• initiated 2010• various calls/meetings from 2010-2015• 5 monthly calls facilitated by PSI since

november 2015; 20+ attendees on each call• working to pass paint stewardship bill

how other state PSCs do it:• NY, IL, OK, NE, CT, VT: Independent and not incorporated (in

NY, PSI is the fiscal sponsor – provides monthly budget updates; accepts grant funding; etc.)• CA: Registered independent 501(c)(3) organization• CO, TX, WI: Subgroup of state recycling organization, which is a

501(c)(3)

how other state PSCs do it:• IL: members + partners must sign letter of agreement; voting rights

reserved for local gov’ts that contribute financially and provide staff time to the PSC

• CT, NWPSC, VT: members must sign letter of agreement (in VT members must also provide funding and/or staff time to the PSC)

• CO, TX: members of state organization may elect to join the PSC (in CO members pay additional small fee to join council)

• NY: board members nominated and elected by existing board

government only:• CT: local government votes, state advises• Northwest: all vote
