Legislative Update Of the three bills introduced by WA Dept. of Parks and Recreation and supported by RBAW, two of the three have been signed into law by Gov. Inslee: 1. Exempting buyers of flare guns to go through a weapons background check 2. Allowing law enforcement to impound vessels as a last resort if an operator is impaired and no other unimpaired person onboard is capable of taking control of the vessel.

The third bill which would remove antiquated wording in the WA State Boater’s Education card law and redirect funds from issuing the Card to some state park projects died from lack of a House floor vote even though it passed the Senate. It has another year in the two year cycle to be brought back to the House floor for a vote.

Update on Vessel HIN Changes

RBAW continues to work with the State Parks Boating Law administrator and marine titling agencies on the HIN format compliance project. WA Dept. of Licensing will NOT charge any fee for re-titling to assign a compliant HIN. RBAW appreciate’s the DOL generosity in absorbing this “unfunded mandate” by the US Coast Guard.

DOL is NOT reviewing compliance for “documented” vessels as that is a Federal Documentation Center issue and to date we have no information yet when or if that entity will issue a ruling on HIN compliance.

For pre-1972 vessels (before the legal mandate to have a HIN), DOL will accept ANY format or the original HIN, even just a one-or-two digit manufacturer’s number.

News from our Canadian Boating Neighbors

Annually, RBAW meets with the leaders of the Council of British Columbia Yacht Clubs to exchange information on boating in our respective areas. CBCYC reported at our recent meeting that a nonprofit BC Marine Parks Forever (MPF) is working with BC Provincial Marine Parks by spending donated dollars to make improvements to many of the stern ties we use on our summer cruises North. Within the last two years, 25 stern tie pins have been either replaced or repaired in Desolation Sound. Some have been redesigned so a stainless plate with a pin has been installed with chains coming down to the low water mark to remove the need to be mountain climbers to access them. This is being done with the hope that individuals will stop using trees as tie points, thus reducing damage. 2015 – 15 ties installed in Melanie Cove; 2016- 25 installed in Prideaux Haven and Scobil Island. A projected 65 additional shore ties will be installed this year.

American Friends of the Canadian Land Trust is working at allowing Americans to donate to the fund which will include marine park lands and receive an IRS tax receipt. Information will be placed on the RBAW website as information becomes available.

We had a terrific 40% response rate (79 out of 200 email addresses) to our survey. Those 79 were a good cross section of respondents, with half being members 3 years or less and half being more than 3 years with the club. The overwhelming majority support the idea that PTYC should provide support to local students pursuing a course of study that is marine or maritime related.

When asked how many fundraisers PTYC should have, the majority felt we should have two fundraisers each year (47%) with one fundraiser taking a close second (38%). We have lots of great comments to further consider, with the most frequent concern being the amount of volunteer time that goes into fundraising and seeking ways to maximize returns for the efforts invested.

Interest by members in the various types of scholarship fundraisers tells us that 75% of the respondents support the Garage Sale event, either with volunteer time or donations. 55% responded favorably to having a game or fun night as a fundraiser. A silent auction, raffle baskets, and a mail-in campaign each garnered about 30% support. Other ideas were suggested that need to be considered by the Scholarship Committee.

Members answers to club fundraising goals were widely spread with 43% of respondents answering in the $2-4,000 range and 36% suggesting $4,000 or more. In setting fundraising goals for the club, we need to consider the number of activities and support we might expect from those events.

It is evident from this survey that a majority of respondents expect to be generous with their voluntary financial support of the Scholarship Fund. 53% of respondents expect to contribute more than $75 in the course of a year. In terms of event affordability, 25% of respondents thought events should be priced at $35 or less. 40% of respondents answered that $50 was affordable and 29% answered $75 or more was affordable. This answer reflects the need to try and make participation affordable at varying levels when planning future fundraising events.

While 60% of respondents felt well informed regarding the PTYC scholarship program, 39% would like to know more or do not feel well informed. This may, in part, reflect that 20% of respondents are newcomers to PTYC.

Feedback from the Mardi Gras Bingo fundraiser came from approximately half of those attending the event and tells us that the most enjoyable parts were socializing, having a simple dinner and playing a game. The Raffle Baskets allowed for participation by those who could not attend the event. Many respondents were sorry they could not attend because they were out of town (lucky snowbirds!). Cruise Snap Shot: September 18th: Shilshole Bay Marina

Shilshole Bay Marina is located in Seattle's Ballard neighborhood, home

to many restaurants, retailers, events, parks, and more. We’ll either enjoy

a barbeque hosted by our cruise captains, or we can go as a group to

enjoy one of the nearby restaurants in Ballard. We’ll let the cruisers

decide once we have sign ups. Guest moorage rates are $1.25/ft.

September 19th: Fisherman’s Terminal

Fishermen’s Terminal in Ballard Interbay is home for hundreds of working fishing boats

that spend months on the open sea off the coast of Alaska. It is also a convenient

stopping place for pleasure boats that have successfully navigated the locks through to

Lake Union and Lake Washington. We’ll share hors d’oeuvres together on one of our

boats and then enjoy dinner at Highliner Public House that has recently re-opened, or

Chinook’s at Salmon Bay. Guest moorage rates are $1.00/ft.

September 20th: Seattle Yacht Club

Founded in 1892, SYC is one of the country's most active and long-established yacht

clubs. We’ll dine together in The Marine Room that offers great drinks and casual

dining in a comfortable setting overlooking Portage Bay. The outdoor deck is popular in

the summer months. Seattle Yacht Club is close to the University of Washington as

well as University Village Shopping Center is just an Uber ride away.

September 21st: Kingston Marina

Kingston Marina was established by the state legislature in 1919 as one of

the original Mosquito Fleet landing sites. The port is located on Apple

Tree Cove where the Carpenter Creek Estuary flows into Puget

Sound. Our very own Jim Pivarnik is the Executive Director at the Port of

Kingston. We will plan a cookout. We’ll provide the main dish… cruise

participants bring your own beverage and a side dish. Guest moorage is

$1.00/ft.
