Dear ASOCIO members association,
Welcome to the first quarter of 2018 and I would like to thank you for your continuous support of our quarterly published e-Newsletter. First and foremost, I would like to congratulate Dr. John Choi’s appointment as the new Council Member for 2018 in replacement for Dr. Lee from The Federation of Korean Information Industries (FKII).
I would like to congratulate The National Association of Software and Service Companies (NASSCOM) for hosting the World Congress of Information Technology (WCIT) in Hyderabad India from 19 – 21 February 2018. Following the success of our collaboration last year towards inaugural report titled
“Reimagining the Digital Era”, I would like to take this opportunity to thank World Information Technology and Services Alliance (WITSA) for agreeing to be our partner and their continuous support for the research in 2018 after the board meeting held in Hyderabad, India. This year, the research report will be
focusing on “Cross Border Talent Development, Acquisitions and
Collaborations”. Besides that, there were also lots of events organized by our members’ associations for the past 3 months such as CAN ICT Conference 2018, EmTech Asia 2018, BASIS SoftExpo 2018, Japan IT Week Osaka, GIL SOUTH ASIA 2018, IoT Asia 2018 and Smart City Summit and Expo (SCSE) 2018. ASOCIO’s next event in the year 2018 is the Plenary Meeting in Thimphu, Bhutan which will be held on 20 – 23 June 2018. I would like to thank Bhutan ICT & Training Association (BICTTA) and Department of IT & Telecom (DITT): Ministry of Information & Communications (MoIC) Royal Government of Bhutan for co-hosting this event.

ASOCIO MULTILATERAL TRADE VISIT (MTV) 2018
Recently, ASOCIO Multilateral Trade Visit was held in Vientiane Capital, Lao PDR from January 23 – 26, 2018. This event was co-hosted by Lao ICT Commerce Association (LICA) and with the collaboration of Ministry of Post and Telecommunications (MPT) of Lao PDR. The objective of this event was to create trade and partnership opportunities with Mongolia ICT companies from 24 economies in the Asia Pacific region.
This time, there were total 27 delegates from more than 7 countries such as Bhutan, Japan, Malaysia, Myanmar, Sri Lanka, Thailand and Taiwan that participated in this trade visit. LICA prepared a welcome dinner to greet all delegates to Vientiane Capital, Lao PDR at the Hang Out Restaurant.
On the first day, delegates visited Lao Satellite Company (LAOSAT). All delegates had the chance to visit Lao Satellite Control Center (SCC) and Ground Station broadcast services. LAOSAT is able to provide a range of services and solutions to both domestic and international broadcasters at the
southeast peninsula. Being the one and only satellite operator within the entire Lao territory, LAOSAT is fully responsible for the commercial operation of LAOSAT-1 Satellite and mainly engage in Satellite Telecommunications, Satellite Television and WBCN Services.
In the afternoon, delegates attended the Lao ICT Expo 2018 opening ceremony at ITEC. There was a remark speech given by the Minister of Post and Telecommunications (MPT) of Lao PDR and present digital Key to Deputy Prime Minister. All ASOCIO delegates had the opportunity to take a group photo on stage with the Deputy Prime Minister and the Minister of Post and Telecommunications (MPT) of Lao PDR. Mr. David Wong Nan Fay (ASOCIO, Chairman) and Ms. Yvonne Chiu (WITSA, Chairman) presented ASOCIO research book and appreciation plaques to the Deputy Prime Minister and the Minister of Post and Telecommunications (MPT) of Lao PDR when they visited LICA booth at the exhibition hall.

The next day, delegates visited Lao Telecom Company (LTC). Mr. Ken Streutker presented Lao Telecom and Telecommunications in past, present and future of Lao PDR. The next event required the delegates to walk across to Lao National Internet Center (LANIC) where the high-level ICT industry dialogue was held. There was presentation by the Ministry of Post and Telecommunications (MPT) of Lao PDR, ASOCIO and LICA. MoU’s were signed between ASOCIO and LICA at LANIC after the discussion between ASOCIO members association and Lao government officials. Mr. David Wong Nan Fay (ASOCIO, Chairman) presented an appreciation plaque to Mr. Thanongsinh Kanlagna (President of LICA) for his hospitality and contribution in hosting the ASOCIO Multilateral Trade Visit 2018.
On the same day, the farewell party was hosted by Lao ICT Commerce Association (LICA) at SmileDee Restaurant. Delegates from the 6th ASEAN CIO Forum join the same dinner with ASOCIO delegates. Delicious food and cocktails were served. There were souvenirs given by LICA as well as karaoke session held at the restaurant. All delegates enjoyed themselves and many photos were taken that night.

The Success of Digital Economy in Singapore
What is the Digital Economy? Digital economy is the economic activity that results from billions of everyday
online connections among people, businesses, devices, data, and processes.
The backbone of the digital economy is hyperconnectivity which fosters the
interconnected nature of people, organisations, and machines that result
from the Internet, mobile technology and the internet of things (IoT) (Deloitte
Touche Tohmatsu Limited, 2018).

The Digital Economy in Singapore In the recent Committee for Future Economy talk, emphasis was placed upon
digital economy’s role in strengthening Singapore's future. The movement
towards enhanced digital connectivity will not only enable Singaporean
businesses to extend to overseas markets, but also capture greater market
share and build international brand presence.

Singapore has made significant progress in digital infrastructure, thereby
increasing adoption of digital capabilities amongst households and enterprises
(Ministry of Trade and Industry, 2017). The introduction of optical fibre and
4G networks has dramatically increased the speed at which information is
transmitted. Following the roll-out of the optical fibre network upgrade
program, Singapore’s average internet connection speed increased from 5.4
Megabits per second (Mbps) in 2012 to 20 Mbps in 2016, comparable to those
of global leaders such as Japan and Finland. Likewise, Singapore’s 4G
connection speed is one of the fastest in the world, due in part to ongoing
network investments. On the enterprise front, firms in Singapore are also
increasing their investments in digital assets, in both manpower and
technology, to build digital capabilities.
The information presented below maps out key areas Singapore’s digital
economy plan.
Key Areas of Singapore’s Digital Economy
Singapore is pushing for a more digital, more connected society and
the Infocomm Media Business Exchange (imbX) 2017 revealed exciting new
initiatives to achieve this goal. During the imbX opening ceremony, Dr Yaacob
Ibrahim, Minister for Communications and Information, highlighted 4 frontier
technology focus areas that will help build a strong infocomm media
foundation for the nation (IMDA, 2017).
1) Artificial intelligence & Data Science
Various initiatives have been inaugurated, such as AI.Singapore and Singapore
Data Science Consortium, to promote these technologies. AI Singapore is a
national initiative to build deep capabilities in Artificial Intelligence to nurture
an AI ecosystem with social and economic impact. Other programmes, such
as the Company Led Training Programme1, help to train fintech professionals
in data analytics and software development.
2) Immersive media
As an extension of immersive media, virtual reality (VR) will be introduced in clinical training2 and has been successfully implemented in classrooms for teachers to guide students on virtual excursions in Social Studies lessons.3

Internet of Things (IoT) and infrastructure for future communications always
plays a vital role. IoT systems, 5G mobile networks, sensor networks, as well
as the Nationwide Broadband Network, will be enhanced, enabling businesses
to leverage high-speed networks, real-time communications and high-
accuracy location positioning.
These initiatives follow existing improvements already implemented by the
Government of Singapore. For instance, it is now easier to connect to
Wireless@SG because of automatic logins for non-SIM devices such as tablets,
laptops.
4) Cybersecurity
Cybersecurity companies, including Singtel, ST Electronics (Info-Security),
Quann, Accel, and Deloitte, have developed a Cybersecurity Associates and
Technologists programme to train more highly-skilled professionals in the
industry.
A key focus for many businesses as security breaches involving personal data
have hit many organizations and companies. In response to a greater need for
cyber defence, the Ministry of Defence is building a pool of approximately
2,600 national servicemen, trained and specialized in cybersecurity areas.
Government, Business and Community Adoption to Digital Economy
• Industry Transformation Map
The government has developed transformation maps across various
industries. Many of these maps include plans for new technology
development, increasing sustainability in light of disruptive technological
advances. The Security Transformation Map, for example, seeks to promote
technological advancement enabling the industry to rely less on manpower.
• IMDA's Go Digital programme
More than 100 small-and medium-size enterprises (SMEs) have adopted 24
digital solutions under the Go Digital programme since inception in April 2017
(Hui, 2017). These solutions are aimed at helping SMEs use digital technology
to boost productivity, build digital capabilities and generate more than S$2.4
million in revenue for infocomm media suppliers, according to IMDA. One
successful example of the programme is the story of a local SME food supplier;
Chen Yew Heng adopted veriHUB’s cloud-based solution for exports to China,
resulting in a 200% export increase.

• STEM Education & Community
In preparing the nation for a digital future, the government has rolled out
various programmes targeting the student population. Computing is offered
at 19 secondary schools as one of the O-level subjects in a response to PM’s
call for children to be exposed to programming at a young age. Other
initiatives include the Digital Maker Programme, Hackathons and Hour of
Code (where pre-schoolers code with programmable toys). Companies have
also contributed to the academic community with initiatives such as Google’s
20-week Code in the Community programme that allows less privileged kids
to develop computational thinking skills for a career in the technology
industry.
Other initiatives, such as Silver Infocomm Initiative, are aimed at older
populations within the country. Seniors are not left behind in the information
age either.
The government also promotes continuous learning for the working
population, including programmes such as Learn with Tech. These initiatives
ensure that workers are trained under their current employers or via their own
resources. Maintaining a capable and highly-skilled workforce increases
productivity and boosts the overall economy.

As Singapore evolves as a Smart Nation, building the digital economy
infrastructure and driving technology adoption are vital areas of focus; short
term plans include initiatives for cashless payment system, smart nation
sensor platform and smart urban mobility. Going digital empowers every
strata of society, providing the opportunity for greater connectedness and
educational advancement.

MALAYSIA:
INDUSTRY 4.0: WHERE THE DIGITAL DRIVES THE
PHYSICAL
Let’s get one thing straight from the get-go. The 4th Industrial Revolution (4IR) and Industry 4.0 are not the exact same thing although many tend to arbitrarily interchange between the two terms. The 4IR is the disruption and transformation of every industry through the “fusion of technologies that is blurring the lines between the physical, digital and biological spheres”, as concisely described by the World Economic Forum (WEF). On the other hand, Industry 4.0 is the data-driven autonomous decision-making and automation of manufacturing processes, creating what is known as ‘smart manufacturing’. Forbes refers to this as “cyberphysical systems that monitor the physical processes of the factory to make decentralised decisions”. In effect, Industry 4.0 is a subset or component of the 4th IR revolving specifically (but not exclusively) around manufacturing and industrial activities. Despite the confusion in nomenclature, at least everyone can agree that both concepts harness digital technologies to make independent decisions in order to drive physical processes. Against this backdrop, the Government has spun the wheels to place Malaysia on the transformational path prescribed by the 4IR. This is a task that has been taken up by various government agencies and governmentowned or government-linked related organisations. As part of this endeavour, these agencies and organisations looked into the challenge of accelerating Industry 4.0 given that manufacturing remains a major segment of the local economy and significant contributor to gross domestic product (GDP). They reviewed existing obstacles and challenges to transforming industry and subsequently outlined the need for a digital enabling ecosystem while also recommending the key strategies necessary to drive such an ecosystem. Roadblocks to Industry 4.0 In their review of challenges, the agencies and organisations found that digitisation lacks uniformity across the various economic sectors. In particular,

the manufacturing sector suffers from low levels of digital adoption in contrast with industry segments such as ICT, business services and financial services. The stumbling blocks to digitisation were identified as lack of awareness; lack of strategy, lack of capabilities and capacities, lack of use cases to justify investment in digital adoption, concerns over cybersecurity, inadequate infrastructure and a lack of courage to undertake transformation. In particular, digital adoption is hampered especially by three critical barriers: awareness; capabilities; and cost. In the case of awareness, it was found that only less than 10% of businesses automate operations to improve productivity as well as use analytics to derive insights while less than 20% of businesses leverage on cloud computing. This would seem to indicate a lack of awareness or buy-in of the range of benefits related to digital adoption. There is also the issue of integrating technology with core strategies and business operations. Not surprisingly, the lack of digital talent is a major reason why so few businesses are committed to embark on a digital transformation. Slightly more than two thirds of employers rated their employees’ digital capabilities at the basic level, with few having any expertise or experience in analytics and the internet of things (IoT). At the same time, most business managements do not prioritise digital strategies and capabilities, with about half of employers surveyed operating without an IT department or a CIO/CDO. When it comes to cost, more than half the employers see this as their main impediment to adopting digital technologies in their processes. Bridging the Gap Between Demand and Supply To address these issues in order to accelerate Industry 4.0, the agencies and organisations stressed the need for a digital enabling ecosystem that can bridge the gap between demand and supply ecosystems. Such an ecosystem would drive digital transformation via collaboration between the industry and government, the development of capabilities as well as intervention in the form of policies, regulations and outcome-based incentives (Refer to graphics).

Preliminary Framework for a Digital Enabling Ecosystem Referring to the graphics, the focus on the supply side would be on having a panel of business and technology experts to advise on digital transformation and implementation; facilitating the development of technology solutions in IoT, analytics, cloud, mobile, cybersecurity and other emerging technologies; driving innovation through the support of start-ups and via accelerator programmes; and developing the necessary talent at various levels of education as well as through reskilling and upskilling courses. Meanwhile, demand would be generated through digital transformation efforts in high-priority economic sectors; development of outcome-based digital strategies, driving digital adoption across industries; and the continued nurturing of digital talents in industry. Digital Technologies Critical to Industry 4.0 Several key digital technologies are required to drive Industry 4.0 across the manufacturing sector. They include cloud, IoT, big data analytics, cybersecurity, robotics and other solutions to alleviate existing concerns among businesses of data hacking. Cloud Businesses on the road to automating their processes now have additional reasons to go on the cloud beyond the standard reasons of cost, scalability and security. Many technologies such as analytics and artificial intelligence (AI) are available on the cloud and can be harnessed and applied with relative ease.

Data Economy The data economy is driven by digital technologies like IoT and BDA and revolves around creating value from data. Connecting a host of data-gathering devices to the internet provides the opportunity for data to be analysed so as to yield insights that, in turn, can be used to optimise processes whether in manufacturing or otherwise. The outcome from this sequence of events has the potential to singularly or collectively increase revenue, lower cost and enhance efficiency. When applied to manufacturing operations, these data-centric technologies have the potential to convert manual and isolated processes to full automation with autonomous decision making. Currently, Malaysia has a dedicated data analytics hub in the ASEAN Data Analytics Exchange (ADAX). As a focal point of development and adoption, ADAX has a target to training and developing 20,000 data professionals including 2,000 data scientists by 2020. ADAX intends to achieve this through a combination of formal tertiary education initiatives as well as professional training courses. Cybersecurity In order to ensure sustainable growth of the data economy leading to Industry 4.0, the white paper outlined the need for cybersecurity to be given priority. Talent Attention was also given to the continuous development of digital skills necessary for the digital economy. The strategies in this case cut across the education and training spectrum, with programmes in schools, institutions of higher learning (IHL) and also for professionals in the workforce. Building Momentum from Industry 4.0 to 4IR As the voice of the ICT industry, PIKOM will continue to play its role as a launchpad to match industry players with the various parties involved in pushing Industry 4.0 to the manufacturing sector. For now, it is all about bringing parties together as collaboration and cooperation would be critical in ensuring that the manufacturing sector gains momentum in driving towards Industry 4.0.
