What is your reconstruction Plan?

DIRECTIONS: Your Reconstruction plan must address both the slavery issue and the loyalty issue. Look over the

information in the boxes below to help you formulate your own amazing Reconstruction plan.

The Slavery Issue: Things to consider (These are not questions you have to answer, just information you should consider as you construct your plan.)

- Should EVERY state be made to ratify (accept) the 13th Amendment? Or just the Southern states? - If the Southern states do ratify the 13th Amendment, but then pass Black Codes to limit African

Americans, should the U.S. government do something to stop this discrimination? (Remember: the

Constitution allows states to make their own laws.) - Will your plan force Southern states to give freedmen rights? If so, which rights? How will it force

states to obey them? - Will your plan help poor freedmen with education, work, healthcare, and food? If so, will it be the

responsibility of the U.S. government or left up to each state? Is this issue part of Reconstruction, or

something else entirely that shouldn’t be included in your plan?

The loyalty Issue: Things to Consider (These are not questions you have to answer, just information you should consider as you construct your plan.)

- Should it be a requirement that Southerners pledge an oath of loyalty to the United States in order to

return to the Union? If so, what percentage of citizens must swear an oath?

- Should plantation “aristocrats” that have long ruled the South with their influence and power be

punished? Some Americans blamed them for the Civil War. If so, how will they be punished?

- Should Confederate officials be allowed to participate in the U.S. government (Congress, etc.)?

- Should Confederate officers and officials be given amnesty (forgiveness) by the U.S. government?

Congratulations! You have been selected by Congress to create a new Reconstruction plan for the United

States of America. Congress, the President, and the American people (including freedmen) are all counting on you to make the nation whole again (so, no pressure)!
