F O R E W O R D
The Micro, Small & Medium Enterprise Sector has been recognized as one of the
forerunners of economic growth, innovation & development in the country. This sector has
consistently faced challenges of competition, marketing & credit over the years, but has
always emerged triumphant by generating new employment opportunities, implementing
unique & innovative ideas to transform India into a manufacturing hub and promoting the
idea of inclusive growth.
MSME-DI, Kolkata is one of the nodal development agencies of the State working for
the growth & promotion of the MSME sector. The activities of the Institute & its Branches
have been chalked out & framed to provide support to the MSMEs in the fields of credit,
marketing, technology, infrastructure & awareness.
The Annual Report 2016-17 of the Institute aims to give a brief summary of the major
activities undertaken during the year 2016-17 and highlight the special ideas & initiatives
which have been adopted to face the challenges of the current economic environment of
globalization & enhanced FDI limits. The Annual Report thus provides detailed information of
various activities performed by the Institute and its branches for promotion and development
of MSMEs in West Bengal and the Union Territory of Andaman & Nicobar Islands.
It broadly specifies details about various training programmes conducted, the number
of beneficiaries of such programmes, ISO & Barcode Reimbursements, Marketing support
given to MSMEs, awareness programmes conducted under NMCP Schemes, technical
assistance given to existing and prospective entrepreneurs, cluster initiatives, VDPs organized
and such other activities aimed at providing assistance to the MSME sector. Besides, a special
mention has also been made about the various innovative & special initiatives that have been
undertaken & implemented by this Institute to promote the policies and schemes of O/o
DC(MSME) and enhance the ease of doing business quotient of the MSME sector. Details of all
programmes are attached in the annexures.
It is expected that the information contained in the Report would portray the
significant role played by the Institute and also bring forth comments for better performance.
I would like to record my appreciation for the sincere efforts made by all Officers &
Staff of EI & Statistics Division who have worked under the overall guidance of Sri S. K. Som,
Dy. Director in the preparation of this Report and giving it a final shape.

1. INTRODUCTION
MSME-DI, Kolkata is an attached/subordinate office of Development Commissioner,
Ministry of Micro, Small and Medium Enterprises (DC-MSME) for the State of West
Bengal, established in the year 1954 with the following mandate in the State of West
Bengal and UT of Andaman & Nicobar:
For Aspiring Entrepreneurs: identify, motivate, train, handhold and provide
mentoring services.
For Existing Entrepreneurs: To provide techno economic consultancy and
facilitation service.
Skill Development: To impart need based skill training through Skill
Development Programmes (SDP).
Socio-Economic Development: To promote, develop and foster the growth of
micro & small sector for socio economic growth .

2. JURISDICTION
Micro, Small & Medium Enterprises-Development Institute, Kolkata consists of four
Branch Institutes covering 23 districts in the state of West Bengal and Union Territory of
Andaman & Nicobar Administration.

3. ORGANISATIONAL STRUCTURE
This Institute is headed by Director, Shri Ajoy Bandyopadhyaya .The Director is supported by 3 Deputy Directors and 22 Assistant Directors in different trades of Electrical, Mechanical, Chemical, Hosiery, Glass & Ceramics, Economic Investigation, Statistics, Leather, Metallurgy, etc. besides secretarial Staff members.
4. INFRASTRUCTURE
This Institute is well equipped with the following infrastructure facilities for carrying out the mandate.

5. THE VARIOUS ACTIVITIES OF THE INSTITUTE CAN BE BROADLY CLASSIFIED UNDER THE FOLLOWING CATEGORIES:
5.1 SUPPORT FOR HUMAN RESOURCE DEVELOPMENT
In order to improve the skills of workers engaged in MSME sector & to equip them with
better technologies of production, MSME - Development Institute, Kolkata organizes
regular training courses like EDPs, ESDPs and also SDPs in technical trades attached to
the Institute.
The various programmes for skill development include the following
Entrepreneurship and Skill Development Programme (ESDP) – Six weeks product oriented ESDPs with theoretical and practical sessions for Skill Development.
Entrepreneurship Development Programme (EDP) – Two weeks programme on Entrepreneurship Development Programme
Management Development Programme (MDP) – Two weeks programme for development of Management Skills.
Skill Development Programme (SDP) – Six months workshop based Skill development Programme at the Institute premises.
i) ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES (EDP)
During the year 2016-17, the Institute has conducted 2 Entrepreneurship
Dvelopment Programmes (EDP) agianst 2 alloted EDPs .The total participants were 49
(Gen) out of which 30 were Male and 19 were Female .The details are given in Anex-1-:
ii) ENTREPRENEURSHIP AND SKILL DEVELOPMENT PROGRAMMES (ESDP) During the year 2016-17, the Institute has conducted 19 Entrepreneurship
Skill Development Programmes (ESDPs) against alloted target of 19 ESDPs. The
total General Particiants were 133 out of which 100 were Male and 33 were Female .The
total SC Participants were 293 out of 171 were male and 122 were female. The total
W&PH participants were 25 (Female). The details are given in Anex-2-
iii) SKILL DEVELOPMENT PROGRAMMES (SDP)
During the year 2016-17, 23 nos Skill Development Programmes (SDP)
under PD A/C and 4 nos of SDPs under regular courses were conducted by this
Institute for the benefit of aspiring/existing entrepreneurs.
Apart from this 3 nos of SDPs under regular courses are on-going .The participants of
Skill Development Programmes (SDP) under PD A/C were 333 out of which male
participants were 231 and female participants were 102. Total participants of Skill
Development Programmes (SDP) under regular courses were 63 out of which 53 were
Male and 10 were Female. The details of SDPs are given in Anex-3-:

5.2 MARKETING SUPPORT
While Marketing is primarily an entrepreneurial function, all possible efforts have been
made to help MSME sector in their marketing endeavour. The following services are
offered under this category of assistance.
(i) MSME Enterprises applying for NSIC registration under the stores-purchase
programme of the Govt. of India are inspected and assisted to enlist them under NSIC.
This service is chargeable. Enlistment with NSIC offers an unprecedented opportunity
not only for exposure of MSME's products but also for tender marketing, wholesale
distribution, publicity & confidence. Single Point Registration Cases of NSIC – All NSIC
cases are now being monitored through indigenously developed software of the Institute
with mobile/mail alert system for timely delivery.
MSME-DI, Kolkata receives huge number of cases for Inspection under SPRS
Scheme of NSIC. To streamline the processing of applications, we have introduced an
online software management system, which not only maintains records of files received
but also ensures scheduled dispatch of reports within the time frame of 60 days.
It may be apprised that the units can now see the status of their cases by visiting
our public domain through website. We have also created user ID and Password for
NSIC so that they can oversee the status of each case and create report at their end.
While recommending SPRS cases, we observed that many MSMEs do not follow
standard specification. Instead, they manufacture the products either as per the
drawings/designs provided by their customers or they have set their own standards.
Hence, we preferred to mention “As per customer’s requirement/Customers’
Specification. However,. NSIC Headquarter, New Delhi has directed us not to take up the
cases where precise specifications and details of the product/services are not mentioned
by the unit. They have also asked us to refer back these cases to the respective office of
NSIC for collection of the required information/documents for resubmission.
As a technical organization, we understand that specification for products
manufactured is most important. Hence, we are trying to stress upon the fact that
proper specification/design/drawing Nos. etc need to be incorporated in our
recommendations. Efforts are being made to incorporate the above proposals during
inspection of SPRS cases.
(ii) MSME Enterprises are periodically invited to Vendor Development Programmes,
Exhibitions, Trade Fairs etc. for participation to broaden their marketing network. Short-
term training courses on marketing management are conducted to update their
marketing skill & knowledge.
(iii) Online UAM Registration and filing of Data Bank particulars for MSME
entrepreneurs are regularly done by the officers of the Institute to assist the MSME
sector participate in Govt tenders and also avail the benefits of DC(MSME) Schemes.

5.2.1 CAPACITY ASSESSMENT FOR NSIC REGISTRATION
Officers from this Institute have carried out inspection for capacity assessment of
764 MSEs towards single point registration under NSIC during the year 2016-17. An
amount of Rs.19,99,074/- has been collected towards fee for the above inspections
during the period.
5.2.2 PROGRAMMES UNDER MATU A) VENDOR DEVELOPMENT PROGRAMMES (VDPs) Vendor Development Programmes are regularly organized by this Institute to provide a
common platform of interaction between the buyers and sellers wherein the products
and services of MSMEs and the requirements of the Large Scale buyer
organizations/PSUs are displayed. MSME-DI Kolkata acts as an implementing agency of
these programmes.
VDP has been segregated into two branches: i) National Level Vendor Develoment Programme ii) State Level Vendor Development Programme i) NATIONAL LEVEL VENDOR DEVELOMENT PROGRAMME These programmes focus on organizing Industrial Exhibition cum Buyer-Seller Meet with an objective of providing opportunities for the MSMEs to display their products and competencies and for the Large Scale buyers to display their product/service requirements .The duration of the programme is for 2-3 days.
During the year 2016-17, this Institute has conducted 2 NLVDPs against 2 allotted Programmes for the benefit of existing MSEs. The Details of the participating units are given in Anex-4 ii) STATE LEVEL VENDOR DEVELOPMENT PROGRAMME These programmes primarily focus on Vendor-Vendee match making between MSMEs and CPSUs located in the State & other procuring agencies .The duration of the programme is one day . During the year 2016-17, this Institute has conducted 12 SLVDPs against allotted 12 nos.The Details of the units are given in Anex-5
B.(i) INTERNATIONAL TRADE FAIR. To promote the Indian MSME products in the International Markets, MSME-DI Kolkata
motivates entrepreneurs to participate in International Trade Fairs at popular locations
worldwide, wherein the MSME entrepreneurs are provided stall rent and airfare at
subsidised rates. During 2016-17, 17 SMEs have been provided opportunities by MSME-
DI, Kolkata to participate in 5 different International trade fairs. Reimbursement of
stall rent and air fare expenditure of Rs 7,90,594/- has been provided to 6
entrepreneurs. The Details of the units are given in Anex-6

ii) DOMESTIC TRADE FAIR:
MSME-DI Kolkata encourages MSME entrepreneurs to participate in domestic trade fairs
at various locations of the country to supplement their efforts of tapping and developing
domestic markets. During 2016-17, MSMEs of the state participated in 10 domestic
trade fairs with a reimbursement of Rs.18,96,000, benefitting 96 MSEs. The

5.2.3NATIONAL AWARD The Micro, Small and Medium Enterprises (MSMEs) in India have undergone a
vast development in the last five decades. The MSMEs have registered tremendous
growth in terms of quality production, exports, innovation, product development and
import substitution. Entrepreneurial efforts have made it possible to produce a large
variety of items, which were hitherto imported. This has become possible owing to the
ambitious and visionary spirit of the MSME entrepreneurs. Recognizing the
achievements of successful entrepreneurs in MSMEs, Ministry of MSME, Government of
India encourages such entrepreneurs by giving National Awards to Micro, Small and
Medium Enterprises for outstanding efforts in entrepreneurship, quality products,
adoption of lean manufacturing techniques, outstanding woman entrepreneur, Research
& Development and such other categories.
National MSME Awards is given for the below mentioned categories:-

For National Award-2015, this Institute received 54 applications out of which 28 no.
MSMEs have been recommended by the State Level Selection Committee for various
categories and forwarded online to DC (MSME), New Delhi for consideration.

MARKETING SUPPORT
A One-Day State Level Vendor Development Programme (SLVDP) was organized by MSME-DI, Kolkata in association with Bridge & Roof Company (India) Ltd. and Coal India Ltd. on 14.01.17 at Sangsad Mela, Asansol Loco Ground, Asansol
Shri Samir Neogi of M/s Neogi Technologies and Research Pvt.Ltd. Rajpur, South 24 Parganas received 1st prize in National Award (2014) for Lean Manufacturing techniques in Micro Enterprises
A National Level Vendor Development Programme (NLVDP) was held from 29th to 31st December, 2016 in 29th IITF at Milan Mela Ground, Kolkata.

5.3 FINANCIAL SUPPORT
One of the major problems facing the MSME sector is shortage of funds or limited
access to credit. Timely and adequate credit facilities are one of the long standing
demands of this sector.
To help the MSME sector overcome this hurdle, our Institute provides financial
assistance under various schemes so that the MSME entrepreneurs can reduce their cost
levels and build up financially viable & sustainable projects with opportunities of
employment generation. These include reimbursements for acquiring Barcode
registration, ISO/HACCP certification, Product certification, spreading awareness among
MSME entrepreneurs about CGTMSE Scheme so that they may avail collateral/third
party guarantee free loan up to Rs. 2 crore and forwarding applications of MSME
entrepreneurs with viable Schemes under STAND UP INDIA Scheme.
Further, the MSE sector is also overburdened with the problem of delayed payment
by the large scale sector/PSUs. This adds to their production cost as capital remains
blocked over a long period of time leading to unnecessary bank interest payments by the
MSESs. This issue has been strongly addressed by the Central & State Governments and a
Delayed Payment Cell or the WBMSE Facilitation Council has been opened at the State
Directorate of MSME under the Chairmanship of Director, Deptt. of MSME, Govt. of West
Bengal. Every year, numerous applications are received at MSME-DI, Kolkata
complaining about delayed payment. These applications are carefully scrutinized and
forwarded to WBMSEFC for early redressal.
The MUDRA Scheme is another notable intervention in the financial sector which
offers credit facilities upto Rs. 50,000/- under Sishu category, Rs. 5 lakh under Kishore
category and finally Rs. 10 lakh under Tarun category. During Awareness Campaigns,
EDPs, ESDPs, VDPs and also meeting with Industries Association & Chambers of
Commerce, the MUDRA Scheme is given wide publicity with special focus on its
guidelines and features so that the MSE entrepreneurs can avail its benefits and tackle
the problem of credit crunch.
It is also worth mentioning that MSME-DI, Kolkata upholds the principles of DBT
Policy under which all stipends payable to trainees under Stipendiary Training
Programme are transferred directly to their Bank A/cs .
The activities under Financial Assistance are briefly enumerated below:
5.3.1 REIMBURSEMENT STATUS UNDER DIFFERENT SCHEMES ( 2016-17) i) ISO 9001:2008 REIMBURSEMENT
The Scheme envisages reimbursement of charges of acquiring ISO-9000/ISO-
14001/HACCP certifications to the extent of 75% of the expenditure subject to a
maximum of Rs. 75,000/- in each case.

During the year, under the scheme of ISO 9001:2008 Reimbursement, the
Institute had received 44 applications, of which 41 were approved and processed and a
sum of Rs. 19,25,374/- was disbursed to them ,all in General Category. The details are
given in the following table. The details of reimbursement availed by the units under ISO

ii) REIMBURSEMENT UNDER TEQUP
The scheme focuses on two important aspects, namely, enhancing competitiveness of the
MSME sector through Energy Efficiency and Product Quality Certification. The present
scheme will also deal with the issue relating to reduction in emission of Green House Gas
(GHG) by the MSME sector, through energy efficiency.
During financial year 2016-17, total Rs. 2,38,253 has been reimbursed against
sanctioned amount Rs. 2,38,253 under Product Certification scheme.Total 2 Units have
been benefited .The details are given in Anex-9

iii) REIMBURSEMENT UNDER MATU SCHEME
Marketing, a strategic tool for business development, is critical for the growth and
survival of MSMEs. Due to lack of information, scarcity of resources and unorganized
ways of selling /marketing, MSME sector often faces problems in exploring new markets
and retaining existing ones. Such asymmetries in information, where the seller is not
aware of the new markets for their products and the buyer lacks knowledge of the
products manufactured by MSMEs, result in severe impediments to the growth and
survival of MSMEs in a highly competitive environment. MSMEs do not have sufficient
resources at their command and, therefore need institutional support for providing
these inputs in the area of marketing. Marketing Assistance and Technology Upgradation
Programme is a strategic initiative for adoption of Modern Marketing techniques by
MSMEs consistent with the requirement of global markets.
During FY 2016-17, on the basis of the recommendation by the “District
Industries Centre” concerned and subsequent approval by MATU Committee,
applications received from manufacturing MSEs for participating in the following Fairs
was forwarded to O/o DC(MSME) .The details are given in Anex-6. During financial year
2016-17, total Rs. 18,96,000/- has been reimbursed against Rs. 19,50,000/- under
Domestic Trade Fair (MATU Scheme).Total no of units benefited is 96.Further, Rs.

7,90,594/- has been reimbursed under Interrnational Trade Fair (MATU) against the
sanction of the same amount, benefitting 6 units. The details of reimbursement availed
by the units in the Domestic & International Trade Fairs under MATU Scheme are given
in Anex-6&7:

iv) BARCODE REIMBURSEMENT The Ministry of Micro, Small and Medium Enterprises (MSME), Govt. of India
recognizes the contribution of Micro & Small Enterprises (MSEs) in the growth of the
Indian economy, export promotion and employment generation. In order to enhance the
marketing competitiveness of MSEs in domestic as well as international market, Office of
Development Commissioner (MSME), Ministry of MSME, provides financial assistance
for reimbursement of 75% of one-time registration fee and 75% of annual recurring fee
for first three years (Under MATU Scheme) paid by MSEs to GS1 India for use of Bar
Code. The work of reimbursement has been decentralised and transferred to field offices
i.e. MSME-DIs, w.e.f. 1st April, 2009 with a view to ensure speedy & timely and extensive
implementation of the scheme.
During financial year 2016-17, toal Rs. 3,86,353/- has been reimbursed against
sanctioned amount of Rs. 4,00,000/ - under Bar Code.Total No of units benefited 12. The
details of reimbursement availed by the units under Bar Code Scheme are given in
Anex-10

5.4 TECHNOLOGY SUPPORT
The need for providing specialised service to the small scale sector is increasing
everyday with the rapid development of these industries in the state. Apart from new
products and items introduced, new raw materials have also come into existence,
throwing open a vast field of operation & exploitation. MSMEs are, however,
handicapped by lack of competent technical & managerial personnel as well as financial
resources. In order to help MSMEs in such areas, MSME - Development Institute, Kolkata
offers technical and managerial consultancy services through field visits to the MSME
units. The officers visit the units to guide them in the following areas.
(a) Requirement of plant & machinery including layout
(b) Use of improved mfg. Technology/design/process
(c) Improvement in tooling
(d) Product development
(e) Consultancy for diversification
(f) Management Capability improvement
(g) Offering Management training
(h) Improvement in marketing
(i) Availability of finance
(j) Other registration/policies of Govt./support services by other agencies etc.
The above services are also rendered at MSME - Development Institute premises and
through correspondence to the new entrepreneurs. The new entrepreneurs desirous to
set up their own units are guided to select their product, location, raw materials,
machinery, technology & other problems, apart from the above listed areas.
Further, a comprehensive plan for providing technical support to MSMEs has been
drawn up under National Manufacturing Competitiveness Programme (NMCP).The
Government had announced formulation of National Competitiveness Programme in
2005 with an objective to support the Small and Medium Enterprises (SMEs) in the field
of technology upgradation and support, protection of IPRs, marketing assistance and
such other related fields.
5.4.1 THE VARIOUS COMPONENTS OF NMCP ARE GIVEN BELOW
i) Lean Manufacturing Competitiveness Scheme for MSMEs (LMCS)
Under the Scheme, MSMEs are assisted in reducing their manufacturing costs, through proper personnel management, better space utilization, scientific inventory management, improved processed flows, etc. which brings improvement in the quality of products and lowers costs.
Annual Progress Report for Lean Manufacturing Activity during the FY 2016-17:
10 Lean Manufacturing Clusters have been formed covering 98 MSEs in West
Bengal.

The clusters are mainly on Leather Goods items and Engineering Products.
Out of the 10 Lean Clusters, auditing of 2 Clusters for MBR-5 stage has been
completed and for another one cluster, it is under process. One cluster is in MBR-
4 stage and remaining 6 clusters are in the auditing process for MBR-2 & MBR-3
stages.
Around Rs. 1.32 crore Govt. funds has been utilized under this scheme for the
above mentioned clusters.
Average benefits accrued by a individual unit covered under these clusters which have
completed upto MBR-5 stage audit (under Lean Manufacturing Activities) is around Rs.
6-7 lakhs per unit.
ii) Design Clinic Scheme for design expertise to MSMEs Manufacturing sector
(DESIGN)
Implementing agency is National Institute of Design. Objective of the scheme is to
promote and integrate industrial design into industrial processes of MSMEs by engaging
external design expertise through consultancy.
iii) Support for Entrepreneurial and Managerial Development of SMEs through
Incubators
The Scheme provides early stage funding for nurturing innovative business ideas
(new indigenous technology, processes, products, procedure etc.) which could be
commercialized in a year.The main objective is to promote development of knowledge-
based innovative ventures of MSMEs which are sought to be developed in reputed
Technical Management institutions before these can become commercially viable and
attract venture capital.
iv) Building Awareness on Intellectual Property Rights(IPR) for MSME
To enable the MSME sector face the present day challenges of liberalisation,
various activities on IPR are proposed under this scheme for protection of business
ideas and technology through adoption of patent, trade mark, copy right, application for
GI (Geographical Indication) registration etc.
v) Technology and Quality Upgradation Support to MSMEs(TEQUP)
Technology and Quality Upgradation are extremely essential for enhancing
competitiveness of MSMEs. The purpose of the scheme is to encourage and support
energy efficiency for MSMEs through (a)Energy Efficiency Technology and (b) Product
Quality Certification.
vii) Promotion of Information and Communication Technology ( ICT) in Indian
Manufacturing Sector
The objective of the scheme is to encourage and assist the potential
manufacturing MSME clusters to adopt ICT tools and applications in their production

and business process, and thereby, improve their productivity and competitiveness in
national and international markets. The broad activities planned under the scheme
include identifying target cluster for ICT intervention, setting up of E-readiness
infrastructure, developing web portals for clusters, skill development of MSME staff in
ICT application and networking MSME cluster portal on to National level Portal in order
to outreach MSMEs
viii) Zero Defect and Zero Effect (ZED)
Under the scheme, MSME sector is urged to make products with “Zero Defect” and
“Zero Effect” on the environment, thus improving the brand image of the country and
promote production of quality products which are at par with global standards.Under
the scheme, the MSME companies which follow the guidelines and meet the standards
set by the ZED will be awarded ZED certification along with several benefits.
5.4.2 CLUSTER DEVELOPMENT The Ministry of MSME, Government of India (GoI) has adopted the cluster
development approach as a key strategy for enhancing the productivity and
competitiveness as well as capacity building of MSEs and their collectives in the country.
Clustering of units also enables providers of various services to them, including banks
and credit agencies, to provide their services more economically, thus reducing costs.
Objectives of the Scheme:
(i) Address common issues of clusters such as improvement of technology, skills
and quality, market access, access to capital, etc.
(ii) Formation of self help groups, consortia, upgradation of associations, etc. for
capacity building of MSEs
(iii) Create/upgrade infrastructural facilities in the new/existing industrial areas/
clusters of MSEs
(iv) Set up common facility centres (for testing, training centre, raw material depot, Effluent treatment, complementing production processes, etc).
Several clusters and IID projects have been taken up in West Bengal under MSE-CDP Scheme.12 clusters and 6 IID projects are under hard intervention stage and 10 clusters are under soft intervention stage. The details of progress in these clusters are given in Anex-11 5.4.3 CREDIT LINKED CAPITAL SUBSIDY SCHEME (CLCSS) Another important scheme in the field of technology upgradation is Credit Linked
Capital Subsidy Scheme (CLCSS) which provides 15% upfront capital subsidy to MSE
units on investment in plant & machinery upto a maximum limit of Rs. 1 crore ( or a

maximum subsidy limit of Rs. 15 lakh) for induction of State-of-the-art technology or
upgraded technology for which institutional credit has been availed by the MSE units.
To promote and publicize the scheme, it is given wide spread publicity in various
training programmes, association meetings, State Govt. meetings and such other
platform of participation of MSE stakeholders. Awareness programmes on CLCSS are
also organised to highlight its principle features and motivate the MSE entrepreneurs to
infuse latest technology in their ventures thereby reducing their cost of production and
remaining price competitive.

5.5 CREATING AWARENESS & MOTIVATION
To educate & motivate the MSME sector about the various Schemes & Policies of the
government and to highlight the importance of such programmes, MSME-DI, Kolkata
regularly organizes Awareness Programmes and Motivational Campaigns, both in rural
& urban areas, focusing upon the salient features, guidelines & benefits of MSME
Schemes. These programmes are generally of 1-2 days duration and aim at knowledge
dissemination and motivation of prospective entrepreneurs. Wide publicity is given to
these programmes through newspaper, social media (facebook) and Institute website so
that maximum participation of local youths and existing & prospective entrepreneurs is
ensured.
Apart from regular IMCs on MSME Schemes & Policies, this year special Awareness
Programmes were also conducted on Digital Payments, Data Bank. The details of the
above programmes are given below:
5.5.1 INDUSTRIAL MOTIVATION CAMPAIGNS (IMC)
Under this programme, a seminar is organized and conducted for prospective
entrepreneurs who desire to set up their own venture (Micro, Medium & Small
enterprises).In this seminar, a package of information about MSME is given to the
entrepreneurs for motivating them towards self-employment by setting up their own
ventures. Any person above the age of 18 years, having interest in setting up his own
venture can join this seminar/campaign. There are no charges for participation.
During the year 2016-17, the Institute has conducted 29 Industrial Motivation
Campaigns (IMCs) agianst alloted 29 nos.The total participants in Genaral Category were
734 out of which Male were 443 and Female were 291.The total Participants in SC
category were 628 out of which Male were 451 and Female were 177. The total
Participants in ST category 397 out of which Male were 245 and Female were 152.

5.5.2 AWARENESS PROGRAMME UNDER NMCP
i) TEQUP The scheme focuses upon two important aspects, namely, enhancing
competitiveness of the MSME sector through Energy Efficiency and Product Quality

Certification. The present scheme also deals with the issue relating to reduction in
emission of Green House Gas (GHG) by the MSME sector, through energy efficiency.
During the year 2016-17, 4 Programmes under TEQUP were conducted by this
Institute for the benefit of 222 aspiring/existing entrepreneurs.

Ever changing globalized environment has been posing challenges of
competitiveness and survival to all the constituents of the economy. It has been more so
for the MSME units in the manufacturing sector . Lean Manufacturing is a set of
techniques, which have evolved over a long period and are based on various minor to
major breakthroughs that help in reducing cost and hence increasing productivity

iii) BUSINESS INCUBATOR The MSME sector is a vibrant and rapidly growing sector which is also the
nursery of innovative ideas that can be commercialized with proper guidance and
financial assistance. To nurture these innovative ideas, the Business Incubator Scheme
provides early stage funding to new indigenous technology of the MSME enterprises
which are developed with the technical support from Business Incubators or Technical
Institutes of repute.

Awareness programmes on Business Incubator Scheme are organised as per
Action Plan Targets and new innovative ideas are presented by MSME entrepreneurs
which are discussed and analysed and given proper support and guidance.
During the year 2016-17, the Institute has conducted 2 Programmes on Business

5.5.4 PROMOTION OF DIGITAL PAYMENTS
To alleviate the problems arising after demonetization of high value currency
notes, MSME-DI, Kolkata organised a Special Awareness Camp on ‘Various Modes Of
Digital Payments’ for the benefit of the MSME sector. The programme was organised at
the Institute premises with faculty support from RBI, Kolkata on 15-12-2016 As
expected, a very positive response was received from the public as people were eager to

learn about modes of digital payment and receipt. Further, to spread awareness about
the programme and to invite greater participation, Industry Associations, DIC Kolkata,
local MSME Clusters were also contacted and communicated.
The programme focused upon various methods of Cashless transaction and their
benefits which were explained through a Power Point Presentation. There was detailed
discussion and interaction about the advantages of Digital Payment/Receipt and how it
can enhance business productivity and ease of doing business. Topics like Cyber safety
and security and the Do’s and Don’ts of safe banking were given special attention. The
current digital infrastructure available in the financial market and the future Govt. Plans
to strengthen this infrastructure were also highlighted .The participants were motivated
to adopt the various methods of Digital Payment as they were simple and easy to
implement. .
At the end of each session, there was an active interaction session, where the participants raised
several queries on E-payment & receipt methods. Questions were also raised on the various E-
wallets available in the market, their safety and popularity. All queries were duly replied so that
the participants could feel comfortable in the use of E-platform for cash payments & receipts.
The programme was attended by officials from MSME-Development Institute (DI),
Testing Centre (TC) and Tool Room (TR). Total participation from this section was 51. Besides,
85 participants also attended the programme Others staff members attending the programme
was 14. Thus, total participants in the programme were 150.
Apart from the above, MSME-DI, Kolkata also organized special sessions on Digital Payments at
various training Programmes, Awareness Camps, Cluster meetings, Association Meets ,Industry
visits and such other platform to popularize the concept of cash-less transaction and assist in its
adoption in the MSME sector. Further, a leaflet on various modes of digital payment was
prepared by our Institute for distribution among all MSME stakeholders, visitors, trainees,
entrepreneurs to give wide publicity to the above ideas.
5.5.5 OPENING OF BANK ACCOUNTS FOR PROMOTION OF DIGITAL PAYMENTS
MSME-DI, Kolkata organised a Special Camp at its premises during 26.12.2016 &
27.12.2016 to open Zero Balance Bank Accounts for consumers as a step towards
digitalisation of cash payments. Large scale publicity was given to this programme by
hiring auto van, which visited the local MSE units and the industrial clusters. All MSME
entrepreneurs visiting the Institute in the recent past were encouraged to attend the
programme and open Bank Accounts as a first step towards digitalisation of cash.
The programme/Camp was attended by State Bank of India, B. T. Road Branch,
Bon Hooghly Branch and Manicktala Branch .235 Accounts were opened in two days and
.a very positive response was received from the unorganised sector, which was hitherto
outside the banking ambit.
Such Camps will not only facilitate business growth but also enhance ease of
doing business.

The programme was highly successful as the unorganised sector could be
motivated to adopt digital means for cash transactions and they could at least be brought
under the banking purview.
5.5.6 DATA BANK
Two Awareness Programmes on Data Bank were also organised by the Institute
to educate the MSME entrepreneurs about Data Bank guidelines and procedures for
filling up the online data. Data Bank is an endeavour of the Ministry of MSME to collect
information from MSME units and prepare a information bank which can be used for
formulation of plans for the MSME sector and other statistical purposes. Hence, it is now
mandatory for MSME units to fill up Data Bank details for availing the benefits of
DC(MSME) schemes.
In view of the above, awareness programmes were organised to explain the
details of Data Bank filing. The programmes were organised in association with FOSMI,
Kolkata on 04.10.2016 & with NTR cluster at Rajpur, Kolkata on 31.01.2017.The
procedures for Udyog Aadhar Memorandum registration were also explained during the
course of the programmes.
During the FY 2016-17, total 547 units have been registered in Data Bank by the

6. OTHER ACTIVITIES 6.1 SENET/PUBLICITY
The Small Enterprises Network (SENET) Division attached to this Institute is
actively engaged with a variety of activities like networking, storing, retrieving and
sharing of all data & information relating to the development of MSEs. Apart from
rendering these services , the Division also organizes various training programmes on
Software, Internet & Hardware Fundamentals, Basic Networking, Webpage Application,
PC Hardware Maintenance and repairing.
During the FY 2016-17 149 nos of activities of MSME-DI,Kolkata & its Branches has been uploaded in social media through Facebook.
6.2 STATE INDUSTRIAL PROFILE & DISTRICT INDUSTRIAL POTENTIAL SURVEY REPORT Every year our Institute prepares/updates Industrial Profiles of the Districts of West Bengal and Andaman & Nicobar Islands and also prepare a comprehensive State Profile of West Bengal and Andaman & Nicobar Islands. The objective is to apprise the prospective and existing entrepreneurs about the resources, infrastructures available in the district/state and provide an idea about the potential industries that have scope of exploitation in the district. These reports are easily available in our website and can be referred to for any industrial survey work.
During the Financial Year 2016-17, our Institute has prepared 19 District Industrial Potential Survey Reports and 1 State Industrial Profile of West Bengal.
6.3 PARLIAMENTARY QUESTIONS. During this financial year 2016-17, our Institute received 10 nos. of Parliamentary questions on various issues relating to the MSME sector and the same has been replied to within due date. The details of the above are given below:

Mahatma Gandhi on his 150 birth anniversary in 2019,” said Shri Narendra Modi,

Honourable Prime Minister as he launched the Swachh Bharat Mission at Rajpath in New
Delhi on 2nd October 2014. To fulfil the national dream of a clean India & to spearhead
the mission of “Swatch Bharat, MSME-DI Kolkata has contributed to Swachh Bharat
Abhiyan.During 2016-17, MSME-DI Kolkata took a special drive from 01.05.2016 to
15.05.2016 at its premises. All officers and staff enthusiastically cleaned their work area
and the office premises under the active involvement and leadership of the Director,
MSME-DI, Kolkata. All the branch offices also observed the quarter with the same
enthusiasm.
Ekta Diwas : The Government of India had decided to observe the birth anniversary of
Sardar Vallabhbhai Patel as the ‘Rashtriya Ekta Diwas’ (National Unity Day) on 31st
October every year. This occasion provides an opportunity to re-affirm the inherent
strength and resilience of our nation to withstand the actual and potential threats to the
unity, integrity and security of our country. MSME-DI Kolkata also observed the day with
due respect and enthusiasm.
Vigilance Week: As a part of its efforts to promote probity in public life and to achieve a
corruption free society, MSME-DI Kolkata observes Vigilance Awareness Week every
year. The week of 31st October, the birthday of late Sardar Vallabhbhai Patel is observed
as Vigilance Awareness Week. During 2016-17, MSME-DI Kolkata observed Vigilance
Week from 31st October to 5th November 2016. All the staff of this office took Integrity
Pledge under the patronage of the Director of the Institute to renew our commitment to
achieve the goals of promoting integrity, transparency and accountability in public life.
International Yoga Day : Yoga is a 5,000-year-old physical, mental and spiritual
practice having its origin in India, which aims to transform both body and mind. On
December 11 in 2014, the United Nations General Assembly declared June 21st as the
International Day of Yoga. MSME-DI Kolkata celebrated the day with full enthusiasm on
21st June 2016 and practised yoga for a couple of hours at the Institute campus.
Celebration of Azadi 70 : On the eve of the auspicious day of 70th Anniversary of Indian
Independence, MSME-DI Kolkata celebrated Azadi 70 on 15th August, 2016 . On this
occasion, the Institute premises were illuminated in the Indian tricolour. Moreover, most
of the officers and staff of this office wore Khadi dresses to commemorate the role of
Khadi movement in Indian Independence.

6.9 IMPLEMENTATION OF OFFICIAL LANGUAGE
MSME-DI, Kolkata gives special attention for implementation of official language
in its Institute and Branch offices. An awareness programme was conducted for
promotion of Hindi viz Hindi Fortnight, Hindi competitions Hindi workshop etc.
Periodical meetings are also conducted under the Chairmanship of Director to
review the progress in use of Hindi in the day-to-day office work..
Letters/correspondence to Office of the DC(MSME) is made in Hindi/bilingual as far as
possible.This Institute has achieved the target of 60% during the year.
Hindi Diwas : A closing ceremony of Hindi Pakhwara (1st to 14th September) was
organized on 14th September , at the conference hall of the Institute on the occasion of
Hindi Diwas. All the officers and staff of MSME-DI, Kolkata were present at the occasion
along with the guest lecturer. The message of the Honourable Minister of Home Affairs,
Shri Rajnath Singh was read out on the occasion of Hindi Diwas. The guest lecturer of the
evening then distributed the cash awards to the successful participants of different
competitions arranged by this office on the occasion of Hindi Pakhwara.

7. EASE OF DOING BUSINESS
With a view towards enhancing the ease of doing business for the MSME sector,
various initiatives have been taken by the M/o MSME.
7.1 UDYOG AADHAAR MEMORANDUM(UAM)
Ministry of MSME has launched online registration of MSME units through UAM
registration which is a simple one page application that can be filled by the
entrepreneurs. Filing of EM-I has now been discontinued.UAM registration is simple
procedure which has to be filled only by commercially running MSMEs. There is no
registration procedure before establishing an enterprise. UAM registration can now be
availed by MSME entrepreneurs with or without Aadhaar number as well.
Total number of UAM registered MSME units in West Bengal (as on 13.04.2017) is
100467(Micro 92956, Small 7220, Medium 291)

7.2 ONLINE APPLICATION
MSME entrepreneurs can also apply online for DC(MSME) schemes and avail the
benefits thereof. They can also track the status of their applications online and proceed
accordingly. These schemes include NMCP, MSE-CDP, MSME-Trainning, Skill
Development, CLCSS, CGTMSE,TREAD, ISO Reimbursement, District Profiles etc.

on “Online Application”.

8. INNOVATIVE INITIATIVES.
The following innovative ideas have been undertaken by MSME-DI, Kolkata in the financial year 2016-17.
8.1 DEVELOPMENT OF ROOFING TILES CLUSTER, MURLU, DIST-BANKURA
The Roofing Tiles Cluster, Murlu, in district Bankura has been taken up by MSME-
DI, Kolkata under the Cluster Development Programme to analyse its present status and
test its scope & possibilities for product development and export marketing. As a road
map for development of this cluster the following activities have been proposed:-
Analyse opportunities for manufacturing of Interior and Exterior Decorated Tiles. Assess Quality requirements and prepare Project Profile of Exportable Tiles from
ZED Certified/ Compliant Cluster. Organise Quality Awareness Seminar for Development of Exportable Handicrafts in
ceramics Initiate International Seminar under MATU Scheme.
After several visits by Director MSME - DI & TC, Kolkata along with other Officials
of MSME-DI, Kolkata, MSME-TC, Kolkata, DIC, Bankura and the Cluster SPV Members,
various technical interventions have been thought of, as given below:
To study and formulate new sets of cost effective composition of Tiles materials. To standardize the quality specifications of Tiles. To improve the Packaging of Tiles considering Export Values. To study and improve the efficiency of Product Fired Kilns. To study and increase the efficiency of Mechanical Presses by introducing multi-
cavity moulds. To reduce the cost and to improve the cost effectiveness of Mould Dies. Promote quality consciousness among the SPV Members/organise Seminars.
Samples of some local Clay/ raw material were collected from the Cluster site and
test fired at R&D Lab at Kolkata with different formulations. Similarly, samples of only
fired products of the Cluster CFC (Shuttle Kiln has been operationalised ) were also
collected from the site. Proper assessment of the efficiency of the Kiln (being the prime
equipment) is under trial. A seminar on ZED Awareness Programme was conducted at
Bankura on 23.02.2017 for disseminating the purposeful knowledge and benefits of ZED,
particularly to the Cluster members. About 50% participants of the programme were
from Murlu Cluster(Micro units) with valid Udyog Aadhaar Memorandum (UAM)
registration.
For further development of a comprehensive plan, a local survey has been
planned by deputing MSME-DI Officials for this specific purpose.

8.2 PRODUCT DEVELOPMENT WITH COAL INDIA LTD. (CIL)
With a view towards exploration of promotional work for the MSME sector in
association with CIL and also to analyse the options for development of R&D Projects
with CIL, officers of MSME-DI, Kolkata initiated a process of interaction with CIL.
Subsequently, a team of officers from CIL, visited MSME - DI, Kolkata, MSME – TC,
Kolkata and MSME - Tool Room, Kolkata. During their visit, a presentation on the
activities and facilities available with these three Institutes was demonstrated to the CIL
officials. Thereafter, Director, MSME-DI/MSME-TC, Kolkata and General Manager, MSME
– Tool Room, Kolkata along with their officers attended a co-ordination meeting with all
the heads of Materials Management Department along with G.M (Stores) of all the
subsidiaries of CIL on 27.01.2017 at CIL .
During the process of interaction, officers present in the meeting, clarified various
issues particularly relating to development of critical products and import-substitute
items by NCL. As a positive outcome of the meeting, it was decided that officers of MSME-
DI, Technology Centre and Testing Centre will take initiatives in consultation with CIL to
draft and implement a methodology for development of critical products & implement
sub items catering to the needs and requirement of NCL.
8.3 LEAN AND GREEN PRACTICES FOR OFFICE COMMUNICATION
With the advent of computer network and its easy accessibility with most of the officers of MSME-DI, Kolkata, a Standard Operating Practice (SOP) has been adopted for faster, effective and traceable communication of official work.

To start with, all employees have been advised to check their E-mails (registered with HRMS data) at least three times a day to develop a habit of e-mail communication. PA to Director communicates also daily/regular instructions to officials for developing the SOP through E-mails. In the process, following changes have been made in phases:-
All Orders, Meeting Notices, Office Memorandum, Instructions and Directives are issued to all concerned through E-mail keeping a hard copy (office copy) in file and displaying in Notice Board as per requirement.
Practice of printing, Diarising and forwarding of hard copies of inward E-mails by Receiving Section has been discontinued as PA to Director forwards all E-mail communications received by this office through E-mail only to all Dy. Directors concerned with c.c. to Asstt. Directors/Dealing hands concerned on hourly basis for immediate initiation of necessary action.
All important intra office communication by Dy. Directors, Asstt. Directors and other concerned are done through E-mail, in addition to personal interaction with BCC to Director.
All outward communications with entrepreneurs, outside offices, Associations, etc. are also being sent by E-mail, in addition to post, if necessary, BCC is sent to Director for information.
With the effective implementation of this SOP, not only communication has
become faster, effective and traceable but it has also saved man hours and expenditure on paper and printing costs. Further, this effort also amounts to economy on paper usage and saving our previous trees as Green Intervention
8.4 TRAINING OF DURGA PUJA PANDAL WORKERS FOR HANDICRAFT DEVELOPMENT
MSME-DI, Kolkata in its journey of promoting sustainable growth and strategic development of the MSME sector, has taken dynamic strides to encourage & nurture some innovative ideas. In its endeavour to promote self-reliance, the Institute deputed an officer from EI Division to train the rural & urban handicraft artisans, working with the various Puja Committees in Kolkata for the forthcoming Durga Puja Festival in October, 2016. These artisans are basically un-skilled or semi-skilled workers who seek temporary employment with the Puja Committees during the 6-8 months prior to the Festive season for development of various handicraft works, which adorn the Puja Pandals. However, with proper training on design development & adoption of suitable technology, these artisans could be trained to become self-reliant & set up their own enterprises. Accordingly, on such requests received from the Puja Committees, an officer from EI Division who has an in-depth knowledge in the related fields, was deputed for training the artisans on design development, material selection for handicrafts and adoption of innovative technology. About 150 artisans were trained in the workshops set up by the Puja Committees in Kolkata. Several innovative steps were taught during the training sessions, which would help the artisans to develop and market their products independently.
Some of these steps are listed below:-

Use of expanding PU foam, a particular chemical generally used in external civil works, for formation of sculptures.
Developing metal embossed products in fusion with cane, bamboo and wooden artistic works.
Training on technology for using fibre glass material for developing sculptures and models.
Training on design development on wood carvings, clay modeling, straw, cane and bamboo products. These handicraft items can also be used for interior decoration besides their
extensive use in puja pandals all over West Bengal. With proper standardization of
designs and products, these handicraft items have adequate export possibilities as they
are composed of environmental friendly raw materials, are light weight and also pest
resistant.
Efforts were also initiated to provide marketing and handholding support to these
artisans through direct selling in festive session and through EPCH in future, so that they
become self-reliant.
8.5 PROMOTION OF HANDICRAFTS SECTOR IN WEST BENGAL.
As one of the prime nodal agencies working for the promotion of the MSME sector
in the State, MSME-DI, and Kolkata has adopted a comprehensive policy to provide
handholding support to the MSME entrepreneurs in the fields of training, technical
know-how, market information, credit availability and marketing support.
In the recent past an officer of this Institute was deputed to provide technical
training & guidance on design development to handicraft artisans working under the
Puja Committees (during the Festival season/Durga Puja months) on specific request
received from the Committees. In continuation of the above work, efforts were initiated
to provide marketing support to the handicraft artisans by setting up MSME stalls under
the Institute’s banner at the Puja Pandals. 2 stalls were set up by MSME-DI, Kolkata at
Tala Barowari Puja (near Tala Tank, Kolkata) and Santoshpur Trikon Park (at
Santoshpur, Kolkata) respectively.
The fully furnished stalls (with table, chair, electricity etc.) were allotted to two
handicraft artisans free of cost for sale of handicraft products. Keeping in view the huge
crowd (about 60 lakh footfalls during the Puja season) which visited these Puja Pandals
for almost 8 to 10 days, the availability of stalls free of cost opened up marketing
avenues for the handicraft artisans who reported overall sales of Rs 2.5lakh(Rs two lakh

fifty thousand) during the puja season. The artisans displayed various handicraft
products which were developed by MSME-DI Kolkata during the training period. These
include clay models, wood engravings, fibre glass models, wooden panels, minakari
creative works, cane & bamboo work, metal embossed products, mechanized creative
works, tableau decoration ,southal foam sculptures for exterior decoration, iron
structure & armature making and such other innovative works which can pave the way
for creation of employment avenues in both national and international arena.
Further, as a follow-up action to the technical training provided to the handicraft
artisans, concrete steps have also been taken to make the artisans self employed so that
they may lay down the foundation stone of their own enterprises. Full support &
guidance were provided to the artisans for obtaining artisan cards. We are hopeful that
this effort will help to set up new handicraft enterprises in the MSE sector in the near
future.

8.6 FORMULATION OF SPECIFICATION FOR LPG OVEN FOR MID-DAY MEAL PROGRAMME IN SCHOOLS. A proposal was received from O/o the District Magistrate, North 24 Pgs for developing a design & specification for Industrial type LPG gas oven which could be used for cooking meals in schools under ‘Mid-Day Meals’ Programme. Given the advantages of using LPG gas oven, State Govt. authorities proposed to develop a design such that it could be used for cooking on a large scale basis and would have all safety or precautionary measures. The domestic LPG ovens are not suitable for cooking meals for mass consumption, hence the need was felt for developing a LPG gas oven which could be used for cooking Mid-Day Meals for students of Govt. schools. In pursuance of the above, our Institute participated in two meetings with State Govt. authorities of North 24 Parganas District. It was decided that the above design would be developed by our Institute, keeping in mind the safety standard, energy generation and performance specifications. Testing support for evaluation of product quality shall also be provided by our Institute for the products thus manufactured by State Govt. vendors. Approval from the State Govt. is awaited. 8.7 PROPOSAL FOR INTEGRATED GARBAGE DISPOSAL SYSTEMS
A proposal for development of Integrated Garbage Disposal System has been submitted
to Bidhan Nagar Municipal Corporation, Govt. of West Bengal. A brief summary of the
proposal is given below:
Disposal of heterogeneous garbage is difficult task for any civic body of the Govt. Urban
Garbage mainly consists of following materials namely:
1) Carbonaceous materials : Paper , Wood,straw,etc 2) Organic Materials : Waste of Raw vegetables, waste of Foods, 3) Plastics : Bags, Wrappers, packaging materials etc. 4) Metallic and Non Metallic components : Utensils, Broken Gadgets cover, etc When all materials are mixed in the garbage, the same has no value. For disposal, usually
it is burnt in an incinerator /or in open air where it is turned into ash.
Every year our Municipal Corporations/ Municipalities incur a heavy financial
expenditure on garbage disposal. An Integrated garbage disposal and recycling system
can reduce the overall burden of the Municipal Corporation. The steps towards
successful recycling of the garbage can also generate successful Entrepreneurs and
enhance Revenue collection.
8.8 UTILISATION OF CAD FACILITY FOR STANDARDISING FURNITURE DESIGN The Mechanical Workshop of MSME-DI, Kolkata was modernised with Computer
Aided Design (CAD) facilities during the financial year 2013-14 with a total investment

of Rs. 7,65,979/-. These facilities were used for imparting training and up to Sept., 2016,
106 nos. youth were trained and a revenue to the tune of Rs. 5,30,617/- was generated.
Considering the utility of CAD for various industries, a campaign was made for
commercial utilisation of the facilities for Design Development for the various segments
of customers including the local MSMEs. As a result, West Bengal Small Industries
Development Corporation Ltd., (WBSIDC Ltd.) has been motivated to standardize the
design of steel and wooden furniture being manufactured by the SMEs under their
jurisdiction. Incidentally, WBSIDC Ltd., Govt. of West Bengal provides marketing support
to the MSE furniture manufacturers of the State, by way of offering them the
requirements of furniture by the Govt. of WB, from all its Departments, Educational
Institutions & Hospitals etc. However, there was a recurring problem of price revision at
regular intervals, since there was no standard design for these furniture and no quality
specifications for the products.
To mitigate these problems, MSME-DI, Kolkata proposed to standardise the
furniture designs with proper quality specifications to ensure standard and uniform
supply of furniture by WBSIDC Ltd. through these MSME vendors.
As an outcome, 476 nos. of steel & wooden furniture and utensils have been
identified for preparation of 2D, 3D drawings with specifications using the existing CAD
faciltieis. The drawings will be made under supervision of MSME-DI, Kolkata and
specification details will be incorporated with the consent & requirements of WBSIDC
Ltd. and their customers. These manufacturing drawings will be the basis of inspection,
quality control and price revision as and when required. It has been agreed by WBSIDC
Ltd. that MSME-DI, Kolkata will charge Rs. 500/- per drawing, which will generate a
revenue of Rs. 2,38,000/- in the process. This effort will enhance the quality and
standardisation of MSE furniture manuacturers of this State with the initiatives of
WBSIDC Ltd. and assistance of MSME-DI, Kolkata.
8.9 PREPARATION OF A DIRECTORY OF RESOURCE PERSONS
MSME-DI, Kolkata is engaged in organizing Entrepreneurship Development, Management Development, Entrepreneurship and Skill Development Programmes and various other types of technical training courses, since inception. For conducting these

training Programmes, expert faculties and experienced trainers are often invited from other organizations/NGOs to impart theoretical and practical knowledge to the trainees. In doing so, it was realized that preparation of a consolidated data base of faculties involved in the above training programmes would immensely help the Programme Co-ordinators to invite faculties from relevant spheres . In an effort to prepare a common pool of guest faculties involved in rendering both theoretical and practical inputs on Entrepreneurship, Skill Development, Management Development & Technical Training ,MSME-DI, Kolkata has prepared a Directory of Resource Persons for various types of training programmes conducted so far.
The main objective of the preparation of the said directory, is to have a common
pool, wherein detailed information of the resource persons like name, address, phone no. email address, trade of expertise, experience, specialization in the field etc. is highlighted and the same is available and accessible to all the end users of various offices within the Ministry, other Ministries as well as State Govt., various Promotional Agencies at both State and Central Govt. levels involved in imparting Entrepreneurship Development, Management Development, Entrepreneurship and Skill Development Training and Technical Training.
Compilation of detailed information is under progress and after due scrutiny and editing, the same will be posted in the website of MSME-DI, Kolkata shortly, so that it is accessible to all concerned/end users. 8.10 SURVEY REPORT ON EFFECT OF DEMONETIZATION ON MSEs IN WEST
BENGAL
A sample survey was conducted by MSME-DI, Kolkata to assess the effect of
demonetization on MSEs in West Bengal. Accordingly, 20 clusters from different districts
of West Bengal were selected as basic strata for drawing samples for the study. It was
also decided that suitable Association of Industries may be selected as substitutes for
non-operative clusters, if any. As planned, two units /enterprises were selected
independently from each Cluster/Association as the ultimate sample unit for the
purpose of survey. A suitable questionnaire was also prepared for the purpose.
The field survey was carried out during the period from 28/12/2016 to 30/1/2017
in the Clusters/Associations belonging to the districts of Darjeeling, Jalpaiguri, Bankura,
Birbhum, Purba Medinipur, Paschim Medinipur, Howrah, Kolkata, North 24 Parganas,
South 24 Parganas and Kolkata. In the course of the survey, 16 (sixteen) samples were
drawn from 8 (eight) clusters out of 20 (twenty); 6 (six) clusters were found non-
operative. Another 6 (six) clusters were not taken up for survey for various reasons,
4(four) Associations were selected as substitutes for non-operative clusters and 8 (eight)
samples were drawn for survey. Thus 24 units / enterprises were drawn from 12
Clusters/Associations and surveyed. The Sample units (enterprises) were arranged in
ascending order of NIC of the units .
The effect of demonetization has been assessed based on changes in three
parameters viz. employment, consumption of raw materials and turnover during pre
and post demonetization period.

(1) Changes in employment status: Negative change is observed in employment
status in two units out of 22 units i.e. 9.1% enterprises have been negatively affected due
to demonetization. There is positive change also (4.5%). There is no change in status of
employment in 86.1% enterprises. On the average only 4.7%, enterprises have been
negatively affected by the effect of demonetization.
(2) Changes in Consumption of raw materials: Negative change is observed in 9
units i.e. 40.9% percent units in respect of consumption of raw materials. There is
positive change also in 13.6% enterprises. On the average, negative change in the status
of consumption of raw materials is observed as 6.5%.
(3) Changes in Turnover: In case of turnover, negative change is observed in 10
units i.e.in 45.5% enterprises; on the other hand, there is positive change in 13.6 %
enterprises. No change in the status of turnover is observed in case of 9 enterprises i.e.
40.9% enterprises.
(4) The study reveals that about 18 % enterprises have been severely affected by
the impact of demonetization where as 27% enterprises suffered marginally. There is no
negative impact of demonetization on 55% of enterprises rather about 14% enterprises
have made substantial progress in terms of production and turnover after
demonetization.
(5) It is also observed that labor payment is made through “cash” in all the
surveyed enterprises though digital payment system is predominantly prevalent in case
of purchase of raw materials and sales in most of the enterprises. The impact of
demonetization is nil or marginal for enterprises accustomed to digital transaction for
conducting purchase and sales. The effect is severe in those enterprises which perform
only cash transactions. Few enterprises have started digital payment for laborers after
demonetization.
(6) Industry wise it is observed that Zari Embroidery (NIC: 13992) and fan
manufacturing enterprises (NIC: 27503) have been severely affected due to
demonetization; manufacturers of surgical instruments (NIC: 32509) also have suffered
substantially; impact is marginal in Artistic leather goods industry (NIC: 15122) and
Production of animal food industry (NIC: 10802). There is no effect of demonetization
on other industries.
Based on the above observation and considering the number of samples as well as the period of survey after demonetization (declared on 8th November,2016), the following conclusion may be drawn from the study in respect of effect of demonetization on micro and small scale industries in West Bengal -
(1) Negative impact of demonetization on MSMEs in West Bengal is marginal; on an
average it is about 6%.
(2) The enterprises regularly performing digital transactions in purchase and sale of
raw materials and products have not at all been affected by demonetization.

(3) The enterprises which are labor intensive and render services to other industries
and are solely dependent on cash transactions, appear to be severely affected by
demonetization.
(4) Positive change is observed in respect of employment, production and sale in
some enterprises which is mainly due to increase in business activities.
8.11 GI CERTIFICATION FOR JOYNAGAR MOA
Joynagar in 24-Parganas South is famous for making Moa, a delicious food item and a traditional industry. With the initiative of MSME-DI, Kolkata, this product has received GI recognition and reimbursement from O/o DC(MSME), New Delhi for acquiring the same. Efforts are also in progress for modernization and technological upgradation of the Moa Manufacturing Units through adoption of good manufacturing practices.
The Joynagar Moa Nirmankari Society is a registered entity under Minister of Commerce & Industry, GOI. This society has acquired the sole right to use the geographical name, nomenclature and authorized logo of Joynagar Moa.
By acquiring GI for “Joynagar Moa, the Society has benefitted both the consumers
and producers of this item who can now enjoy the products of scientific and quality standards of production. The society has also planned to set up proper production and cold storage facilities for Joynagar Moa along with its ingredients like Nolen Gur and Misri (Sugar crystals). These will ensure implementation of scientific standards and state-of-the-art technology.
Many small and micro units in Joynagar, South 24 Parganas are associated with the
traditional art of making Moa. This product is not only popular in the State but also has a huge prospect in the International markets. Since, it is a food item, maintenance of quality and hygiene is of top most priority. For selling in the International markets, standard packaging procedures need to be adopted so that taste and quality of the product is maintained .
In view of the above, the Society has embarked upon a mission to train and
educate the Moa producers about adoption of good manufacturing practices. Several Awareness Campaigns have been organized to spread information and knowledge about scientific and hygienic production techniques, packaging procedures and such other issues. MSME-DI, Kolkata has constantly assisted and supported the Moa Cluster in Joynagar in adopting the above practices and in acquiring GI.
8.12 DEVELOPMENT OF SAFE FOOD MANUFACTURING ENTERPRISES
Government of West Bengal organized a Fabulous Food Festival “AAHARE
BANGLA” at Milan Mela Prangan, Kolkata, a novel venture to serve the people with
traditional as well as modern delicacies of Bengal-food with an aim to create awareness
about the taste and source of food products along with the promotion of the food
industry in the state.
A Government to Business (G2B) Summit was organized by Indian Chamber of
Commerce (ICC), during Aahare Bangla – 2016 on 25th October, where WB Livestock
Development Corporation, Mother Dairy Calcutta, Sufal Bangla, Paschim Banga Agri
Marketing Corporation, State Fisheries Development Corporation, BENFISH, WB Food

Processing Industries and Horticulture Development Corporation were the stakeholders
and Hoteliers, Restaurateurs, Retailers were the participants.
During his presentation at the Business Summit, Director, MSME-DI, Kolkata
emphasised on making street food safe and hygienic so that it can be used as a marketing
tool for West Bengal tourism. He appraised the gathering about initiatives being taken by
the Ministry of MSME for development of Innovative and Safe Food Vending Kiosks for
promoting micro entrepreneurship. It was also highlighted that such ventures would
lead to an increase in the production of raw materials to support these Safe Food
Enterprises, resulting in an enhanced remuneration and employment generation for the
farming community and micro entrepreneurs of the State.
Official from MSME-TC, Kolkata discussed about the basics of food safety that
should be followed during food processing.

Subject: Relaxation of Norms for Startups and Micro & Small Enterprises in Public Procurement on Prior Experience - Prior Turnover criteria. (1) The Government of India has notified Public Procurement Policy for Micro and Small
Enterprises (MSEs) Order 2012 with effect from 1st April, 2012 and 20% procurement from
Micro & Small Enterprises of the total procurement by Central Ministries/Departments/CPSUs
has become mandatory with effect from 1st April, 2015.
(2) The Government of India has announced 'Startup India' initiative for creating a conducive environment for Startups in India. (3) The Startups are normally Micro and Small Enterprises which may not have a track record.
These will have technical capability to deliver the goods and services as per prescribed technical
& quality specifications, and may not be able to meet the qualification criterion relating to prior
experience-prior turnover.
(4) In exercise of Para 16 of Public Procurement Policy for Micro and Small Enterprises Order
2012, it is clarified that all Central Ministries/Departments/ Central Public Sector Undertakings
may relax condition of prior turnover and prior experience with respect to Micro and Small
Enterprises in all public procurements subject to meeting of quality and technical specifications.

11.2 NOTIFICATION
New Delhi, the 10th January, 2017
S.O. 85(E).-In exercise of the powers conferred by sub-section (2) of the section 8 of the Micro,Small and Medium Enterprises Development Act, 2006 (27 of 2006) and in supersession of the notification of the Government of India in the Ministry of Micro, Small and Medium Enterprises number S.O.2576(E), dated the 18th September, 2015, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section(ii), dated the 21st September, 2015 except as respects things done or omitted to be done before such supersession, the Central Government after undertaking a review of the implementation of Udyog Aadhaar Memorandum, hereby specifies that any micro, small and medium enterprise shall file Udyog Aadhaar Memorandum (hereafter, referred to as the memorandum) in Form I appended to this notification in accordance with the following procedure, namely:-
(1) The memorandum shall be filed online on the website of the Ministry of Micro, Small and Medium Enterprises, Government of India at http://udyogaadhar.gov.in ;
(2) Every micro, small and medium engaged in the manufacturing of goods or rendering of services with total investment in plant and machinery below the limit specified in section 7 of the said Act, shall file the memorandum;
(3) The memorandum shall be filed only after establishing the unit, obtaining all regulatory approvals and starting commercial operations;
(4) Any number of activities including manufacturing or service or both may be specified in the memorandum;
(5) The proprietor in the case of a proprietorship firm, managing partner in the case of a partnership firm and a karta in the case of a Hindu Undivided Family (HUF), shall provide his Aadhaar Number in the memorandum;
(6) In case of a company or a limited liability partnership or a cooperative society or a society or a trust, Permanent Account Number (PAN) of the organisation along with Aadhaar number of the authorised signatory shall be specified in the memorandum;
(7) A one time password (OTP) for verification of the fresh memorandum as well as amending of the existing memorandum shall be sent on mobile phone linked to the Aadhaar Number of the applicant and the applicant shall enter the OTP in the form before submitting the memorandum;
(8) The memorandum shall be filed on self certification basis and no additional document is required to be uploaded at the time of such filing: Provided that the Central Government or the State Government or such person as may be authorized in this behalf may seek documentary proof of the information provided in the memorandum, wherever necessary;
(9) Udyog Aadhaar Acknowledgement in Form II to this notification along with a unique Udyog Aadhaar Number (UAN) shall be generated and mailed to the email address provided in the memorandum;
(10) There shall be no fee for filing the Udyog Aadhaar Memorandum;
(11) In case an applicant or the authorised signatory does not have Aadhaar Number or in cases where online filing is not possible for any reason, a hard copy of the duly filled form I, shall be submitted to the concerned District Industries Center (DIC) or to the Office of the Micro, Small & Medium Enterprise - Development Institute (MSME-DI)

under the Development Commissioner, MSME and the concerned DIC or MSME-DI shall file the Udyog Aadhaar Memorandum online, on the behalf of such enterprise;
(12) Existing enterprises which have filed Entrepreneurship Memorandum-II or the holders of Small Scale Industry registration, prior to the coming into force of the Micro, Small and Medium Enterprise Development Act 2006 (27 of 2006) shall not be required to file Udyog Aadhaar Memorandum, but if they so desire they may also file the Udyog Aadhaar Memorandum;
(13) No enterprise shall file more than one memorandum;
(14) In case of change in address or addition or deletion of activities by the enterprises or for other changes, the proprietor or the managing partner or an authorized person may apply for amendment of the existing memorandum in accordance with the guidelines for filing the online Udyog Aadhaar Form provided in the website of the Ministry of Micro, Small and Medium Enterprises, at http://udyogaadhaar.gov.in. The procedure for amendment in the Udyog Aadhaar Memorandum would be same as that for filing new Memorandum;
(15) General Manager of the District Industries Center of the concerned district shall be authorised to undertake enquiry for verifying the memorandum submitted by the enterprise and in case of any discrepancy, he shall issue a notice to the enterprise, giving it an opportunity to present its case and based on the findings, the authorised officer may amend or cancel the memorandum;
(16) UAM registration has replaced Entrepreneurship Memorandum-II (EM-II) and Small Scale Industry Registration for all purposes. Central or State Government regulatory bodies, tax authorities, utilities providing water, power, etc. banks and other financial institutions and similar organisations should accept UAM in place of EM - II for all purposes. Earlier there was a provision to take Enterprise Memorandum-I (EM-I) registration before setting up an enterprise. Applicants used to file applications for obtaining utilities, building plan approval from local bodies, consent to establish from State Pollution Control Board or applying for term loan from bank or a financial institution to set up the enterprise along with a copy of EM-I. UAM registration is given after an enterprise starts commercial operations. Now there is no registration before establishing an enterprise. The practice of EM- I registration is stopped. There is no counterpart document to EM-I. Therefore, utilities, local bodies, regulatory bodies, tax authorities, banks and financial institutions and other similar bodies should not ask for EM-I from the applicants who want to set up an enterprise.

Subject: Modification in the Guidelines of Micro & Small Enterprises – Cluster Development Programme (MSE-CDP) - regd.
The modified guidelines are in supersession of the guidelines issued vide 1(l7)/SICDPI Ciuster/TM/2006 dated 10th February 2010 for cluster development, including subsequent clarifications I orders in these regards.
2. As per clause no. 12.2 of the guidelines, each State Government is required to constitute a Project Steering Committee under the Chairmanship of Secretary I Principal Secretary (Industries) / Commissioner of Industries I Director of Industries and consisting of representatives of all stakeholders. The Project Steering Committee would approve and monitor the projects of the concerned State to ensure satisfactory and time-bound implementation of the activities. The State Level Project Steering Committee shall consist of:

3. The State Level Project Steering Committee will henceforth deal with diagnostic study report and soft interventions. It will have the final authority to sanction diagnostic study report and to monitor the implementation of soft interventions. The Steering Committee at the National Level will only look into the detailed project report. The Government of India will not give any grant for diagnostic study report and soft interventions. However, if a detailed project report is finally approved, a sum of Rs.1 0.00 lakh (Ten lakh) will be considered as a contribution by the Special Purpose Vehicle (SPV) towards the project.
4. After the approval of the diagnostic study report by the State Level Project Steering Committee, implementation of soft interventions, the detailed project report earlier approved by the State Committee, will be taken up by the Steering Committee of the MSE-CDP (under the Chairmanship of ~ecretary, MSME) for in-principle approval. This National Level Steering Committee, before giving in-principle approval, would look into the followingrequirements also.

(i) The cluster must have identified the members for proposed SPY and the Methodology of forming the SPY.
(ii) It must have identified the land for implementation of hard intervention
5. This is being done to ensure that after the in-principle approval, the proposal is brought to finality at the earliest and it should come before the Steering Committee for final approval.
6. In-principle approval is valid for three months and it is expected that the project will be made ready for final approval within this time. In case, complete proposal is not received in three months, it will automatically lapse, unless it is specifically specified by the Steering Committee.
7. Proposals accorded in-principle approval will be placed in the Steering Committee of the MSE-CDP under the Chairmanship of Secretary (MSME) for final approval after fulfilment of the following conditions:
a) Formation ofSPV.
b) Land procured and registered in the name of SPY. In case of leased premises, the
lease should be legally tenable for a fairly long duration of 15 years in the name of
SPY.
c) Submission of appraised Detailed Project Report (DPR) by SIDBI / Bank (if bank
financing is involved) / independent Technical Consultancy Organization.
d) Details of the Share holding of the SPY and Project Specific account in Schedule a
Bank.
8. The project (setting up of CFC) should be completed within two years from the date of final approval. Further, extension would be granted for a period of six months subject to condition that there would be reduction of up to 10% of GoI share and the same to be borne by the SPY as additional contribution. The proposals for extension would be approved in the Steering Committee of the MSE-CDP.
9. Funds would be released to the Implementing Agency (State JUT Government
Agency) on the basis of the physical progress and actual expenditure incurred on various projects. Allocations of funds priority wise to different projects have to be decided by the Implementing Agency.
10 .Once the Plants and Machineries (P&M) are approved in the Steering Committee of the MSE-CDP, the same would not be considered for changes, unless they are going for higher version or adopting new technologies. Any escalation in the cost of project above the sanctioned amount, due to any reason will be borne by the Spy / State Govt.
11. Contribution by the SPY or the beneficiaries share should be upfront. However, State Government may release their complete share either in one go or proportionately in the ratio of 40:30:30 and the same should be released prior to release of GoI grant. In case the State share released is high, the GoI grant will be released proportionately, but not more than 50% as first instalment. Balance GoI grant will be released in two instalments in the ratio of 30:20.
12. All the members of the cluster and their details, to be uploaded on MSME Data Bank and Udyog Aadhaar (UA).

The Central Government has approved a scheme "Financial Support to MSMEs in ZED Certification Scheme" with a total budget of Rs 491.00 crores (including Government of India contribution of Rs 365.00 crores) to be implemented during the 12th Five Year Plan. The scheme is an extensive drive to create proper awareness in MSMEs about Zero Defect Zero Effect (ZED) manufacturing and motivate them for assessment of their enterprise for ZED and support them. After ZED assessment and adoption of proper tools, MSMEs can reduce wastages substantially, increase productivity, expand their market as lOPs, become vendors to CPSUs, have more IPRs, develop new products and processes etc. 2.The details of the scheme and guidelines are available on the official website of the office of DC (MSME) i.e. www.dcmsme.gov.in.

Subject: Implementation of Revised Marketing Assistance and Technology Upgradation
(MA TU) Scheme.
Sir,
The Guidelines of Revised MATU Scheme were issued vide OM of even No. dated
29th June 2016. A corrigendum in this regard has already been issued for making the
guidelines effective with immediate effect instead of 1st August 2016. As five components
have been included in the revised scheme, the following clarifications are being issued
for smooth rollout of the revised MA TU scheme:
I. Awareness programmes on Bar Code have been discontinued. Henceforth, no
programme on Bar Code Awareness will be conducted. There is no change in the
financial support for reimbursement of obtaining Bar Code by MSEs. However, the claim
form for this has been simplified.
II. Sanctions have been issued for conducting various Vendor Development
programmes.For VDPs, if the advance has been drawn earlier, even then the expenditure
will be made according to the lesser amount mentioned in either of the guidelines
(earlier or revised). AS&DC(MSME) has instructed that the Vendor development
programmes should be conducted in association with all the PSUs/Purchasing
organizations in the jurisdiction of the MSME Dr. The venue of the VDPs should be within
the districts where PSUs are situated so that maximum participation of local MSMEs is
ensured. Udyog Adhaar of all participating MSMEs along with group photographs,
feedback report, amount of business generated, etc should be submitted to headquarters
within 15 days of organizing the event.
III. As training programme on Packaging for Exports has been dropped, henceforth no
programme on this topic will be organized. A new component namely,
InternationallNational Workshops on Marketing/ Public Procurement/ Packaging etc.
for MSMEs has been introduced. It is requested to send suitable proposals for organizing
this component.
IV. For participation of MSEs in Domestic Fairs/ Exhibitions, the proposals received till
date will continue to be supported with the amount mentioned in earlier guidelines. For
new proposals, revised guidelines may be followed.
V. For participation of MSEs in lnternational Trade Fairs/Exhibitions, the revised
circulars for each event will be issued separately.

I am directed to inform that ISO 9000/14001/HACCP certification scheme of O/o DC(MSME) has been merged with ZED certification scheme under National Manufacturing Competitiveness Programme (NMCP) with the approval of competent authority. The guidelines of ZED certification scheme are likely to be issued shortly
2. Therefore, all MSME-Dls are requested to inform/Publicize on their website about the merger of the scheme and not to receive fresh applications for reimbursement under ISO 9000/14001/HACCP certification reimbursement scheme on or after 01 07.2016.
3. Further, the applications already received in MSME-Dls upto 30.06.2016 under the ISO 9000/14001/HACCP certification reimbursement scheme are to be evaluated within 15 days' time i.e. 15.07.2016 as per the existing guidelines of the said scheme. Any discrepancy observed in applications may be got rectified by 31.07.2016. Thereafter, final list along with financial implications may be intimated in respect of eligible units as on 31.07.2016. The desired information may be forwarded to this office by 10.08 2016 for further releasing the sanction, subject to availability of budgetary provision during 2016-17under the scheme
