Republic Avenue on the East by private residential subdivisions which includes the B.F.

Homes (LRC) Psd-133236, the Villa Ligaya Subdivision (Psd-65729), the Kapalaran Subdivision

(Psd-47850), the Kasiyahan Subdivision (LRC) Pcs-12091, Zuzuarregui Property (Psd-34912)

and the Doña Beatriz Subdivision under Psd-39351 on the South by the Don Mariano Marcos

Avenue and on the South–West by the U.P. Sites Nos. 1 and 2.

The Supreme Court declared that “OCT No. 291 has been cancelled and the land

covered has been conveyed and ceded to the National Government”. (G.R. No. 81564)

Despite Atty. Loriega’s knowledge of the said Supreme Court Decision, Atty. Loriega

failed to mention and consider in his three conflicting Reports that the original title (OCT

No. 291) where the Kenrick titles (TCT Nos. 134834, 135604, 135605 and 135606), the

Alfonso Conception title (TCT No. 1750 and the Bienvenido Lagdamio title (TCT No. 5450,

two versions) came from, had been cancelled by the Supreme Court and the land

described therein had been ceded and conveyed to the National Government.

of Titles (TCT) Derived From OCT Nos. 537, 536, 573 & 637 are Null and Void

Recommending its approval.

Sponsors: Senator Aquilino Q. Pimentel Jr. and the members of the Committees of

Accountability of Public Officers and Investigations (Blue Ribbon) and Justice and

Human Rights.

Mr. President:

The Committees on Accountability of Public Officers and Investigations (Blue Ribbon)

and Justice and Human Rights have conducted an inquiry, in aid of legislation, into the

faking or fabricating of land titles and the selling or transacting of these fake land titles

pursuant to P.S. Resolution Nos. 149 and 295 introduced by Senators Robert S. Jaworski,

Sr. and Aquilino Q. Pimentel Jr. respectively.

The Committees have the honor to submit the results of said inquiry to the Senate with

the following recommendations:

1. For the Office the Ombudsman, to prosecute and/or cause the prosecution of Atty.

Jose S. Loriega Jr., then the Head of the Land Title Verification Task Force of the Land

Registration Authority, who issued and/or approved these conflicting Reforts which

prejudiced the interest of the Republic of the Philippines in the judicial proceeding

filed by it against Kenrick Development Corporation for the cancellation of the

latter’s land titles.

2. For the Integrated Bar of the Philippines, to investigate and recommend to the

Supreme Court the disbarment of, or imposition of appropriate disciplinary sanctions

on said Atty. Jose S. Loriega.

Another TCT No. 17508 in the name of Bienvenida Espiritu et. al. (Annex “J”) exists on

file with the Register of Deeds of Pasay City which traces its origin to OCT No. 172

located at Barrio San Isidro, Pasay City, TCT No. 17508 - Espiritu was cancelled, not

by TCT No. 134834 - Kenrick, but by TCT No. 125598
