1. About the state

Rajasthan, the largest (area-wise) state in India, is located in the

north-western part of the subcontinent. It is surrounded on the

north and north-east by Punjab, Haryana and Uttar Pradesh, on

the east and south-east by Uttar Pradesh and Madhya Pradesh

and on the south-west by Gujarat.

Rajasthan offers tremendous opportunities in the areas of

organic and contract farming as well as in infrastructure

developments related to agriculture. Rajasthan is a leading

producer of limestone, silver, gold, copper, marble, sandstone,

rock phosphate, and lignite. The state is the largest producer of

cement in India. It has 21 major cement plants, having a total

capacity of 55 million Te per annum (MTPA). In 2015-16 (up

to December 2015), tourist arrivals in the state reached 36.66

million. Historic palaces, especially those in Jaipur and

Udaipur, offer opportunities to expand the luxury tourism

segment, with increasing number of tourists visiting wild life

sanctuaries and desert locations.

The policy environment has been favorable for the

establishment of industrial units. Rajasthan stands sixth among

Indian states in rankings based on ease of doing business and

reforms implementation, according to a study by the World

Bank and KPMG.

ACTIVITIES PERFORMED

The Micro, Small and Medium Enterprises (MSME)-Development Institute, Jaipur, is the field Office of Ministry of MSME, under O/o DC (MSME), in the state of Rajasthan for promotion and development of Micro, Small & Medium Enterprises by extending various policy promotion measures, programmes and schemes formulated by the Ministry.

MSME-DI, Jaipur is providing techno-managerial assistance to existing as well as new prospective enterprises in the State of Rajasthan. The Institute creates an environment conducive for industrial growth by motivating the prospective entrepreneurs and assisting the existing entrepreneurs through its multidimensional set-up of trade specific Divisions viz. Mechanical/ Mettalurgy/Chemical/Electrical Div., etc., Industrial Management Training Div. and Economic Investigation Div. equipped with technical officers providing techno-economic & managerial solutions. At MSME- DI Jaipur, there is a Workshop and Testing Station. Some of the important services rendered by the workshop in the field of skill development are: CAD Training, i.e. AutoCAD, CATIA, PTC Creo, and CAM Trainings MSME testing station provides testing facilities for Cement/TMT Steel Bar/C.C. Cube/ Paper/Building material/Bricks, etc.and many more related jobs to construction work. Highlights of Activities Undertaken 2.1 Training Programmes

2.1.1 Industrial Motivation Campaigns (IMCs)

Industrial Motivation Campaigns are organized to identify and motivate traditional / non-traditional entrepreneurs having potential for setting up MSEs so as and to lead them towards self-employment. The Institute conducted 20 such Motivation Campaigns at different industrially backward and rural places in the State, in which 1216 persons participated.

2.1.2 Entrepreneurship Development Programmes (EDP): Entrepreneurship Development Programmes are being organized to nurture the talent of youth by enlightening them on various aspects of industrial activity required for setting up MSEs. These EDPs are generally conducted in ITIs, Polytechnics and other technical institutions, where skill is available to motivate them towards self-employment. The course contents of such Entrepreneurship Development Programmes are designed to provide useful information on product/process design, manufacturing practices involved, testing and quality control, selection and usage of appropriate machinery and equipments, project profile preparation, marketing avenues/techniques, product/service pricing, export opportunities, infrastructure facilities available, financial and financial institutions, cash flow, etc. The Institute, during the year 2016-17, conducted 2 Entrepreneurship Development Programmes, in which total 53 persons, were provided training.

2.1.3 Entrepreneurial Skill Development Programme (ESDP):-

Comprehensive training programmes are organized to upgrade skills of prospective entrepreneurs, existing workforce and also develop skills of new workers and technicians of MSEs by organising various technical cum skill development training programmes with the basic objectives to provide training for their skill upgradation and to equip them with better and improved technological skills of production. The specific tailor made programmes for the skill development of socially disadvantaged groups (OBC, ST, ST, Minorities and women) are organized in various regions of the states, including the less developed areas.

The Institute conducted the 11 SVDPs during 2016-17. About 574 Industrialists/Delegates participated and were benefitted from these programmes.The detail is annexed at Annexure I.

2.2.2 National Level Vendor Development Programmes (NVDP)

MSME-DI, Jaipur organized a National Vendor Development Programme on Renewable Energy (3rd Energy Tech 2016), in association with Rajasthan Electronics & Instrument Ltd, (REIL), Jaipur from 9th to 11th December, 2016 at Jaipur. During the programme, Buyer Seller Meet was organized with CPSUs/Govt Dept. Also technical session was orgaised on Cutting Edge Technology, Employment & Investment Opportunites in Renewable Energy Sector. 58 exhibitors participated in the programme. Approximately 10000 visitors visited the 3 day mega event and 1916 trade enquiries were generated during the event.

MSME-DI, Jaipur also organized a National Vendor Development Programme on Processed Food sector (3rd Food Tech 2017), in association with Rajasthan Khayda Pradarth Vyapar Sangh, Jaipur, Rajasthan Electronics & Instrument Ltd, Jaipur, National Small Plastic Corporation, Jaipur from 6th to 8th Jan. 2017 at Jaipur. During the programme 2 seminars were conducted and 71 exhibitors participated in the programme. Also technical session was orgaised on Manufacturing Competitiveness and Entreprenuership & Employment Opportunities in Processed Food Sector. Approximately 10000 visitors visited the 3 day mega event and 4445 trade enquiries were generated during the event.

2.3.1 Lean Manufacturing

Under this scheme, 08 MBR (MBR-1 &MBR-3) audits were carried out jointly with the

2.3.2 Intellectual Property Rights (IPRs)

The Institute organized one day Awareness/ Sensitization Workshop on Intellectual Property Rights in collaboration with Zila Laghu Udyog Sangh, Ajmer on 22.07.2016, at Ajmer. 75 participants attended the Workshop and took part in discussion.

The Institute also organized another one Day Awareness/Sensitization Workshop on Intellectual Property Rights in association with Udaipur Chamber of Commerce & Industry, on 10.11.2016 at Udaipur. 76 participants attended the Workshop and took part in discussions.

2.3.3 Marketing Assistance & Technology Up-gradation (MA&TU)

2.3.3.1 Bar Code

a) Seminar on Barcode: One day awareness programmes was organized on Bar Code on 07.06.2016 at Sojat city ( Pali). 42 participants were benefited from this programme. Total Revenue earned as participation fee is Rs. 2,900/- - whereas total expenditure is Rs. 15,708/-.

b) Barcode Re-imbursement: Under this scheme the Institute during the year 2016-17

disbursed an amount of Rs 9,92,659/- (Rs. 6,12,375/- for One Time Registration Fee to 30 MSE Units and Rs. 3,80,284/- for Annual Recurring Fee to 31 MSE units) as reimbursement of Bar Code registration. List of MSE beneficiaries for reimbursement of One time registration fee/Annual recurring fee under this Scheme during the year 2016-17 is enclosed at Annexure II.

2.3.3.2 MA&TU- Re-imbursement of Participation in Exhibitions (Domestic Fair)

The Institute motivated the MSME units of the state to avail financial assistance for participation in various Exhibitions. Under this scheme, the Institute processed the cases of 18 MSEs amounting to Rs. 3,19,800/-. Details are appended at Annexure IV. 2.3.3.3 MA&TU- Re-imbursement of Participation in Exhibitions (International Fair)

During the year 2016-17 out of 9 applications of MSEs forwarded to O/o DC MSME for participation in 36th India International Trade Fair, (IITF), 2016, 5 units were approved to participate. Out of 32 applications forwarded to O/o DC MSME for International Trade Fair/Exhibitions 20 units participated and 24 units got subsidy payments under MATU (International Trade Fair component) amounting to Rs. 17,76,318/- Details are appended at Annexure V. 2.3.4 TEQUP (Product Certification)

A. Awareness Program on Product Certification:

i. Two Awareness Program on Product Certification: a) The Institute organized a one day Awareness Program on Product Certification in

association with Hand Tools Industry Association & Nagaur Gem & Jewellary Association on 29.07.2016 at Nagaur. Total 75 participants attended the programme.

b) The Institute organized another one day Awareness Program on Product Certification in association with Indian Small Scale Paint Association & Plastic Manufacturing Association, Rajasthan on 14.02.2017 at Jaipur. Total 59 participants attended the programme.

B. Product Certification Re-imbursement: The Institute motivated the MSME units of the

state to avail financial assistance for product certification of National/International level. Under this scheme the Institute processed claims of 12 MSEs for reimbursement amounting to Rs. 15,95,229/-. Details are annexed at Annexure III.

2.3.5 Programmes on Quality Management Standards/Quality Technology Tools

(QMS/QTT)

The objective of the programme is to sensitize the entrepreneurs and managerial staff of MSEs to adopt the latest Quality Management Standards (QMS) and Quality Technology Tools (QTTs) so as to become more competitive and produce better quality products at competitive prices. The Institute in association with Mewar Chamber of Commerce & Industry (MCCI) organized one day Awareness programme on QMS-QTT on 08.07.2016 at Bhilwara. Total 37 participants were benefitted from this programme.

2.3.6 Awareness Programme on Incubator

The scheme endeavours to provide early stage funding for nurturing innovative business ideas (new indigenous technology, processes, products, procedures, etc.) which could be commercialised in a year. Under this scheme financial assistance is provided for setting up of business incubators. 2.3.7 Design Clinic Scheme

The Design Clinic Scheme has been framed to enhance the understanding and application of design and innovation in MSMEs. It aims to promote design as a value adding activity and integrate it into mainstream by bringing Indian MSMEs and the design experts on common platform. This enables the MSMEs to access expert advice and cost effective solutions for their real time design problems, with some financial support from the Government thereby resulting in new product development or value addition of existing products.

2.3.8 ZED Certification Program

Addressing the nation on India's 68th Independence Day, Hon'ble Prime Minister Shri Narendra Modi urged the industry, especially the Micro, Small and Medium Enterprises (MSMEs) of India, to manufacture goods in the country with "zero defects" and to ensure that the goods have "zero effect" on the environment. Henceforth announced a budget of Rs. 491 Crores (including Government of India contribution of Rs. 365 Crores) to implement the ZED Certification Scheme for 22,222 MSMEs unit

GOI decided to implement the ZED Certification Scheme for 22,222 MSMEs unit with a total budget of Rs. 491 Crores (including Government of India contribution of Rs. 365 Crores) during the 12th Five Year Plan.

2.4 Economic Investigation

The Economic Investigation Division is entrusted with work like preparation of District Industrial Potential Surveys, State Industrial profile, Industrial Climate report, Advice / Guidance on MSME Policy Issues, Guidance on facilities available with Banks, Financial Institutions, Convening & attending various meetings viz -SLAB, SLBC, RBI empowered committee, Dissemination of Information of Ministry of MSME among Industry associations and other stake holder, reply of Parliament questions, etc.

2.8 Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme

for Women

The scheme envisages economic empowerment of illiterate & semi literate women of rural and urban areas through trade related training, information and counseling extension activities related to trades, products, services etc. It has been observed that credit poses the most serious problem for the poor women. Hence under this Scheme Credit is made available to thew womens through NGOs who would be capable of handling funds in an appropriate manner. These NGOs not only handle the disbursement of such loans needed by women but also provide them adequate counseling, training and assistance in developing markets.

2.9 Public Procurement Policy Office of the DC (MSME) framed and promulgated Public Procurement Policy 2012 which came into effect on 1st April 2012 and became mandatory from 1st April 2015.

As per this policy the Central Government, Ministries, Departments and Public Sector Undertakings shall procure minimum of 20% of their annual value of goods or service from Micro and Small Enterprises of which 4% has been earmarked for procurement from MSEs owned by SC/ST enterprises. During the year 2016-17, MSME-DI Jaipur organized two National Level Vendor Development Programmes with focus on Renewable Energy and Processed Food at Jaipur and 11 no. of State level Vendor Development Programmes were organized in different parts of Rajasthan Sate.

2.10 Common Facility Services The common facility services are the significant elements of Promotional Activities of the Institute. It covers services like Workshop Facilities and Skill Development Training Programmes (Specialized).

2.10.1 Workshop Facilities

Some of the important services rendered by the workshop in the field of skill development are: CAD Training, i.e. AutoCAD, CATIA, PTC Creo, and CAM Trainings use CNC Machines like CNC Turning Centre (HMT Pushkar 200), HMT Vertical Machining Centre (VMC-400) Electronica WireCut Machine and EZNC Spark Erosion Machine. Common facility services are provided on CNC Machines as well as on Vertical Surface Grinder, Tool Cutter Grinder and other machines. During the 2016-17 the total revenue earned from the Workshop was Rs. 12.65/- against the target of Rs. 5.5 lakhs. In the Institute through its Engineering Workshop 135 jobs were undertaken, 103 units were benefited.

2.11 Cluster Development Programme The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India (GoI) has adopted the cluster development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) and their collectives in the country. Clustering of units also enables providers of various services to them, including banks and credit agencies, to provide their services more economically, thus reducing costs and improving the availability of services for these enterprises.

Pali Proposal for Soft Intervention from CIPET, Jaipur has been received and the same has been forwarded to the O/o DC (MSME) on 22-01-2016. However as per the decision taken in the 40th steering committee meeting, soft intervention will be the subject matter of the State Governments and therefore, no money has been released for the same. The project has been undertaken for soft intervention by the State Government.

3. Ceramic Cluster Bhilwara

Bhilwara Approval for preparation of DSR has been given by the O/o DC (MSME) and same is prepared by CGCRI, Khurja'. As per the decision taken in the 40th steering Committee meeting, DSR shall be accepted and closed. It was observed that as per the proposed amended guidelines, this is the subject matter of the State Governments and therefore, wherever the DSRs are ready a copy may be shared with the Central Government and wherever the work has not been commenced it should be kept as closed. No money has been released for the DSRs henceforth.

4. New Proposal

B. Implementing Agency: The Rajasthan Small Industries Corporation Ltd, Jaipur

Setting up of Flatted Factory Complex at 22, Godown, Industrial Area, Jaipur, Rajasthan: The appraisal note of SIDBI has been received on 16.03.2016. The project has been principally approved for grant under MSE-CDP (IID) scheme by the steering committe of MSME,GoI, New Delhi on 23.06.2016. Joint Committee of RSIC & RIICO officers visited the NSIC campus, New Delhi on 03.01.2017. The committee recommended a revised DPR to work out details of the project on the land.

(III) State Level Clusters Development Meetings:

O/o Commissioner of Industries, Govt. of Rajasthan organized State Level Cluster Development Meetings under the Chairmanship of Principal Secretary (MSME) on 27.07.2016 and 15-12-2016. Same was attended by the officers of this institute. During the meeting the proposal for MSE-CDP was discussed &forwarded for further necessary action.

2.12 Micro and Small Enterprise Facilitation Council (MSEFC)

The Micro, Small and Medium Enterprise Development (MSMED) Act, 2006 contains provisions of Delayed Payment to Micro and Small Enterprise (MSEs). (Section 15- 24). State Governments established Micro and Small Enterprise Facilitation Council (MSEFC) for settlement of disputes on getting references/filing on Delayed payments (Section 20 and 21).

Hon’ble Union Minister, Sh. Kalraj Mishra (MSME), visited Jaipur on 27th March, 2017 to discuss the work done by the Institute (MSME-DI, Jaipur) in FY 2016-17.

2.14.2 Sensitization among MSMEs on Digital Payment

As per the instruction of the O/o Development Commissioner (MSME), this Institute was given a target to organise the Awareness programme on the Digital Payments on daily basis from 15th to 30th December 2016. The objective of this programme is to apprise and encourage the entrepreneurs to use the e-payment channel/digital payment as a mode of transaction. During 2016-17 this Institute organized 18 Awareness Programme on Digital Payment.

2.14.3 Solar Lab

New initiative in the year 2016-17 A new Solar Lab has been established to cater training in the filed of Solar Installation and to maintain skill development to meet the new industrial as well as domestic requirement. An amount of Rs.1,62,203/- was incurred for establishing the Solar Lab. In 2016-17, two training Programmes were conducted in Solar Lab, in which 25 persons were trained generating revenue worth Rs.90000/- .

2.14.4 Blood Donation Camp

This Institute organized Blood Donation Camp on 17.09.2016 at Jaipur. This was inaugurated by Hon’ble Union Minister, MSME, Sh. Kalraj Mishra. 2.14.5 Live Talk Show on Doordarshan TV Two officers of this Institute participated as panel expert at 3 occasions in a Live Talk Show on Doordarshan TV on Make in India, Employment opportunities for youth and Self-employment opportunities.

2.14.6 Short Motion Graphic Film on Design Clinic Scheme

During 2016-17, this Institute conceptualized/scripted/prepared eight and half minutes’ duration motion graphic film on Design Clinic Scheme with the help of students of local educational institutes without incurring any amount from this Institute. This short film has been successfully screened during the Orientation Programme for Stakeholders of Design Clinic Scheme held on 23.02.2017 at Jaipur. The same has been widely appreciated. 2.14.7 Participation in MSME Conclave at Jaipur

This Institute actively participated in MSME Conclave organized by Laghu Udyog Bharti at Jaipur on 17.09.2016. This programme was inaugurated by Hon’ble Union Minister, MSME, Sh. Kalraj Mishra.

vi. Single Points Registration/NSIC Scheme

To increase the share of purchases from the small-scale sector, Government Stores Purchase Programme (GSPP) was launched in 1955-56. NSIC registers Micro & small Enterprises (MSEs) under Single Point Registration scheme (SPRS) for participation in Government Purchases. The units registered under Single Point Registration Scheme of NSIC are eligible to get the benefits under Public Procurement Policy for Micro & Small Enterprises (MSEs). Under this scheme units are evaluated for their capacities in terms of quantity and quality. MSME-DI recommended 44 units for registration in SPRS out of 45 cases forwarded by NSIC, thus earning revenue of Rs. 1,05,025/-.

2.16 MSME-Testing Station, Jaipur

Office of DC-MSME established Testing stations at various places in the country with an objective to provide testing facilities to MSME units to enable them to manufacture goods as per Indian or other standard specifications and also provide third party assurance to various Govt. organisations.

MSME Testing station Jaipur provides testing facilities for Cement/TMT Steel Bar/C.C. Cube/ Aggregate /Paper and many more related jobs to construction work at nominal charges with prompt and efficient services.
