliers and this made our lives very difficult,” he added.

“We are very excited and relieved because of the rain and we hope that the condition of the livestock will improve

soon,” he said. The spokesperson for the

Department of Agriculture, Mr Kenny Mathivha, echoed the same sentiment, saying that if things continued like this, farmers would be guaranteed a good harvest.

“We are very excited at the latest turn of events. We have been hard hit by drought, which affected all sections of the ag-ricultural sector. We are very hopeful that, from now on, things will change for the bet-ter,” he said.

A young cattle farmer, Mutheiwana Phadziri (28), is frustrated and concerned about the Makhado agricultural office’s attitude towards animal farmers in the area. Two of his cows died from a not-yet-identified disease and the young farmer feels that the office is apathetic towards animal owners.

Mutheiwana, of Tshikhwani section of Madom-bidzha village, contacted the newspaper last week and said that he had lost faith in the local agricul-tural office. He said that he had sought assistance in terms of animal vaccination and seasonal disease inspection since last year. According to him, he only received promises that the animal health inspector, Lebo Farland, would visit him.

During August and September this year, two of Phadziri’s cows showed signs of not being well. He tried using different medicines after receiving telephonic advice from the Makhado agricultural office and private animal experts. Both cows, how-ever, died a short while later. He took the one that had died first to the Makhado agricultural office for an autopsy to be performed. “I once again requested Lebo to come and check the health of the other cattle, to prevent more cattle from dying as a result of the unknown disease,” he said. “But she didn’t come.”

The number of poor or indigent households in the Makhado Mu-nicipality is 75 469 or 58% of the total of close to 130 000 households.

An indigent household is one where the earning of the household is less than R1 880 per month or where the members of the household are unem-ployed. Indigents are entered into an indigent register, which is updated annually.

The municipality has a free basic electricity or free basic energy (FBE) policy, targeted at poor households. A total of 50 Kilowatts of free electricity are given to indigent households on a monthly basis. About 19 340 indigent households in both the Eskom and the municipal licence areas are receiving FBE. The number of indigent house-holds receiving FBE from Eskom is about double the number of those receiving from the local municipality. A further 1 100 households using the solar energy system in areas where no electrical grid exists, receive the FBE subsidy.

All these facts are according to the situational analysis of the municipal-ity’s IDP document.

As for free basic water and sanita-tion, the document states: “The inten-tion of the municipality’s free basic water (FBW) policy is to ensure that no one is completely denied access to water supply and sanitation as a result of their inability to afford or pay for these services. The recipients of FBW are all metered and billed households within the municipality. The free basic sanitation (FBS) service is targeting all poor households receiv-

ing an indigent subsidy monthly. An indigent register is kept and updated annually.”

In the meantime, the basic water charge on the accounts of normal, non-indigent households was raised in July from R18 per household to R78 (an increase of more than 400%). The first six kilolitres of water consump-tion are still free. The basic sewerage charge increased from R28 to R88 (an increase of more than 300%) and the basic electricity charge increased from R108 to R119 (roughly 10%).

According to the document, a stag-gering “129 224 households receive free basic water.” The debts owed to the municipality are recorded as just more than R154 million. The new municipal manager, Mr Isaac Mutshinyali, said on 5 September at a media event that a separate database should be made for indigents, and then the debt might reflect differently.

A high percentage (54%) of the population of the municipal area is economically inactive. “This figure can be attributed to the high percent-age of the population below the age of 15 years, which per definition renders them economically inactive,” states the document. Nearly 50 % of the population is younger than 15 years. The majority of the population lives in the rural areas, which are also the most underdeveloped.

“The largest percentage of the rural black population between the ages of 15 and 65 years comprises women. This can be attributed to the migration of men for employment opportunities elsewhere,” is stated.

By Linda van der Westhuisen

58% of households are poor

In response, the Makhado agriculture office’s animal health technician, Lebo Farland, said at times they experience a shortage of transport and medicines. She apologised for the inconvenience caused by her office to Phadziri. She also men-tioned that visits to the Sinthumule/Kutama area took up a lot of travelling time, which added to the workload. Farland visited Phadziri last Thursday (13 September). “She eventually came to help us,” said the young farmer. “We were mainly afraid that if the disease was contagious, and that it might kill all the cattle in the area. It’s so sad that it took our contacting the newspapers before we could get help.” Some of the local residents felt that the carcass of the second cow had not been dumped far enough from the houses. When Phadziri and the Zout-pansberger’s reporter visited the place where he had thrown away the carcass, we found that the animal had been skinned and chunks of meat had been removed from the carcass, seem-ingly by a human.

How many households in the area under the jurisdiction of the Makhado Municipal-ity do not have access to basic services?

Included in the key develop-mental issues of the municipality is the lack of basic services, as documented in the situational analysis of the most recent inte-grated development plan (IDP). Just more than 38 000 households do not have water.

The total population of the Makhado Municipal area is estimated at close to half a mil-lion (495 261 to be exact) and contains close to 130 000 house-holds. Submissions of ward com-mittees suggest that the number of households has increased to just more than 143 000 house-holds, a figure that will have to be confirmed by the latest census.

Therefore, 29% of all house-holds in the municipal area lack a basic water supply, according to the “services backlog as from 29 February” this year. The recent escalating protests and actions to demand or enforce the sup-ply of water could indicate that even more households suffer

without basic water provision. The RDP minimum levels of water provision are that provi-sion should be within 200 metres from the household, water provi-sion should be at least 20 to 25 litres per person per day, and people should have access to a water source at least 98% of the time. Therefore, they shouldn’t be without water for more than seven days.

The water sources of the mu-nicipality include dams and boreholes.

“In some areas within the mu-nicipality, boreholes are drying up, and the water consumption level at the Air Force Base is extremely high. The base sources its water from the underground reserves and, as such, this places a severe burden on the water source,” reads the document.

Administratively, the munici-pal area is divided into Makhado (Louis Trichardt), Dzanani, Vu-wani and Waterval. The Waterval region has the largest backlog in water supply, followed by Dzanani.

A total of 51% of households have a backlog in sanitation

services.Just more than 88 000 house-

holds (68%) do not have refuse removal services, according to the situational analysis. Under another section, the infrastructure analysis, the figure is higher, namely nearly 120 000 house-holds that lack refuse removal below basic requirements. Only one permitted landfill site (at Vondeling) exists and that site is currently overflowing.

“The process of establishing a new landfill site is underway and there are also plans in the pipeline to develop waste drop-off termi-nals in rural communities,” reads the document.

A worrying 13% of households live in housing that is below the required standard. Just more than 21 000 households (16%) have a backlog in electricity, according to the situational analysis. In the infrastructure section, a higher figure of close to 35 000 house-holds is mentioned.

“There is a serious concern with the continued vandalism and theft of electrical infrastructure,” states the document.

Many do not have access to services

King Toni Mphephu said the recent victory by the Ramabulana Royal House in the Pretoria High Court was not his personal glory, but a vic-tory for all the Vhavenda chiefs and it augured the beginning of good things in the history of the Vhavenda kinship.

He extended an olive branch to all the other chiefs and urged them to join forces and to work towards the development of the Vhavenda people.

Mphephu, who was declared the rightful heir to the Vhavenda throne after a protracted court battle, was speaking during a ceremony to hand him a certificate officially declaring him as king of the Vhavenda. The ceremony was held in the old parliamentary buildings and was officiated over by the Minister of Cooperative Governance and Traditional Affairs, Mr Richard Baloyi.

In handing over the certificate, Baloyi said the certificate meant that the government had recog-nised the status of Mphephu. He said that the government was committed to resolving all issues that involved traditional leadership.

Representing the Limpopo House of Traditional Leaders, Kgoshi Malesela Dikgale said it was an exciting moment for all traditional leaders in the province. “When things affecting traditional leadership are not going right, it affects the whole province. We are happy that it has come to pass and a certificate has finally been issued.”

King Mphephu said the road had been tough and that he is glad that it had come to pass. He said the time of hauling each other before the courts had come and gone and it was up to the chiefs to stand up and serve their people. “The victory has uni-fied all of us to speak with one voice and to march forward as a unit,” he added.

King Toni Mphephu extends olive branch

A group of inspired pilgrims is back at work in Limpopo, after a life-changing experi-ence in the Holy Land.

Benedict Moia of the Jesuit Refugee Services (JRS) office in Makhado (Louis Trichardt) organized the pilgrimage to ex-plore the cradle of Christianity and to follow the footsteps of Jesus Christ.

The group of pilgrims depart-ed on 30 August and returned on 10 September.

“It was an inspiring spiritual journey during which we could really experience the Bible in

vivid reality.”“In the waters of the River

Jordan, we could renew our baptismal vows in the same river where our Lord was baptized by John.” Later, back in Jerusalem, they started at the Mount of Ol-ives and visited the Chapel of Ascension and the Convent of Pater Noster, where the Lord’s prayer is displayed in 110 lan-guages. Afterwards, they could experience an inspiring day full of meditation and prayer, while retracing Jesus’s last steps as he walked the Via Dolorosa.

Earlier during the 10-day

pilgrimage, they could move through landscapes and villages and visit places connected to key events in Biblical history. Among others, they also stopped at Qumran, the site of the Dead Sea Scroll discovery.

Back in Makhado (Louis Trichardt) this week, Benedict was once again busy with his task to give assistance to refu-gees at JRS.

“I am ready to organize a sim-ilar pilgrimage in the future. We received a number of enquiries from interested people,” he said.

Motor Racing

Limpopo hosts penultimate round of rally champsThe last two rounds of the South African Rally Championship will be played out in two vastly different en-vironments.

While the finale of what has been one of the most closely-fought contests in many years will be in the Garden Route area of the Western Cape in November, the penultimate round will be staged in the highlands of Limpopo on Saturday and Sunday, October 6 and 7.

Last year the inaugural Polokwane Rally was the final round of the eight-event championship. It was balanced on a knife edge, with any one of four drivers in the running for the title. This year Lim-popo motor sport fans can look forward to an equally exciting penultimate round, with just five points separating the top two contenders as the competition goes down to the wire again.

Clerk of the course Willie du Plessis

promises competitors a 200-km racing route that will match the importance of the occasion and be a suitably searching test of both driving and navigational skills.

“Thanks to the enthusiastic co-opera-tion of the city fathers, businesses and land owners, who have all gone out of their way to provide the necessary permissions for us, we have been able to plot a total of 13 special stages in and around Polokwane over the two days,” said Du Plessis.

Saturday’s action will consist of eight stages, beginning with a testing 30-kilo-metre gravel stage north of the city.

“There’ll be no easing into this event; competitors will have to be sharp right from the go,” said Du Plessis. This will be followed by two more gravel special stages and a short tarmac stage in the Polokwane industrial area.

The three gravel stages will then be repeated and a final short stage in the

parking area of the Peter Mokaba Stadium will end the day.

The rally will restart on Sunday with the same short tarmac stage in the industrial area followed by three gravel stages in the south. The final stage will be a repeat of Saturday’s finale at the Peter Mokaba Stadium.

The traditional podium ceremony and champagne spraying will take place at the stadium, followed by the official prize-giving.

“All the roads are in excellent condition and competitors can expect some fast sec-tions mixed with slower, more technical sections,” added Du Plessis. Spectators will be well catered for and guides giving details of safe vantage points as well as information about the competitors and the championship will be available at the start.
