Whateffectwill higher interest rates
haveon thepropertymarket?
It may have come as a surprise to
manyeconomists, but the recent in-
terest rate increase is a wise move
at least I think so. Themarket has
enjoyed nearly two years of steady
recovery, and sometimes its easy
to lose touch with reality.
The reality is thatmanyworld econ-
omies are still in a shambles, and
whilst there has been some recovery
in certain markets, most of the under-
lying causes of the recent crisis are
still there.
So the recent 0,5% increase sends a
message to consumers: Watch your
spending and count the cost! Thismay
be the first of a few interest-rate in-
creases this year, so be sure to factor
this into your budgeting.
Banks have anticipated increases
for a while now, and most were pre-
dicting increases last year.
In fact,whenqualifyingapurchaser
for home-loan finance most banks fac-
tor in a 2% increase in interest rates
thereby ensuring you are not overex-
tending yourself should the Prime
rate increase. Purchasers would be
wise to take the same approach.
Most analysts predict the Rand will
continue to weaken, along with most
other emerging market currencies.
The strikes in the gold and platinum
mining sector do nothing to instill busi-
ness confidence and investment in our
economy.
And increasing petrol prices mean that
the inflation rate will increase. All these
make it difficult for interest rates to stay
at these levels for long.
For those of us who can remember the
increases in 1997 Im sure wed all prefer
some early increases now, rather than
some drastic Prime-rate increases later.
If these increases are small then there
should not be a massive impact on
the ability of a property owner to
service their bond.
However, if the economyworsens
and there are large increases in in-
terest rates, we could expect to see
more bad debt, and an increase in
bank repossessions and distressed
sales which isnt good for theprop-
erty market.
The positive news is that stock
levels of property for sale have con-
tinued to decline, whilst buyer
numbers have shown a steady in-
crease.
This means that supply and de-
mand levels are close to levelling
out. Weve seen a steady increase
in property values in the Helder-
berg Basin of 79% for 2013, and we
can expect the same this year, pro-
vided there are no drastic interest
rate increases.
If rates increase significantly
this will mean purchasers qualify
for smaller mortgage bonds, and
have to purchase for less. Increased
stock levels will slow down the in-
crease in property values.
The message? Property is a good
investment. Banks still have an ap-
petite for home finance.
However, it would be wise to
budget for a fewmore small increas-
es in the interest rate and to be careful not
to overextend yourself.
That way there will be no nasty surpris-
es and, if interest rates dont increase, you
shouldhavesomeextradisposable income
to save for a rainy day.

buy-to-let
Recent reports from TPN (Tenant Profile
Network) on the residential rental market
explain why buy-to-let buys have increased
so significantly over the last year.
The TPN report shows that in mid-2013
71% of South Africas tenants paid on time,
4% within the usual extra time allowed and
8% paid late.
This is according to Bill Rawson, chair-
man of the Rawson Property Group, who
says one fact becomes clear from the TPN
data, that investing in property for renting
is not high risk.
The typicalSouthAfrican tenant isa fair-
ly reliable payer and the risk is minimised
by good tenant selection.
The TPN report shows that in mid-2013
71% of South Africas tenants paid on time,
4% paidwithin the usual extra time allowed
and 8% paid late.
Another11 % paid, but not in full and 6%
did not pay at all, at least until coerced by
legal or other action and/or the threat of
eviction.
Rawson says reviewing these figures, Ab-
sas home loans division in their 2013 fourth
quarterreport, alsomention that residential
rental inflation did not rise significantly
over 2013 it averaged only 4,2% year-on-
year (y/y) for homes and 5,4% y/y for town-
housesandflats but,hesays, shrewdinves-
tors are achieving far better returns.
Absa also quotes the TPN statistics which
reveal that 23% of tenants are paying under
R3 000 per month, 62% between R3 000 and
R7 000 per month, 11 % between R7 000 and
R12 000 and 4 % more than R12 000 per
month.
He says in this market, four factors help
increase the viability of the investment:
1. The units bought for rent are carefully
chosen and are often in prime, high demand
areas where there is seldom any shortage of
tenants. In these areas, values and rents rise
well above the average rate.
2. Rental agents are active in thebuy-to-let
market and, being adept at investigating
credit, previous rental and employment
records, tend to be efficient at eliminating
potentially poor tenants. Investors returns
on managed rental units are usually, there-
fore, better than the average. Such agents al-
so tend to be good at seeing that tenants
maintain properties properly.
3. Conversely, the large number (48 % of
the credit active population) of people with
impaired credit records results inmanypeo-
ple, some of whom are high earning, having
to rent, at least temporarily. This doesmuch
to reinforce the rental market.
4. The banks today are more willing than
theyhavebeen for some time toawardbonds
and tend to look with favour on investors
with good buy-to-let track records.

Two weeks ago, a dramatically swift fire
consumed a house in Croydon Village
next to theR102. Fortunately, all the resi-
dents escaped but the house is now unin-
habitable and the adjoining house was
smoke-filled and damaged.
All of this was clearly visible to the resi-
dents atKelderhofCountryVillage next door
and by the end of the week several residents
had donated so generously that the store-
room of the Home Owners Association was
filled with replacement clothes, tables,
chairs, books, crockery and cutlery.
In fact, therewasmuchmore donated than
was needed so Roddy Wakeford, Kelderhofs
estate manager, consulted with the commu-
nity council who suggested that the local
creche would be a worthy cause for the bal-
ance of the donations.
Without creating too much disruption to
the children and teachers, on behalf of Kel-
derhof Country Village Wakeford handed
over replacements to David April and Can-
diceAdamsand their childrenwhowerebad-
ly affected by the fire. The rest of the items
were given to the grateful Croydon Creche,
headed by Alta Foster, an extraordinary
woman who has been doing much needed
good work in that community for over 10
years.
Local councillor John Heuval commended
Kelderhof for their initiative and generosity
and encouraged this newly formed forum
comprising Kelderhof, Croydon Vineyard
andOliveEstatesandCroydonVillage tocon-
tinue to support each other and set an exam-
ple to show how practical help contributes
to a healthy relationship between everyone
in the area.

The 2015 Legacy echoes design themes in-
troducedbytheLegacyConceptatthe2013
Los Angeles Auto Show. The production
model combines sporty form and efficient
function.
Key to the sleeker, coupe-like profile is a
nosecone front section that combines the
grille and bumper into one smooth piece. An
aluminium bonnet reduces weight over the
front wheels, enhancing steering response.
The2015Legacymaintainsa footprint similar
to the model it replaces.
The 2015 Legacys windscreen is more
raked, pulled forward by 50 mm at the base.
Thenewwindscreenangle,higherseatinghip
points,newfrontpartitionwindowsanddoor-
mountedside-viewmirrorshelpimprovevisi-
bility. A 10-percent improvement in aerody-
namic efficiency contributes to lower fuel con-
sumption as well. All 2015 Legacy 2.5i trim
levels debut a standard Active Grille Shutter
system, which helps to improve fuel economy
by reducing wind resistance when closed.
In the Legacy 3.6 R Limited, new standard
HID low-beam headlights give the car a more
distinctive night-time signature. The U-shape
tail and brake lights on all models use LED
bulbs for lowerpower consumptionanda luxu-
rious appearance. Limited trim-line models
feature turnsignal exteriormirrors,whichare
available as an option for the Premium.
Subaru significantlyupgraded infotainment
capability in the 2015 Legacy. A new 6.2 Info-
tainment System in the Legacy 2.5i model pro-
vides AM/FM stereo with RDS, a single-disc
in-dash CD player, 6.2-inch multi-function
touch screen displaywhich integrates the rear
view camera, Bluetooth hands-free phone
connectivity and audio streaming, iPod con-

The Navigation Infotainment System

phrases and also operates the dual-zone au-
tomatic climate control system. Amore ver-
satile centre console in the 2015 Legacy pro-
vides a storage area that can hold an iPad.
A new covered storage bin at the front of
the console incorporates aUSB port, 3.5 mm
aux jack and a 12v power socket. Models with
high-grade audio or navigation feature two
USB ports, making it possible to listen to mu-
sic and charge two connected devices.
Both 2015 Legacymodels are equippedwith
a newly refined version of the Active Torque
SplitversionofSymmetricalAll-WheelDrive.
An electronicallymanaged continuously var-
iable transfer clutch actively controls torque
distribution inresponse todrivingconditions
andwheel slippage.Thesystemcansendaddi-
tional torque to the rear wheels either pro-ac-
tively or in response to slippage at the front
wheels. Taking input from acceleration,
steering angle and yaw-rate sensors, Active
Torque Split AWD optimises traction and
steering responsewhen accelerating through
turns and curves, particularly when the road
surface is slippery.
The 2015Legacy 2.5i is poweredbyadouble-
overhead-cam FB series 2.5-litre Boxer en-
gine that debuted in 2013 and now receives
numerous enhancements for lighter weight,
improved efficiency and quieter operation.
Power is increased slightly to 131 kW. Peak
torque remains at 236 Nm but is spread over
abroaderenginespeedrange formorerespon-
sive performance.
With the 2015 Legacy, Subaru continues to
offer a 6-cylinder model in the midsize sedan
segment. The 3.6-litre Boxer engine produc-
es 191 kW and 335 Nm of peak torque.
For2015,allLegacymodelsnowcomestand-
ardwith a LineartronicCVT (continuously
variable transmission), with the 6-cylinder
model using a high-torque version. Changes
made to reduce friction in theCVTcontribute
to higher fuel efficiency in the 2015 Legacy.
All models are equipped with Incline Start
Assist and the electronic Hill Holder System
that holds the vehicle in place until the driver
applies the throttle.

Audi is presenting the first RS
model for the successful Q line-
up. The RS Q3 combines typical
RS properties such as high per-
formance and driving pleasure
with lifestyle qualities and high
utility value.
An award-winning high-perform-
ance engine, the 2,5 TFSI is at work
under the hood of the RS Q3. This
five-cylinder engine has been
named International Engine of the
Year in its class for three consecu-
tive years since 2010 by an interna-
tional jury of automotive special-
ists. From 2 480 cc of engine dis-
placement, the turbochargeddirect-
injection engine produces a
maximum power of 228 kW at
5 200-6 700 rpm and its maximum
torque of 420 Nm is available be-
tween 1 500 and 5 200 rpm. These
two values signify that the RS Q3 is
unrivalled in its competitive field.
This five-cylinder is a special en-
gine, beginning with its fundamen-
tal concept. It is familiar from the
TTRSandRS 3Sportback,modified
for use in the Audi RS Q3.
Driverscaninfluencetheflapcon-
trol for the exhaust system and the
accelerator characteristic by choos-
ing one of the modes: auto, comfort
and dynamic, using the standard
Audi drive select system. In the dy-
namic mode, engine response is
sharper and the engine sound is
more intensive.
The 2.5 TFSI accelerates the Audi
RS Q3 from a standstill to 100 km/h
in just 5,2 seconds the best per-
formancevalueinthissegment.The
vehicles top speed is electronically
limited to 250 km/h. In the RS Q3,
theAudi five-cylinderengineworks
together with a standard start-stop-
system for the first time. Other effi-
ciencymeasuressuchasaregulated
oil pump, which only pumps lubri-
cantwhen needed, contribute to the
cars low average fuel consumption
of 8,8 litres of fuel per 100 km,which
equates to 206 grams CO2 per kilo-
metre.
A standard seven-speed S tronic
gearboxdelivers power to the drive-
train. It was designed in a compact
three-shaft configuration, and its
seventh gear has a long gear ratio
to save on fuel. Drivers can choose
between theDandSmodes for auto-
matic shifting of the dual clutch
transmission,or theycanshiftman-
ually usingtheshiftpaddlesonthe
steering wheel or the selector lever
that sports a unique RS design. The
Launch Control function controls
acceleration from a standstill to at-
tain optimal traction.
The heart of the quattro perma-
nent all-wheel drive system is the
hydraulically operated and elec-
tronically controlled multi-plate
clutch located at the rear axle. It en-
sures proper distribution of torque
between the front and rear axles.
The Audi RS Q3 impresses with dy-
namic and stable handling without
sacrificing comfort. The RS sports
suspension lowers the body of the
compact high-performance SUV by
25 mm.
In the RSQ3, the internally venti-
lated and perforated brake discs at
the frontwheels have awave design
with wave-shaped outer contours,
which saves approximately one kil-
ogramofweight at the frontwheels.
Thediscshaveadiameterof 365 mm
and theyaregrippedbyeight-piston
callipers painted black with RS log-
os.
The Audi RS Q3 will be offered in
South Africa with standard 19-inch
alloy wheels.
In addition to its engine, the Audi
RS Q3 also demonstrates its special
status within the Q3 line-up with a
number of visual highlights. RS-
specific design details emphasise
the confident look of the compact,
high-performance SUV.
They consist of body accents and
roof rails in matt aluminium, spe-
cial door sill plates and door trim
strips, a high-gloss black honey-
comb front grille, RS front bumper
and quattro emblem in the front air
intake.
A large roof spoiler, rear bumper
with distinctive diffuser insert,
largeelliptical tailpipeandanRSQ3
logo accentuate the rear.At a length
of 4 410 mm, the dynamic top model
is 25 mm longer than the Audi Q3,
and weighs in at 1 730 kg.
The Audi RS Q3 will also be of-
fered as standard with thematt alu-
minium styling package. Styling
features include the flaps in the side
air intakes, the trim on the diffuser
and the fins on the roof spoiler. The
sporty lines of the exterior are con-
tinued in the interior styling. The
instrument cluster has grey gauges
with white scales and red pointers.
Drivers can call up the boost pres-
sure, oil temperature and a lap tim-
er via the RSmenu in the driver in-
formation system. Along with the
pedals, a foot support also shines in
aluminium look, and the standard
inlaysare inpiano finishblackwith
black headlining as standard.
Sport seats with embossed RS Q3
logos are also standard and are up-
holstered in black Alcantara leath-
er. The cargo areahas abase capaci-
ty of 356 litres, which can be in-
creased to 1 261 F by folding down
the split rear seat backs. A practical
reversible loadliner is standard.
In the infotainment area, the
hard-drivebasednavigationsystem
MMI Navigation plus is standard,
alongwith theBosesurroundsound
system containing 14 loudspeakers
withup to465wattsofoutputpower.
The Audi RS Q3 is priced at
R696 500 including all taxes and the
standard five-year/100 000 kmAudi

Toyotaannounces top teams to contest national
cross-countryand rally championships

Toyota South Africa Motors has
announced a formidable line-up
of talent and experience to con-
test the2014nationalcross-coun-
try and rally championships.
Toyota Motorsport South Africa
won the 2013 cross country drivers,
co-drivers and manufacturers
championships and the 2013 rally
manufacturers championship.
Backed by the same sponsor with
whom it has partnered for more
than 30 years together they have
accumulated 10 national rally
championships and 10 cross-coun-
try championships the Castrol
Team Toyota squad will field a new
contender in cross-country racing
and a combination of established
andnewdriver/co-driver lineups in
both disciplines.
Reigning cross-country champi-
ons Anthony Taylor and Dennis
Murphy will debut the Dakar-spec
independent rear-suspension ver-
sionofToyotasHiluxintheopening
round inpursuit of their secondand
Toyotas 17th cross-country cham-
pionship. This is the same vehicle
inwhichGiniel deVilliers andDirk
vonZitzewitz finishedaremarkable
fourthoverall and first in thepetrol-
powered4x4classintheDakarRally
in South America in January.
Toyota will be chasing its eighth
manufacturers championship and
seventh in succession.
Backing the champions will be
the new combination of Leeroy
Poulter and Rob Howie in the
second Dakar-spec Hilux in
which Poulter and Howie fin-
ished a creditable 33rd in the
Dakar Rally in Poulters first
appearance in theworlds long-
est and toughest motor race.

of an original entry of 154 to
complete the 14-day 9 500 kilo-
metre marathon through Ar-
gentina and Chile.
The Castrol Toyota rally
team has a new look about it.
While Leeroy Poulter and

tle in the premier S 2000 class
in aCastrol TeamToyotaYaris,
twice former national champi-
on Hergen Fekken makes his
Toyota debut in the second
Yaris. Carolyn Swan, who read
the notes for now-retired John-
ny Gemmell in 2013 (they fin-
ished second in the champion-
ship), returns to complete the new
pairing. Toyota will be chasing its
12thdrivers/co-drivers champion-
ship and 22nd manufacturers
championship.
ToyotaMotorsportwill again pre-
pare and enter a third Yaris, in Im-
perial colours, for Giniel de Villiers
andGreg Godrich. In their first sea-
son together, they finished fourth
overall and third in S 2000 in 2013.
Selected Toyota privateers in
both cross country and rallyingwill
enjoy support from Toyota Motor-
sport. In cross country they include
Thomas Rundle (Godrich Toyota
Hilux), who finished an excellent
25th in the Dakar Rally at his first
attempt, Jason Venter (4x4 Mega-
world Toyota Hilux) and Johan
Horn (Malelane Toyota Hilux). All
threewill compete in the top T class

sonCrossCountryChampionshipis
theRFS450,whichtakesplace in the
Harrismithareaof theFreeState on
28 February and 1 March.
The rally championship gets un-
derway on 14 and 15Marchwith the
traditional season-opener in Kwa-

darinthelastdecade.Althoughthemotorshow
is independently organised by the Garden
Route Motor Club, in 2011 a joint decision was
made tobring it into theKnysnaSpeedFestival
fold to offer fansvisiting the townanaddedmo-
toring element, while also assisting the show
attract a larger number of people through the
gate. Over 230 classic cars participated in this
event in 2013 and record funds were raised for
charity. All profits generated by the event are
donated to charity.

planning to visit Knysna are invited. Pre-regis-
