In 1970, The Poison PreventionPackage Act was created toprotect children from seriouspersonal injury or illnessresulting from handling.
Gene Miller Testing Services(GMTS) was created in the early1970’s working with differentcompanies to help themunderstand and comply with thePPPA. GMTS has played anintegral role in the evolution ofchild-resistant package testingsince the creation of the PPPA.As business expanded over theyears, the company grew to beto become BirdDog MarketingGroup, LLC.

• Every 8 seconds someone calls a poison center
• In 2008, 2.49 million people were exposed to poisons – almost 1.29 million of these exposures occurred in children 5 or younger
• 51.9 percent of poison exposures occur in children under the age of five
• Most poisonings involve everyday household items such as cleaning supplies, medicines, cosmetics and personal care items
• Approximately 93.4 percent of all poison exposures occur at a residence (owned or other)

Poison Prevention Package Act
The purpose of the Poison Prevention Packaging Act (PPPA) is to Protect children under the age of five from poisonings and deaths which may occur when children open containers of hazardous products, and eat or drink the contents. The law requires certain products to be in child-resistant packaging.
The PPPA requires special packaging for certain substances.
Special packaging must meet the performance specifications of 16 C.F.R. § 1700.15.
The importer or the domestic party that packages any substance that requires special packaging must certify that the special packaging meets the performance specifications of 16 C.F.R. § 1700.15.
Consumer Product Safety Improvement Act (CPSIA)
Under Section 102 a general certification requirement has been extended to products subject to any similar rule, standard, ban, or regulation under any Act enforced by the Commission. Certification must be based on a test of the product or a "reasonable testing program.”
Responsibility for Child Resistant & Senior Adult Package Testing Falls Directly on the Manufacturer Filling the Package.

1. Identification of the product
2. Citation to each CPSC product safety regulation applicable
3. Identification of the U.S. importer or domestic manufacturer
4. Contact information for the individual maintaining records of test results
5. Date and place where the product was manufactured
6. Date and place where this product was tested for compliance with the regulation(s) cited above
7. Identification of any third-party laboratory on whose testing the certificate depends
