FOREWORD
It is my pleasure to present the Annual Report of MSME-Devel
-opment Institute, Agartala for the year 2016-17. The MSME-DI, Agartala
having Jurisdiction of the entire state of Tripura & Mizoram with a
Branch DI at Aizawl have been engaged with the promotion and development of MSMEs. The Micro,
Small & Medium Enterprises (MSME) have emerged as a highly vibrant and dynamic sector of the
Indian economy. In the context of new challenges arising out of the “Make In India”, this Institute
provide service to enhance ease of doing business, promotion, growth and development of the
MSMEs.
This Institute is catering to the needs of Tripura State since 1972. Tripura State is dominant
with natural resources like Minerals & Agriculture viz. Rubber Plantation, Tea Gardens, Bamboo,
Fruits & Spices etc. Present Industrial population in the State constitutes around 2500 MSMEs. There
are 720 nos. of MSEs as per Udyog Aadhaar Memorandum registered up to March, 2017. Looking at
the local status, economical condition and need based activities for the benefit of prospective
Entrepreneurs, MSME-DI, Agartala prepared State Industrial Profile, organized 6 ESDPs, 2 EDPs, 7
IMCs, and others programmes such as State Level Vendor Development Programme, Awareness
programme on Barcode & Incubators were also organized. Under MSE-Cluster Development
Programme, few clusters were identified.
The performance of the Institute was achieved with the hard work and whole-hearted
support of the officers and staff of the Institute. I would like to place on record my appreciation for
the co-operation extended by many Government departments, Organizations and Industries
Associations including the MSME entrepreneurs. I also take this opportunity to express my deep
appreciation to all the officers and staff in keeping the tempo with sincere work for all the
achievements.

CHAPTER-I
ABOUT TRIPURA
State of Tripura consists of eight Districts namely West Tripura, Gomati,
Unakoti, South Tripura, North Tripura, Sipahijala, Khowai and Dhalai. The General
information about Tripura State is as under:
Capital : Agartala.
Area : 10491.69 Sq. Km.
Population : 36,73,917.(18,74,376 males and 17,99,541 females)
Literacy ratio : 95.16 % (Male -96.24%, Female- 93.06%)
Forest area : 6,29,426 ha.
Rain Fall : Good average rain fall-2200 mm
(During south west monsoon)
Gross cropped area : 4,74,368 ha.
Net cropped area : 2,55,213 ha.
Area sown more : 1,69,528 ha.
Main crops : Rice, Potato and Vegetables.
Lead Bank : United Bank of India (for all Districts of Tripura.)

The Location:
Tripura is located in the southwest North Eastern Region. The State is
connected with Guwahati, by National Highway (NH-44) – the distance between
Guwahati and Agartala being about 587 km.
The distance of Agartala from Siliguri (which is considered the entry point to
the North East) is about 1065 km. Agartala is now connected by Railway Line and
the same is being extended upto Sabroom, the southern-most part of Tripura. The
conversion of meter gauge to broad gauge is under process and train service
presently suspended for gauge conversion. The State Capital, Agartala is also well-
connected by Air to Kolkata, Delhi, Mumbai, Guwahati and other North Eastern
cities. Agartala Airport is the second busiest Airport in the North East, after
Guwahati.
A significant aspect of Tripura’s location is that the State has about 856 Km
long international border with Bangladesh, which is about 84% of the total perimeter
of the
State. Most of the important cities of Bangladesh (including Dhaka) are within
150 km distance of the town in Tripura. The direct distance between Agartala
(Tripura) and Kolkata (through Bangladesh) is only about 350 Km.
The Land:
Tripura is among the smaller State in the North Eastern Region, with a total
area of about 10486.00 Sq. Km. only, out of which about 60% area is hilly and
forested. The cultivated area is about 27% only. The State gets fairly high annual
rainfall of about 250 cm, well spread over the year.
The People:
The State has a total population of about 36.7 lakhs (2011 census), which is
the 2nd highest in the North Eastern Region, after Assam. The average density of

population is also fairly high, at 350 persons per sq. km, particularly considering the
fact that 60% of the area being forested and hilly is sparsely populated. The literacy
rate in the State is 94.65% which is much higher than the national average and
highest in the country. The State has a good social infrastructure in terms of
educational and health institutions. The main languages spoken in the State are
Bangla, Hindi and English.
The Economy:
Economy of the State is basically agrarian with vast forest coverage. More
than 42 percent of its population now directly depend on agriculture & allied
activities and its contribution to the Gross State Domestic Product (GSDP) is about
25 percent in 2014-15.The land available for agricultural cultivation is relatively
restricted. Terrain and forest cover are such that only 27 percent of geographical
area is cultivable in the State, which is quite low comparing to the All India average
of 43 percent creates further challenges for the additional expansion of agriculture.
The average annual growth rate in real terms of Gross State Domestic
Product (GSDP) at 2004-05 prices or in real terms for 2013- 14(P) was 8.46 percent
in 2014-15. There is no denying the fact that the State has put efforts for ensuring
sustainable economic growth during last couple of years after having serious law and
order set-backs by augmenting better fiscal consolidation and economic
development, which has also been appreciated by the Government of India.
Tripura is industrially backward and main reasons for its backwardness are
geographical isolation as well as poor road and railway connectivities with the main
land of India. Low availability of infrastructure has made the process of economic
development and industrialisation extremely difficult in the State.The un-organised
manufacturing and service activities are only dominant and high in the State
compare to the organised segment.
Liberalisation and reforms of the Indian economy started in 1990s with the
proclaimed objective to accelerate industrial growth as well as maintaining the

inclusive growth in the country has not given the much needed boost for
industrialisation in the State.
Others :
At the time of Tripura's merger with effect from October 15, 1949 with the
Indian Union, the major mode of farming was shifting cultivation or 'jhum', which
produced little surplus. A small proportion of the plain lands of the State were under
settled agriculture undertaken by Bengalis, and the main crop was rice. Most of the
plain lands of the State were not under cultivation and were covered with cane-
brakes and marshes. Thus at the time of formation of the State, the economy was
predominantly agricultural and forest-based, with no industrial base, a low level of
urbanization and limited infrastructure.
For administrative convenience and decentralization of power Tripura which
had once been a single district only is now divided into altogether eight districts,
twenty three subdivisions and forty five rural development blocks. Besides, a special
feature of the state is the vibrant existence of an Autonomous District Council (ADC)
for tribal’s based on 6th schedule of the Indian constitution. The ADC in Tripura
encompasses 68.10% of the state's total geographical territory and is home to
roughly one third of the state's population.

MSME-DI, AGARTALA
INTRODUCTION
Micro, Small and Medium Enterprise Development Institute, Agartala
(Formerly known as Small Industries Service Institute, Agartala ) is engaged in
promotion and development of Micro, Small and Medium Enterprises in the state of
Tripura. This Institute works directly under the control of Additional Secretary &
Development Commissioner (MSME), Ministry of MSME, Government of India, New
Delhi. It was set up in the year 1972 as a branch Institute and made a full-fledged
Institute in the year 1991. MSME-DI, Agartala has its Branch at Aizawl in Mizoram,
set up in the year 1973.
The Micro, Small and Medium Enterprises (MSME) sector is the engine of
growth for every economy and in India it contributes about 45% of the total
manufacturing output and nearly 40% of Export. Moreover this sector provides
employment to over 36 million people. MSME-Development Institute, Agartala
provides a wide spectrum of services to the Micro, Small and Medium Enterprise
sector and also equips the unemployed youths with desired skills to enable them to
be employed through setting up of MSMEs.
SERVICES TO ENTERPRENEURS
This institute provides following services to the prospective and existing
entrepreneurs:
A) THE PROSPECTIVE ENTERPRENEURS
i) Product identification and selection of location.
ii) Selection of machinery and technology.

iii) Information on Marketing / Financial Assistance.
iv) Preparation of Techno-economic Feasibility Report/ Detailed Project Report.
v) Provide techno-managerial Consultancies to prospective Entrepreneurs
vi) Assistance in co-ordination with DICs and other Govt. and Non-govt.
agencies.
B) THE EXISTING ENTREPRENEURS
i) Guidance on Technical assistance on plant and machinery including lay out.
ii) Technology up gradation and use of sophisticated technologies and best
practices.
iii) Improvement in tooling.
iv) Product development and Quality improvement.
v) Product diversification.
vi) Consultancy for managerial, marketing or financial related matters.
vii) Lean Manufacturing, Energy conservation etc.
viii) Pollution control and environment friendly clean technology and waste
minimization.
ix) NSIC Registration to participate in the Govt. Store Purchase Programme.
x) Export Promotion etc.

TRAINING PROGRAMMES
This institute conducts different training programmes in the state of Tripura
for the benefit of prospective as well as for existing Entrepreneurs:
(i) Industrial Motivation Campaign (IMC) :
This institute conducts Industrial Motivation Campaigns at different places of
the state to motivate the unemployed youths to become entrepreneurs by acquiring
the desired skills and by taking advantage of the Govt. Schemes. The information on
the viable projects which can be set up based on available resources and demand is
disseminated in the IMCs. Total 7 IMCs were conducted by this Institute and it’s Br.
Institute at Aizawl during the year 2016-17.
(ii) Entrepreneurship Development Programme (EDP) :
In these programmes candidates are imparted training on different aspects
of entrepreneurship Opportunities in Tripura State, How to set up MSMEs, Sources of
finance, Marketing techniques etc.. The speakers from various promotional agencies
viz. Bank, DICs, Charted Accountants, KVIC, Professionals from Marketing field,
DRDA etc to deliver talks on different aspects of setting up an enterprises. Necessary
assistance is also extended to identify projects and also to prepare the project
profiles to set up the enterprises. Total 2 EDPs were conducted by this Institute and
Br. MSME-DI, Aizawl during the year 2016-17.

(iii) Entrepreneurship & Skill Development Programme
(ESDP):
In these programmes candidates are imparted training on different aspects of
entrepreneurship Opportunities in Tripura State, How to set up MSMEs, Sources of
finance, Marketing techniques etc.. The speakers from various promotional agencies
viz. Bank, DICs, Charted Accountants, KVIC, Professionals from Marketing field,

assistance is also extended to identify projects and also to prepare the project
profiles to set up the enterprises. Total 6 nos. of ESDPs (4 nos. General & 2 nos.
Stipendiary) were conducted by this Institute and Br. MSME-DI, Aizawl during the
year 2016-17.
AWARENESS PROGRAMMES
These Programmes were conducted in order to create awareness among the
prospective as well as existing entrepreneurs about the various Schemes of the
ministry of MSME. The various Awareness Programmes conducted by this institute
during the year 2016-17 are briefly mentioned below:
(a) STATE LEVEL VENDOR Development Programme (SLVDP) :
This office organized Two Day State Level Vendor Development Programme
(SLVDP) in association with NEEPCO at the conference hall of NEEPCO, Agartala &
GAIL India Ltd. on 24.12.2016 & 23.01.2017 respectively for the benefits of MSEs.
The public procurement policy for MSEs (2012) in details along with list of 358 items
reserved for exclusive purchases from MSEs was elaborated to the participants. Both
NEEPCO & GAIL India Ltd deliberated the vendor registration procedure, purchase
procedure and items procured through their local office. The representatives of MSE
Associations and the participating entrepreneurs were motivated to set up new units
for manufacture of 358 reserved items under PPP for MSEs 2012. Total 54 & 52
Nos. of MSEs respectively participated in the above mentioned programme apart
from Central & State Government department officers.

Br. MSME-DI, Aizawl also conducted a one day SLVDP at Aizawl on
15.08.2016 with SPSU MULCO where 48 participants participated in the Programme.

(b) Awareness Programme on Incubators:
This office organized one day Awareness programme on Incubators in
association with NIT, Agartala at Conference Hall NIT, Agartala on 16.02.2017.The
main objective of the scheme is to promote emerging technological and knowledge
based innovative ventures that seek the nurturing of ideas from the professionals
beyond the traditional activities of Micro,Small & Medium Enterprises (MSMEs).Such
entrepreneurial ideas have to be fostered and developed in a supportive
environment before they become attractive for venture capital.More than 55 MSEs
participated in this programme.
(c) Awareness Programme on Barcode:
Barcode are the series of black lines and white spaces printed on the product
packages or attached as tags we can notice on consumer products. Information on a
product or a consignment like its item code or serial number, expiry date ,
consignor/consignee etc are represented through such code which facilitates the
exchange of information between buyers and sellers.
Branch MSME-DI, Aizawl organized one day Awareness programme on
Barcode on 26.08.2016 at Aizawl to brng about the success of entrepreneurs and
organization in the state of Mizoram.
CLUSTER DEVELOPMENT PROGRAMME:
This Institute forwarded Proposals with recommendation Online to O/o DC
(MSME) for Diagnostic study, Soft Intervention, Common Facility Center(CFC), and
Infrastructure Development(ID) Projects under MSE-CDP for the state of Tripura &
Mizoram. This institute provides guidance, handholding support & delivers
presentation on MSE-CDP scheme in various Soft Intervention Programme to all the
stake holders in the state. State Level Project Steering Committee (SLPSC) was
constituted as per the guidelines of MSE-CDP for monitoring and implementing MSE-
CDP schemes in the state of Tripura. The work of approved cluster projects are
