The New York State Department of Environmental Conservationis now accepting submissions for the annual Arbor Day PosterContest. Fifth grade students, especially in science and art,are encouraged to design an original poster depicting the 2013contest theme, Trees Are Terrific in All Shapes and Sizes.DEC Commissioner Joe Martens said, “Arbor Day is a nationalobservance that celebrates the essential role trees play in ourenvironment. By participating in the annual Arbor Day postercontest, students learn about trees and how they promote ahealthy, balanced ecosystem.”School contest winners will be eligible to compete at the regionallevel. Under the provisions of the policy, the designated official will review

Greetings to residents of the City of Troy. We are happy to

provide constituents with a report on actions taken at the De-

cember 11, 2012 legislative meeting.

There was a considerable amount of activity during December,

including adoption of a 2013 county budget on December 3

that is below the state tax cap and protects needed county

services.

Legislators joined with the County Executive to reduce the

amount of a tax increase, bringing the increase to the lowest in

the Capital Region, at a minimal 1.25 percent. The 2013 bud-

get is the second adopted by the county to comply with the

state tax cap. The budget is also the latest to be adopted

without promised reform of state and federal mandates.

The budget protects revenues relied on by the City of Troy,

and county services that Collar City residents depend on. The

2013 budget also safeguards the county’s strong fiscal stand-

ing and positive bond rating.

Following the budget adoption meeting, legislators met Decem-

ber 8 and adopted resolutions to strengthen various public

safety services and functions, and services for seniors, includ-

ing van transportation. We also welcomed Abigail Blair and her

family to congratulate her on being crowned Troy High School

Homecoming Queen.

Legislators also met on December 18 for a year-end meeting.

We began the meeting with a moment of silence for the victims

of the senseless attack on Sandy Hook Elementary School in

Newtown, Connecticut.

At the December 18 meeting, we approved repairs to the Mon-

roe Street pump station operated by the county sewer district.

The sewer district played a major role in helping create 300

new jobs at the Regeneron facility in East Greenbush. We also

approved a resolution to expand efforts by the county to stop

welfare fraud and abuse.

The Legislature also sponsored the 17th annual Christmas Party

for children at the Vanderheyden Hall youth residential facility

on December 14. The party brings the holiday spirit to kids

unable to return home for the holidays and is staged with con-

tributions from legislators and local businesses.

On January 5, 2000 we gatheredin VA to await the arrival of ourfirst grandchildren. Nan & Pop,Great Aunt Mary & Uncle Charlieas well as Great, Great AuntEvelyn were present. UncleStephen arrived shortly after. Wewere all very excited & waitedimpatiently to behold theseprecious gifts we had waited alifetime to see. Then the doors ofthe O.R. opened & the very prouddad emerged with one child ineach arm. We clapped & yelled ashe came to us & placed these littleangels in our arms. They were sotiny & we were all in love. StephenHunter was the first to enter thisworld & Conner Preston followed.Conner made a slight sound & wewere delighted to think he wastalking to us. Thirteen years havenow gone by & we are still in aweof these beautiful boys. Theycontinue to bring us joy every day.We want to thank our daughter,Terri & son-in-law, Irvin McClainfor giving us the opportunity towatch them grow into the fineyoung men they are today. Letter to the Editor: As part of the dairy Princess Program, wehave the Princesses and Ambassadors who make up the court.I do not know where I would be without my court helping meout and filling in at events. All the girls on the court are greatfriends; most of us show cows together and we all do manyother fun activities together. One of my closest friends on thecourt is my Alternate, Olivia Logue. Olivia and I have knowneach for a long time. We are acquaintances on many levels,neighbors, schoolmates, as well as being involved in the DairyPrincess Program. Olivia wrote a little bio on herself.Hi my name is Olivia Logue. I have participated in the DairyPrincess Program for 8 years as an ambassador. Right now, Iserve as the Alternate Dairy Princess participating in manyevents and programs. I have been a member of the RensselaerCounty 4-H for 12 years. I participate in horse, dairy heifer,and sheep projects. In 4-H, I have done Dairy bowl, Horsebowl, Hippology, and Public Presentations, I have competed atthe state or national level. During the summer I do many 4-Hand open horse shows both locally and statewide, along withparticipating in the Battenkill Pony Club. I am also a member theRensselaer County Teen Exchange, where I have traveled toOregon and Wisconsin. In school, I am a junior and have beeninvolved in track, cross country, art and the science researchprogram. COMMUNITY of EMERGENCY ACTION PLANS

Dear Averill Park Central School District Community, I wanted toshare with all of the Averill Park Central School District communityour processes for dealing with incidents of the type that occurredon Friday, December 14 in Newtown, CT at Sandy Hook ElementarySchool. For security concerns, I will not go into details of theprotocols used, but please know that we have had appropriateaction plans in place since 2007, and our safety drills are practicedeach year without fail. We collaborate with regional health, safety,and law enforcement representatives to insure that our protocolsreflect the advice of experts in the field. Our plans are regularlyreviewed to examine the continued appropriateness of ourprocedures. Also, whenever an incident of this type occurs, theplans are automatically reviewed to make sure that the plancontinues to be the best plan possible to protect all of the studentsand staff in emergencies. This is not just regarding an intruder inschool, but all emergency situations, which include flood, fire,bomb threats, as well as intruders in the school.It is critical that our staff and students know how and where to gowhen an emergency happens. These drills are imperative to testour ability to be prepared should an emergency occur.As more information comes out regarding the horror that occurredon December 14, rest assured that we will use that knowledge toreview and if needed, revise our emergency plans.~ Dr. James D.
