Brazilian Health Scenario

Brazil´s health system is divided in two sectors of service: the public and the private.

The country´s medical infrastructure is formed of 33 thousand public hospitals and

18 thousand private ones. Despite the fact that 35% of the hospitals are private, only

25% of the population, which is about 200 million inhabitants, has access to private

facilities through health insurances, therefore the majority of the population depends on the public service.

The public sector is administrated by SUS (Sistema Único de Saúde), which provides

free medical assistance to all Brazilian citizens. These SUS hospitals not commonly

release medical information to third parties or assistance companies. Foreign citizens

may also be assisted at SUS hospitals, however there´s the possibility there will be

charges after the assistance is final. EABR has agreements and partnerships with

hospitals and clinics that belong to the private medical sector. Brazilian health system

is regulated by ANS (Agência Nacional de Saúde), which is a federal organ.

When handling a file in a Brazilian public hospital it is very important to keep in mind

that they usually have poor infrastructure and do not cooperate with insurance companies providing written or verbal medical information.

Another important information is that unlike other countries, in Brazil health

insurances and/or covenants should ensure all medical treatment to their clients,

which means they are responsible for the patient from admission until the discharge,

with no financial limit for such service. This process is regulated by ANS (National

Health Agency) and it demands registration and certification of a health insurance

company. If these standard requirements are not met, the company will be sued in

court. Even though EABR is not a medical insurance, however, works for and along

international contracts of travel insurance, the company is subject to comply with

ANS rules and regulations. In order to prevent financial loss hospitals require to be

informed of, not only the values for initial care, but also coverage limit a well as

contractual exclusions, as preexisting illnesses and so forth. Such measures are a

financial protection for them, because, by law, once accepted, the hospital obligated

to provide all the service.

Besides that, for private hospitals it is common practice the breaking down of the

costs between facility and physicians’ fee. Therefore, even if the facility is on our

network we might have to do negotiations separately with the doctor’s team in order

to get the bill sent to us. In case the doctor team do not accept to bill us, subscriber

has to pay for it and ask for reimbursement.

Refund

Regarding refund process EA Brazil is able to do them to foreigner subscribers on

behalf of other EA companies, if the subscriber has an account in a Brazilian bank

and we receive through regular mail the original invoices, original proof of payment

and copy of passport. In case the subscriber does not have an account in a Brazilian

bank, he has to send us a hand written and signed letter authorizing the payment in someone else’s account.
