When it comes to “saving water (e.g. having a short shower rather than a bath) and energy (switching off air-conditioning) or purchasing locally”, tourists tend to pay less attention to it with a discrepancy between foreign and domestic travelers.

Individual level, there are there ways in which tourists can reduce their carbon footprint
Provincial / district level, raising awareness of climate change issues with businesses, public, schools etc.
Government level, adaptation strategies for responsible tourism products and destination offerings. Climate change mitigation will involve technology changes, and low-carbon energy technologies.
Local tourism businesses can review and identify ways in which ‘responsible tourism and climate change’ principles can be applied.
