INTRODUCTION
ProfessionalyouthworkintheNetherlandsislessandless“accomodation-bound”butdevelopsstrongerandstrongertowardsoutreachordetachedyouthworkorstreetworkforandwithindividualandgroupsofyoungpeopleandthesocietyaroundthem.Weuseinthisvademecum“youthwork”insteadof(social)streetwork.
BVjongistheindependent,grassrootsbutformallyorganisedNationalAssociationofProfessionalYouthworkersintheNetherlands(NAPYN).Itsmainstatutarygoalisadvocacyofyouthworkasavaluableandformallyacceptedprofession.OurworkintheProjectSTREATfollowsourregularnationaladvocacywork,mostlydoneonavoluntarybasis.TimetoinvestintheprojectSTREATwasrelativelylimited.Youthworkersarenotwritersorresearchers:theywanttogooutinthestreets,becausethatiswhattheyliketodo,becausetherisaneedfor,becausetheyarepaidbylocalgovernementstoreachconcreteresults.Investmentininternationalworkhasarelativelylowpriority,howimportant“interculturallearninginaninternationalcontext”andworldwidesolidarityregardingvulnerableyoungpeopleandworkersthemselvesis.
Advocacyworkonlocal,provincial,nationalandinternationallevelisimportanttocreateoptimalpolicyandconcreteconditionsforworkingwithandmostvulnerableyouth,upholdingethicalprinciplesandprofessionalstandardsfortheprofessionalismeofyouthwork.TheprojectSTREATbroughttheeffectforBVjongtoanalyseheradvocacyactionsmoreindepth,concretizeitsstrategicactionplaninherannualworkplanandpresentrecommendationstoallinvolvedstakeholders,notintheleastitsmembers.Comparingitsvademecumwithotherpartnerscontributionsgavenewinsights.DeliveringtheDutchvademecumcontributes,wehope,towardsastrongerEuropeanandworldwideadvocacyplanning.

Chapter1STATEOFTHEART
1.1.Youthwork
IntheNetherlands,thetermyouthisappliedtochildrenandyoungpeoplefrom0uptotheageof24.In2014therewere4.908millionchildreninthisagegroup.Asinmostotherindustrializedcountries,theproportionofyouthinthetotalpopulationisdecreasing.Dutchchildrenareamongthehappiestandhealthiestintheworld,accordingtomuchinternationalresearch.Despitethisfacttherearestillalargenumberofchildrenandyoungpeoplethatneedextrasupportandcareduringtheirchildhood.Povertyisincreasing,socialdistancesaregrowing,polarisationinDutchsocietyhastohavemuchattention.Around80%ofallyoungpeoplehavepositiveperspectivesforfuture,15%areatriscofbeingunhappyanddeprived,5%areintroubleand/ormarginalized.
Youthworkisanopenlow-thresholdprovisionforallyoungpeople.YouthworkintheNetherlandscanbedividedintoagegroups.Thereisworkwithchildren(6-12years),workwithteenagers(10-14years)andyouthwork(12-23years),oftencombined.Aprofessionalyouthworkerconcentratesmostlyondisadvantagedand/orvulnarableyouth,isacoachandcounsellorforindividualyoungpeopleintheirownlivingenvironment,workswithgroupsandwiththesocietyaroundthem.Recenttheoryspeaksaboutmulti-methodmethodologicalacting(seebelow).AccordingtotheNetherlandsYouthInstitute(seewww.nji.nl>English),youthwork:
- takesplaceoutsideschool,workandfamily,investsinnonformaleducation
- focusesontheage-group6-23years(differentperlocalgovernment)
- organizesleisuretimeactivitiesforandwithyoungpeople
- hasapedagogicalpurpose:promotingthepersonaldevelopmentofyouth
- hasasocialtarget:promotingsocialinclusionofanddemocraticcitizenship
- andpreventsbehaviourproblems(vandalism,crime,schooldrop-out).
Youthworkisactiveintheneighborhoodandrunswithyouththeyouthcenter(Participationtask).Youthworkorganizesyouthactivities,dialogueand/orthematicmeetingsbutalsotalentodevelopmentinareassuchascultureandmusic(Talentdevelopmenttask).Oneofthetasksoftheyouthworkeristoensurethatresidentsandyouthinhavegoodcontactswitheachothertoavoidnuisanceonthestreets(Safetytask).
Theyouthworkerhasaspecialfocusonyouthwitharequestforhelpand/orpsychologicalproblemsorarerefractoryandcouldpossiblygetrelapse.Theyouthworkercanalsohelpwithallsortsofproblemsbyprovidingalisteningear,todevisesolutionstogetherand,ifnecessarybyreferringtotherescue(Coachingorcaretask).Theyouthworkerworkscloselywiththeresidents,thesocialdistrictteam,policeandschools.Youthworkersknowwhatishappeninginyouthcultures,whattrendsarethereandwhatpitfallsoropportunitiesresulttherefrom.Socialstreetwork(ambulantjongerenwerk)reachesyoungsterswhoarelessmembersofsportclubs,frequentlessyouthcentres,spentfreetimeonstreetsandinpublicspacesorarehomeless(recenteestination:atleast9.000intheNetherlands).

IntheNetherlandsasometimesadistinctionisstillmadebetweenchildwork(6-12/14years)andyouthwork(12/14-23/25years).BVjongrepresentsbothgroups.Inthisquestionairewewillfurtherusethetermyouthworkforourspecificmethodologyforallagegroupsandtargetgroups.
Youthworkhastraditionallybeenworkingintheforefrontofpreventiveactivities.Professionalworkersoperateinthestreetinthemiddleof(groups)ofyoungpeople,whichlivemostlyinsociallydisadvantagedneighbourhoodsandareoftensurroundedbyelementswhicharenegativefortheirdevelopment.Workinginthefrontlinemeansthatworkersaredirectlyconfrontedwithsocialissueslikepoverty,earlyschooldrop-out,druguse,criminality,aggression,radicalisation,unemployment,badhealth,homelessness,etc..
Budgetcutsinthesocialsectoringeneralleadtoadecreaseofthenumberofstreetworkers,nowestimatedaround2500.Thecurrentchangeofsociallawdrawmuchattentiontotheneworganisationofspecificyouthcare,whichasaprofessionalgroupismuchstrongerthanyouthwork,andthisleadstolessattentionforpreventiveactivitiesofstreetworkersinthefrontlinie.Thedominanttheoreticalbasisandinterpretationsofchangesincivilsocietyisthe"medicalthinking"usealsobythecare-andcureprofessionals,asopposedbystartingpointsofwelfare(andthusyouth)workerswhoconsidercitizens(andyoungpeople)aswholepersons,developingandlivingundersocialconditionswhichareunequallydevided,concentratingmoreontalentsthenonindividualproblems.
Tendenciestowardsradicalisationandpolarisationandothersocialproblems,especiallypoverty,evenaskformoreandbettertargetedinterventionsofmoreprofessionalyouthwork,asanalysedandrecommendedalsoinEuropeanstudiesandpolicydocumentsaboutyouthwork.InarecentlyapprovedbigcomprehensivetwoyearresearchprogrambyYouthSpot,theeffectsofmulti-methodyouthwerkwilbemeasured.Fourmethodsaremostlyusedinanintegratedway:outreachyouthwork,groupwork,informationandadvice,andindividualcoaching.

1.2.Youthpolicy
NewChildandYouthAct:Decentralizationandtransformationofresponsibilitiesandapproaches.
Sincethebeginningof2015all393Dutchmunicipalitiesareresponsibleforpoliciesandfinancingofthewholecontinuumofwelbeingandspecialisedcareforchildren,youngpeopleandfamiliesinneedofhelp.Thistransitionrelatestoalltypesofservices,includingmentalhealthprovisions.Themunicipalitiesnowsteerawiderangeofservicesforchildrenandfamilies,rangingfromuniversalandpreventiveservicestothespecialised(bothvoluntaryandcompulsory)careforchildrenandyoungpeoplebetween0–18years.
Before2015therewasadifferentsituation.Thegeneralandpreventiveservices,includingyouthwork,weretheresponsibilityofthelocalmunicipalitiesandtheyouthcaresystemwasundertheresponsibilityofthe12provinces.Nowthis‘cut’inthesystemisfinishedwithanewChildandYouthActandallpreventiveandcareprovisionsforchildren,youthandfamilyarenowalocalresponsibility.Thisisahugetransitionofalladministrativeandfinancialresponsibilities.
LawofsocialsupportofallCitizens
NexttothenewYouthCareActfor0-18years,there’salsotheLawofSocialSupportforalladultcitizens(>18years)andthenewActonIncomeandLabour.AlllawsweregiventolocalresponsibilitysinceJanuary2015.Thisshouldprovidemunicipalitiestheopportunitiesformore

integratedapproachesinsupportandguidancefromavarietyofdisciplinesandpolicies.Alsolocalgovernmentsarenowfreetodeveloptheirownyouthpolicies,targetingonspecificlocalsocialissuesand/orproblems,dependingonpoliticalviews,basedondemocraticelectionsoflocalgovernementsforamaximumof4years.Theeffectofthisbigchangeisthatconditions,goalsandprioritiesforyoutharedifferentpermunicipality.Nationalpolicyisrelativelylessinportant.
Atthemomentthisrecentchangeinresponsibilties,budgetcutsinsocialworkingeneralatalllevels,andthepolitical,professional,theoreticalandcivilsocietydebates,askforevenmoreimportantadvocacyactionsofyouthworkersatalllevels,tomaintainpositionsandupholdtheirspecificmethodologiesofwork,ethicalstandardsandprofessionalqualitiesandresponsabilities.
StatusofYouthWork-notinaseparetelaw
Therearestillnoseparatelawsorqualitystandardsforyouthworkatnationalorlocallevel.IntheNetherlandsthespecificmethodologyofsocialstreetworkingeneraliscalled"detachedyouthwork”(ambulantjongerenwerk)"or"streetcornerwork(straathoekwerk)"andconcentratesonmostvulnerable,poorand/ordeprivedyoungsters,atrisk,inproblemsand/ormarginalised(seeEnglishtranslatedintroductionoftheDutchDISWNHandbookonmethodologyofStreetwork).
Becauseofthegrowingneedforgoodqualityyouthwork,allkindofeffortsaremadebysocialprofessionalsthemselves,includingreserchers,innovatorsandotherstakeholders,toinvestmoreinpreventivesocialmeasuresandtoinfluencecivilsocietyandpoliticianstoincorporateyouthworkasavaluableprofession.ForthisreasonBVjongisgenerallyacceptedbyallstakeholdersatnationallevelasanimportant“party”.Notinthelessbecauseofthenatureoftheorganisation.

1.3.BVjong,BeroepsverenigingKinder-enJongerenwerkers
BVjongisthenationalassociationofprofessionalyouthworkersintheNetherlands.Thereareabout2500youthworkersintheNetherlands,about150(changeseveryyear)ofthemareindividualmemberofBVjong,payingEuro25annualy.Theassociation,now13yearsold(BVjong–“jong”means“young”-)isrunbyyouthworkersthemselvesonavoluntarybasis,sometimesfacilitatedbytheirinstitutions.
Themembersbelievestronglyintheimportancyofaprofessionalworkersassociation.3-17personsareintheboard,electedbythememberspresentattheannualGeneralAssemblee(GA),mostlyorganisedinthebeginningofeveryyear.Inthismeetingalsoactivitiesandthebudgetfromlastyearareevaluated,andtheworkplanandbudgetfornextyearisdiscussedandvotedfor,ifnecessary.GenerallytheformalGAisrelativelyshort,thenationalmeetingisthematicwithrelevantworkshops,somecentralpresentations,etc.(seealsoMinutes3#).
ThebirthofBVjong
Despitealonghistory,intheearly2000thyearsyouthworkexistedasaprofessionwithlittlerecognitionandappreciation.Theprofessionalisationofyouthworkerscameforthefirsttimefullontheagenda.Thecauseforthiswasmultiple.Wementionherethemainreasons:
-theappreciationofyouthworkwaslow,newgenerationsofsocialprofessionalspreferedtogotoworkinrelatedoccupationssuchaschildwelfare,individualsocalcaseworkandsportsthaninyouthworkitself(Noorda,VanSchijndel,andSpies,2002;Spierings&Steketee,2004);
-alsointhedailyexecutionofactivitiesyouthworkwasinadifficultsituation.Ontheonehandhugeexpectationswereformulatedforyouthworkers,whileontheotherhandtheydidhaveinsufficientqualityandquantitytomeetallofthesedemands(VanGriensven&Smeets,2003Spierings&Steketee,2004);
-therelationshipbetweenyoungpeopleandtheircommunitiesbecameclouded.UndertheinfluenceoftheNewPublicManagement(NPM)municipalitieswantedmorecontroloverthesocialinstitutesandgreaterinsightintotheeffectivenessofyouthworkinpreventingand/orcombattingsocialproblems.Youthworkitselfsufferedfromthelackofaclearvisiononyouthpolicyandlackoforchestrationonthepartofmunicipalities.Also,manymunicipalitiessubsidizedonlylimited(VanGinkel,Veenbaas,andNoorda,2006);
-finallytherewerehardlyanynewyoungyouthworkersenteringthefieldworkwithdiplomasfromtheUniversitiesofAppliedSciencesorlowerleversofproffesionaleducation,becausetheformaleducationalsystemdecidedtoskipspecificyouthworkprogramsandonlyofferedmorebroad,generalsocialworkprograms(Production,2009).Thisisstillrealityatthemoment.
LOJIK(NationalDevelopmentProgramYouthWorkInnovationandQuality)
Toprofessionalizeyouthworkanditsprofile,somenationalorganizations(a.o.researchersfromtheUniversityofAppliedSciencesAmsterdam:knowledgecentreNIZW,NationalInstituteCasre

andWelfare,aswellaslocalsocialinstitutesandindividualworkersstartedLOJIKin2000.Someoftheconcreteresultswere:
-throughoutthecountryregional“qualitycirclesyouthwork”startedwhereyouthworkerscametogethertoshareexperiencesandinvestinmethodologydevelopment;
-afirstnationwideconference“DayoftheYouthWorker”in2013with450youthworkers;
-startingyouthworkprogramsatvocationallevel(Fabri,2009);
-researchaboutthewayyouthworkerskeeptheirjob(Fabri,2007);
-thepublicationYouthwork:stateoftheartandperspective(VanGinkeletal.,2006;LOJIK2004).
TheLOJIK“movement”servedasapowerfullobbyforproffesionalyouthwork.Duringthe2003conferenceanumberof10youthworkerspresentedtheideetostarttheirownassociationforyouthworkers.Everybodywashappy:BVjongwasborn.Andbecameaformallyregisteredassociationin2014.
StatutarygoalsofBVjong.
Beingeminentlyanadvocacyassociationofworkers,thestatutarygoalsofBVjongare:
- “1.Guardening, strengtheningand stimulating childrenandyouthwork in the
Netherlands,aswell as representing the interestsof theprofession ingeneral
and improving theconditionsunderwhich theprofessionmaybeexercised in
particular;
- 2. The association tries aforementioned objectives to be achieved by, among
otherthings:
- - increasing the knowledge and skills of the professionals, with particular
attentiontowards its members, through training programs, discussions,
exchangeofexperiences,operatinga website, issuing publications, and using
socialmedia;
- - identifyingandpromotingthe interestsof theprofessiontogovernments
andotherrelevantstakeholders;
- -actingasinterlocutoronbehalfoftheprofessionin(national)welfareand
youthpolicy;
- -improvingtheimageandstandingofthechildrenandyouthworkers."

Inthischapterwesummarizesomeofthe(mostrecent)examplesofouradvocacywork.Weinclude“victories”aswellasdifficultiesandchallenges.Theyarebasicformostrecentandfutureadvocacyactivitiessummarizedinchapter3andrecommendationsinchapter4.
2.1.Recentgovernmentadvices
RecognizedasaformalworkersorganizationourMinistryofWVS(Health,Welfare/CureandSports)askedBVjongtogiveapolicyadviceabouttworecentlyrelevanttopics.
Youthworkandsocialmedia
Theuseofsocialmediahasbecomeanaturalpartoftheworldofyoungpeople.Youthworkersandotherprofessionalswhoworkwithyoungpeopleknowwhat’sgoingon.Thequestionishowthesenewformsofcommunicationaffectthelivesanddevelopmentopportunitiesforyoungpeople,andwhatisdonebyprofessionalswitksocialmediaintheircontactwithyoungpeople.
Youngstersarealotoftimeonsocialmedia,theylikeit,sometimestoomuch.AlmosteveryyouthworkorganizationhasaFacebookpage(moreimportantnowadaysthanawebsite),whichleadstointeractivecommunicationwithneighborhoodyouth.AlmosteveryyoungsterisactiveinoneormoreWhatsAppgroups:witjtjeprofesionalandthevolunteersattheyouthcenter,butalsowithfriendsonthestreets.Workersknowmanythingsyoungpeoplearedoing,notonlythefunnystoriesofwhattheydoonweekends,butotherlessfunstories,whereyoucanrespondtoasayouthworkerortouseinadifferent,professionalway.
What'shappeningwithyouthworkersandothersocialworkers:
oYouthworkerspromoteself-relianceamongyoungpeopleandprovideonlinehelp;
- oTheycantraindigi-skillstotheirtargetgroups;
- oYouthworkersandcommunitycentersstayonlineandgiveinformationabout
activitiestoattractparticipants;
- oyouthworkersareinvirtualcontactwithstreetyouth;
- oYouthworkersmanagewebsitesandeducateaboutdigitalbullying,misuseof
internet,etc.;
- oYouthworkersidentifyhowyoungpeopleareinfluencedbysocialmedia,for
example,howyoungpeoplecanalwaysradicalizemore;
Apreliminaryconclusionandrecommendationontheuseofsocialmediabyyouthworkersis:youthworkersareincreasinglyusingsocialmedia.However,itisfocusedtoolittleandnotusedsystematicallyenough.

Socialmediaprovideyouthworkersatleasttheopportunitytointensifypersonalcontacts,makenewcontactsviaownpagesandchat,reachouttogameaddictsandvulnerableyoungpeople,toinformyoungpeopledirectlyaboutdrugsabuseetc,informthemaboutmeetingsoreventsintheirneighbourhood,informyoungpeoplebyreferring(anonymouslyorbyname)tovirtualassistance.
Inshort,thechallengeistofurtherdeveloptheuseofsocialmediainyouthworkanduseittargetedandplanned.Thismayincludebothcommunicationwiththetargetaudience,deliverinformationandonlineassistance/coaching/help,andidentificationofopportunitiesandrisksofsocialmediausageforindividualyoungpeople,suchasaddictionandsexing,andforsocietyasinfluencingbyextremeorradicalgroups(polarisation).
Youthworkandmentalhealth
HelpingyoungpeoplewithsocalledmentalhealthproblemsisstilltoomuchdominatedintheNetherlandsbydefiningindividualproblems,“medical”thinkingandthedominanceofpsychopathology,oppositetooneofthemotivesforchangingpoliticsasdescribedbefore:to“demedicalize”socialworkingeneral(welfare,careandcure).
Moreandmorepracticesandmethodologiesseeresultsinintegratedco-operationbetweenyouthworkandotherdisciplines,forexampleinsocialdistrictteamswhereyoungstersandtheirsurroundings(parents,importantothers)witharequestforhelparecentral.Thepowerofyouthworkersisthattheylookforopportunitiesofyoungpeopleratherthanadominantfailurethinking.Also,thattheystartfromanethicalviewpointtoseepersonsintheirsurroundings,withtheirsocio-economicstatus,truingtocopewithsociety,todevelopanownidentity,togainrespect.Theimportantroleyouthworkerscanplayinreachingyouthwithmultipleproblemsisalsoyouthcoaching-asbelowdescribed-,animportantaddedvalueofyouthwork.
Anexample:
Themethodology'Individualcounselingforyoungpeople"isatargetedmethodtoguideinaccessiblemulti-problemyouthbetween14and25yearsbyyouthworkers.Oftentheseyoungpeoplehavealreadybeenincontactwithcare,educationorpolice,butthosecontactswereunsuccessful.Youthworkersencourageyoungpeopleindividuallytoapositivechangeinbehavior.Theguidanceisalsofocusedonpracticalandconcreteissuessuchaseducation,training,debtrestructuringandstrengtheningofthesocialnetwork.Theyouthworkertakestimetobuildasignificantthrustrelationshipwiththeyoungperson.Althoughtheapproachfocusesontheindividual,itappearsthatthestreetyouth-at-riskcultureisalsopositivelyinfluenced.

2.2.Professionalisation
Astrong,proud,formallyandinformallyacceptedprofession(asdocters,teachers,advocatspractice)hascertaincharacteristics,amongothers,summarized:
Awelldeveloped“bodyofknowledge”,constantresearchabouteffects,adescriptionofcompetences,formalandlifelongeduactionandtraining,aself-organzationofworkers,aproffesionalcodeofethicsandconduct,formalregistrationandasystemofevaluationofpracticestostayprofesional.Beingaworkersorgansationwithstatutarygoalstofurtherdevelopandstrengthentheprofession,oneofthecharacteristicsmentionedabove,BVjongbookedsomegoodresultsinthepastandisinvolvedinnewdevelopmentsonanationalleveltoreachitsgoals.Someexamplesare:
Thecompetencesoftheyouthworkerin2008(VanDam&Zwikker,2008;onlyavailableinDutch).
In2007BVjongtooktheinititavetodescribeaprofileofandasetofnecessarycompetencesforyouthworkers,fundedontheknowledgeaboutyouthworkavailableintheoriesandpracticeatthatmomentandrelevantresearch.ThepublicationaboutcompetencesofaYouthworker,publishedin2008,describesextensivelythecoreoftheprofession.Whatshouldayouthworkerneedtoknow(head)?Whichethicsandmotivationshouldheshouldcarryabout(hart)?Howmanyandwhichskillsneedsayouthworker(hands).Docompetencesvaryatdifferentlevelsofeducation?Anassistantyouthworkerneedsfewerskillsthanthecoordinatingyouthworker.Someskillsalsoapplytomanyotheroccupationsinthecareandwelfaresector.Examplesincludetheestablishmentofcontacts,relianceonsupplyanddemand,actpurposefullyandcostconscious,taklinginitiativeandseizingopportunities.
Inaddition,anumberofsubject-specificcompetenciesneededforyouthworkare:
•Buildingameaningfulrelationship.
•WorkingLocationTargeted.
•Increasingparticipationofyoungpeopleinsociety.

ProfessionalCodeYouthWork:anethicalstandardforyouthwork(NikodeGroot,BVjong2014)
OnrequestofBVjongmembers,analyzingthepositionofyouthworkatthemoment,BVjongaskedtheMinistryVWSin2013tosubsidizethedevelopmentofaProfessionalCodeforYouthWorkers.Therequestwasapproved.Basedonaninternationalandnationalliteratureresearch,someworkersmeetings,adraftwasdiscussedwitkthemembersofBVjongattheGAinJanuary2014.Withafewremarquesthecodewasaccepted.BeingmemberofBVjongmeansthatthoseworkersagreewithitscontente,andarewillingtodiscussitwithcollegues,theinstitutestheywork,partnerorganisationsandotherstakeholders,andlocalgovernments.BVjongdoesthesameatnationallevel.
BVjong’sProfessionalCodeisbasedontheUNConventionontheRightsoftheChild(1989).Insummerythereare3startingpointsand10morespecific(ethicalandbehavioral)rules.Summary:

Independantstrongergrassrootsorganization,informalnetwork/movementormergingintoabroaderworkersorganisation?Importantdecisions.Anewerea.
InthelastAGin2016(seealsoMinutes3#)theboardofBVjongannouncedthatthethelimitsoftheircapacitiesforheradvocayworkhadbeenachieved(seealsoMinutes2#,alsoresultoftheSTREATSWOTanalysis).Changewasnecessary.Itisavoluntaryboard,boardmembershavetodotheirworkalongsideexisting(payd)work.Fortunately,withthesupportofseveralindependantconsultants,themostnecessayadvocacyandoperationalworkcouldbedone,mostlyonavoluntarilybasisoronlyrefundingoftravelcosts,duetothelimitedbudgetofBVjong.Therewerealsoboardmemberswhodecidedtostop,duetodifferentlegitimatereasons.ThecurrentactivegroupwithinBVjongwastoosmalltocontinueonthesamepath.TheboardBVjongoutlinedtwootheroptionstocontinueandaskedthememberstobecomemoreactive,alsointheboard.
Theboardpresentedtwooptions:
Option1:BVjongshouldbecomestrongerandstayindependent.BVjongcontinuesasagrassrootsyouthworkersassociationwithprofessionalsupportandpreferablyalsoaprofessionalback-office.Toachievethis,thenumberofmembersshouldbedoubledtoatleast500payingmembers,includinganumberofactivemembersinseveralworkinggroupstoreachallthegoalssetintheworkplan.Theanualmembershipcontributionshouldberaisedand(more)externalresourcesshouldbefoundtofinanceeverything.Pointtodiscusswaswhetherthisoptionisrealistic:torecruitmorepayingmembersandtogetmoreactivemembers.
Option2:ContinueforthetimebeingasboardoftheBVjong,acceptingthelimitsachieved.TheoldNVMW(associationofindividualsocialcaseworkers;partnerorgansationforBVjong)hasalreadychangedhernameintoBPSWandbroadenedintoanAssociationofProfessionalSocialWorkersfortheentirefieldofsocialwork.BVjongcouldmergeintothisnorganisation,andthenbecomeaseparate,recognizable“chambre”foryouthworkers.AnmdfinishtheformalassociationBVjong.Advantagewouldbebecomingpartofamoreprofessionalisedandolderorganization,withmoreregisteredmembers,lotsoftrainingcapacitiesandamagazineforitsmembers.Astrongprofessionalassociationinwhichonecanremainasaprofessionalworkerwhenchanchingfromyouthworktoanotheranothersocialjob.Thedisadvantagewouldbethatitisunclearhowmuch“visibility”asaseperatechambrecanbegaranteed,howmuchindependencyforspecificadvocacyworkregardingyouthworkstaysexisting,anddefinitelyahighermembershipfeewithnogarantesthatemployerswillpayfor.
TheboardofBVjonggotpermissionfromitsmemberstocontinuefurtherinvestigationoftheseoptionsin2016andpresentamoreconcreteproposalhowtogoon,todiscussortodecideupon,inthenextGA(nowsetonApril24th2017).
Besidesthis,severalofthe(young)memberspresentshowedtheirinvolvementandwillingnesstobecomemoreactive.Inarelativelyshorttimeduring2016,withassistanceandguidancefrom

Movisie,thenationalknowledgecentreforsocialwork(seewww.movisie.nl>English),threeworkingsgroupswereformed,concentratingofthetopicsofcommunication,futureperspectivesandregistration,andboardmeetingswereenlargedwithatleasttwonewasperantboardmembers(tobechosenformallyintheAG2017).
ConcreteeffectsofthisnewstrengtheningofBVjong’sfunctioningend2016,beingfollowedupin2017,inthiswaybeingalsoaresultoftheSTREATprojectandpartofnewalreadyrealizedadvocayactions,tobefollowedupin2017(seechapter3),are,a.o.:
- startofanew,more interactiveandmodernizedWebsite(www.bvjong.nl)per
Januari1st2017,tostimulatemorecommunicationandattractmoremembers;
- organisation of a big national conference in Amsterdam, with the most

smaller conference for local youth work for civil servants and politicians,

byaresearchprojectbyyouth/socialworkstudents;
- fillinguptheSTREATOERwithrelevantDutchandinternationalmaterials(first
quarter 2017) and distributing the STREAT OER flyer, to finalize at the

- support fromactivemembers in thenationalongoingprocessofdevelopment
ofregistration;
- more active representationof BVjongbymembers in (inter)nationalmeetings
(f.e.theSTREATcoordinationgroupmeeting3#inMaastricht,octobre2016);
- adding a new, third option for BVjong’s organisational future: end the formal
association BVjong and change into an informal network of youthworkers,
concentratingmore on a social (and professional) “movement” (to be further

3.Prioritytopics
Theroleofyouthworkersinpreventingandaddressingradicalization.
In2015BVjongfinishedapublicationabouttheroleofyouthworkinpreventingandtacklingradicalization/polarisation.Apublicationthatwascreatedonthebasisoftheexperiencesof35youngworkersduringtwoexpertmeetingsinVenloandGouda.ThatisthemethodBVjongusestodevelopattentionforactualsocialproblems,alsoconcerningyouthwork:byorganisingmeetingstojoinandbundlepracticestoriesfromtheworkersatthebase,inthefield..TheBVjongpublicationhasproducedmanygoodresponseandwasalsoofferedtotheSecretaryofStateforSocialAffairs,MrVanRijn.
BVjongalsoorganisedaninternationalworkersmeetingintheEuregionMeuse-Rhine(Aachen,Eupen,Liège,Hasslt,Maastricht,Sittard-Geleen,Heerlen-Kerkrade,withguestcolleguesfromMolenbeek/Brussels).OnNovembre25th2016,60youthandstreetworkersmetinMaastricht,followedcentrallectures,attendedworkshops,discussedrelevanttopicsanddifferencesinsituationsandapproaches,butalsodiscoveredsimilaritiesineticsandmethods.Theconferencewillleadtofurtherinternationalcooperationbetweenyouthworkersfromthethreecountries,alsosupportedbijDISWN,theintiativealsotheresultoftheSTREATproject(seereport–inDutch-EuregionaleConferentieJongerenwerkenradicalisering/polarisatie,decembre2016,BVjong).
BVjong’sreportaboutYouthworkandRadicalisationisindecember2015presentedtoMr.VanRijn,SecretaryofStateforsocialaffairsbyNikodeGroot(consultant,projectcoordinatorBVjong)andAhmetAlmis(ChairmanoftheBoard,BVjong),followedbyaroundtablediscussionwiththeministeraboutthedevelopingofanationwideplanforpreventionofradicalizationandpolarization.Thesediscussionsareongoing.BVjongstaysapartner.OneoftheresultsofadvocyworkofBVjong.

Youthworkersareconfrontedregularlywithstress,alienation,radicalizationandpolarisationofyoungpeopleandtheirsurroundings.Whatcantheyouthworkerdoinpreventingandcombattingradicalization/jihadism/rightwingmovementsandpolarisation?ThatwasthemainquestionforBVjong,suggestedtotheyouthworkersduringthetwo“expert”meetings.
Significantfindings
Preventionisstillaninsufficientpriority.Onlywithrepressivemeasures,includingprosecutionandwithdrawalofpassports,wedonotsolvetheproblem.Itisnecessarytoinvestinanearlypreventativeapproach.Primarywelfareprofessionalssuchassocialworkers,youthworkersareessentialinthepreventionofradicalization.Theyshouldplace,alongwithfamilymembers,seedsofdoubtinthemindsofthosewhothreatentoradicalize.Andcounteringradicalizationmustbeamultidisciplinaryeffort.Acompletepictureabouttheradicalizationprocessinindividualsarisesonlywhengovernment,civilsocietyandcommunities,joinhandsandexchangeinformationwitheachother.Animportantroleinsuchajointeffortshouldbegiventothepeopleintheneighbourhoods,religiousorgansations,neigbourhoodpoliceofficers,communityworkers,youthworkersandotherprofessionalsandvolonteerswhohave“earsandeyes”incommunities.
OneofthecausesofradicalizationmaybethatyoungpeoplefeelexcludedinWesternsociety,forexampleasaresultofdiscrimination.Itistheresponsibilityoftheyouthworkertobringissuessuchasdiscrimination,terrorismandwarintodiscussion.Itisofcourseimportantthattheyouthworkerhelpsyoungsterswhofeelaggrievedto“arm”themselveswithknowledgeandskillstoexpresstheirdissatisfactioninademocraticway.
Alsogoodcontactswithparentscandoalotfortheintegrationofyoungpeople,whileonemaythinkofparentingsupportandmatchmakingeventsforimmigrantparentsandmeetingswithimmigrantparents.
Themainconclusions:
Theschool,thestreetsandcommunicationwithpeersaretheplaceswhereyoungpeopleformalsotheiridentityandshowit.Ifayoungsteroragroupisradicalizing,thestreetorayouthcentrecouldbeoneoftheplacesthatcanbeoverseen.Thismeansthatyouthworkershaveanimportantroleastheyseeayoungpersonbeginstoturnawayfromsociety.Forthis,theymustknowhowtorecognizesignsofpolarizationandradicalization.
Eachyouthworkermustbesufficientlyequippedtobeabletoidentifygoodornormalsignsofidentitysearchingandbadones.Forthis,somebasicknowledgeofextremeradicalismisdesired.
Itisalsoimportantthattheyouthworkercansparwithcolleaguesorpartnersiftheyhavequestions.BVjongthereforerecommendsthatyouthworkersareregularlytargetedtrainedonextremeyouthbehaviorandextremeradicalisation.Trainignalsoinintegratedgroupsofprofessionalsfromvariousdiciplines.

Theyouthworkeroftenstandsbetweentwofires:hewantstohelpyoungpeoplethroughopen-mindedcontacts.Butthereisalsothenetworkwiththemunicipality,policeandsecurityhouseswhoseemtofocusmoreontacklingtheissuesfromarepressiveperspectiveandhaveinsufficientinsightintothepresent-orientedapproachoftheyouthworker.
It'simportantasayouthworkeralsopreventiveworktopreventradicalization.
Inshort:theyouthworkercanmakeaverygoodcontributionbyidentifyingpolarizationandradicalizationamongyoungpeople;byempoweringyoungpeopleandtheirparents;byproperinformationintheneighbourhood;byremovingthebreedingground(senseofdiscrimination,workingonappropriateworkandgoodeducation).Itisimportantthatthechildandyouthworkerhastheabilitytobeeffectivelyoutreachendinhiswork,thatsafetyisguaranteedinthenetworkapproachandthatheiswelltrainedinthedetectionofpolarizationandradicalization.
