At its meeting of 18 August 2014, Council approved the request of ADC to restage the concert for Australia Day 2015 (Minute No. 319 Item G07: Australia Day 2015 - Blues Point Reserve). The ADC have now advised Council that they intend to replace the Blues Point Reserve Concert with a Cruising Concert that will visit several locations around the foreshore. The ADC has advised that the intention of this event is to entertain crowds that gather to watch the harbour program, that the concert will not be separately advertised and therefore crowd and traffic management measures will not be required. In addition, the ADC has lodged a late application to use the South East corner of Bradfield Park to stage the Twenty One Gun Salute. While it is recommended that approval be given for 2015, this is not necessarily the best use of a prime harbour vantage point from a community perspective and approval this year should not imply a precedent has been set for future years. FINANCIAL IMPLICATIONS: Nil RECOMMENDATION: 1. THAT Council note the Cruising Concert and the Australia Day Council of NSW advice that this is not expected to draw additional crowds to the foreshore this year. 2. THAT Council approve the request by the Australia Day Council of New South Wales to host the Twenty One Gun Salute in the South East Corner of Bradfield Park for Australia Day 2015 on the basis that: it does not set a precedent for future approvals and a hire fee and bond apply 3. LINK TO DELIVERY PROGRAM The relationship with the Delivery Program is as follows: Direction: 4. Our social vitality Outcome: 4.1 Community is connected 4.3 Enhanced arts and cultural programs and facilities BACKGROUND For the past two years, the Australia Day Council of New South Wales (ADC) has held a free open-air concert in Blues Point Reserve on Australia Day. The concerts have attracted crowds of approximately 3,000 people and have been well received and enjoyed by the community. Blues Point Reserve has a capacity of 11,000 people. At its meeting of 18 August 2014, Council approved the request of the ADC to restage the concert for Australia Day 2015. The ADC has now advised it does not want to go ahead with the concert and instead is holding a smaller event on the harbour called the Cruising Concert, which is a stage performance that visits various vantage points on the harbour. During the 2014 Australia Day celebrations, ADC trialled the Twenty One Gun Salute at Bradfield Park, which they deemed successful. They have now requested use of the land on the South-East tip of Bradfield Park for the 2015 Twenty One Gun salute. CONSULTATION REQUIREMENTS Due to the late notification by the ADC, no community consultation has been undertaken prior to this report. The organisers of the Celtic Festival, which takes place in a different section of the park, has been advised of the proposed event so that they can plan around it. The ADC has undertaken to advise local residents and businesses of the event. SUSTAINABILITY STATEMENT The following table provides a summary of the key sustainability implications: QBL Pillar Implications Environment The parks and clean up will be managed in accordance with

Council’s Sustainable Public Events Policy. The Cruising Concert will be regulated in accordance with EPA

guidelines for amplified noise. Social The event creates social connection and an opportunity for the

community to celebrate Australia Day. The event is inclusive and accessible to all members of the

community. Economic The event is used to promote tourism to Sydney, providing

economic stimulus to the tourism sector. The North Sydney community has access to high-quality events at

minimum cost to council. Governance Encourages partnership with Department of Premier and Cabinet. DETAIL Cruising Concert The Cruising Concert will feature Darren Percival, the runner-up in the 2012 series of the TV program The Voice. A floating stage (see Attachment 1) will roam the harbour with short performances offshore at Bradfield Park, Blues Point, Dawes Point, Sydney Opera House, Farm Cove, Cremorne Point and Athol Bay then to Darling Harbour (see Attachment 2). Kurraba Point was originally included as a destination; however, at the request of the events team has been deleted due to the lack of public toilets and potential traffic congestion at this site. For the Blues Point Reserve Concert in 2014, the ADC supplied crowd management, portable toilets, security personnel, food and beverage outlets (no alcohol) and first aid. The ADC says that it does not expect that the Cruising Concert will generate crowds in the volume that would necessitate any additional facilities or services on the land. The ADC will not be generating any specific advertising for the Cruising Concert – it will be listed alongside the full event program on the australiaday.com.au website and in various print guides. The Cruising Concert will not require sound amplification for technical checks on 25th January. The ADC states that its aim is ‘to entertain existing harbour-side crowds that gather to watch the Australia Day Harbour Program, and to continue the process of attracting crowds back down to the Harbour on our national day’. On the basis of this advice and previous Australia Day crowds on the foreshore, it is not anticipated that additional toilets or traffic management plans will be required. However, it is noted that the ADC’s strategic direction is to “attract crowds back to the harbour on Australia Day”. As Council knows from New Years Eve, this can have a significant impact on our community and Council resources. It is therefore recommended that Council staff enter into discussions with the ADC to determine appropriate activities and funding models for future years. Twenty One Gun Salute The Twenty One Gun Salute is an integral part of the Salute to Australia. The Salute to Australia features the Governor receiving the salute on-board the HMAS Canberra, which will be located in Circular Quay, a flyover of RAAF fast jets and the whole harbour audience singing the national anthem at noon. In 2014, the Twenty One Gun Salute was permitted to proceed as a third-party public event. However, the volume noise and ceremony in the Twenty One Gun Salute requires that the South-East tip of Bradfield Park be set-up as an exclusion zone.

(5) There will be a special event clearway and partial road closure on Olympic Drive from 7:00 – 13:00 (see attachment 3). The event closes this section of the park, which is a prime harbour vantage point, to public access (see attachment 4). The Australia Day Council has agreed to provide;

o Fencing panels and installation for exclusion zone (installed by 7am) o Ear plugs for spectators requiring them o Signage - indicating there is an exclusion zone o Information relating to activities and sound included on their website o Site Supervisor o Resident Advice notice

Crowd Management is provided by Police from Harbourside LAC. The ADC debrief of the 2014 event with Council, Police and Traffic Management Control indicated the event was positively received. The ADC reports that it received no complaints directly from the resident notification to Kirribilli (which they we will be sending out again in early January 2015, (see Attachment 5). The noise did impact the Celtic Festival (a choir was mid-song when the salute commenced), as the Celtic Council of Australia had not been advised. The Celtic Council has been notified of the proposed event. As the event and other agencies have already planned around the Twenty One Gun Salute, it is recommended that Council support the event for 2015. However, given the prime location and the duration of the exclusion zone, it is recommended that staff review Australia Day celebrations and enter into discussions with the Australia Day Council re the proposed direction of Australia Day celebrations and appropriate funding models for the future.

Australia Day Celebrations 2015

Kirribilli Residents Dear resident / business owner, The Australia Day Council of NSW would like to advise you of the Australia Day Celebrations on the Harbour on Monday 26 January 2015. Big, bright and exciting, the 2015 program will see the harbour transformed into a floating festival of new events, with old favourites mixed in. Some of the highlights that will be in your area include:

The Cruising Concert featuring Darren Percival, 2012 Voice Runner Up, will stop at Bradfield Park from 11:00 till 11:20

- 11:40 Ferrython Finnish under the Sydney Harbour Bridge

- 12:00 The middle of the harbour will host the Salute to Australia at noon, followed by an aerial display by the Australian Air Force. Sing the anthem with us.

Harbour as the stage.
