On whether situation was alarming in the wake of spurt in militancy relat- ed activities like attack on army convoy at SKIMS Medical College Hospital Bemina followed by a gre- nade attack on a joint team of police and paramilitary CRPF men in old city, the J&K police chief said every militancy related inci- dent is worrisome. “Police along with security forces are alert to face all chal- lenges. Today we have lost a member from the police family and we feel deeply pained and saddened,” Vaid said. He, however, said that the situation was not alarming. Chairing a meeting to review the steps being taken to arrest the tendency of traffic jams on some busy roads of Sri- nagar city and Kashmir Valley here today, the Chief Minister stressed on adoption of scientif- ic methods to gauge the traffic density in a particular area and likely impact of any corrective measure on the same. Mehbooba Mufti directed the SMC, SDA and other civic bodies’ heads to put their heads together and make a holistic joint plan of action for manag- ing the traffic in the city which can be gradually put in place. She directed keeping available transport on all routes in the evenings and checking over- loading and over charging. The meeting was briefed about several measures being taken to clear the traffic con- gestion at various critical points in the city and along the major roads in the Kash- mir Valley. DC Ganderbal Tariq Hus- sain Ganai told Greater Kash- mir that he along with a team of officers visited Sonamarg a day before to assess the condition of the stretch after which the decision of its opening was taken today. "The road has been thrown open for light motor vehicles only," the DC said. Meanwhile, the snow clearance on the Srinagar- Leh highway has reached near Bajri nallah in the Zojila area. The highway connect- ing the Ladakh region with Kashmir valley remains closed from December to April every year due to accu- mulation of snow, cold and landslides in the Zojila area and no vehicle is allowed to move ahead of Gagangeer for this period. Officials said due to heavy snowfall this season re-reopening of Srinagar Leh highway may take more time this year. Captain NK Singh of BRO said that due to heavy snow avalanches this season 30 to 35 feet snow has accumulat- ed on the road in the Zojila area. SHABIR IBN YUSUF Srinagar, Apr 3: Predicting moderate to heavy rains in plains and snow at higher reaches on April 5 and 6, Meteorological department Monday issued an advisory for Jammu and Kashmir, warning of possibility of landslides and snow avalanche in vulnerable areas like Srinagar-Jammu and Srinagar-Leh highways. “An active Western Distur- bance is likely to affect J&K from April 4 and April 6,” MeT officials said. They said that light rain at scaered to fairly widespread places with snow- fall on higher reaches is likely to commence from Tuesday (April 4). Officials said intensity and spatial distribution of precipi- tation will increase from Tues- day evening with widespread rainfall/snowfall (on higher reaches) on Wednesday and Thursday across the state. “Heavy rain/thunderstorm accompanied with wind likely to occur at a few places over Jammu & Kashmir on Thurs- day,” officials said adding some places of Jammu & Kashmir are likely to receive hailstorm during April 5 and 6. The officials have warned of landslides and snow ava- lanches in vulnerable areas like Srinagar-Jammu and Srinagar- Leh highway ((Zojila)) on April 5 and 6. “Farmers are advised to postpone their farm manage- ment practices like spray of orchards, application of fertil- izers etc,” said the advisory. “Passengers are advised to contact respective Traffic Con- trol Rooms prior to their jour- ney.” GK CORRESPONDENT Srinagar, Apr 3: After quashing their detentions under Public Safety Act, Jammu and Kashmir High Court has ordered the government to release from pre- ventive custody 16 detainees immedi- ately. While quashing the detention order of one Zahoor Ahmad Dar, the court observed: “Personal liberty protected under Arti- cle 21 of the Constitution of India is so sacrosanct and so high in the scale of consti- tutional values that it is the obligation of the detaining authority to show that the impugned detention meticu- lously accords with the pro- cedure established by law”. While passing such orders, court said, the authority concerned is required to be alive to the personal liberty of a person. “Such power has to be exercised in a manner, which may not have the trap- pings of depriv- ing a person of the guaranteed liberty”. Besides the order of Assadul- lah Parray, father of six daughters and a son, the court also quashed PSA detention of Muhammad Rafiq, Ameer Hamza, Bashir Ahmad Bhat, Mohammad Maqbool Wani, Sheikh Danish Mushtaq, Dawood Shafqat Mir, Muhammad Hafeez Lone, Mohammad Akhbar Dar, Aijaz Ahmad Shah, Javaid Ahmad Naikoo, Tariq Ahmad Sheikh, Mushtaq Ahmad Bhat, Farooq Ahmad Mir and Shakeel Ahmad Bhat. Sonamarg, Apr 3: The 10-km long Gagangeer-Sonamarg road stretch on Srinagar-Leh highway which was closed for vehic-ular movement in the mid of December last year was thrown open for traffic on Monday.

DC Ganderbal Tariq Hus-sain Ganai told Greater Kash-mir that he along with a team of officers visited Sonamarg a day before to assess the

condition of the stretch after which the decision of its opening was taken today.

"The road has been thrown open for light motor vehicles only," the DC said.

Meanwhile, the snow clearance on the Srinagar-Leh highway has reached near Bajri nallah in the Zojila area.
