Chairman for several years, and has seen many changes during his tenure. Ms. Hensley
expressed her appreciation stating Commissioner Riddle deserves a great amount of gratitude.

County Attorney Donny Laws was absent from the meeting.

There were no public comments.
Adjournment
Having no further business, Commissioner Riddle made the motion to adjourn with
Commissioner Ledford seconding the motion. The Board of Commissioners voted unanimously
to adjourn.

Minutes of the 23 August 2021
Special Meeting of the Yancey County Board of Commissioners
Held at 5:30 o’clock p.m. in the Commissioners Board Room
Yancey County Courthouse, Burnsville, North Carolina
Present at the 23 of August 2021 special meeting of the Yancey County Board of
Commissioners were Vice-Chairman David Grindstaff, Commissioner Mark Ledford, and
Commissioner Jill Austin. Chairman Jeff Whitson listened by phone. Commissioner Johnny
Riddle recently resigned from the Board leaving a vacancy.
The following County staff was also present: County Manager and Assistant Clerk to the
Board Lynn Austin, Emergency Management Director Jeff Howell and County Attorney Donny
Laws.
Call to Order and Approval of Agenda
Vice -Chairman Grindstaff called the meeting to order. Commissioner Ledford made the
motioned to approve the agenda and Commissioner Austin seconded it and the vote to approve
was unanimous. (Attachment A).
Updates on damage from Tropical Storm Fred
Yancey County Emergency Management Director, Jeff Howell along with April Riddle
from NC Dept. of Insurance and Russell Greene with NCEM updated the Commissioners on the
damage sustained from Tropical Storm Fred and what criteria would have to be met to be eligible
for funding from the state and federal level. Russell Greene gave an update on the state
emergency funding and the areas hardest hit. He stated that twenty five homes in Yancey County
had to have significant structural damage to kick in state funding. April Riddle offered to help
assess the damages to homes through the Dept. of Insurance. She also answered questions
regarding different kinds of flood insurance and which policies might cover certain damages.
The damages were to be assessed within the County on Wednesday, August 25th
by Jeff Walker.
Jeff Howell updated the Commissioners on damages sustained to the NCDOT bridge up
Pensacola and the timeframe of getting access to those 92 homes that are unable to cross the
bridge. Also, he set up a reporting system for Yancey County citizens to report water damage to
their property .Currently, there are two ways to report damage ([email protected]
and 828-682-1885), and everyone is encouraged to report the damage whether big or small.
Adjournment
Having no further business Commissioner Ledford made a motion to adjourn and it was
seconded by Commissioner Austin. The vote to adjourn was unanimous.
